foodsafetycrisisinChinarecentyears Goodevening,ladiesandgentlemen!Imverygladthatallofyouarehereformyspeech.Tonight,Iwouldliketotalkaboutfood-safetycrisisinChinarecentyears.TheworldandChineseconsumershaswitnessedaseriousfood-safetyprobleminChinathepasttwoyearsThelatestisthecaseoftaintedsteamedbunssoldinsomeShanghaisupermarket.Food-safetyproblemhasarousedsomuchconcernsaboutthefoodamongourChinesepeoplethatitbecameahotissueinthetwosessions.Letsseefurtherthecaseoftaintedsteamedbuns.Themanufacturersrecyclethesteamedbunswhicharenotsoldoutandexpiredinthesupermarketsandthenusesomeparticularchemicalstomakethemlookfreshagainaswellasprolongthebunsdurability.Obviously,itisveryharmfulforpeopleshealthandmaycauseseverediseaseifpeopletakethiskindofsteamedbunsinthelongrun.Sowhy?Whyeverybodyisclearaboutitsnottherightthingtodobutstillexistsomanyfoodproblems?Ladiesandgentlemen，haveyoueverthoughtaboutthat?Willyouagreetodothesameifurinthefoodmanufacturerorworkinthesupermarket?Asforme,Iamonehundredpercentsurethatgainingprofitormakingmoneyisthebiggestincentivetotemptboththeproducersandsupplierstocounterfeit.Fortheproducers,theytryeverymeanstocutcornersorsubstitutetheoriginalingredientswithsomepoisonouschemicalstoreducethecost.Forthesuppliers,suchassupermarkets,theytendtochoosethecheapermanufacturersfortheirownbenefitwhenfacingapricepetitionbetweenthemanufacturers,whichprovideschancesforsomeproducerswhotakeadvantageofthispetitiontofake.Astothefood-safetywatchdogs,someexecutorswanttomakeuseoftheirpowertogetprofitsforthemselves,sotheythenignoreorderegulatethecontrolandmonitoringonthepanies,thusresultinallkindsofbad-qualityfoodanddisorderinthemarket.AnothermainreasonthatIbelievethatshouldnotbeoverlookedisthelackofmoralqualityandcredibilityinsomepeoplewhoalwayswanttomakemoneyforthemselves.Weallknowthatitissotoughandchallengingaquestionthatweneedtotakesomeveryessentialstepstoimprovethissituation.Sowhatcanwedotosolvethosefood-safetyproblemsinChina?Fromwhatwehavebeendiscussedabove,Ithinkourgovernmentshouldsuitaremedytothecaseandtakeeffectiveactionswithouthesitation.Firstly,makethebestuseofthelaw,Imean,strengthenlawenforcement.Aordingtothehistory,somedevelopedcountrieshavealsoexperiencedfood-safetycrisis,forinstance,thewell-knownBSEinEurope,thepoisonousriceissueinJapan.Forthosecountries,theyhavebeenverysuessfulinsolvingthetoughcrisisandtaughttheworldgoodlessonsontheimportanceoflawenforcement.InAmerica,itwillconstituteacrimeifanyunitisfoundoutanyactivityoffakenomatterwhattheamountofmoneyis.SoforChina,itisurgentforthelaw-makingdepartmenttoamplifythelawcontinuouslyandatthesametimestrengthentheenforcementofthelaw.Itmeansthatourenforcementdepartmentshouldpunishthepaniesandcitizensseverelyonceanycounterfeitarereported.Secondly,enhancethesenseofresponsibilityandhonestyofourcitizens,fromtheproducerstotheproviders,fromtheconsumerstothelaw-executors.Iassume,andstronglybelievethatifeverypeopleofallthedepartmentsduringtheprocessofthefood-manufacturingcanbetotallyresponsiblefortheirjob,thentheproducingofthefoodcanbeensuredsafeeventherestillexistsomemercenariesbecausethewatchdogscancatchthemoutimmediatelyandgivethemheavypunishments,andtheconsumerswillneverhaveachancetobuytheirfoodagain.Thirdly,maketheprocessofthefood-makingandmonitoringopenforthepublic.Thefood-makingpaniesandthewatchdogsshouldreceivethesupervisionandcontrolfromthegovernmentandtheconsumers.Theconsumershavetherighttoknowaboutthewholeprocessoffoodmakingjustastheyhavetherighttoenjoysafefood,soiftheysuspectandreporttorelativedepartmentofsomecasesthentheywontworryabouttobehurtorthreatened.Theproducersdarenottocheattheirconsumersiftheyknowtheywillpayveryhighpriceandgetchargediftheyproducebadqualityfood.Ladiesandgentlemen,actionsspeaklouderthanwords.Itistimeforourgovernmenttotakeahardlinetosolvetheproblemquicklytopreventmorepeoplefromsufferingthepoisonousfoodandgettingdisease.Everyone,includingyouandme,hastherightandresponsibilitytoprotectourselves.So,letsworktogethertoconstructasafermarket,abetterlifeandamoreharmonysociety.Thankyou!
