1、第 PAGE37 頁 共 NUMPAGES37 頁東寧小學(xué)師德師風(fēng)施行方案東寧小學(xué)深化開展師德師風(fēng)建立集中教育活動施行方案 為深化貫徹落實(shí)教育部關(guān)于進(jìn)一步加強(qiáng)和改良師德建立的意見老師20_51號、中小學(xué)老師職業(yè)道德標(biāo)準(zhǔn)老師20222號和市、縣教育工作會議精神,加快建立一支德高藝精的老師隊(duì)伍,著力構(gòu)建和諧師生關(guān)系,努力辦好人民滿意的教育,按照遂寧市教育局關(guān)于在全市教育系統(tǒng)深化開展師德師風(fēng)建立集中教育活動的通知、蓬溪縣教育體育局關(guān)于轉(zhuǎn)發(fā)在全市教育系統(tǒng)深化開展師德師風(fēng)建立集中教育活動的通知的要求結(jié)合我校實(shí)際,特制定本方案。一、指導(dǎo)思想建立一支師德高尚、業(yè)務(wù)精湛的老師隊(duì)伍是推進(jìn)教育改革開展的關(guān)鍵;加強(qiáng)
2、和創(chuàng)新學(xué)校管理,是實(shí)現(xiàn)教育新目的的重要保障。二、充分認(rèn)識師德師風(fēng)建立集中教育的重要性和緊迫性近年來,在各級黨委、政府的正確領(lǐng)導(dǎo)下,學(xué)校進(jìn)一步強(qiáng)化了師德建立,推進(jìn)學(xué)校管理創(chuàng)新,育人形式創(chuàng)新,獲得明顯成效,涌現(xiàn)出了一批師德高尚的優(yōu)秀老師,教育特色化、優(yōu)質(zhì)化開展的活力增加,人民對教育滿意度有了新進(jìn)步。但人民群眾對優(yōu)質(zhì)教育資需求有了新增長,對老師言行和教書育人才能提出了新要求。目前,在個別老師身上也出現(xiàn)了一些不容無視的問題:師德建立缺乏系統(tǒng)性、針對性和實(shí)效性,師德建立與學(xué)校管理、教育教學(xué)管理互相脫節(jié);“只管老師校內(nèi)言行,不管、放任老師校外表現(xiàn)”,未能實(shí)現(xiàn)師德教育和管理全覆蓋;存在管理薄弱環(huán)節(jié)甚至盲區(qū),
3、只注重教學(xué)管理,無視老師思想政治工作,放松教職工師德師風(fēng)教育等。個別老師教書育人責(zé)任心不強(qiáng)、奉獻(xiàn)意識不夠、拜金思想膨脹等問題突出存在;個別老師法紀(jì)意識冷淡,日常言行極端自由化現(xiàn)象越來越突出,甚至發(fā)生失德違紀(jì)違法現(xiàn)象,影響了廣闊老師在人民群眾中的良好形象,影響了教育事業(yè)的安康開展,必須實(shí)在增強(qiáng)師德建立和強(qiáng)化教育管理的憂患意識,深化認(rèn)識加強(qiáng)師德建立的必要性和緊迫性,把師德建立擺在老師隊(duì)伍建立的首位,實(shí)在加強(qiáng)老師思想政治教育、職業(yè)理想、職業(yè)道德、職業(yè)紀(jì)律教育,加強(qiáng)政策法制教育、全局思想教育,標(biāo)準(zhǔn)老師從教行為,加強(qiáng)學(xué)校管理,不斷優(yōu)化“教風(fēng)、學(xué)風(fēng)、校風(fēng)”,樹立為人師表、愛生如子、愛崗敬業(yè)的良好形象。三、
4、師德師風(fēng)建立集中教育活動目的任務(wù)通過開展師德師風(fēng)建立集中教育活動,全面實(shí)現(xiàn)“老師為人師表程度有新進(jìn)步,學(xué)校教育教學(xué)管理有新加強(qiáng),辦人民滿意的教育、建人才開展高地有新進(jìn)步”的目的。一堅(jiān)持用科學(xué)的理論武裝廣闊教職工,在進(jìn)步老師政治素質(zhì)上求打破。組織廣闊老師認(rèn)真學(xué)習(xí)鄧小平理論和“三個代表”重要思想,深化學(xué)習(xí)和理論科學(xué)開展觀,結(jié)實(shí)樹立正確的人生觀、價值觀、教育觀和質(zhì)量觀,旗幟鮮明地樹立學(xué)校“教書育人”正氣,以優(yōu)良的思想政治素質(zhì)影響和引領(lǐng)學(xué)生,進(jìn)步為人師表、依法執(zhí)教程度。二強(qiáng)化老師的正確職業(yè)理想,在進(jìn)步老師職業(yè)道德程度上求打破。以培養(yǎng)優(yōu)秀創(chuàng)新人才、傳播先進(jìn)文化和推動社會進(jìn)步為己任,增強(qiáng)老師的職業(yè)榮耀感、
5、歷史使命感和社會責(zé)任感,正確面對收入分配制度調(diào)整中的新情況、新問題,引導(dǎo)廣闊老師愛崗敬業(yè)、以生為本、無私奉獻(xiàn)、志存高遠(yuǎn),自覺履行教書育人的神圣職責(zé)。三標(biāo)準(zhǔn)老師的教書育人行為,在進(jìn)步教育教學(xué)質(zhì)量上求打破。堅(jiān)持教學(xué)育人、管理育人、效勞育人,引導(dǎo)廣闊老師全面貫徹黨和國家的教育方針,結(jié)實(shí)樹立“以學(xué)生為本”的理念,遵循教育規(guī)律,把握學(xué)生的身心特點(diǎn),嚴(yán)謹(jǐn)治學(xué),為人師表,精心育人,全面施行素質(zhì)教育,促進(jìn)學(xué)生德智體美全面開展。四著力解決師德師風(fēng)方面存在的突出問題,在樹立老師良好形象上求打破。當(dāng)前,老師隊(duì)伍總體上是安康向上的,但也有極少數(shù)學(xué)校和老師存在著亟需解決的問題。通過教育活動,采取綜合措施,解決師德建立和
6、師德表現(xiàn)上存在的問題,以高尚師風(fēng)推動校風(fēng)嚴(yán)明,促進(jìn)教育安康開展。五著力探究師德管理有效形式,在建立健全師德建立管理長效機(jī)制上求打破。建立和完善常態(tài)化的師德教育制度、老師身為世范的綜合管理機(jī)制、嚴(yán)格的師德考核制度,學(xué)校、家庭、社會三位一體的師德師風(fēng)評價監(jiān)視制度和育人質(zhì)量的問責(zé)制度,并形成長效機(jī)制,構(gòu)建與我校教育改革開展相適應(yīng)的老師職業(yè)道德長效建立機(jī)制和管理機(jī)制。六以集中開展師德建立活動為契機(jī),在全面提升學(xué)校管理程度上求打破。把老師的校內(nèi)校外師德表現(xiàn),作為老師資格認(rèn)定、學(xué)校聘人用人、評優(yōu)晉職晉級的首要條件,作為學(xué)校獎勵性績效工資分配的重要根據(jù),調(diào)動廣闊教職員工工作積極性,增強(qiáng)學(xué)校凝聚力、執(zhí)行力、公
7、信力,促進(jìn)學(xué)校管理和教育教學(xué)質(zhì)量的全面提升,加快辦人民滿意教育進(jìn)程。三、堅(jiān)持“六項(xiàng)原那么”,確保師德師風(fēng)建立集中教育活動順利開展一親密聯(lián)絡(luò)實(shí)際原那么。圍繞“責(zé)任奉獻(xiàn)”活動主題,結(jié)合學(xué)校領(lǐng)導(dǎo)班子、老師隊(duì)伍建立實(shí)際,實(shí)在把解決師德問題與圍繞教育教學(xué)創(chuàng)新這個中心工作結(jié)合起來,做到從實(shí)際出發(fā),有的放矢地開展教育活動。二面向全員原那么。教育活動面向每一位教職工,充分發(fā)揮離退休老老師的作用,做到人人參與,全面進(jìn)步。三正面教育為主原那么。突出正面典型引路、反面典型警示,教育引導(dǎo)廣闊老師增強(qiáng)自我教育、自我進(jìn)步的內(nèi)在動力。利用各種宣傳方式,宣傳師德標(biāo)準(zhǔn)要求,使廣闊教職工人人皆知,心里明白。同時,應(yīng)加強(qiáng)對廣闊老師
8、的人文關(guān)心,幫助老師解決實(shí)際困難,增強(qiáng)老師的職業(yè)幸福感、榮耀感,引導(dǎo)廣闊老師主動查找和糾正自身存在的問題,增強(qiáng)老師自我教育、自我完善、自我進(jìn)步的自覺性。四發(fā)揚(yáng)民主原那么。老師是師德師風(fēng)建立的主體,充分發(fā)揚(yáng)民主是搞好師德師風(fēng)建立的重要前提。尊重老師的民主權(quán)利,充分調(diào)動老師參與活動的主動性、積極性和創(chuàng)造性。五機(jī)制創(chuàng)新原那么。實(shí)在把查找問題、加強(qiáng)整改和制度機(jī)制創(chuàng)新貫穿師德建立全過程,既注重嚴(yán)格教育、強(qiáng)化監(jiān)管,又注重加強(qiáng)迫度機(jī)制建立,著力構(gòu)建師德建立的長效機(jī)制,做到用機(jī)制鼓勵人、制度管理人、環(huán)境帶動人、成效鼓舞人。六促進(jìn)教育質(zhì)量進(jìn)步的原那么。堅(jiān)持從有利于全校老師隊(duì)伍的安康開展、有利于全校教育的全面開展
9、來開展教育活動。突出重點(diǎn),實(shí)在解決老師隊(duì)伍中存在并且影響我校教育形象的突出問題。把開展師德建立活動與推動學(xué)校各項(xiàng)工作結(jié)合起來,通過師德建立活動轉(zhuǎn)變作風(fēng)、弘揚(yáng)正氣、凝聚人心、促進(jìn)和諧、提升道德素養(yǎng)、展現(xiàn)老師良好精神風(fēng)貌,促進(jìn)學(xué)校質(zhì)量進(jìn)步,促進(jìn)我校教育事業(yè)持續(xù)開展進(jìn)步。三、精心組織師德師風(fēng)建立集中教育活動,確?;顒荧@得實(shí)效師德師風(fēng)集中教育活動從2022年6月開場, 20_年1月底根本完畢。整個活動分為四個階段,工作步驟和工作重點(diǎn)是:一廣泛發(fā)動、宣傳發(fā)動階段2022年6月10日6月25日。1.召開發(fā)動大會。組長作好發(fā)動報告,發(fā)動全體老師積極參加師德建立活動, 使廣闊老師充分認(rèn)識師德建立的重要性和緊迫
10、性,增強(qiáng)責(zé)任感,明確活動目的任務(wù)。2.營造宣傳氣氛。學(xué)校利用橫幅標(biāo)語,黑板報、展板,信息公告欄、宣傳欄等多種形式宣傳教育活動,營造濃重的氣氛,保證活動開展有序有效進(jìn)展。3開展師德師風(fēng)大討論。以工會小組、教學(xué)教研組、黨小組等形式召開“師德座談會”,分析p 現(xiàn)狀,查找問題, 圍繞怎樣做學(xué)生的良師益友,如何決勝課堂,如何做人民滿意的老師,如何對待有償家教、有償補(bǔ)習(xí)等問題廣泛展開討論,討論新時期老師應(yīng)該具有的素質(zhì)、形象和標(biāo)準(zhǔn)。4制定工作方案。學(xué)校制訂工作方案,成立組織機(jī)構(gòu),落實(shí)負(fù)責(zé)師德建立年活動的日常機(jī)構(gòu)和專兼職人員,明確工作職責(zé)。明確指導(dǎo)思想、目的要求和方法步驟以及應(yīng)獲得的效果。5.培訓(xùn)活動骨干。做
11、好師德師風(fēng)教育活動學(xué)習(xí)資料的編印、訂購,保證學(xué)慣用書;聘請市內(nèi)外知名法律和學(xué)校思想政治工作專家開展師德師風(fēng)集中教育活動政治學(xué)習(xí)輔導(dǎo)骨干的培訓(xùn)。二征求意見、查擺問題階段2022年6月25日7月5日。1.查找問題。加大對轄區(qū)內(nèi)學(xué)校明察暗訪工作力度,查找工作中的薄弱環(huán)節(jié),排查管理盲區(qū),幫助老師查找自身在盡職履責(zé)方面存在的問題。2.征求意見。學(xué)校將通過意見箱、召開家長座談會和老師討論會、發(fā)放征詢意見表等多種形式,廣泛征求老師、學(xué)生、家長、社會對學(xué)校加強(qiáng)師德建立工作的意見和建議,會診查找本校師德建立、學(xué)校管理出現(xiàn)的問題并做好梳理,形成學(xué)校剖析材料。3.自查自糾。每位老師將根據(jù)市、縣、學(xué)校的師德師風(fēng)集中教
12、育活動方案,找出自己在校內(nèi)校外“為人師表”上的差距和缺乏,進(jìn)展深化剖析,寫出書面材料。一是思想方面有沒有違犯教育方針、法律法紀(jì)、政策,分布傳播有害學(xué)生身心安康的思想言論;有沒有只顧個人得失,不顧全大局,或只教書不育人的思想。二是工作方面有沒有敷衍塞責(zé)、馬虎從教,不備課,不修改或少修改作業(yè),成心不完成或不按時完成教育教學(xué)任務(wù)等損害學(xué)生利益的行為;有沒有該講授的內(nèi)容不講授,留到課后進(jìn)展有償家教謀取私利的行為;有沒有不愛學(xué)習(xí),不鉆研業(yè)務(wù),將別人的成果據(jù)為己有用于晉職晉級的行為;有沒有挖苦、挖苦學(xué)生,歧視差生,體罰或變相體罰學(xué)生行為;有沒有違背教學(xué)紀(jì)律,酒后上課,擅離課堂,在課堂上接打 等行為。三是行
13、為方面有沒有以非法方式表達(dá)訴求的行為;有沒有利用節(jié)假日到外地補(bǔ)課掙“外水”以及從事第二職業(yè)行為;有沒有向?qū)W生、家長推銷教輔資料和其他商品,承受或索要學(xué)生、家長財物等以教謀私的行為。三組織學(xué)習(xí)、深化反思階段2022年7月6日8月31日。今年暑期,學(xué)校將集中7天時間統(tǒng)一開展學(xué)習(xí)教育活動。1嚴(yán)格開展集中學(xué)習(xí)教育。學(xué)校將制定實(shí)在可行的學(xué)習(xí)方案,列出學(xué)習(xí)內(nèi)容、時間和詳細(xì)要求,特別選擇有關(guān)師德師風(fēng)方面的專著,落實(shí)開展集中學(xué)習(xí)教育活動的各項(xiàng)保障;聯(lián)絡(luò)實(shí)際,與學(xué)習(xí)理論活動相聯(lián)絡(luò),與校風(fēng)、教風(fēng)現(xiàn)狀相聯(lián)絡(luò),與教職工自身的從教實(shí)際相聯(lián)絡(luò),與建立“教育強(qiáng)市、人才高地”的要求相聯(lián)絡(luò)。學(xué)校將組織全體老師重溫胡錦濤總書記2
14、0_7年8月31日在全國優(yōu)秀老師代表座談會上的講話以及總書記給孟二冬女兒回信,認(rèn)真學(xué)習(xí)老師法、未成年人保護(hù)法、游行示威法、信訪條例、中小學(xué)老師職業(yè)道德標(biāo)準(zhǔn)、教育部關(guān)于進(jìn)一步加強(qiáng)和改良師德建立的意見等法律法規(guī)和文件精神,組織觀看第十屆“園丁杯”演講比賽和近期市教育局組織的明查暗訪光盤。深化學(xué)習(xí)全市教育工作會議精神、教育規(guī)劃綱要,要采取“四結(jié)合”的方式,即個人自學(xué)與集中學(xué)習(xí)相結(jié)合、個人考慮與座談交流相結(jié)合、講課輔導(dǎo)與集體討論相結(jié)合、聽取先進(jìn)事跡報告與剖析反面典型相結(jié)合。每位老師在學(xué)習(xí)中將做到“五有”,即有考勤、有學(xué)習(xí)材料、有讀書筆記、有學(xué)習(xí)心得、有對學(xué)校師德工作建議,確保學(xué)習(xí)質(zhì)量。2.深化反思。學(xué)
15、校將在學(xué)習(xí)教育的根底上,組織每位老師圍繞“怎樣做新時期師德高尚的人民老師”、“我為老師添榮耀”、“老師職業(yè)精神的時代特點(diǎn)”、“老師與學(xué)生共同成長”、“如何創(chuàng)新師德建立的方法和途徑”等內(nèi)容深化開展師德建立大討論。學(xué)校將在大討論的根底上,組織老師從思想和行為上進(jìn)展反思。對照中小學(xué)老師職業(yè)道德標(biāo)準(zhǔn),認(rèn)真開展師德師風(fēng)評議“十查十看”活動查理想信念,看是否忠誠黨的教育事業(yè);查依法執(zhí)教,看是否有違和國家的方針、政策的言行;查愛崗敬業(yè),看是否熱愛學(xué)校,盡職盡責(zé);查熱愛學(xué)生,看是否關(guān)愛每一位學(xué)生,尊重每一位學(xué)生;查嚴(yán)謹(jǐn)篤學(xué),看是否勤奮刻苦鉆研業(yè)務(wù);查團(tuán)結(jié)協(xié)作,看是否尊重同志,互相學(xué)習(xí);查尊重家長,看是否主動聯(lián)
16、絡(luò)家長,聽取意見;查廉潔從教,看是否無私奉獻(xiàn)、廉潔自律;查為人師表,看是否模范遵守社會公德、職業(yè)道德;查效勞意識,看是否滿腔熱情為學(xué)生效勞,為家長效勞。學(xué)校和教職工將采取自我檢查、自我糾正、自我教育、自我進(jìn)步的方法,結(jié)合自身實(shí)際認(rèn)真自查在以往教育過程中的思想行為,找出在師德師風(fēng)方面存在的問題、缺乏與差距,對存在問題的詳細(xì)表現(xiàn)、危害和產(chǎn)生問題的原因,深化細(xì)致的剖析,寫出書面自查報告,在校內(nèi)進(jìn)展公布,并開展民主評議活動,進(jìn)展?jié)M意度測評。學(xué)校將召開思想交流會,采取“一人發(fā)言眾人幫”的方式開展安康的批評和自我批評,堅(jiān)決防止和杜絕“一團(tuán)和氣”、“老好人”作法,使得每個老師心靈深處得到震撼和升華教育。3、
17、開展七項(xiàng)活動。一是舉行優(yōu)秀老師報告會。二是開展師德“三評”活動。即學(xué)生評老師、老師評校長、家長評學(xué)校。學(xué)校將組織開展師德師風(fēng)評議“三評”和“十查十看”活動。三是組織法律法規(guī)等理論知識考試。為了進(jìn)步老師依法從教程度,在集中學(xué)習(xí)階段完畢時將對全體老師進(jìn)展一次學(xué)法考試檢驗(yàn)學(xué)習(xí)效果,并將成績納入年度考核內(nèi)容,同時考試結(jié)果計入個人師德檔案;成績不及格的,嚴(yán)格采取多種措施予以處置,年度不得晉級評優(yōu)。四是開展好師德承諾,采取“老師向?qū)W校承諾,學(xué)校向?qū)W生、家長、社會承諾”的方式搞好師德承諾,并對承諾內(nèi)容廣泛宣傳,嚴(yán)格要求全體教職工模范遵守和執(zhí)行;五是舉辦“責(zé)任奉獻(xiàn)廉潔”教書育人演講比賽。六是深化開展“老師進(jìn)萬
18、家”家訪活動。新學(xué)期開場前后,每位老師至少家訪5名以上學(xué)生家長,作好家訪記錄,并將老師家訪活動長期堅(jiān)持,形成制度,加強(qiáng)學(xué)校與家庭、社會的聯(lián)絡(luò)。七是開展?fàn)巹?chuàng)師德標(biāo)兵活動。學(xué)校將結(jié)合老師節(jié)慶賀活動,培樹典型,大力宣傳和表彰師德標(biāo)兵的先進(jìn)事跡,使廣闊老師學(xué)有典范,趕有目的,鼓勵老師不斷進(jìn)步。四完善機(jī)制、整改進(jìn)步階段2022年9月1日20_年1月31日。1.整改突出問題。學(xué)校和廣闊教職工將針對查找出來的問題進(jìn)展認(rèn)真分析p 研究,由學(xué)校領(lǐng)導(dǎo)班子和老師個人分別提出整改方案,落實(shí)整改詳細(xì)措施,有步驟、有方案地限期整改。學(xué)校將對極個別問題突出,不自糾自改的,采取堅(jiān)決措施予以整治。2、樹立先進(jìn)典型。學(xué)校將采取多
19、種形式,評選“德藝雙馨”標(biāo)準(zhǔn)或示范帶頭老師,充分發(fā)揮其作用,以多種形式加以肯定和組織認(rèn)可。3、促進(jìn)學(xué)校嚴(yán)格管理。學(xué)校將以此次集中師德師風(fēng)教育活動為契機(jī),針對學(xué)校存在的問題和實(shí)際情況,全面完善或重新修訂相關(guān)管理規(guī)章制度,如學(xué)習(xí)制度、德育工作制度、老師家訪制度、績效考核制度和師德師風(fēng)考評、監(jiān)視、責(zé)任追究等制度,并建立師德師風(fēng)建立的制度檔案,全面提升學(xué)校管理程度,全面進(jìn)步學(xué)校依法依規(guī)對師生的管控才能。4.積極探究,建立師德師風(fēng)建立長效機(jī)制。學(xué)校將著力從思想和行動上預(yù)防和糾正不良作風(fēng),通過認(rèn)真研究、深化剖析查找出來的突出問題,發(fā)現(xiàn)制度和機(jī)制上的破綻和薄弱環(huán)節(jié),用改革創(chuàng)新的方法,建立和完善老師職業(yè)道德建
20、立網(wǎng)絡(luò)。一是強(qiáng)化長效機(jī)制構(gòu)建。探究建立健全六項(xiàng)制度,確保師德建立工作持久長效。一要探究建立校內(nèi)外師德管理和師德師風(fēng)考核綜合評價制度。把師德師風(fēng)表現(xiàn)分類細(xì)化,逐項(xiàng)量化考核,確實(shí)無法量化的采取定性考評。把師德師風(fēng)考核評價結(jié)果歸入師德檔案,與老師的聘用、評優(yōu)、晉職及績效工資嚴(yán)密掛鉤,對不合格老師實(shí)行一票否決。二要建立監(jiān)視檢查制度。由機(jī)關(guān)職能部門負(fù)責(zé),對來信、來訪、來電反映的師德師風(fēng)問題,進(jìn)展認(rèn)真查處。三要建立師德活動月制度。每年3月、9月定為師德師風(fēng)活動月,開展“萬名老師訪萬家”、“優(yōu)秀老師展風(fēng)采”等靈敏多樣的師德教育活動,逐步深化師德建立工作。四要建立學(xué)校、老師和家長互動制度。學(xué)校通過問卷、 調(diào)查
21、等形式開展評老師、評校務(wù)活動,拓寬測評視野。五要完善師德培訓(xùn)制度。要采取多渠道、多形式開展師德培訓(xùn)活動,重點(diǎn)搞好班主任、輔導(dǎo)員等德育工作者的專題培訓(xùn)。六要完善辦學(xué)質(zhì)量和程度評估制度。把師德建立做為學(xué)校辦學(xué)質(zhì)量和教學(xué)程度評估以及示范校評估的重要指標(biāo),進(jìn)步學(xué)校對師德的關(guān)注度。二是建立起紀(jì)律嚴(yán)明、獎懲逗硬的長效機(jī)制。學(xué)校將把師德師風(fēng)作為對干部老師的年度和各種評先評優(yōu)考核的重要根據(jù)之一納入考核目的,實(shí)行師德師風(fēng)問責(zé)制,嚴(yán)格執(zhí)行“師德一票否決制”,對違背老師職業(yè)道德標(biāo)準(zhǔn)的老師,在規(guī)定時間內(nèi)制止參與一切評先評優(yōu)、晉職晉級等活動。進(jìn)一步重申學(xué)校管理要求、老師職業(yè)道德行為標(biāo)準(zhǔn),宣布學(xué)校嚴(yán)格管理和處理違規(guī)行為的
