執(zhí)行機(jī)構(gòu)的能力評(píng)估Purpose:目的:identifythecapacity,proceduralandorganizationalconstraintsthatwillhindereffectiveProjectimplementationandagreeanactionplantoaddresstheseconstraints;確定在能力、程序和機(jī)構(gòu)方面對(duì)有效的項(xiàng)目實(shí)施帶來障礙的制約因素,并同意采取相應(yīng)措施的行動(dòng)計(jì)劃determinetheoverallprocurementriskandputinplaceappropriatereviewandsupervisionprocessesandthresholdstomitigatethoserisks,決定總的采購的風(fēng)險(xiǎn),并采取相應(yīng)的檢查和監(jiān)督程序,來減低這些風(fēng)險(xiǎn)Tothemaximumextentpossibleandsensible,ensurethatprocurementisundertakenbytheregularlineunitswithintheEA,agreeingintheactionplanmeasurestostrengthenandsupporttheseunitswhennecessarytherebyensuringthatEAcapacityisbuiltbeyondtheproject’slifecycle.達(dá)到最大程度,以確保采購活動(dòng)是由執(zhí)行機(jī)構(gòu)的常規(guī)部門來完成,行動(dòng)計(jì)劃中的措施要加強(qiáng)并支持這些部門的能力建設(shè),如果需要,在項(xiàng)目周期之外繼續(xù)執(zhí)行機(jī)構(gòu)的能力建設(shè)TheCapacityAssessmentwillbecomearequirementofthedetailedprocurementplanguideandbeusedtojustifyreviewprocedures,inc.theintroductionofpostreview能力評(píng)估將成為采購計(jì)劃指南的所要求完成的一個(gè)部分,并將用來評(píng)估亞行的審查程序(包括使用后審查的方式)Untilthedetailedguideisissued,inc.instructionsondoingcapacityassessment,capacityassessmentsarenotrequiredandpostreviewproceduresshouldnotbeproposed.在采購計(jì)劃指南(包括能力評(píng)估的方法)頒布之前,能力評(píng)估暫不作要求,同時(shí)后審查程序也不可以使用2.ProcurementPreparation采購準(zhǔn)備工作

ProcurementPlan采購計(jì)劃Over$100,000invalue,listallpackagesbyprocurementmethodandthedatebywhichprocurementactivitytocommence.十萬美元以上:列出所有合同,包括采購方式,和開始執(zhí)行的日期Below$100,000,themethodofprocurementistobeindicated十萬美元以下,只列出采購方式preparedbytheborrower,beannexedtotheRRP由借款人準(zhǔn)備,是RRP的一個(gè)附件notasubstituteforaprojectimplementationschedulewhichdetailsthemajoractivities不可替代項(xiàng)目實(shí)施計(jì)劃,beupdatedannuallyonarolling18-monthbasis.涵蓋項(xiàng)目之初的18個(gè)月,每年更新,以18個(gè)月為滾動(dòng)周期NotrequiredtopublishProcurementPlanlocally,butencouragedtodoso.鼓勵(lì)但不要求必須在當(dāng)?shù)毓_發(fā)布。2.ProcurementPreparation采購準(zhǔn)備工作
