執(zhí)行機(jī)構(gòu)的能力評(píng)估Purpose：目的：identifythecapacity,proceduralandorganizationalconstraintsthatwillhindereffectiveProjectimplementationandagreeanactionplantoaddresstheseconstraints;確定在能力、程序和機(jī)構(gòu)方面對(duì)有效的項(xiàng)目實(shí)施帶來障礙的制約因素，并同意采取相應(yīng)措施的行動(dòng)計(jì)劃determinetheoverallprocurementriskandputinplaceappropriatereviewandsupervisionprocessesandthresholdstomitigatethoserisks,決定總的采購的風(fēng)險(xiǎn)，并采取相應(yīng)的檢查和監(jiān)督程序，來減低這些風(fēng)險(xiǎn)Tothemaximumextentpossibleandsensible,ensurethatprocurementisundertakenbytheregularlineunitswithintheEA,agreeingintheactionplanmeasurestostrengthenandsupporttheseunitswhennecessarytherebyensuringthatEAcapacityisbuiltbeyondtheproject’slifecycle.達(dá)到最大程度，以確保采購活動(dòng)是由執(zhí)行機(jī)構(gòu)的常規(guī)部門來完成，行動(dòng)計(jì)劃中的措施要加強(qiáng)并支持這些部門的能力建設(shè)，如果需要，在項(xiàng)目周期之外繼續(xù)執(zhí)行機(jī)構(gòu)的能力建設(shè)TheCapacityAssessmentwillbecomearequirementofthedetailedprocurementplanguideandbeusedtojustifyreviewprocedures,inc.theintroductionofpostreview能力評(píng)估將成為采購計(jì)劃指南的所要求完成的一個(gè)部分，并將用來評(píng)估亞行的審查程序（包括使用后審查的方式）Untilthedetailedguideisissued,inc.instructionsondoingcapacityassessment,capacityassessmentsarenotrequiredandpostreviewproceduresshouldnotbeproposed.在采購計(jì)劃指南（包括能力評(píng)估的方法）頒布之前，能力評(píng)估暫不作要求，同時(shí)后審查程序也不可以使用2.ProcurementPreparation采購準(zhǔn)備工作
