Informationliteracyisthecoreoflifelonglearning.Informationliteracyandlifelonglearningrepresentthelighthouseoftheinformationsociety.Intheageofdigitallearning,informationliteracyistheprerequisiteofautonomouslearning,demonstratingtowhatextentanindividuallearnshowtolearn.Intherecentfourdecades,therehasbeenon-goingresearchintotheconnotations,relevanceandstandardsofinformationliteracyinandoutsideChina.Thispaperattemptstodiscusstheconnotations,relevanceandcomponentsofinformationliteracy,reviewingitsevolutionaryprogressandkeystandards,fromtheperspectiveofhistoricaldevelopment.Informedbyavarietyofinformationliteracystandardsandthedemandsforautonomouslearningandlifelonglearning,thepaperproposestenmajorstandardsofinformationliteracy,whichareexpectedtocontributetotheenhancementoflearners’informationliteracyorlearningability.Itisarguedthatintheageoflifelonglearning,thelearningsocietyisnotonlyoneinwhichanyonecanlearnanywhere/anytimebutoneinwhicheveryoneknowshowtolearnwell.Informationliteracyisthefoundationforgoodlearningabilitywhichinturnpromotestheconstructionanddevelopmentofthelearningsociety.

SignificantprogresshasbeenmadetoachieveUniversalPrimaryEducation(UPE)andyet,globallywefindthat131millionchildrenfromprimaryandlowersecondaryschoolageareoutofschool.ThesuccessofUPEhasledtonewchallengesofprovidingaccesstosecondaryeducation,andgovernmentsarestrugglingtomeetthisdemandforsecondaryeducation.Ontheotherhand,whiletheyareconfrontedwiththedemandforsecondaryeducation,theaccessofUPEhasnottranslatedintorealgainsinsomecountries,andstatisticsshow31.2millionchildrenleftschoolbeforecompletingthePrimaryeducationcycle.Anadditional32.2millionrepeatgrades.ThispapertakesintoconsiderationthechallengeofmeetingthesurgeforeducationandthemodelbeingproposedbytheCommonwealthofLearning(COL)asoneofthestrategiestoaddressthisdemand.Openschoolinghasbeenintroducedsuccessfullyinmanycountries.ThispaperwillgiveanoverviewoftheworkoftheCommonwealthinopenschoolingandhowthiscanformpartofthesolutionforaddressingtheMillenniumDevelopmentGoals(MDG),especiallyinachievinguniversalprimaryeducation,promotinggenderequalityandempoweringwomen.Keywords:OpenSchooling;model;CommonwealthofLearning;UniversalPrimaryEducation;SecondaryEducation;GenderEquality;MillenniumDevelopmentGoals

ThousandsofcourseshavebeenawardedasStateBenchmarkedCourses(SBCs)bytheChineseMinistryofEducationsince2022.However,therehasbeenlittleresearchintothestatusquoofSBCs.ThispaperreportsonasurveyonthedevelopmentandactualuseofSBCsandtheirevaluationmechanisminanattempttoidentifydistinctivefeaturesofSBCsintermsofresourcesconstruction,technologyrealization,contentupdating,andtechnologymaintenance.ThesurveyshedlightontheuseofSBCsandtheirimpactsonuniversityteachingandlearningandrevealedproblemsandweaknessesoftheexistingevaluationmechanism.IdeasandapproacheswerealsodiscussedinrelationtopromotingSBCsandenhancingtheirexemplaryeffects.
