ψ=250廣州XX汽車內飾材料有限公司擴建項目工程活動板房火災專項應急預案活動板房火災專項應急預案一、目的為了搞好施工現(xiàn)場安全生產工作,保衛(wèi)職工人生安全和企業(yè)財產,積極應對可能發(fā)生安全生產重大事故:如現(xiàn)場高空墜落、物體打擊、觸電傷害、機械傷害、火災事故、化學危險品、油漆油品、滑坡坍塌、食物中毒、地震災害等,一旦發(fā)生,迅速、有效地按照預先制定的應急救援方案有條不紊的實施救援、搶救傷員,及時將人員撤離,組織人員補救,防止事故蔓延、擴大,最大限度減少人員傷亡和財產損失,把損失控制在最低限度。根據(jù)《安全生產法》和相關安全生產、文明施工、環(huán)境保護、國家和地區(qū)的法律法規(guī)、條例、標準、規(guī)程、規(guī)定要求,結合本工程項目部,特編制本項目“施工現(xiàn)場安全事故應急救援預案”。二、組織機構項目部在項目安全生產、文明施工領導小組基礎上,成立項目安全生產事故應急領導小組,以項目經理任組長,項目副經理為副組長,各職能部門負責人任組員的應急救援小組。一旦出現(xiàn)安全生產事故,救接小組按預先制定的應急救援方案,及時報告救援、報警,引導群眾及時撤離,組織力量營救受傷人員和撲救,控制險情,防止蔓延,并及時報警,把損失控制在最低限度。三、火災應急救援A、組長:主要分工職責:1)組織項目義務消防組積極救火、搶救人員。2)、根據(jù)火災情況,確定是否疏散人員。3)、掌握火勢發(fā)展情況,及時調整義務消防力量和第三方救援需求,明確布置救人、疏散物資和滅火、供水、防排煙等任務,并檢查執(zhí)行情況。公安消防隊到場后,及時向公安消防部門的火場總指揮報告情況,帶領職工服從統(tǒng)一指揮。B、應急救援領導小組組員分工職責:甲組員負責通報:1)、將火災情況通知有關部門和人員,告訴其應采取的對策。2)、根據(jù)應急救援領導小組的命令,向需要疏散的人員發(fā)出通知。3)、根據(jù)火情,決定需要通報疏散的區(qū)域,通報次序為:著火層、著火層以上各層、有可能蔓延到的著火層以下各層。4)、通報方式:電話、呼喊、喇叭、派人現(xiàn)場通報;通報要說明疏散路線、穩(wěn)定人員情緒。乙組員負責疏散與救護:疏散與救護是防止或減少人員傷亡的關鍵措施。1)、劃定安全區(qū),根據(jù)建筑物及周圍情況,事先劃定人員疏散集結的安全區(qū)域;2)、明確分工,把責任落實到事發(fā)部門、其他部門相關工作人員和義務消防隊員,引導疏散人員,查清是否還有人員在應該疏散的區(qū)域,穩(wěn)定被疏散人員的情緒;3)、火災發(fā)生,應立即詢問最先發(fā)現(xiàn)火情人員有關失火地點情況,了解是否有人員傷害,當懷疑有可能的人員傷害時,迅速撥打120急救電話,告知失火地點、附近醒目建筑物,并派安全警戒負責人去路口接應。在救護車未達到前,搶救下來的傷員,應使其平躺地上,周圍應通風良好,有呼吸窘迫的應即使進行人工呼吸;4)注意事項:中老年人、婦女的疏散應優(yōu)先,其余人員疏散應有條不紊,有序疏散。丙組員負責組織滅火:在火災現(xiàn)場的相對安全點,由義務消防隊員、事發(fā)部門工作人員等組成滅火小組,進行撲火、滅火工作。1)、組織偵察火情,掌握火勢發(fā)展情況;2)、及時向應急救援領導小組匯報火情;3)、根據(jù)火情,指揮切斷電源、切斷可燃氣源;4)、指揮參加實施滅火、疏散、搶救人員的緊急行動;5)、派出人員攜帶滅火工具、消防器材、防火工具阻止火勢沿水平或縱向蔓延;6)、檢查滅火人員和布置是否符合要求;7)、公安消防隊到場后,協(xié)同組織滅火、搶救,帶領義務消防隊員服從統(tǒng)一指揮。丁組員負責防煙排煙:組織火場人員用濕毛巾捂住口、鼻,匍匐于地面的方法防煙,并按疏散負責人指定的路線進行疏散。戊組員負責安全警戒:1)、外圍警戒:清除路障,指導一切無關車輛離開現(xiàn)場,勸導無關人員撤離現(xiàn)場,維護好外圍秩序,迎接消防隊,為消防隊到達火場滅火創(chuàng)造有利條件;2)、火場外部警戒:不允許無關人員進入火場,指導疏散人員離開建筑物,看管好火場內疏散出的物資,防止有人趁火打劫、制造混亂,指導消防隊進入到現(xiàn)場、消防控制室,為消防隊的滅火戰(zhàn)斗行動維持好秩序;3)、火災撲滅后,在火災區(qū)域內設立警戒區(qū),禁止無關人員進入,保護好現(xiàn)場,配合公安消防部門調查火災原因。=6\*ZODIAC1己組員負責通訊聯(lián)絡:1)、建立通訊網(wǎng)絡,使各級有關人員能迅速、正確的接受到火災信
