tetheinformationrelatedwithHSEwithcustomersandotherinterestedpartiesinwrittenform,ifpossible,orinthewayofinternetandtelephone,andshallfeedbackthesuggestionandrequirementsofcustomersandotherrelatedparties.Allthebranchesanddepartmentsshallmakeeffortstoestablishthemutualbenefitrelationshipswiththecommunitypublic,strengthencommunicationandenhancethereputationamonglocalpublicandgovernmentsandshallreporttothecommunitypublicandrelatedparitieswhentherisksincorporatebusinessactivitiesmayinfluencethesafetyandhealthofthecommunitypublic;promotealltheemployeestotakeahealthywayoflifeandtoconductresponsibleactivitiesonworksiteornon-worksite;handletherelatedsocialsafetyandHSEdisputesandcompensationaccordingtolawsandregulationsunderthefair,responsibleandtransparentconditions.ControlofDocumentsandRecordsThecorporateHSEmanagementsystemdocumentsaredividedintothreelevels,includingthefirstlevel:XXXXXHSEmanagementsystemmanualaretheguidelinedocumentsofthecorporateHSEmanagement;thesecondlevel:XXXXXHSEmanagementregulations,measuresandguidebookareapplicabletotheHSEmanagementofallthebranches,departments,contractorsandsuppliersofXXXXX;thethirdlevel:theregulations,measuresandoperationguidebookestablishedbyallthebranchesanddepartmentsaccordingtotherequirementsofthedocumentsofthefirsttwolevelsandtheirownbusinessandriskcontrol.HSEDepartmentshallorganizetoestablishthefirsttwolevelsofdocuments.Theapproval,issue,revision,preservationandabortionofdocumentsshallconformtothedocumentmanagementrequirementsspecifiedbyPresidents’Office.AllthebranchesanddepartmentsmayfurtherestablishandimprovetheirinternalHSEmanagementsystemaccordingtotheirownsafetyriskcontroldemand.TheoverseasbranchesmayestablishdocumentsreferringtoGuidanceforOverseasBranchesHSEManagementSystemEstablishment.Theapproval,identificationanddistributionofthethirdleveldocumentsshallfollowtheinternalmanagementrequirementsofallthebranchesanddepartments.Thecurrenteditionofthefirsttwolevelsofdocumentscanbesearchedontheinternalwebsiteofthecompany.HSEDepartmentisresponsiblefortheuploadandupdateofthedocumentstoensuretheeffectivenessofthedocuments.Theusersofdocumentsshallstrictlyobeythemanagementrequirementsandfeedbacktheirsuggestiontotherelateddepartmentorbranchincaseanyproblemisfound,whichshalllaterbereviewedandcorrectedbythedepartmentorbranchthatestablishesthedocument.AllthebranchesanddepartmentsshallmaintaintherecordsformedintheprocessofHSEmanagementsystemoperationfortheevidenceoftheresultsandconformityofmanagementactivitiestosystemrequirements.Therecordsshallbeclear,true,reliable,completeandtraceablefortherelatedactivities;Therecordsshallbespecificallyidentified,easytoretrieve,collected,arrangedandfiledregularly;Therecordsshallbespecifiedwithpreservationperiodaccordingtoitsimportancelevel.Theobsoleterecordsshallbedestroyedsafely.OperationalControlXXXXXmainlyfacesthreetypesofHSErisks:socialsecurityrisk,operationalsafetyriskandtrafficsafetyrisk.AllthebranchesanddepartmentsshallanalyzeandevaluatetherelatedHSErisksexistingintheirbusinessactivities,establishandstrictlyimplementcontrolmeasuresandmanagementplanstoensuretherealizationofcorporateHSEcommitmentandobjectives.ThenewlyestablishedorganizationsofXXXXXshallmakeHSEprophaseevaluationandtakeeffectiveriskpreventionmeasurestoavoidHSEaccidents.SocialsecuritymanagementshallfollowXXXXXSocialSecurityManagementProcedures.Allthebranchesareresponsiblefortheoverallplanning,implementation,monitoringandcoordinationofHSEmanagementduringprojectoperationaccordingtotheprocedureofProjectHSEManagement.Technology&QualityManagementDepartmentisresponsibletoorganizetheHSEworkrelatedwiththeselection,evaluation,supervisionandexaminationofcontractorsaccordingtotheprocedureofSupplierManagementandstrictlyimplementtheBasicHSERequirementsforContractors.AllthebranchesanddepartmentsshallstrictlyfollowtheprocedureofVehicleTrafficSafetyManagement,avoidandreducetrafficaccidentstoensurehumansafetyandavoidpropertyloss.AllthebranchesanddepartmentsshallstrengthenandregulatecorporateoccupationalhealthandquarantinemanagementaccordingtotheprocedureofOccupationalHealthandDiseasePreventionManagementtopreventoccupationalandepidemicdiseaseeffectivelyandensurethehealthofemployeesduringproductionandoperation.Thefirepreventionmanagementoftheofficeareasandoperationsitesoftheheadquarters,allthebranchesshallfollowtheprocedureofFirePreventionManagement.Allthebranchesanddepartmentsshall,accordingtothecorporateGeneralEmergencyResponsePlan,improvetheirownemergencyplan,conducttrainingandrehearsaloftheemergencyplanandtheplanning,storageandmanagementofemergencymaterial,strengthenearlywarningmanagementandcontinuallyimprovetheabilityofhandlingemergencytoensurein-timeresponseincaseofemergencyandaccidentandtopreventandreduceanypossibleharmandloss.Incaseofanymajorchangeincorporatebusinessactivityandprocess,alltherelateddepartmentsandbranchesshallorganizetore-evaluatetheHSEhazardsandinfluenceandtakeproperimprovementmeasurestoensuretheeffectivenessofsocialsecurityadHSEmanagementsystem.MonitoringandEvaluationSupervisionandperformanceevaluationAccordingtotheproceduresofHSESupervisionandInspectionandHSEPerformanceEvaluation,XXXXXshallorganizesupervision,checkandexaminationforHSEworkatpropertime,findoutproblemsandtakein-timecorrectiveandpreventivemeasurestoensuretheconformityandeffectivenessofthemanagementsystem.HSEDepartmentisresponsibletoestablishcorporatesafetycheckplanandorganizetoimplement,supervisetheHSEsupervisionworkofallthebranchesanddepartments.AllthebranchesanddepartmentsareresponsibleforthecheckoftheHSEworkwithintheirbusinessscope,andshallcoordinatealltypesofsafetycheckorganizedbyXXXXXandcorrectanddestroyalltypesofpotentialhazardsdetectedduringsafetycheck.HSEDepartmentisresponsiblefortheHSEsupervisionandexaminationofallthebranchesanddepartments,andshallproposerewardsandpunishmentsuggestionaccordingtoexaminationresultsandreporttosafetycommitteeforfinalapproval.HumanResourcesDepartmentisresponsibletoexecutetheHSErewardsandpunishmentdecisionmadebythesafetycommittee.IncidentManagementandAccidentInvestigationAccordingtoGeneralEmergencyResponsePlanandtheprocedureofSafetyAccidentManagement,allthebranchesanddepartmentsshallperformHSEemergencyearlywarning,report,solvingandinvestigationofemergenciesandanalysisandhandlingofaccidents.Allthebranchesanddepartmentsshallconductriskanalysis,improvemonitoringnetwork,reportandreleaseearlywarninginformationandtakeeffectivemeasuresforallpotentialemergencies,topreventtheoccurrenceofemergentevents.WhenHSEemergenteventoccurs,therelateddepartmentshallimmediatelystartitsemergencyresponseplan,conductemergencyhandlingworkandreporttotheheadquartersofXXXXXintimeaccordingtoEmergencyReportProcess.Fortheemergencyconcerningforeignaffairsorcountries,therelateddepartmentshallalsoreporttothelocalXXXXXleadingcoordinationgrouporoverseasoffice.TheXXXXXsafetycommitteeandthedepartmentwheretheaccidentoccursshallestablishanaccidentinvestigationgrouptomakeinvestigationandprepareaccidentreportaccordingtothelimitsofauthorityforaccidenthandlingspecifiedintheprocedureofHSEIncidentManagement.TheXXXXXsafetycommitteeshallreviewtheaccidentinvestigationreportsubmittedbytheaccidentinvestigationgroup,refertothehandlingsuggestionsproposedbyaccidentinvestigationgroupandmakeawrittendecisionforthepeopleresponsiblefortheaccident.Alltherelatedbranchesanddepartmentsshallestablishcorrectivemeasureplanaccordingtotheverifiedaccidentcauseintheaccidentreportandensuretheeffectiveimplementationofthemeasures.InternalAuditXXXXXshallestablishandimplementanauditplanbytakingsafetysupervision,qualitymanagementsysteminternalauditandinternalcontrolreviewintoaccount,toensuretheproperimplementationandmaintainingoftheHSEmanagementsystemofthecompany.Checklistshallbeusedduringtheauditandkeepaccuraterecordsforevidence.Whentheauditiscompleted,thefindingsshallbecommunicatedwiththeauditedpartiesandreachconsistency.Alltherelatedbranchesanddepartmentsshallestablishcorrectivemeasuresandimplementintimeagainsttheproblemsdetectedinaudit.TheauditresultsshallbereviewedbythemanagementrepresentativeafterHSEDepartmentsummarizes.ManagementReviewThepresidentshallorganizeatleastoncecorporateHSEmanagementreviewannuallytoensurethecontinualappropriateness,adequacyandeffectivenessofthesystem.HSEDepartmentshallcollect,summarizeandanalyzetheinformationaboutHSEmanagementsystemoperationeveryyearaccordingtothearrangementofpresidentfortheevaluationofsafetycommittee,whichincludes,internalauditandconformityevaluationresultscommunicationinformationwithexternalrelatedparties,includingcomplaints;corporateHSEperformancerealizationlevelofobjectivesandindicatorsconditionsofcorrectiveandpreventivemeasuressubsequentmeasuresforthepreviousmanagementreviewchangeofobjectiveelements,includingthechangeoflawsandregulationsandotherrequirementsrelatedwiththecompany,andimprovementsuggestions.Themanagementreviewresultsshallbeoutputintheformofcorporateannualsafetyworkreport,whichshallbecommunicatedbythepresidentonannualworkmeeting.ListofHSEProceduresHSEResponsibilitiesandImplementationHazardsIdentificationandRiskControlProjectHSEManagementVehicleTrafficSafetyManagementFirePreventionSafetyManagementOccupationalHealthandDiseasePreventionSocialSecurityManagementSystem(underpreparation)SafetyManagementforPersonnelGoingAbroadSafetyCoordinatorManagementHSESupervisionandInspectionHSEIncidentManagementHSEPerformanceEvaluationGuidanceforOverseasBranchesHSEManagementSystemEstablishmentGeneralEmergencyResponsePlan
