FromFiscalYear(FY)1969toFY2005,theOfficeoftheSecretaryofDefensepublishedthe“AnnualDefenseReport”(ADR)tomeet10USCsection113requirements.BeginninginFY2009,theOverviewBookfulfilledthisrole,anditispublishedeachyearaspartofthePresident’sAnnualDefenseBudget.

TheOverviewisonepartofanextensivesetofmaterialsthatconstitutethepresentationandjustificationofthePresident’sBudgetforFY2025.ThisdocumentandallotherpublicationsforthisandpreviousDepartmentofDefense(DoD)budgetsareavailablefromthepublicwebsiteoftheUnderSecretaryofDefense(Comptroller)

ThePresident’sbudgetrequestfortheDepartmentofDefenseisonceagainrootedinour2022NationalDefenseStrategy,whichcontinuestoletusmatchournationalresourcestoournationalobjectives.Thisrequestwillbolsterourabilitytodefendourcountry,pacedtothechallengeposedbyanincreasinglyaggressivePeople’sRepublicofChina.ItwillbetterpostureustodeteraggressionagainsttheUnitedStatesorouralliesandpartners,whilealsopreparingustoprevailinconflictifnecessary.Itwillcontinuetoforgeamoreresilientjointforceandamoderndefenseecosystem,builtforthesecuritychallengesofthe21stcentury.Anditwillstrengthentheunmatchedglobalnetworkofalliancesandpartnershipsthatmagnifyourpowerandadvanceoursecurity.

ThisbudgetrequestisconsistentwiththemandatorycapsapprovedbyCongressundertheFiscalResponsibilityActof2023.Underthesecaps,wemadedifficult,butresponsible,decisionsthatfocusonmaintainingourmilitary’sreadinessandtakingcareofourpeople.Soourbudgetrequestreflectstargetedreductionstoprogramsthatwilldeliverkeycapabilitiesinlateryearstosupportthejointforce’sabilitytofightandwininthenearterm.

Wemustcontinuetoinvestincutting-edgedefensecapabilitiesandtoadvancenewoperationalconceptsacrossdomains,fromadvancedcybersystemsandenhancedspacecapabilitiestoamodernizednucleartriad.Thisbudgetrequestalsoreflectsadeepcommitmenttoourpeople,whowillalwaysbetheDepartment’sgreateststrategicasset;wehopetoraisebasicpay,boostquality-of-lifeinitiatives,andpromotesafetyandaccountability.Moreover,thisrequestwillenabletheDepartmenttodeepencooperationwithourinteragencycolleagues,Congress,industry,academia,andouralliesandpartners.Throughcooperativedefenseinitiatives,multilateraljointexercises,andsharedtechnologydevelopment,wewilldeepenourcapabilitiesandhelpmakeAmericaandtheworldmoresecure.

NationalDefenseStrategy–DefensePriorities

LiketheNSS,theNDSissuedin2022remainsunchanged.ItdirectstheDepartmenttoacturgentlytosustainandstrengthenU.S.militarycredibilityanddeterrencecapability.TheNDSidentifiesfourtop-leveldefenseprioritiestheDepartmentmustpursuetostrengthendeterrence:

CentralPremise

Overayearintoimplementation,the2022NDSremainsourNorthStar.The2022NDSadvancesastrategyfocusedonthePeople’sRepublicofChina(PRC)andseekstopreventthePRC’sdominanceofkeyregions,whileprotectingtheU.S.homelandandreinforcingastableandopeninternationalsystem.Consistentwiththe2022NSS,avitalobjectiveoftheNDSistodissuadethePRCfromconsideringaggressionasaviablemeansofadvancinggoalsthatthreatenvitalU.S.nationalinterests.ConflictwiththePRCisneitherinevitablenordesirable.TheDepartment’sprioritiessupportbroaderwhole-of-governmenteffortstodeveloptermsofinteractionwiththePRCthatarefavorabletoourinterestsandvalues,whilemanagingstrategiccompetitionandenablingthepursuitofcooperationonsharedchallenges.

EvenaswefocusonthePRCasourpacingchallenge,theNDSalsoaccountsfortheacutethreatposedbyRussia,demonstratedbyourcontinuedeffortstoopposeRussianaggressioninEuropeandtheirunprovokedinvasionofUkraine.TheDepartment’sinvestmentswillcontinuerobustdeterrenceofRussianaggressionagainstvitalU.S.nationalinterests,includingcommitmentstoourtreaties.WewillworkcloselyviatheNorthAtlanticTreatyOrganization(NATO)andwithouralliesandpartnerstodevelopcriticalenablingcapabilitiesanddeepeninteroperabilityforamorecrediblecombinedAlliedforce.InserviceoftheNDSstrategicpriorities,theDepartmentwillacceptmeasuredriskbutremainvigilantinthefaceofotherpersistentthreats,includingthoseposedbyNorthKorea,Iran,andviolentextremistorganizations.

SecurityEnvironment

The2022NDSprovidestheDepartmentwithaguidingframeworkthataccountsforchangesinthegeopoliticallandscape.Inthiscomplexanddynamicsecurityenvironment,theDepartmentwillcontinuetomaintainitsdistinctiveadvantagesinmilitarycapabilitiesfortheTotalForce,enhancetheabilitytosupportandemploythatforcewithalliesandpartners,andconductmilitaryactivitiesthatadvanceU.S.nationalinterests.

Anincreasingarrayoffast-evolvingtechnologiesandinnovativeapplicationsofexistingtechnologycomplicatestheDepartment’sabilitytomaintainanedgeincombatcredibilityanddeterrence.Newercapabilitiessuchascounterspaceweapons,hypersonicweapons,newandemergingpayloadanddeliverysystems,andlackofclarityfornormsofbehaviorinspace,cyber,andinformationdomainscontinuetocreateaheightenedpotentialforinadvertentescalationorshiftsinperceiveddeterrenceofU.S.militarypower.Newapplicationsofartificialintelligence,quantumscience,autonomousweaponsdesigns,biotechnology,andspacetechnologiescanchangetraditional,kineticmilitaryconflict,anddisrupttheU.S.supplychainandlogisticsoperationsvitaltomaintainingcombatcredibility.TheDepartmentlikewisefacesdestabilizingandpotentiallycatastrophictransboundarychallenges,includingclimatechangeandpandemics,whichhaveincreasinglyaffectedtheTotalForce.

ThePresident’sFY2025budgetrequestforDoDis$849.8billion.Thisbudgetrepresentsa$33.9billionor4.2percentincreaseovertheFY2023baselevelof$815.9billion(ora$32.4billion(4.0percent)increaseovertheFY2024ContinuingResolution(CR)).However,asthisrequestisalignedtothefundinglevelsagreedtointheFiscalResponsibilityAct(FRA)of2023,itgrowsbyonly$7.8billion(0.9percent)overtheFY2024President’sBudgetrequest.Whilethisbudgetcontinuestomaketheinvestmentsnecessarytoimplementandexecutethe2022NDS,theFRAtoplinelimitationrequiredtheDepartmenttomakesometargetedreductionstoprogramsthatwillnotdelivercapabilitytotheforceuntilthe2030stopreserveandenhancetheTotalForce’sabilitytofightandwininthenearterm.ExamplesofthesetargetedreductionsintheFY2025budgetrequestincludetherephasingoftheNavy’sNextGenerationFighterprogramandAirForce’sNextGenerationAirDominanceprogram,andthereductionofSpaceForces’demonstrationandexperimentationtranche.TheFY2025budgetrequestensurestheDepartmentcansustainandstrengthenintegrateddeterrenceandinvestmentsthatbuildenduringadvantages,including:supportingourservicemembersandtheirfamilies;strengtheningouralliancesandpartnerships;andpreservingAmerica’stechnologicaledge.

baseandOCOfundingrelatedtooperationsinIraqandAfganistanfollowingtheeventsof9/11.EmergingfromtheBCA,theFY2022budgeteliminatedtheseparateOCOrequest,andtheFY2023throughFY2025budgetsalignandimplementthe2022NDSbyreinforcingthecapabilitiesoftheTotalForceandallowingtheDepartmenttofieldcombat-credibleforcestodaywhilesimultaneouslypreparingforthethreatsofthefuture.

Atthetimeofpublishing,theDepartmentcontinuestooperateunderaContinuingResolution(CR)withthesequestrationcutsmandatedbytheFRAfastapproaching.Unlessall12ofthefederalgovernment’sFY2024appropriationsactsarepassedbyApril30th,theDepartmentwillbeforcedtooperateunderacapofapproximately$808billion.Theconsequenceswouldbegrave.Wewillcontinuetotakecareofourpeoplebyensuringmilitarymanpoweraccountsareprotectedfromfurtherreductionsundersequestration,butthiswillexerttremendouspressureonprocurementandreadinessaccountstoabsorbtheindiscriminate,across-the-boardspendingcutrequiredundersequestration.TheDepartmentwillriskundoingyearsofsteadyeffortstoimprovereadinessandrapidlymodernizetomeetourpacingthreat.SequestrationwouldreducetheDepartment’sfunding,impairourmissions,usetaxpayermoneyinefficiently,anddepriveourindustrypartnersthestabilityrequiredtobuildandmaintainthesystemsvitaltoourdefense.

TheDoD’sresourceallocationprocesswasbornintheindustrialage.However,thegoaloftheprocessremainsunchangedandthechallengeswefacefromouradversariescontinuetobeformidable.

TheU.S.hashadmanyadversariesbeforethatwereactivelytryingtochangetheworldorder,butnonehavebeensuccessful.ButthePRC,ifwearenotdiligent,hasthepotentialto.Aswemoveforwardintothedecisivedecadesahead,theDepartmentmustcontinuouslyevaluateourcapabilitiesandtechnologiesavailableforthewarfighters.Butwemustalsocontinuallyimprovetheprocessesthatunderpinhowwedeliverythosecapabilitiesandclosegaps.TheDepartmentcannotremaincompetitiveandrelevantifourprocessesareoptimizedforadifferentfight.WemustacturgentlytobuildenduringadvantagesforthefutureJointForce,advancereformtoaccelerateforcedevelopment,andgetthetechnologyweneedmorequickly.

TheDepartmenthasundertakensignificantreformsandcontinuestoseekincrementalreformspurposefullytoimprovehowthesystemoperatestomeetthechallengesweexpecttofaceinthecrucialyearsahead.OnepiecetothisreformistheDepartment’ssubmissionofrevisedappropriationslanguageornewgeneralprovisionstoincreasefundingflexibilitiesthroughouttheDepartmentthatdirectlyaffectthedeliveryofneededcapabilities,abilitytoclosecriticalgaps,andpromotetheefficientuseofresources.
