Rules火災(zāi)始終時(shí)時(shí)刻刻對(duì)酒店業(yè)構(gòu)成巨大的威脅。目前，國(guó)內(nèi)外酒店對(duì)消防工作越來(lái)越重視。我們酒店投入了大量的資金，購(gòu)買了先進(jìn)的火災(zāi)報(bào)警系統(tǒng)和自動(dòng)滅火系統(tǒng)。這對(duì)酒店消防工作起到了積極的作用。但是酒店的消防工作應(yīng)以預(yù)防為主。為了做好應(yīng)付各種突發(fā)事件的準(zhǔn)備，根據(jù)中華人民共和國(guó)消防法、機(jī)關(guān)、團(tuán)體、企業(yè)、事業(yè)單位消防安全管理規(guī)定暨公安部第61號(hào)令、重慶市消防條例及酒店的實(shí)際情況，制定本規(guī)定。Fire is a great threat for hotel industry. At present, hotels in the country and abroad have gradually laid more emphasis on this work. We have put large amounts of investment in purchasing advanced fire alarm system and automatic fire fighting system which is crucial to fire-fighting of our hotel. However, the key part of fire-fighting in hotel is prevention. This regulation is drew up according to the “Fire Control Law of Peoples Republic of China”,“Fire Security Administration Regulation of Organization, Group, Enterprise and Unit and No.61 Order of Public Security”, “Chongqing Fire Control Rule”and also made in line with hotel fact.第二章 消防組織機(jī)構(gòu)Chapter Two Fire Control Organization酒店消防安全委員會(huì)作為酒店的消防管理機(jī)構(gòu)，負(fù)責(zé)組織、協(xié)調(diào)全酒店執(zhí)行國(guó)家有關(guān)法律法規(guī)，為酒店的正常經(jīng)營(yíng)締造安全的環(huán)境。酒店總經(jīng)理?yè)?dān)任酒店的消防安全責(zé)任人，全面負(fù)責(zé)酒店的消防安全工作。營(yíng)運(yùn)總監(jiān)擔(dān)任酒店的消防安全管理人，在總經(jīng)理的領(lǐng)導(dǎo)下具體組織實(shí)施消防安全管理工作。安全部作為酒店消防工作的歸口管理職能部門，是酒店內(nèi)部負(fù)責(zé)消防安全工作的常設(shè)機(jī)構(gòu)，同時(shí)也是酒店消防安全委員會(huì)的辦事機(jī)構(gòu)。安全部經(jīng)理作為酒店消防工作歸口管理職能部門負(fù)責(zé)人，協(xié)助總經(jīng)理及營(yíng)運(yùn)總監(jiān)完成具體的消防安全管理工作。各部門總監(jiān)、經(jīng)理、主管及領(lǐng)班分別為本部門 / 崗位的消防安全負(fù)責(zé)人，具體落實(shí)本部門 / 崗位的消防安全工作。酒店根據(jù)國(guó)家消防法律的規(guī)定，從各部門抽調(diào)人員組建義務(wù)消防隊(duì)，具體執(zhí)行日常防火檢查、初期火災(zāi)撲救及應(yīng)急程序的執(zhí)行工作。As the hotel fire control administration organization, hotel fire control security committee is responsible for organizing and coordinating hotel execute the correlative national laws and regulations, and it provides the safety control for hotels daily operation. The general manager should take the responsibility as the security principal of the hotel. The director of operation should take the responsibility as the fire control security administrator to organize and actualize fire security administration work under the direction of general manager. As the appointed functional department of fire control, the security department is not only operated as the standing body for the hotel, but also operated as the affair organization of fire control committee. Security manager, who is fully in charge, should assist general manager and director of operation finish the concrete fire security administration work. Manager, supervisor of every single department must work as the fire security principal, concrete on the fire security task. According to the national fire laws and regulations, it is vital for hotel to transfer some staff from each department and establish a compulsory fire team. Focus on the daily fireproofing check, fire emergency and fire escaping practice. 第一節(jié) 消防安全委員會(huì)Section One Fire and Security Committee 消防安全委員會(huì)的成員結(jié)構(gòu)：Fire and security committees member structure:消防安全委員會(huì)主任：酒店總經(jīng)理Fire and security committee director: General Manager 副主任：副總經(jīng)理、營(yíng)運(yùn)總監(jiān)/營(yíng)運(yùn)經(jīng)理、總工程師、安全部經(jīng)理Deputy Director: Deputy General Manager, Director of Operation or Operation Manager, Chief Engineer, Security Manager成 員：一級(jí)部門總監(jiān)及經(jīng)理、副總工程師、安全部副經(jīng)理、值班工程師、消防主管Members: departments director and manager, Asst. Chief Engineer, Asst. Security Manager, Duty Engineer and Fire Supervisor 消防安全委員會(huì)例會(huì)制度：Fire and security committee regular meeting System消防安全委員會(huì)日常辦事機(jī)構(gòu)設(shè)在安全部，委員會(huì)原則上每月召開一次例會(huì)，因特殊情況可以臨時(shí)召開會(huì)議。各委員需親自出席，若因特殊原因不能出席的，須指定代理人參加。消防安全委員會(huì)主任/副主任主持召開會(huì)議。安全部負(fù)責(zé)組織跟進(jìn)會(huì)議議決事項(xiàng)。Fire and security committee daily office organization is set up in the security department. Hold the regular meeting once a month or hold the temporary meeting in particular complexion. Every single commissioner should attend the meeting personally, and the appointing deputy attend to it in case of special reason. The meeting is chaired by Fire and security committee director and deputy director. the Security department is responsible for organizing and following the discussion items.第二節(jié) 三級(jí)消防安全責(zé)任制Section Two Three-degrees Fire Security Responsibility System酒店設(shè)三級(jí)防火組織，任命三級(jí)消防安全責(zé)任人：Three-degrees fire organization is set up hotel and appointing the security principal:一級(jí)消防安全責(zé)任人由酒店總經(jīng)理?yè)?dān)任；1st degree Fire and Safety Responsible person is shoulder by hotel general manager;二級(jí)消防安全責(zé)任人由各部門總監(jiān)擔(dān)任；2nd degree Fire and Safety Responsible person is shoulder by every single department director;三級(jí)消防安全責(zé)任人由一級(jí)部門經(jīng)理?yè)?dān)任。3rd degree Fire and Safety Responsible person is shoulder by department manager;各部門副經(jīng)理、主管、領(lǐng)班為本崗位的消防安全責(zé)任人，具體落實(shí)本部門 / 崗位的消防安全工作。All department deputy managers, supervisors and shift leader as the own department principals, carry out the fire security work of the department and post concretely.為明確責(zé)任，使消防安全工作得到有效落實(shí)，酒店自總經(jīng)理開始逐級(jí)向下簽定消防安全責(zé)任書：In order to confine the responsibility so that fire security work could effective fulfillment. Hotel from general manager begin to subscribe “Responsibility Letter for Fire and Public Security”.一級(jí)消防安全責(zé)任人與二級(jí)消防責(zé)任人簽定一級(jí)消防安全責(zé)任書1st degree Fire and Safety Responsible person subscribes “Responsibility Letter for Fire and Public Security (1st degree)” with the 2nd degree Fire and Safety Responsible person.二級(jí)消防安全責(zé)任人與三級(jí)消防責(zé)任人簽定二級(jí)消防安全責(zé)任書2nd degree Fire and Safety Responsible person subscribes “Responsibility Letter for Fire and Public Security (2nd degree)” with the 3rd degree Fire and Safety Responsible persons.三級(jí)消防安全責(zé)任人與本部門各崗位的消防安全責(zé)任人簽定三級(jí)消防安全責(zé)任書3rd degree Fire and Safety Responsible persons subscribe “Responsibility Letter for Fire and Public Security (3rd degree)” with the own departments fire security principals of all posts.第三節(jié) 義務(wù)消防隊(duì)Section Three Compulsory Fire Team一、義務(wù)消防隊(duì)組建及其職責(zé)Establishment and Responsibility for Compulsory Fire Team 為了確保酒店的消防安全，提高酒店的火災(zāi)預(yù)防、處置能力，本著“預(yù)防為主，防消結(jié)合”的消防工作方針和“專門機(jī)關(guān)與群眾相結(jié)合”的消防工作原則，根據(jù)中華人民共和國(guó)消防法、機(jī)關(guān)、團(tuán)體、企業(yè)、事業(yè)單位消防安全管理規(guī)定暨公安部61號(hào)令、重慶市消防條例的有關(guān)規(guī)定，在酒店消防安全委員會(huì)的領(lǐng)導(dǎo)下，酒店組建自身的消防隊(duì)伍，成立由酒店各部門員工組成的義務(wù)消防隊(duì)，具體職責(zé)如下：In order to keep hotels safety, improve hotels fire defense and fire fighting capability, according to “Fire Law of People Republic of China”, No.61 Order of Fire Security Management Regulation by the Ministry of Public Security, hotel has adopted the policies of “the main is preventing fire, the subordinate is avoiding fire and the policy of combining the related bureau and the masses to defend fire”, under the hotel fire security committee, hotel has established a compulsory fire team, following is compulsory fire teams responsibilities:組織機(jī)構(gòu)：Structure義務(wù)消防隊(duì)隊(duì)長(zhǎng)：營(yíng)運(yùn)總監(jiān)Compulsory Fire Team Header: DO 義務(wù)消防隊(duì)分隊(duì)長(zhǎng)：各部門經(jīng)理Compulsory Fire Team Deputy Head: DHs義務(wù)消防隊(duì)訓(xùn)練員：安全部消防主管Compulsory Fire Team Trainer: Fire Supervisor of SEC義務(wù)消防隊(duì)成員：各部門員工（人數(shù)不低于部門總?cè)藬?shù)的30%）Compulsory Fire Team Members: Staff of each department which the number of people is not less than 30% of total number. 義務(wù)消防隊(duì)職責(zé)：Responsibility義務(wù)消防隊(duì)的主要職責(zé)是參加本單位的防火安全檢查和撲救初期火災(zāi)的工作。具體職責(zé)包括：Compulsory fire teams main responsibility is joining the inspection of preventing fire and putting out a fire in the early days. Following is the details:1、 認(rèn)真貫徹執(zhí)行本單位的消防安全管理制度，制止和勸阻違反消防法規(guī)和制度的行為；Carry out fire security management regulations carefully and avoid violating fire rules. 2、 開展防火宣傳教育；Launch education of preventing fire.3、 進(jìn)行防火安全檢查和整改火災(zāi)隱患；Carry out preventing fire inspection and modify fire hidden troubles.4、 學(xué)習(xí)消防知識(shí)，參加業(yè)務(wù)訓(xùn)練和滅火演習(xí)，學(xué)會(huì)使用滅火器材；Learn fire knowledge; join in fire training course and a drill of putting out a fire, good command of fire extinguisher. 5、 維護(hù)和保養(yǎng)滅火器材和設(shè)施；Maintain fire extinguisher and other fire facilities.6、 熟悉本崗位的火災(zāi)危險(xiǎn)性，明確危險(xiǎn)點(diǎn)和控制點(diǎn)；Be familiar with the positions fire fatalness, clear about the risk location and the control point.7、 發(fā)現(xiàn)火情及時(shí)報(bào)告，積極撲救火災(zāi)，注意保護(hù)現(xiàn)場(chǎng)；Report it quickly when fire comes out, put out a fire immediately, protect the fire scene.8、 完成消防安全委員會(huì)安排的其它消防安全工作。Accomplish other fire tasks arranged by fire security committee.二、義務(wù)消防隊(duì)的組建要求Requirements for Establishing Compulsory Fire Team義務(wù)消防隊(duì)對(duì)本崗位的情況最了解，發(fā)現(xiàn)火警最早，能及時(shí)運(yùn)用就近備用的滅火器材撲救火災(zāi)，是撲滅初期火災(zāi)的最有效、最直接的滅火力量。義務(wù)消防隊(duì)對(duì)于消防安全工作應(yīng)當(dāng)作到“五有”，即： CFT (CFT is short for Compulsory Fire Team) know the situation of the post and can find fire alarm in the earliest time, and then use the nearest spare fire extinguisher to put out a fire immediately. So it is the most effective and direct power for putting out a fire at the initial stage. “Five Have” needs to be followed by CFT.1、 有組織。要結(jié)合實(shí)際，建立組織完善的義務(wù)消防隊(duì)組織；Have organization. Establish and consummate CFT on the basis of actuality.2、 有領(lǐng)導(dǎo)。酒店的消防安全責(zé)任人、消防安全管理人要扎扎實(shí)實(shí)地抓好義務(wù)消防隊(duì)的建設(shè)和管理；Have headers. Hotels fire security responsible person and fire security manage governor need to build up and manage CFT.3、 有滅火裝備。要配置必要的滅火設(shè)備；Have fire fighting facilities. Essential fire fighting facilities need to be collocated.4、 有分工。要建立滅火、搶救、通信、警戒等班組，分工合作，各負(fù)其責(zé)；Have task distribution. Set up some groups as putting out a fire, rescue, communication, precaution, etc. Distribute tasks and cooperate with others, take responsibilities respectively. 5、 有訓(xùn)練和滅火預(yù)案。要定期組織隊(duì)員學(xué)習(xí)、宣傳消防法規(guī)和防滅火知識(shí)、技能，對(duì)重點(diǎn)部位要制定滅火預(yù)案，并定期組織滅火演練。Have training courses and the plan for preventing fire. Draw up a preventing fire plan at the main points and carry out a fire drilling regularly.義務(wù)消防隊(duì)員對(duì)于消防安全工作應(yīng)到做到“四熟悉、四能夠”，即熟悉本崗位的火災(zāi)危險(xiǎn)性；熟悉消防措施；熟悉消防器材的使用；熟悉滅火的基本方法；能夠開展防火宣傳教育；能夠進(jìn)行防火安全檢查；能夠整改火災(zāi)隱患；能夠撲救初期火災(zāi)。CFT members need to abide the policy of “Four Know & Four can”. Know fatalness of fire; know fire control steps; know how to use fire facilities; know the basic method for putting out a fire. Can propagandize preventing fire; can carry out preventing fire security inspection; can eliminate fire hidden trouble; can put a fire in the early phase. 第三章 消防安全管理職責(zé)Chapter Three Fire Security Administration Responsibility第一節(jié) 消防安全委員會(huì)職責(zé)Section One Fire Control Security Committee Responsibility認(rèn)真執(zhí)行消防法規(guī)，搞好酒店消防安全工作，使各部門均能了解酒店內(nèi)的消防安全狀況；Strictly conduct the fire regulations and done hotel fire and safety job well.
