October 8, 2012Dear, Professor South Central University for Nationalities (SCUN) in partnership with the University of Puget Sound, the International Debate Education Association (IDEA) and the China Debate Education Network (CDEN) is pleased to invite you to the SCUN/CDENCentral China Debate Competition to be held on the campus of South Central University for Nationalities on December 14-16, 2012. We invite you to come to Wuhan, Hubei, PRC for one day of British Parliamentary Debater and Adjudicator training in Mandarin and English followed by two days of competition. Debate experts both from the United States and China will present the training sessions for both debaters and adjudicators. Students and adjudicators will learn about British Parliamentary debate with sessions from Debate Format to sessions on argument development, specific speeches of the debate, and judging. We hope this training will bring in many new students and adjudicators to this form of debate. The tournament will consist of four rounds of preliminary debates followed by a semifinal and finals round if the size of the tournament dictates. Certificates will be given to all students and adjudicators that participate. Awards will be given to all finalists. SCUN along with University of Puget Sound will offer limited travel and lodging subsidies for expenses associated with travel to and lodging in Wuhan. To make this training and tournament a success, we ask that you arrive at SCUN no later than 10am on Friday December 14, 2012. Please let us know as soon as possible if you are able and willing to attend because if you are not, we would like to be able to give your space to another deserving university. Over the last decade, IDEA has organized and sponsored debate competitions and education development across China. Debate education and practice develops student communication skills, language proficiency, and critical thinking while improving student learning beyond the laboratory of debate. Sincerely,Liu XinAssociate professor and coordinatorVice Director of Linguistics SectionSouth Central University for NationalitiesDr. Derek BuescherProfessor and Chair, Communication Studies, Director of ForensicsUniversity of Puget Sound 賽事信息中國(guó)辯論教育聯(lián)絡(luò)組-華中地區(qū)辯論賽中南民族大學(xué)2012年12月14-16日辯論形式與規(guī)則此次辯論比賽分中文組與英文組，都采用英國(guó)議會(huì)制辯論模式。在每一場(chǎng)辯論中，共有四個(gè)隊(duì)參加，每隊(duì)二人。中英文組都采用世界大學(xué)生英語辯論賽比賽規(guī)則，實(shí)行7-7-7-7-7-7-7形式（即每位辯手發(fā)言7分鐘）。每場(chǎng)比賽前，辯手有30分鐘準(zhǔn)備時(shí)間（包括步行到比賽場(chǎng)地的時(shí)間）。如果中文組或英文組少于12個(gè)隊(duì)報(bào)名參加，那這個(gè)組的比賽就自動(dòng)取消。辯題會(huì)集中公布，每一場(chǎng)都不一樣。辯手準(zhǔn)備期間可使用紙質(zhì)資料，不能使用網(wǎng)絡(luò)和電子設(shè)備。辯手準(zhǔn)備期間只能與本隊(duì)搭檔進(jìn)行討論和商議，不能有第三人參與。所有參賽辯手須為全日制中學(xué)生、大學(xué)本科生或研究生。報(bào)名及截止日期各學(xué)?？蛇x派多隊(duì)參賽，前提是：每三個(gè)隊(duì)中，至少有一個(gè)中文隊(duì)。報(bào)名通過網(wǎng)上注冊(cè)報(bào)名，網(wǎng)址是(/SCUNCDEN/12。報(bào)名截止時(shí)間是北京時(shí)間2012年12月10日上午9點(diǎn)。9點(diǎn)鐘以后，網(wǎng)站將會(huì)關(guān)閉，再也不能進(jìn)入報(bào)名。網(wǎng)上注冊(cè)報(bào)名后，如果有任何變化，請(qǐng)您盡快上報(bào)大賽組委會(huì)。組委會(huì)聯(lián)系人： 劉 昕老師，電話 溢老師，電話關(guān)補(bǔ)貼的政策與申請(qǐng)報(bào)名不需交納費(fèi)用。武漢市以外的湖北、湖南、江西、安徽以及河南的大學(xué)，如果有三隊(duì)以上報(bào)名并且提供2名以上評(píng)委，可以根據(jù)距離的遠(yuǎn)近申請(qǐng)一定的交通和住宿補(bǔ)貼。補(bǔ)貼將在賽后發(fā)放。比賽期間免費(fèi)提供午餐。申請(qǐng)補(bǔ)貼的學(xué)校，請(qǐng)下載附件的申請(qǐng)表，并填寫相應(yīng)申請(qǐng)信息；需要報(bào)銷憑據(jù)的學(xué)校，請(qǐng)跟大賽組委會(huì)聯(lián)系；如果有學(xué)校希望申請(qǐng)更多的交通補(bǔ)貼，可通過email跟Derek Buescher博士直接聯(lián)系（）。費(fèi)用和裁判參賽學(xué)校不用交納報(bào)名費(fèi)，但需為賽事提供裁判，否則需承擔(dān)裁判費(fèi)用。裁判的選派采用N-1原則，即每所學(xué)校選派裁判的數(shù)量要等于所派隊(duì)的數(shù)量減去一（如：一所學(xué)校派3隊(duì)參賽，那么相應(yīng)要派2位裁判）。如果少派1位裁判，就需要交納300元的裁判費(fèi)用。我們真誠(chéng)希望為所有學(xué)校提供參賽的機(jī)會(huì)。如有些參賽學(xué)校不能派要求數(shù)量的裁判，請(qǐng)跟Derek Buescher博士聯(lián)系，我們會(huì)酌情考慮免除交納裁判費(fèi)用或者協(xié)商適當(dāng)減少。為了確保比賽的公平與公正，我們會(huì)盡可能保證每場(chǎng)比賽至少2位以上裁判。證書與獎(jiǎng)勵(lì)獎(jiǎng)勵(lì)會(huì)發(fā)放給中、英文組的獲勝選手。所有參賽選手、評(píng)委和培訓(xùn)師都會(huì)領(lǐng)取到相應(yīng)參賽證書。本次比賽的冠軍隊(duì)將獲得免費(fèi)（交通、食宿費(fèi)用全免）參加2013年5月31日至6月2日在西安外國(guó)語大學(xué)舉行的第四屆中國(guó)辯論公開賽（China Open 2013）的機(jī)會(huì)。酒店信息參賽選手與裁判可根據(jù)需要選擇如下酒店：中南民族大學(xué)招待所，預(yù)定電話每晚198元）；瑞豐大酒店，預(yù)定電話每晚329元）；中天世紀(jì)大酒店，預(yù)定電話（每晚398元）。比賽場(chǎng)地：辯論賽場(chǎng)地為：中南民族大學(xué)15號(hào)樓（開幕式及培訓(xùn)）、10號(hào)樓（初賽與半決賽）、和11號(hào)樓（決賽）。簽到處設(shè)在各酒店大堂，報(bào)到后有專人接洽帶您到比賽場(chǎng)地。辯論培訓(xùn)將在15號(hào)樓進(jìn)行。校園地圖可以在/cla/chinadebate/events/upcoming/index.html 和 http:/forensicstourn /SCUNCDEN/12 上查找。賽事管理與相關(guān)說明：本次比賽第一輪循環(huán)賽為賽前隨機(jī)對(duì)陣，如參賽院校有任何信息更改（特別是出現(xiàn)退出或減少參賽隊(duì)伍的情況時(shí)），請(qǐng)務(wù)必及時(shí)通知組織方。所有參賽隊(duì)伍在前四輪循環(huán)賽中將被分配到四個(gè)不同的辯位（正方上院、反方上院、正方下院、反方下院）。第一輪循環(huán)賽之后的對(duì)陣將一律采取“強(qiáng)強(qiáng)對(duì)陣”原則，同時(shí)兼顧辯位排列，避免在前四輪循環(huán)賽中出現(xiàn)辯位重復(fù)。各參賽隊(duì)伍在循環(huán)賽中的隊(duì)伍排名積分規(guī)則為：第一名-4分第二名-3分第三名-2分第四名-1分 進(jìn)入淘汰賽的辯論隊(duì)根據(jù)如下標(biāo)準(zhǔn)選出：（1）隊(duì)伍排名總積分（如上所述）；（2） 隊(duì)伍辯手得分總積分；（3） 隊(duì)伍排名第一的場(chǎng)次數(shù)；（4） 比賽完成質(zhì)量（作為反對(duì)黨的總分）。若參賽隊(duì)伍達(dá)到一定規(guī)模，則淘汰賽環(huán)節(jié)后進(jìn)行半決賽；若參賽隊(duì)伍數(shù)量較少，則淘汰賽中勝出的隊(duì)伍直接進(jìn)入決賽。日程安排：周五：（12月14日）8:30 -10:00 注冊(cè)與報(bào)到-各酒店大堂及15號(hào)樓10:00-10:30 開幕式10:30-12:15 辯手培訓(xùn)；評(píng)委培訓(xùn)12:15-1:30 午餐1:30-5:00 辯手培訓(xùn)；評(píng)委培訓(xùn)5:00-6:30 晚餐6:30-7:00 模擬賽說明7:00-8:30 模擬賽周六（12月15日）9:00-9:30 尚未注冊(cè)的人員完成注冊(cè)（10號(hào)樓）9:30-9:40 參賽隊(duì)伍及評(píng)委點(diǎn)名9:40-10:10 循環(huán)賽第一輪說明10:10-11:40 循環(huán)賽第一輪11:40-1:20 午餐1:20-1:30 參賽隊(duì)伍及評(píng)委點(diǎn)名1:30-2:00 循環(huán)賽第二輪說明2:00-3:30 循環(huán)賽第二輪3:50-4:00 參賽隊(duì)伍及評(píng)委點(diǎn)名4:00-4:30 循環(huán)賽第一輪說明4:30-6:00 循環(huán)賽第三輪周日（12月16日）8:45-9:00 參賽隊(duì)伍及評(píng)委點(diǎn)名9:00-9:30 循環(huán)賽第四輪說明9:30-11:00 循環(huán)賽第四輪11:00-12:00 午餐12:15 公布晉級(jí)隊(duì)伍名單12:30-1:00 半決賽說明1:00-2:30 半決賽3-3:30 決賽說明3:30-4:45 決賽5:00-5:30 頒獎(jiǎng)2012年首屆
