1、中國(guó)煙草產(chǎn)業(yè)市場(chǎng)化改革問題研究 山西財(cái)經(jīng)大學(xué) 碩士學(xué)位論文 中國(guó)煙草產(chǎn)業(yè)市場(chǎng)化改革問題研究 姓名:李媛 申請(qǐng)學(xué)位級(jí)別:碩士 專業(yè):產(chǎn)業(yè)經(jīng)濟(jì)學(xué) 指導(dǎo)教師:楊洹 2021-03-30 摘要 本論文研究的是中國(guó)煙草產(chǎn)業(yè)的市場(chǎng)化改革問題。雖然煙草行業(yè)一直都是 世界范圍內(nèi)受政府管制較多的一個(gè)行業(yè),但是我國(guó)學(xué)者以往的研究都側(cè)重于那 些“根底部門,諸如航空、電信、電力、鐵路等自然壟斷行業(yè)。煙草行業(yè)和專 賣制度這一領(lǐng)域目前來說仍較少涉及。在煙草專賣制度實(shí)施以來,我國(guó)經(jīng)濟(jì)體 制發(fā)生了深刻變化,正由傳統(tǒng)的方案經(jīng)濟(jì)走向市場(chǎng)經(jīng)濟(jì),逐步建立起社會(huì)主義 市場(chǎng)經(jīng)濟(jì)體制。在市場(chǎng)經(jīng)濟(jì)下,如何將煙草專賣制度與市場(chǎng)經(jīng)濟(jì)相結(jié)合是煙草

2、 行業(yè)面臨的重大問題,如何解決這個(gè)問題將對(duì)煙草行業(yè)的開展產(chǎn)生深遠(yuǎn)的影響。 近年來中國(guó)煙草行業(yè)實(shí)行專賣專營(yíng)制度為國(guó)家財(cái)政積累做出了很大的奉獻(xiàn),但 是隨著時(shí)間的推移和各方面因素的變化,地方上長(zhǎng)期的畫地為牢,分割市場(chǎng), 一些原來支撐行業(yè)開展的背景條件已不復(fù)存在或已發(fā)生了深刻變化,一些原本 就已存在的較深層次的矛盾也逐漸顯露,而一些從未觸及的新的問題又在不斷 出現(xiàn)。因此中國(guó)煙草產(chǎn)業(yè)引入競(jìng)爭(zhēng)機(jī)制,推行市場(chǎng)化改革,充分發(fā)揮市場(chǎng)配置 資源作用己是勢(shì)在必行。 在這樣的背景下,本文綜合運(yùn)用產(chǎn)業(yè)經(jīng)濟(jì)學(xué)、西方經(jīng)濟(jì)學(xué)、規(guī)制經(jīng)濟(jì)學(xué)與 制度經(jīng)濟(jì)學(xué)等學(xué)科的理論框架和方法論,采用分析、比擬、實(shí)證等手段,以中 國(guó)煙草產(chǎn)業(yè)的政府

3、規(guī)制為切入點(diǎn),應(yīng)用產(chǎn)業(yè)組織的 SCP范式分析了煙草產(chǎn)業(yè)的 開展現(xiàn)狀、詳細(xì)闡述了專賣制度下煙草產(chǎn)業(yè)所面臨的嚴(yán)峻挑戰(zhàn),在總結(jié)和借鑒 國(guó)外煙草產(chǎn)業(yè)開展與變革經(jīng)驗(yàn)的根底上,提出了市場(chǎng)化改革的路徑、目標(biāo)定位 與主導(dǎo)模式,同時(shí)從幾個(gè)方面提出了市場(chǎng)化改革的對(duì)策建議,以期為煙草產(chǎn)業(yè) 漸進(jìn)式的改革提供理論支持和實(shí)踐指導(dǎo)。 【關(guān)鍵詞】煙草產(chǎn)業(yè) 專賣制度 政府規(guī)那么 市場(chǎng)化改革 III Abstract This paper studies the Chinese tobacco industry market-oriented reform.
