1、貴州農(nóng)村經(jīng)濟(jì)論文:貴州省農(nóng)村金融抑制及改進(jìn)措施研究【中文摘要】農(nóng)村金融是農(nóng)村經(jīng)濟(jì)的核心,是推動(dòng)農(nóng)村經(jīng)濟(jì)發(fā)展的關(guān)鍵因素。改革開放以來,貴州省農(nóng)村經(jīng)濟(jì)取得了較快的發(fā)展,農(nóng)民收入有了明顯的提高,農(nóng)村金融體系得到了有效的改善。但是目前貴州農(nóng)村金融抑制現(xiàn)象依然存在,在一定程度上制約著農(nóng)村經(jīng)濟(jì)的發(fā)展。本文綜述了關(guān)于農(nóng)村金融抑制的國(guó)內(nèi)外現(xiàn)狀研究,并以金融抑制論、金融深化論、金融約束論以及農(nóng)村金融理論為理論基礎(chǔ),首先從農(nóng)村正規(guī)金融和非正規(guī)金融兩個(gè)方面闡述了貴州農(nóng)村金融體系的現(xiàn)狀,初步發(fā)現(xiàn)貴州農(nóng)村存在金融抑制。接著運(yùn)用戈德史密斯的金融相關(guān)比率指標(biāo)通過與貴州省金融發(fā)展、全國(guó)發(fā)展水平進(jìn)行比較,分析了貴州農(nóng)村金融發(fā)展
2、水平,發(fā)現(xiàn)貴州農(nóng)村金融發(fā)展落后貴州金融發(fā)展,2004年開始逐步縮小與全國(guó)的平均水平的差距,到2009年甚至超過了全國(guó)平均水平。其次,采用1996年2009年的農(nóng)村金融相關(guān)比率和信貸比對(duì)貴州農(nóng)村經(jīng)濟(jì)與農(nóng)村金融之間的關(guān)系進(jìn)行了實(shí)證分析,通過格蘭杰因果關(guān)系檢驗(yàn)發(fā)現(xiàn),農(nóng)村金融發(fā)展規(guī)模的擴(kuò)大和貸款數(shù)量的增加都能夠促進(jìn)農(nóng)村經(jīng)濟(jì)的發(fā)展,對(duì)檢驗(yàn)結(jié)果分析發(fā)現(xiàn)貴州農(nóng)村確實(shí)存在金融抑制。然后,針對(duì)實(shí)證分析的結(jié)果和貴州實(shí)際情況,對(duì)引起貴州農(nóng)村金融抑制的原因進(jìn)行了探究,發(fā)現(xiàn)引發(fā)農(nóng)村金融抑制的根源在于農(nóng)村正規(guī)金融大規(guī)模的撤并縣及以下金融服務(wù)網(wǎng)點(diǎn),造成農(nóng)村金融市場(chǎng)缺乏有效的競(jìng)爭(zhēng)。農(nóng)業(yè)銀行、農(nóng)業(yè)發(fā)展銀行、農(nóng)村信用合作社、郵政
3、儲(chǔ)蓄銀行等農(nóng)村正規(guī)金融機(jī)構(gòu)又由于各自當(dāng)前存在的問題,未有充分有效的支持三農(nóng),造成農(nóng)村金融主體供給不足;非正規(guī)金融缺乏有效的監(jiān)督管理,加上內(nèi)部組織制度不規(guī)范,經(jīng)營(yíng)風(fēng)險(xiǎn)系數(shù)高、市場(chǎng)環(huán)境混亂等因素,在某種程度上影響著國(guó)家有關(guān)政策的實(shí)施,未能健康的促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展;從當(dāng)前農(nóng)村金融市場(chǎng)來看,農(nóng)村金融機(jī)構(gòu)提供的金融產(chǎn)品仍以傳統(tǒng)的存款、貸款、匯款為主,真正滿足農(nóng)村經(jīng)濟(jì)市場(chǎng)化、信息化、多樣化的金融產(chǎn)品少之又少,金融市場(chǎng)服務(wù)缺乏創(chuàng)新;貴州省的農(nóng)業(yè)基本上還是處于“靠天吃飯”的一種局面,農(nóng)業(yè)面臨著巨大的自然風(fēng)險(xiǎn)和市場(chǎng)風(fēng)險(xiǎn),雖然貴州已經(jīng)開展了政策性農(nóng)業(yè)保險(xiǎn)的試點(diǎn),但是由于由于農(nóng)業(yè)保險(xiǎn)賠付率高,商業(yè)性保險(xiǎn)機(jī)構(gòu)不愿涉足農(nóng)
4、業(yè)保險(xiǎn)業(yè)務(wù),導(dǎo)致了農(nóng)業(yè)保險(xiǎn)發(fā)展滯后;我國(guó)農(nóng)村法制環(huán)境的建設(shè)剛起步,法律法規(guī)還不夠健全,加上有些農(nóng)戶和企業(yè)缺乏誠(chéng)信意識(shí),逃費(fèi)債金融案件時(shí)有發(fā)生,影響著農(nóng)村金融生態(tài)環(huán)境的建設(shè)。最后,按照帕特里克所提出的消除金融抑制的兩種路徑,貴州應(yīng)該選擇供給領(lǐng)先型的模式。對(duì)于改進(jìn)貴州農(nóng)村金融抑制的現(xiàn)狀政策建議,本文認(rèn)為應(yīng)該深化農(nóng)村金融組織體系,督促正規(guī)金融機(jī)構(gòu)改進(jìn)當(dāng)前所存在的不足,發(fā)揮各自的優(yōu)勢(shì),加大金融創(chuàng)新力度;政府加強(qiáng)對(duì)民間金融的指導(dǎo)和規(guī)范,放寬金融農(nóng)村金融市場(chǎng)的準(zhǔn)入門檻,鼓勵(lì)社會(huì)各類資本建立新型農(nóng)村金融機(jī)構(gòu);大力發(fā)展農(nóng)業(yè)保險(xiǎn)和資本市場(chǎng),降低農(nóng)業(yè)生產(chǎn)的風(fēng)險(xiǎn);優(yōu)化農(nóng)村金融生態(tài)環(huán)境,加快農(nóng)村信用體系建設(shè),同時(shí)加強(qiáng)
5、誠(chéng)信教育和宣傳、加大對(duì)逃費(fèi)債行為的打擊力度,營(yíng)造出良好的金融環(huán)境;完善農(nóng)村擔(dān)保體系,改進(jìn)當(dāng)前由于農(nóng)村擔(dān)保品缺乏導(dǎo)致的貸款難問題;加大各級(jí)財(cái)政對(duì)農(nóng)村金融發(fā)展的政策支持,鼓勵(lì)其他各金融機(jī)構(gòu)加大對(duì)“三農(nóng)”的信貸投放力度;加速農(nóng)村利率市場(chǎng)化進(jìn)程,減少政府對(duì)利率的干預(yù),有效提高資本的投資效率和資源配置,促進(jìn)社會(huì)經(jīng)濟(jì)的發(fā)展?!居⑽恼縍ural finance is the core of the rural economy, which is the key factor to promote rural economy development. But now the phenomenon of financial repression in Guizhou rural still exists, to a certain extent, which restrict
7、s the development of rural economyThis paper reviews the financial repression research at home and abroad, and based on the theory of financial repression, financial deepening and financial restraint, firstly the paper analyze the status of the rural financial system in Guizhou from the rural formal
8、 finance and rural informal finance,and found that rural financial repression exists in Guizhou. then using the financial ratios compared with financial development with the Guizhou Province and the national development level analyzed the level of financial development in Guizhou rural areas, the re
9、sults are that Guizhou rural financial development has lagged behind of financial development in Guizhou, and Beginning in 2004, the gap with the national average level is gradually narrowing, even more than the national average level in 2009.Secondly, followed by the relevant ratio of rural finance
10、 and credit ratio in 1996 -2009, the paper empirically analyzes the rural economy and rural financial relationship. The Granger causality test showed that the expansion of rural financial development and the addition in the number of loans are able to promote rural economic development, and found th
11、at financial repression really exists in GuizhouThen, based on the results of the empirical analysis and the actual situation in Guizhou, researching the causes of the financial repression in Guizhou found that the root causes of rural financial repression are that large-scale rural formal financial
12、 merging County and the following financial services branch, resulting in rural financial market lack of effective competition , because of the current problems of The Agricultural Bank, the Agricultural Development Bank, rural credit cooperatives, postal savings Bank and other formal financial inst
13、itutions in rural areas is not the full and effective supporting to agriculture, resulting in insufficient supply of rural financial body; non-formal financial is lack of effective supervision Management, coupled with the internal organization system is not standardized, business risk is high, marke
14、t environment is confused, to some extent, which affects the implementation of relevant state policies and not promotes the rural economic healthy development; from the current rural financial market, Rural financial institutions to provide financial products are still the traditional deposits, loan
15、s, remittance-based, real needs of rural market economy, information technology and diversified financial products are very few, the financial service is lack of innovation in financial markets; agricultural of Guizhou Province is still in a “dependent on the weather “ situation, agriculture faces e
16、normous natural risks and market risks, although Guizhou has launched a pilot agricultural policy insurance, but because of the high rate of agricultural insurance claiming, commercial insurance institutions would not like to get involved in agricultural insurance, agricultural insurance development
17、 lag behind ; rural legal environment construction is just beginning, laws and regulations are still inadequate, some farmers and enterprises are lack of the awareness of integrity, financial debt cases sometimes occurred, which affect the rural financial ecological environment construction.Finally,
18、 according to Patricks financial repression solution paths, Guizhou should choose supply-leading. As for the policy proposals of improving financial repression, the paper thinks that should deepen rural financial system, urging the formal financial institutions to improve the current weaknesses, pla
19、y their strengths and increase financial innovation; strengthen guidance and norms on private finance, relax rural finance access threshold for financial markets and encourage various types of capital to establish a new rural financial institutions; develop agricultural insurance and capital markets
20、 to reduce the risk of agricultural production; optimize the rural financial ecological environment, speeding up rural credit system ,strengthening the integrity of education and publicity and increasing acts of evasion crackdown on debt to create a sound financial environment; innovate guarantee sy
21、stem in rural areas to improve the current lack of collateral as a result of rural loans hard problem; increase policy to support rural finance development and encourage other financial institutions to increase the credit loans; accelerate the process of market of interest rates in rural areas and r
