PublicAdministrationatYorkUniversityPresentationbyIanGreeneProfessorteachingpublicadministrationatYorkUniversitysince1985汽車防盜器BeginningsYorkUniversityFounded:1959FacultyofAdministrativeStudies(nowtheSchulichSchoolofBusiness)foundedin1966withaMasterofBusinessAdministration(MBA)andMasterofPublicAdministration(MPA)program.TheMBAgrewmuchfasterthantheMPA.TheMPAistheonlymasterscombinationofbusinessandpublicadministrationinCanada.Itaccepts5-10studentsayear.In1966,therewereonly4otherMPAprogramsinCanada.BeginningsGlendonCollege,locatedontheeastsideofToronto,wasfoundedin1966asabilingualfacultyofartsfocusingonpublicaffairs.Ithasalwaysofferedexcellentundergraduatepublicpolicyandadministrationcoursesaspartofitspoliticalsciencedegree.Aswell,itoffersabilingual“certificate”inpublicadministration,andadd-ontoapoliticalsciencedegree.RecentDevelopments2005:YorkCouncilonPublicAdministrationformedtocoordinatepublicpolicyandadministrationofferingsacrosscampus,andpromotenewofferings.Facultieswereencouragedtodevelopnewprogramsdistinctfromotherprogramsoncampus,andattractingdistinctlydifferentstudentbodies.Oneresultisthreedistinctgraduateprograms.2006:ArtsandAtkinsonundergraduateprogramsmergedintotheSchoolofPublicPolicyandAdministration(SPPA).In2009,theSPPAhasabout800undergraduatestudents.2007:TheSPPAbeganacceptinggraduatestudentsintoitsnewMastersprograminPublicPolicy,AdministrationandLawprogram(MPPAL).Thefirst42studentsgraduatedinOctober,2009,andtherearecurrently90studentsintheprogram.Morerecentdevelopments2006:theSchoolofPublicandInternationalAffairs(SPIA)wascreatedatGlendonCollege.2008:TheMasterofPublicandInternationalAffairsprogram(MPIA)intheSPIAaccepteditsfirst20students.Theprogramcurrentlyhasabout45studentsinfirst-andsecond-year.Therehasbeenanexplosionofinterestinpublicpolicy&administrationprogramsacrossCanada,andinparticularatYorkUniversity,since2005.YorknowhasmoregraduateandundergraduatestudentsinpublicpolicyandadministrationthananyotherCanadianuniversity.Therearenow24Mastersprogramsinpublicpolicy&administrationinCanada,and25undergraduateprograms.ReasonsforrecentstudentinterestAtgraduatelevel,manypeopleinthepublicsectorrealizethattheyneedfurthereducationtobesuccessfulintheircareers.Governmentsencouragemoreeducationinordertoofferbetterqualityservices.Atundergraduatelevel,studentshavebecomemoreinterestedinprogramswithpracticalapplicationssotheycanmoreeasilyfindemployment.Aswell,careersinbusinessarenotasattractivetomanystudentsastheypreviouslywere,andacareerinthepublicsectorofferstheopportunitytotackletheseriousproblemsfacedbytheworld.MISSIONofSPPA:EducateforGoodGovernanceBachelorofPublicAdministration

TheMPPALisaninterdisciplinaryprogramdesignedprimarilytoprovidepeopleworkinginthepublicsectorwiththeskillsneededforeffectivepublicadministrationandpublicpolicyanalysis,withanemphasisonthethemesofconstitutionalandadministrativelaw,socialjustice,andpublicsectorethics.Thecurriculumwasdevelopedincloseconsultationwithseniorgovernmentofficialsinallordersofgovernment.Moststudentstaketheprogrampart-timeover2years–oneeveningaweekandoneSaturdayamonth.25studentsareadmittedeachyearforcoursesatourdowntowncampus(neargov’toffices),and25areadmittedeachyearforcourseshereontheKeelecampus.MasterofPublicandInternationalAffairs

GlendonSchoolofPublicandInternationalAffairsTheMPIAprogramoffersaunique,high-qualitybilingualeducationthatpreparesstudentsforleadershiprolesinpubliclife.Throughthistwo-year,full-timedegree,studentsbecomewell-versednotonlyinpublicpolicyandadministration,butinpublicaffairs—abroaderexaminationofCanadianpublicinstitutionsandthedomesticandinternationalsettingsinwhichtheyfunction.

TheprogramequipsstudentstoanalyzethekeychallengesinCanadianpubliclife,placeCanada’spublicinstitutionsintheirglobalsetting,applythecoreknowledgeandtoolsofpublicmanagementandpolicy,andworkeffectivelyinbothofficiallanguages.Studentsarerequiredtobeproficientinatleastonelanguage(EnglishorFrench)withatleastworkingknowledgeoftheotherlanguage.
