class,anelementinnationalliferepresentingirresponsiblewealthdetached
fromthelandandthedutiesofthelandowners;andalmostequallydetachedfrom
theresponsiblemanagementofbusiness.Allthroughthenineteenthcentury,
America,Africa,India,AustraliaandpartsofEuropewerebeingdevelopedby
Britishcapital,andBritishshareholderswerethusenrichedbytheworlds
movementtowardsindustrialization.TownslikeBournemouthandEastBourne
spranguptohouselargecomfortableclasseswhohadretiredontheirincomes,
andwhohadnorelationtotherestofthecommunityexceptthatofdrawing
dividendsandoccasionallyattendingashareholdersmeetingtodictatetheir
orderstothemanagement.OntheotherhandShareholdingmeantleisureand
freedomwhichwasusedbymanyofthelaterVictoriansforthehighestpurpose
ofagreatcivilization.
Theshareholdersassuchhadnoknowledgeofthelives,thoughtsorneeds
oftheworkmenemployedbythecompanyinwhichheheldshares,andhis
influenceontherelationsofcapitalandlabourwasnotgood.Thepaidmanager
