In2020,theglobaleconomyunderwentsignificantshifts,andtheUS-Chinacommercialrelationshipwasnoexception.Earlyintheyear,theUnitedStatesandChinasignedandimplementedthePhaseOnetradeagreementandhaltedtariffescalationsforthefirsttimeintwoyears.LastyearsawahealthyrecoveryofgoodsexportstoChina,thoughservicesexports—thedataforwhichlagayear

behind—havefallenforthefirsttimesince2003.CombinedexportsofgoodsandservicestoChinastillsupportednearly1millionUSjobsin2019,themostrecentyearforwhichdataareavailable.

ChinaistheUnitedStates’third-largestmarketforgoodsexportsandfourth-largestforservicesexports.AhealthyreboundofgoodsexportstoChinahashelpedthecountrymaintainitsstatusastheUnitedStates’third-largestmarketdespitebilateraltensions.RegardingUSservicesexports,declinesin2019causedChinatoslipfromthethird-tofourth-largestservicesmarket,fallingjustshortofIreland.

ExportstoChinabenefitnearlyallUSstatesandindustries.Chinawasatop-fivegoodsexportdestinationfor45statesin2020.ThetopUSgoodsexportstoChinaareoilseedsandgrains,semiconductorsandtheircomponentry,oilandgas,andmotorvehicles.Manystatesalsogeneratesubstantialeconomicvaluefromserviceexportsliketravel,education,andfinancialservices.

TariffexclusionsinsupportoftradecommitmentshelpedfuelarecoveryinUSgoodsexportstoChina.WhiletheUnitedStatesandChinastillmaintaintariffsoneachother’sgoods,China’stariffexclusionprocess,whichbeganinMarch2020,allowedforamorenormalflowofgoodsfromtheUnitedStates.ChinaestablishedtheseexclusionstosupportitsPhaseOnecommitmentstopurchasehighvolumesofUSenergy,manufacturing,andagricultureproducts.WhileChinadidnotmeetitstargets,itdidsignificantlyincreaseitsgoodsimportscomparedto2019.Absenttheremovaloftariffs,itisunclearifUSexportscanmaintainmomentumoverthelongterm.

Thisyear’seditionoftheUS-ChinaBusinessCouncilStateExportReportdrawsondataobtainedfromTheTradePartnership,aneconomicresearchfirm.ThereportprovidesabreakdownofeachUSstate’sgoodsandservicesexportstoChina,andthenationalexporttotalsincludetheexportdataforeachstate.GoodsexportfiguresareprimarilybasedondatafromtheUSCensusBureau,theUSDepartmentofAgriculture,andMoody’sAnalytics.GoodsexportfiguresareclassifiedaccordingtotheUSgovernment’sNorthAmericanIndustryClassificationSystem.ServicesexportfiguresareprimarilybasedondatafromtheUSBureauofEconomicAnalysis(BEA)andMoody’sAnalytics.ServicesexportfiguresareclassifiedaccordingtoBEAcategories.Thisyear’seditionoftheStateExportReportusesthesamesectorcategoriesforgoodsandservicesaslastyear’s.Goodsexportscover2011–2020;servicesexportscover2010–2019,themostrecentyearforwhichdetaileddataareavailablefromBEA.Becausehistoricaldatafromeachofthesesourcesarerevisedannually,thiseditionoftheStateExportReportreplacesallprioreditions.Asinpreviouseditions,thisreportusesamethodologythatcreditsagriculturalexportstostatesinwhichcropsaregrownasopposedtostateswithlargeportswherebulkcommoditiesareaggregatedpriortoexport.Averageannualgrowthiscalculatedwithanaverageannualgrowthrateformula.Adetailedexplanationofthemethodologyforjobs,goods,andservicesexportsestimatesisavailableonTheTradePartnership’s

In2019,theUnitedStatesexportedjustunder$105billioningoodstoChina.Lastyear,thatnumberjumpedto$123billion,thesecond-highestamountinadecade.Oilseedsandgrains,oilandgas,andsemiconductorsandtheircomponentrywereallmajordriversofgrowth.InTexasalone,exportsofoilandgastoChinajumpedby$4billion.Illinois,Iowa,andKansasallsawtheirexportsofoilseedsandgrainstoChinaincreasebyaround$1billion.Additionally,inOregon,companiessent$1.8billionmoresemiconductorsandcomponentrytoChinathantheyearbefore.

WhiletheEUwastheonlytopimportsourcetoseeanincreasein2019,itwasalsotheonlytopimportsourcetoseeadecreasein2020.ImportsfromTaiwan,theUnitedStates,andJapanincreased16,10,and2percent,respectively,whileimportsfromSouthKoreastayedthesame.

Ofthe35statesthatexportedmoretoChinain2020thantheyearprior,ninesawexportsincreasebymorethan$1billionandanother19sawgoodsexportsincreasebymorethan$100million.Chinawasthetopgoodsexportmarketforfourstates—Alaska,Alabama,SouthDakota,andOregon—in2020,upfromonlytwoin2019.Chinawasalsoamongthetopfivemarketsfor45states.Thatsaid,somestates’goodsexportstoChinadecreasedin2020,andinsomecases,thedecreasewassignificant.WhetherastateincreasedordecreaseditsgoodsexportstoChinalargelydependedonwhetheritsleadingindustriesalignedwithChina’stariffexclusioncategoriesandPhaseOnepurchasecommitments.

OilandgasexportsreboundedinTexas(+$6.1billion)andLouisiana(+$1.8billion)

USstatesexportedover$18billionmoreingoodstoChinain2020thanin2019,andTexasaloneaccountedforathirdofthatincrease.ThesignificantjumpinTexas’sexportstoChinawaspoweredbyoilandgasexports—thestateshippedaround$6.3billioninoilandgasproducts,nearly$4billionmorethantheyearbefore.ThisjumpinfossilfuelsalesalsohelpedstimulateanexportjumpinneighboringLouisiana,whereoilandgasexportsroseby$1.7billion.Thesesalesweredriveninpartby

significantlyhigher

purchasesbyChinesestate-ownedfirmsaimingtofulfillpurchasecommitmentsunderthePhaseOnetradedeal.

SemiconductorexportscontinuedtogrowinOregon(+$2.2billion)

SemiconductorsareincreasinglybecomingafocalpointofstrategiccompetitionbetweentheUnitedStatesandChina,withbothcountriespursuingpoliciestoensureaccesstothechipsthatarecriticaltosomuchoftheglobaleconomy.Semiconductorexportssurgedin2020,particularlyfromOregon,wheretotalexportgrowthwaspoweredbya$1.8billionincreaseinsemiconductorandcomponentryexports.TexasandCaliforniaalsosawsizableincreases.WhiletheseexportssupportAmericanindustryandemployment,thesurgewaslikelyduetoChinesecompaniesstockpilingchipsinresponsetoandinpreparationforrestrictiveUSpoliciesthatthreatentocutofftheiraccess.

Arecoveryinoilseeds,grains,andmeatexportshelpedfarmersinagriculture-dominantstates

LastyearsawgrowthinoilseedsandgrainsexportstoChinafromagriculture-exportingstates,suchasIllinois,Iowa,Kansas,Minnesota,andNebraska.Thetop10exportersofoilseedsandgrainsallsawtheirexportstoChinaroughlydoublelastyear.Exportsofprocessedpoultryandporkalsohelpedagriculturalstates,withmeatproductexportstoChinaincreasingby$2billionnationwidein2020.China'sPhaseOnecommitmentstopurchaseagriculturalproducts,combinedwithloweringitsrestrictionsonimportsofcertaingrainsandmeatproductsfromtheUnitedStates,helpedUSagriculturalexportsexceedthelevelstheystoodatbeforethetradewar.

Washington(-$2.0billion)andSouthCarolina(-$2.6billion)wereclobberedbyfallingaircraftsales

ExportsfromWashingtontoChinacontinuedtofalllastyear,drivenbythesustaineddeclineofexportsofaircraftandparts.In2020,theseexportsfellby$1.7billionto$1.1billion.Thisrepresentsahugedecreasefrom2017,whenthestateexportedmorethan$11billionworthofthesegoods.Likewise,inSouthCarolina,acollapseofaircraftexportstoChina—fromaround$3billionin2019toabout$3millionin2020—rippledthroughoutthestate.AtleastsomeofthesedeclinescanbeattributedtowithereddemandforaircraftresultingfromthecollapseofinternationaltravelduetoCOVID-19.

Viewedfromtheperspectiveofthelast10years,servicesexportgrowthtoChinahasbeenstrong—allbutfourstateshaveexperiencedtriple-digitgrowthsince2010.Thatsaid,moststatessawyear-on-yeardeclinesinservicesexportsin2019.Thenumberofstatesexportingmorethan$1billioninservicestoChinafellto14,downonefrom2018.WhileChinaremainsatop-fiveservicesmarketfor44states,itisthetopmarketforonlyfourstates,downfrom15backin2017.Aswithgoodsexports,fluctuationsinspecificindustriescancausesizablechangesinastate’stotalservicesexports.

Travel

TravelconsistentlyrepresentsthetopUSservicesexporttoChina.UStravelexportsaccountforallthemoneyspentbyChinesevisitorsintheUnitedStates.Severalcategoriesfallunderthetravelumbrella,includingbusinesstravel,healthtravel,personaltravel,andeducationtravel,whichiscoveredfurtherbelow.In2019,businesstravelfellbyaround10percentto$3.6billionandpersonal

traveldeclinedbyalittleover8percentto$9.4billion,possiblyduetovisaslowdownsandgeneralwarinessoftravelingtotheUnitedStatesamidbilateraltensions.The2019datadonotincludetheCOVID-19pandemic’seffectsonthetravelindustry,anditishighlylikelythatthe2020datawillshowthattravelexportsfromUSstatesdeclinedevenfurtherthatyear.Onebrightspotishealthtravelexports,whichincreasedby$27millionin2019.

Education

VisitingChinesestudentsareasignificantboosttouniversityrevenuesacrosstheUnitedStates.Forthreestates—California,NewYork,andMassachusetts—thesestudentsrepresentover$1billionintuition,fees,andlocalspending.In2019,exportsofeducation-relatedtravelfellbyabout3percent,or$422million,negativelyimpactingschoolbudgetsacrosstheUnitedStates.Thistrackswith

a

generaldecline

ininternationalstudentsenrollingatUSuniversitiesinthe2018–2019academicyear,butitcouldalsoberelatedtoincreased

scrutiny

ofChinesestudentsand

visarestrictions.

Financialservices

Whiletravelexportsfellin2019,exportsofdifferenttypesoffinancialservicestoChinacontinuedtoincrease.FinancialservicesaretheUnitedStates’second-highestservicesexporttoChina.Thecombinedexportsofcredit-relatedandotherfinancialservicesboostedUSservicesexportstoChinaby$179millionin2019.NewYork,thefinancecapitaloftheUnitedStates,sawitsexportsofcredit-relatedservicestoChinajumpbymorethan$22million.NewYork’scredit-relatedservicesexportstotaled$514millionin2019,morethandoubletheamountofthesecond-highestexporteroftheseservices,Texas.Notgenerallythoughtofasafinancehub,Texasstillsawitsexportsofcredit-relatedservicesgrowbynearly$12million.NewYork’sexportsofotherfinancialservicesincreasedthestate’stotalfinancialservicesexportsbyanother$19.6million.

ExportstoChinaconstitutemorethancarsorcomputerpartsoncontainershipsboundacrosstheocean—theyalsorepresentthelivelihoodsofthousandsofAmericansinindustriesfromagriculturetohigh-techmanufacturing.EstimatesofjobssupportedbyexportstoChinatakebothgoodsandservicesexportsintoaccount;asaresult,themostrecentjobestimatesarefrom2019.Thatyear,USgoodsexportstoChinahadfallenforthesecondyearinarowastheUnitedStatesandChinaleveledsteeptariffsagainsteachotherandservicesexportsplateaued.Inturn,thenumberofjobssupportedbyexportstoChinafellto916,000,downfrom1.1millionin2017.

TheimpactofUSexportstoChinaonUSemploymentin2019variedacrossstates

SixteenstatessawjobssupportedbyexportstoChinaincrease,whiletheother34sawthemdecline.SeventeenstatessawjobssupportedbyexportstoChinafallbymorethan1,000,andtwostates—TexasandWashington—sawadeclineofmorethan10,000.However,12statessawmorethan1,000newjobsadded.

Joblossestendedtobetiedtofluctuationsinspecificindustrysectors.TakeTexas,forexample,wherethenumberofjobssupportedbyexportstoChinafellbynearly20,000.In2019,Texas’sgoodsexports,predominantlydrivenbyoilandgassales,fellfromover$16billiontojustunder$11billion.TariffsonUSpetroleumproductsandtheirimpactsonenergypriceshelpeddepressthestate’sexportstoChinaandthejobsthattheysupported.

Anincreaseinexportsofoilseedsandgrainsin2019helpedboostjobssupportedbyexportstoChinaintheUSheartland,whereagriculturalexportsareakeypillarofthelocaleconomy.Illinois,Iowa,Minnesota,Nebraska,andtheDakotassawexportsofoilseedsandgrainsmorethandoublein2019asChinamadegoodwillpurchasesduringtradenegotiations.In2019,thesestatesallsawthenumberofjobssupportedbythoseexportsgrowbymorethan2,000each,withIowaaddingaround6,000.Furtherwest,Oregoncontinueditsrapidgrowthofexportsinsemiconductorsandparts,morethandoublingthevalueofexportsin2019.Alongwiththatexpansionofexportscameanadditional8,659jobsacrossthestate.
