MemberStatesshallwithineighteenmonthsofnotificationofthisDirectiveputintoforceprovisionscontainingtherequirementsneededinordertocomplytherewithandshallinformtheCommissionforth-with.2. MemberStatesshallensurethattheycommunicatetotheCommissionthetextofthemainprovisionsofnationallawwhichtheyadoptinthefieldcoveredbythisDirective.Article5ThisDirectiveisaddressedtotheMemberStates.共8頁(yè)第5頁(yè)1970L0222——1973年11月1日—014.001B第二條如果機(jī)動(dòng)車及其掛車后牌照板的固定和安裝空間滿足本指令附件中規(guī)定的要求，則各成員國(guó)均不得拒絕批準(zhǔn)上述車輛的EEC型式認(rèn)證或國(guó)家型式認(rèn)證。第二a條如果機(jī)動(dòng)車及其掛車后牌照板的固定和安裝空間滿足本指令附件中規(guī)定的要求，則各成員國(guó)均不得拒絕受理任何上述車輛的注冊(cè)，不得禁止其銷售、交付使用或使用。B第三條考慮到技術(shù)的發(fā)展，有必要對(duì)附件中的要求進(jìn)行調(diào)整，修訂案的采納應(yīng)按照1970年2月6日委員會(huì)指令關(guān)于機(jī)動(dòng)車及其掛車型式認(rèn)證的第十三條中規(guī)定的程序。第四條1．各成員國(guó)應(yīng)在本指令通告后十八個(gè)月內(nèi)實(shí)施包含滿足本法規(guī)全部要求的相關(guān)規(guī)定，并即時(shí)將實(shí)施情況通知委員會(huì)。2．各成員國(guó)應(yīng)保證將本指令所涉及領(lǐng)域內(nèi)其所采用的本國(guó)法律之主要條款原文傳達(dá)給委員會(huì)。第五條本指令下發(fā)給各成員國(guó)。共8頁(yè)第6頁(yè)1970L0222—N—01.011.1973—014.001BANNEX1．SHAPEANDDIMENSIONSOFTHESPACEFORMOUNTINGREARREGISTRATIONPLATESThespaceformountingshallcompriseanevenorvirtuallyevenrectangularsurfacewiththefollowingminimumdimensions:2．LOCATIONOFTHESPACEFORMOUNTINGANDTHEFIXINGOFPLATESThespaceformountingshallbesuchthataftercorrectfixing,theplatesshallhavethefollowingcharacteristics:2.1PositionoftheplateinrelationtothelongitudinalaxisofthevehicleThecentrepointoftheplatemaynotbesituatedtotherightofthelongitudinalplaneofsymmetryofthevehicle.Theleft-handedgeoftheplatemaynotbesituatedtotheleftoftheverticalplanewhichisparalleltothelongitudinalplaneofsymmetryandtouchestheextremeouteredgeofthevehicle.2.2PositionoftheplateinrelationtothelongitudinalplaneofsymmetryofthevehicleTheplateshallbeperpendicular,orpracticallyperpendicular,tothelongitudinalplaneofsymmetryofthevehicle.2.3PositionoftheplateinrelationtotheverticalplaneTheplateshallbeverticalsubjecttoatoleranceof5o.Wheretheshapeofthevehiclesorequires,however,itmaybeinclinedtothevertical:2.3.1atnotmorethan30owhenthesurfacebearingtheregistrationnumberfacesupwards,providedthattheheightoftheupperedgeoftheplateisnotmorethan1·20metresfromtheground;2.3.2.atnotmorethan15owhenthesurfacebearingtheregistrationnumberfacesdownwards,providedthattheheightoftheupperedgeoftheplateismorethan1·20metresfromtheground.2.4HeightoftheplatefromthegroundTheheightoftheloweredgeoftheplatefromthegroundshallnotbelessthan0·30metres;theheightoftheupperedgeoftheplatefromthegroundshallnotbemorethan1·20metres.However,whereitisimpossibleinpracticetocomplywiththislatterprovision,theheightmayexceed1·20metresbutitmustthenbeasclosetothatlimitastheconstructionalcharacteristicsofthevehicleallowandmustinnocaseexceed2metres.2.5GeometricalrequirementsregardingvisibilityTheplateshallbevisibleinthewholespaceincludedwithinthefollowingfourplanes,viz:thetwoverticalplanestouchingthetwolateraledgesoftheplateandformingananglemeasuredoutwardsof30owiththelongitudinalmedianofthevehicle;theplanetouchingtheupperedgeoftheplateandformingananglemeasuredupwardsof15owiththehorizontal;thehorizontalplanethroughtheloweredgeoftheplate(however,iftheheightoftheupperedgeoftheplatefromthegroundisgreaterthan1·20metres,thislatterplaneshallformananglemeasureddown-wardsof15owiththehorizontal).2.6DeterminationoftheheightoftheplatefromthegroundTheheightsgivenin2.3,2.4and2.5shallbemeasuredwiththevehicleunladen.共8頁(yè)第7頁(yè)1970L0222——1973年11月1日—014.001B附件1．或或2．2.1
