（version2013）,thereinvolves,intotal,20typesofHarmonizedSystem,and5201codings,includingH.S.codingsofimplementingimportandexportinspectionandquarantineandsupervision,respectively4423and4491and3H.S.codingsco-supervisedbyCustomsandInspectionandQuarantineAuthorities.Catalogueconsistsof5columns:commoditycode,commoditynameandremarks,unitofmeasurement,customssupervisionrequirementsandcategoryofinspectionandquarantine.Therein,itemsofcommoditycode,commoditynameandremarks,andunitofmeasurementarebasedonH.S.coding,andcomplywiththelateststandardsofcommoditycode,commodityname,commodityremarks,unitofmeasurementinComprehensiveClassificationTableofCommodityofcustoms.Inthe“customssupervisionrequirements”ofthecommodityinCatalogue,Ameansitneedstoimplementtheinboundinspectionandquarantine;Bmeansitneedstoimplementtheoutboundinspectionandquarantine;Dmeansco-supervisionbyCustomsandInspectionandQuarantineAuthorities.Inthe“categoryofinspectionandquarantine”ofthecommodityinCatalogue,Mmeansimportcommodityinspection;Nmeansexportcommodityinspection;Pmeansinboundanimals&plantsandtheirrelativeproductsquarantine;Qmeansoutboundanimals&plantsandtheirrelativeproductsquarantine;Rmeanshygienesupervisionandinspectionforimportfood;Smeanshygienesupervisionandinspectionforexportfood;Lmeansentryverificationforcivilcommodity;Wmeansexithealthquarantine;Vmeansentryhealthquarantine.ThecustomssupervisionofcompleteequipmentbelongstocategoryA,andinspectionandquarantinebelongstocategoryM.一、出入境檢驗檢疫的工作內容1.法定檢驗檢疫根據(jù)有關法律法規(guī)的要求，出入境檢驗檢疫機構依法對出入境人員、貨物、運輸工具、集裝箱及其他法定檢驗檢疫物實施檢驗、檢疫、鑒定等檢驗檢疫業(yè)務，稱為法定檢驗檢疫，又稱強制性檢驗檢疫。2013年版的《法檢商品目錄》（以下簡稱《目錄》）共涉及《協(xié)調制度》20類，編碼5201個，其中實施進境檢驗檢疫和監(jiān)管的H.S.編碼4423個，實施出境檢驗檢疫和監(jiān)管的H.S.編碼4491個，海關和檢驗檢疫聯(lián)合監(jiān)管的H.S.編碼3個?！赌夸洝酚缮唐肪幋a、商品名稱及備注、計量單位、海關監(jiān)管條件和檢驗檢疫類別5欄組成，其中商品編碼、商品名稱及備注和計量單位是以H.S.編碼為基礎，并依照最新的海關《商品綜合分類表》的商品編號、商品名稱、商品備注和計量單位編制?！赌夸洝分猩唐返摹昂ｊP監(jiān)管條件”中，A表示須實施進境檢驗檢疫；B表示須實施出境檢驗檢疫；D表示海關與檢驗檢疫聯(lián)合監(jiān)管?！赌夸洝分猩唐返摹皺z驗檢疫類別”中，M表示進口商品檢驗；N表示出口商品檢驗；P表示進境動植物、動植物產品檢疫；Q表示出境動植物、動植物產品檢疫；R表示進口食品衛(wèi)生監(jiān)督檢驗；S表示出口食品衛(wèi)生監(jiān)督檢驗；L表示民用商品入境驗證；W表示出境衛(wèi)生檢疫；V表示進境衛(wèi)生檢疫。成套設備的海關監(jiān)管類別是A，檢驗檢疫類別是M。2.BasicContentofEntry-ExitInspectionandQuarantine

（1）ImportandExportCommodityInspection①TheinspectionandquarantineonthecommoditylistedinCatalogueaimsatjudgingwhethertheymeetthemandatoryrequirementsofnationaltechnicalregulations.②Theadoptedmethodofjudgingconformityassessment,whoseprocedureincludes:sampling,testingandinspection;registering,confirmingandapprovalaswellasthecombinedassessment,verificationandassuranceofconformityofallitems.③ExceptthecommoditylistedinCatalogue,thelaws,legislationsandrelevantregulationsalsostipulatesomeitemsthatmustbesubjecttotheinspectionfromInspectionandQuarantineAuthorities,suchaswastegoods（includingusedmechanicalandelectronicproducts）,cargosthatneedtheevaluationofforeign-investedassets,exporttextilethatmusthaveanidentificationcheck,goodsandmaterialsusedforforeignaids,etc.④AccordingtotheneedsofInspectionandQuarantineAuthorities,thequalifiedimport&exportcommoditycanbeaddedtothemarkofInspectionandQuarantineorbesealed.2.出入境檢驗檢疫的基本內容（1）進出口商品檢驗①列入《目錄》內的商品，實施檢驗檢疫的目的是判定其是否符合國家技術規(guī)范的強制性要求。②其判定的方式采取合格評定活動，合格評定程序包括：抽樣、檢驗和檢查；注冊、認可和批準以及各項的組合評估、驗證和合格保證。③除了《目錄》中所列的商品，法律、法規(guī)及有關的規(guī)定還規(guī)定了一些出入境必須經檢驗檢疫機構檢驗的商品，如廢舊物品（包括舊機電產品）、需要鑒定外商投資財產價值的貨物、需做標識查驗的出口紡織品、援外物資等。④檢驗檢疫機構根據(jù)需要，對檢驗合格的進出口商品，可以加施檢驗檢疫標志或者封識。（2）ImportandExportAnimal&PlantQuarantineInboundandoutboundanimal&plantquarantine,referstothebehaviorthatInspectionandQuarantineAuthoritiesimplementquarantineandsupervisingadministrationontheanimal&plantandrelevantstuffbelowinthelightofrelevantprovisionsofQuarantineActandImportandExportQuarantineActEnforcementRegulations.①TheScopeofAnimal&PlantInspectionandQuarantineImplementedbyInspectionandQuarantineAuthoritiesFirst,inbound,outboundandtransitanimals&plants,animalandplantproductsandotherquarantinestuff.Second,container,packagingandbeddingmaterialsthatloadsanimals&plants,animalandplantproductsandotherquarantinestuff.Third,transportationfromtheanimal&plantinfectedarea.Fourth,inbounddismantledvessel.Fifth,othercargoesandgoodsthatshouldaccepttheentry-exitanimal&plantquarantineaccordingtorelevantlaws,administrativelawsandregulations,internationaltreaties,andbusinesscontracts.②RelevantDisposalProvisionsofAnimals&PlantsInspectionandQuarantineFirst,asfortheobjectsinnationallistofprohibitionofentry,InspectionandQuarantineAuthoritiescanreturnordestroythem.Second,asforinboundanimals,animal&plantproducts,plantseed,seedlingandotherpropagatingmaterials,thelicensingsystemforquarantineofentryiscarriedout.Beforesigningcontractandtreaty,inputcompanyshalltransactthequarantineapprovalprocessinadvance.Third,asforanimals&plants,animalandplantproductsandotherquarantinestuff,InspectionandQuarantineAuthoritiesshallimplementquarantinesupervisionontheirproducing,processingandstorage.Fourth,InspectionandQuarantineAuthoritiesperformquarantinesupervisionontransportinganimalsandplants,theirproductsandotherquarantinestuff.Fifth,InspectionandQuarantineAuthoritiesperformquarantinesupervisiononcarryingorpostinganimalsandplants,andtheirproductsandotherquarantinestuff.Sixth,asforthetransportationfromtheinfectedarea,PortInspectionandQuarantineAuthoritiesshallperformquarantineonsiteandrelevantsterilizingdisposal.（2）進出境動植物檢疫進出境動植物檢疫，是指進出境檢驗檢疫機構依《檢疫法》和《進出境檢疫法實施條例》的有關規(guī)定對下列動植物及其相關檢疫物實施檢疫和監(jiān)督管理的行為。檢驗檢疫機構依法實施動植物檢驗檢疫的范圍。第一，進境、出境、過境的動植物、動植物產品和其他檢疫物。第二，裝載動植物、動植物產品和其他檢疫物的裝載容器、包裝物、鋪墊材料。第三，來自動植物疫區(qū)的運輸工具。第四，進境拆解的船舶。第五，有關法律、行政法規(guī)、國際條約規(guī)定、貿易合同約定應當實施進出境動植物檢疫的其他貨物、物品。②動植物檢驗檢疫的有關處理規(guī)定。第一，對國家列名的禁止進境物，檢驗檢疫機構作退回或銷毀處理。第二，對進境動物、動物產品、植物種子、種苗及其他繁殖材料實施進境檢疫許可制度，輸入單位在簽訂合同和協(xié)議前，應事先辦理檢疫審批手續(xù)。第三，對出境動植物、動植物產品或其他檢疫物，檢驗檢疫機構對其生產、加工、存放過程實施檢疫監(jiān)管。第四，檢驗檢疫機構對過境運輸?shù)膭又参铩又参锂a品或其他檢疫物實施檢疫監(jiān)管。第五，檢驗檢疫機構對攜帶、郵寄動植物、動植物產品或其他檢疫物實施檢疫監(jiān)管。第六，對來自疫區(qū)的運輸工具，口岸檢驗檢疫機構實施現(xiàn)場檢疫和有關消毒處理。（3）HealthQuarantineandDisposal①Asfortheconveyancethatcarriesquarantinableepidemicdiseasesorhasbeensanitized,entry-exitquarantinecertificateshallbesignedandissued,allowingitsdepartureandentry.②Asfortheentry-exitpersonnelwhohasdevelopedplague,choleraandyellowfever,check-updetentionandisolationisimplemented③AsfortheforeignerwhohasdevelopedAids,venerealdisease,leprosy,mentaldiseaseorOpenTuberculosis,theirentryisforbidden.④Asfortheentry-exitpersonnelwhohasdevelopedmonitoringepidemicdisease,themeasurementslikecheck-updetentionandissuingconveniencecardforseeingdoctorsshallbetakenrespectively.⑤Asfortheentry-exitpersonnelwhohavedevelopedquarantinableinfectiousdisease,monitoringepidemicdiseaseandsuspectedinfectiousdisease,medicalmeasurementlikeisolation,check-updetentionandon-siteclinicalcheck-upshallbetaken.⑥Asforentry-exittransportation,container,luggage,cargo,parcelandothergoodsthatarefromaffectedarea,contaminatedbyinfectiousdisease,ordiscoveredtohaveinfectiousdiseaseintermediary,sanitizationlikesterilization,deratizationanddisinsectionshallbeimplemented.（3）衛(wèi)生檢疫與處理①對未染有檢疫傳染病的或者已實施衛(wèi)生處理的交通工具，簽發(fā)出入境檢疫證，允許出入境。②對患有鼠疫、霍亂、黃熱病的出入境人員實施隔離留驗。③對患有艾滋病、性病、麻風病、精神病、開放性肺結核的外國人阻止其入境。④對患有監(jiān)測傳染病的出入境人員視情況分別采取留驗、發(fā)就診方便卡等措施。⑤對患有檢疫傳染病、監(jiān)測傳染病、疑似傳染病的入境人員實施隔離、留驗和就地診驗等醫(yī)學措施。⑥對來自疫區(qū)、被傳染病污染、發(fā)現(xiàn)傳染病媒介的出入境交通工具、集裝箱、行李、貨物、郵包等物品實施消毒、除鼠、除蟲等衛(wèi)生處理。（4）InspectionofImportWasteRawMaterialsandUsedMechanicalandElectronicProductsBeforeShipping①Asfortheimportwasterawmaterialsandusedmechanicalandelectronicproductswhichhavebeenpermittedbythenation,inspectionsystemshallbeimplementedbeforeshipping.②Importwasterawmaterialsshouldfirstlyobtainthe“CertificateofApprovalforImportofWastes”,whichissignedandissuedbyStateEnvironmentalProtectionAdministration,andprescribetheinspectionitemsbeforeshippinginthecontractofinternationalsaleofgoods.③ConsigneeorotheragentofusedmechanicalandelectronicproductsshouldgotoStateEnvironmentalProtectionAdministrationorinspectionandquarantineauthoritiesdirectlysubordinatetothelocalareawhereconsigneesituatestotransactrecordprocedurebeforesigningthecontract.④Asfortheimportwasterawmaterialsandusedmechanicalandelectronicproductswhichhavealreadyimplementedinspectionbeforeshipping,afteritsarrivingattheport,InspectionandQuarantineAuthoritiesshallstillimplementreceivinginspectionasstipulated.（4）進口廢物原料、舊機電產品裝運前檢驗①對國家允許作為原料進口的廢物和舊機電產品，實施裝運前檢驗制度。②進口廢物原料要首先取得由國家環(huán)保總局簽發(fā)的“進口廢物批準證書”，并且在國際貨物買賣合同中訂明裝運前檢驗條款。③進口舊機電產品的收貨人或其代理人應在合同簽署前向國家質檢總局或收貨人所在地直屬檢驗檢疫局辦理備案手續(xù)。④已經實施裝運前檢驗的廢物原料和舊機電產品在運抵口岸后，檢驗檢疫機構仍將按規(guī)定實施到貨檢驗。（5）ImportCommodityAuthenticationManagementAsfortheproductwhichinvolveshumanhealthandlifeandhealthofanimal&plant,aswellastheenvironmentprotectionandpublicsecurity,thenationcarriesoutcompulsorycertificatesystem,namelyCCCauthentication（ChinaCompulsoryCertification）.（5）進口商品認證管理國家對涉及人類健康和動植物生命和健康的，以及環(huán)境保護和公共安全的產品實行強制性認證制度，即CCC認證（ChinaCompulsoryCertification）。（6）ExportCommodityQualityLicense①Thenationadoptsqualitylicensesystemonimportantexportcommodities.Thecommoditiesthathavenotyetobtainedexportcommodityqualitylicensewhichisissuedsolelybyinspectionandquarantinedepartmentorjointlywithrelevantcompetentdepartmentsshallbeforbiddentoexportandimplementinspectionmanagement.②Asforthecommoditiessuchasmachinery,electron,lightindustry,electronicmachine,toy,medicalequipmentandcoal,exportcommodityqualitylicensesystemshallbeimplemented.（6）出口商品質量許可①國家對重要出口商品實行質量許可制度，未獲得檢驗檢疫部門單獨或會同有關主管部門發(fā)放的出口商品質量許可證不準出口，實行驗證管理。②對機械、電子、輕工、機電、玩具、醫(yī)療器械、煤炭等商品實施出口商品質量許可制度。（7）SanitaryRegistrationAdministrationAsfortheexportfoodanditsmanufacturingenterprise,includingprocessingfactory,slaughterhouse,refrigerationhouse,andwarehouse,thenationshallimplementsanitaryregistrationsystem.Theexportfoodmanufacturingenterprisethathasimplementedsanitaryregistrationsystemshouldapplytoinspectionandquarantineauthoritiesforsanitaryregistration.Onlybyobtainingthesanitationregistrationcertificationshalltheenterprisebegintoproduce,processandstoreexportfood.（7）衛(wèi)生注冊管理國家對出口食品及其生產企業(yè)包括加工廠、屠宰場、冷庫、倉庫等實施衛(wèi)生注冊登記制度。實施衛(wèi)生注冊登記制度的出口食品生產企業(yè)，應向檢驗檢疫機構申請衛(wèi)生注冊登記，取得衛(wèi)生注冊登記證書后，方可生產加工、儲存出口食品。（8）InspectionofTransportPackagesofDangerousExportGoods①Anenterprisethatproducespackagingcontainerofdangerousexportgoodsmustapplytoinspectionandquarantineauthoritiesforperformancetestingofpackagecontainer.②Anenterprisethatproducesandexportsdangerouscargomustapplyforatestingontheuseofthepackagingcontainerofdangerousgoodstoinspectionandquarantineauthorities.（8）出口危險貨物運輸包裝檢驗①生產危險貨物出口包裝容器的企業(yè)，必須向檢驗檢疫機構申請包裝容器的性能鑒定。②生產出口危險貨物的企業(yè)，必須向檢驗檢疫機構申請危險貨物包裝容器的使用鑒定。（9）CargoLoadingandDamageSurveyAsforthemeansofdeliverysuchascabinsandcontainersthatloadexportperishablefoodsandfrozenfoods,carrierandcontainercompanyshouldapplytoinspectionandquarantineauthoritiesforfitnessinspectionlikecleaning,hygiene,refrigerationandtightnessbeforeshipping.（9）貨物裝載和殘損鑒定對裝運出口易腐爛變質的食品、冷凍品的船艙、集裝箱等運載工具，承運人，集裝單位必須在裝運前向檢驗檢疫機構申請清潔、衛(wèi)生、冷藏、密固等適載檢驗。

（10）EvaluationofForeign-investedAssets①Asforforeigninvestmententerpriseandvariousmethodsofforeigncompensationtrade,inspectionandquarantineauthoritiesevaluatethematerialobjectusedasvalueinvestmentbyforeigninvestorsorpropertiesboughtfromoverseas,inordertoprotectallparties’legitimaterightsandinterestsfromhighbidatitslowtruepriceorlowbidatitshightrueprice.②Thecontentofevaluationofforeign-investedassetsincludescatalogue,quality,quantity,valueanddamageappraisalofforeigninvestmentproperty.（10）外商投資財產價值鑒定①對于外商投資企業(yè)及各種對外補償貿易方式，檢驗檢疫機構對境外投資者用以作為價值投資的實物或從境外購買的財產進行價值鑒定，目的是防止高價低報或低價高報，保護各方的合法權益。②外商投資財產價值鑒定的內容包括外商投資財產的品種、質量、數(shù)量、價值和損失鑒定等。（11）CertificateofOriginEntry-ExitInspectionandQuarantineAuthoritiesisanofficialmissionforsigningandissuinggeneralcertificateoforigin.ItisalsoasoleorganizationwhichisauthorizedbyourgovernmenttosignandissuetheGeneralizedSystemofPreferencesCertificateofOrigin（FA）.ExportunitscanapplyforaGeneralizedSystemofPreferencesCertificateofOriginandageneralcertificateoforiginfromEntry-ExitInspectionandQuarantineAuthoritiesofvariousregionsofthecountry.（11）產地證管理出入境檢驗檢疫機構是簽發(fā)一般原產地證的官方機構，也是我國政府授權簽發(fā)普惠制產地證的唯一機構。出口單位可向各地出入境檢驗檢疫機構申請辦理普惠制產地證和一般原產地證。（12）ImportandExportCommoditiesQualityCertificationInspectionandQuarantineAuthoritiescanworkonimportandexportcommoditiesqualitycertificationaccordingtothecontractbetweenGeneralAdministrationofQualitySupervisionandforeignrelevantorganizationorthecommissionfromforeignrelevantinstitutions,allowingrelevantunitstousethequalitycertificationmarkinthequalifiedimportandexportcommodities.（12）進出口商品質量認證檢驗檢疫機構可以根據(jù)國家質檢總局同外國有關機構簽訂的協(xié)議或者接受外國有關機構的委托進行進出口商品質量認證工作，準許有關單位在認證合格的進出口商品上使用質量認證標志。（13）Examination,ApprovalandSupervisionofForeignInspection,Appraisal,CertificationInstitutions①Theto-be-establishedforeignjointventureandforeigncooperativeenterprisewhichoperatestheexamination,appraisalandcreditofinboundandoutboundgoodscanrunaftergoingthroughthefollowingformality.Itshallundergotheexaminationofqualificationandcredibility,technology,equipmentandfacilities,andscopeofbusinessfromNationalBureauofQualityInspectionwhichwillissueFFCIEQualificationExaminationOpinionaslongastheenterpriseisqualified.TheenterprisealsoneedstobelicensedbytheindustrialandcommercialdepartmentwhichisapprovedbytheMinistryofForeignTradeandgototheNationalBureauofQualityInspectiontoapplyforInspectionCertificateofForeignInvestmentCompany.②NationalBureauofQualityInspectioncarriesoutunifiedsupervisionandmanagementtothebusinessoperationsofthecompanythatengagesininspection,appraisalandverificationofinboundandoutboundgoods,andrecordstheagenciessetbydomesticandforeigncompanieswhichoperatestheinspection,appraisalandverificationinvariousplaces.（13）涉外檢驗、鑒定、認證機構審核、認可和監(jiān)督①對擬設立的中外合資、合作進出境商品的檢驗、鑒定、認證公司由國家質檢總局對其資格信譽、技術力量、裝備設施及業(yè)務范圍進行審查，如果合格，則出具“外商投資檢驗公司資格審定意見書”。由外經貿部門批準在工商部門領取執(zhí)照后，再到國家質檢總局辦理“外商投資檢驗公司資格證書”，方可開展經營活動。②國家質檢總局對從事進出口商品檢驗、鑒定、認證業(yè)務公司的經營活動實行統(tǒng)一監(jiān)督管理，對境內外檢驗鑒定認證公司設在各地的辦事處實行備案管理。II.ProcedureoftheInspectionandQuarantineofentry-exitgoods1.InspectionandQuarantineofOutboundGoods（1）Outboundgoodsunderthestatutoryinspectionandquarantine,wheninclearance,mustprovideOutboundCargoCustomsClearanceFormissuedbytheinspectionandquarantineauthoritieswhereoutboundgoodsaredeclared.Thecustomsdecidetheapprovalofexitaccordingly.（2）Theprocedureoftheinspectionandquarantineonoutboundgoodsis:customsinspection—inspectionandquarantine—furtherclearance.（3）Asforthegoodswhoseplaceofproductionisthesameasthatofthecustoms,andwhichpasstheinspectionandquarantine,theinspectionandquarantineauthoritiesshallissuetheOutboundCargoCustomsClearanceForm,andthentheapplicantshalltransacttheclearanceprocedure.（4）Asforthegoodswhoseplaceofproductionisdifferentfromthatofthecustoms,theapplicantshouldfirstdeclaretotheinspectionandquarantineauthoritiesintheplaceofproduction.Ifthegoodspasstheinspectionandquarantine,theauthoritiesshouldissueExitofGoodsReplacementVoucherorsendtheelectronicinformationtotheportinspectionandquarantineauthoritiesandatthesametimeissueExitofGoodsReplacementEntrySlip.Theapplicantcanuseeitheroftheabove-mentioneddocumentstoapplyforinspectiontotheportinspectionandquarantineauthoritieswhich,afterapprovingthegoods,shouldissueOutboundCargoCustomsClearanceForm.Asforthegoodsthatdonotpasstheinspection,OutboundGoodsUnqualifiedNoticeshallbeissuedandexportisnotallowed.二、出入境檢驗檢疫的工作程序1.出境貨物檢驗檢疫（1）法定檢驗檢疫的出境貨物，在報關時必須提供報關地檢驗檢疫機構簽發(fā)的“出境貨物通關單”，海關憑報關地檢驗檢疫機構簽發(fā)的“出境貨物通關單”驗放。（2）出境貨物的檢驗檢疫程序是：報檢-檢驗檢疫-再通關。（3）對產地和報關地相一致的貨物，經檢驗檢疫合格，檢驗檢疫機構出具“出境貨物通關單”，供報檢人辦理通關手續(xù)。（4）對產地和報關地不一致的貨物，報檢人首先要向產地檢驗檢疫機構報檢，產地檢驗檢疫機構檢驗合格以后，出具“出境貨物換證憑單”或將電子信息發(fā)送至口岸檢驗檢疫機構并出具“出境貨物換證憑條”，報檢人憑以上任意一個單據(jù)向口岸檢驗檢疫機構報檢，口岸檢驗檢疫機構檢驗合格以后，出具“出境貨物通關單”，對于檢驗不合格的貨物，簽發(fā)“出境貨物不合格通知單”，不準出口。2.InspectionandQuarantineofInboundGoods（1）Inboundgoodsunderthestatutoryinspectionandquarantine,wheninclearance,shouldprovideInboundCargoCustomsClearanceFormissuedbytheinspectionandquarantineauthoritieswhereoutboundgoodsaredeclared.Thecustomsdecidetheapprovalofentryaccordingly.（2）Thegeneralprocedureoftheinspectionandquarantineoninboundgoodsis：applyingforinspection—clearance—furtherinspectionandquarantine.（3）Theprocedureafterclearanceisasfollowed:①Thegoodsthatdonotpasstheinspectionandquarantineareforbiddentoselloruse;②Asforthegoodsthatpasstheinspectionandquarantineafterthefurtherinspectionandquarantine,theauthoritiesshallissueCertificateofInspectionandQuarantineofInboundGoodsandpermitthegoodstosellanduse;③Asforthegoodsthatdonotpasstheinspectionandquarantine,theauthoritiesshouldissueInspectionandQuarantineTreatmentNotice.④Thetreatmentmustbecarriedoutunderthesupervisionoftheinspectionandquarantineauthorities.Goodsthatcannotbedealtwithordonotpasstheinspectionafterthetreatmentshallbereturnedordestroyed.CertificateonInspectionandQuarantineshouldbeissuedifcompensationisclaimedagainstothers.（4）Accordingtoprovisions,astothespecialgoodssuchasinboundwasteormovingobjects,theinspectionandquarantineauthoritiesshallimplementsomeorallofinspectionandquarantineitemsandissueInboundGoodsClearanceFormifthegoodspasstheinspectionandquarantine.（5）Asforthegoodswhoseplaceofultimateuseisbeyondthesphereofjurisdictionofinspectionandquarantineorganattheportofentry,customsinspectionandclearanceareallowed.Whenthegoodsarriveattheirdestination,inspectionandquarantineshallbecarriedoutbythelocalinspectionandquarantineauthorities.2.入境貨物檢驗檢疫（1）法定檢驗檢疫的進境貨物，在報關時必須提供報關地檢驗檢疫機構簽發(fā)的“入境貨物通關單”，海關憑報關地檢驗檢疫機構簽發(fā)的“入境貨物通關單”驗放。（2）入境貨物檢驗檢疫的一般程序是：報檢-通關-再次檢驗檢疫。（3）通關后的程序如下：①沒有經過檢驗檢疫的，不準銷售、使用；②再次檢驗檢疫以后，對檢驗檢疫合格的和符合要求的，檢驗檢疫機構簽發(fā)“入境貨物檢驗檢疫證明”，準予銷售、使用；③對檢驗檢疫不合格的和不符合要求的，檢驗檢疫機構簽發(fā)“檢驗檢疫處理通知書”；④在檢驗檢疫機構的監(jiān)督下進行處理，無法處理或處理以后仍不符合要求的，做退運或銷毀處理，需要對外索賠的，檢驗檢疫機構簽發(fā)檢驗檢疫證書。（4）對于入境的廢物和活動物等特殊貨物，按有關規(guī)定，檢驗檢疫機構在受理報檢后進行全部或部分項目的檢驗檢疫，檢驗檢疫合格后方可簽發(fā)“入境貨物通關單”。（5）對于最終使用地不在進境口岸檢驗檢疫機構轄區(qū)內的貨物，可以報檢、通關，然后把貨物運抵目的地之后，由當?shù)氐臋z驗檢疫機構進行檢驗檢疫。3．InternetCheckofDeclarationFormofEntryandExitCommodities（1）FromJanuary1st,2008,theinspectionandquarantineauthoritiesandthecustomsshalljointlyimplementinternetexaminationoftheclearanceform;thecustomsandtheentry-exitinspectionandquarantineauthoritiesshalljointlyimplementinternetexaminationoftheelectronicdataoftheclearanceanddeclarationformoftheinboundandoutboundgoods.（2）Thebasicprocedureoftheinternetexaminationoftheclearancesheet:theentry-exitinspectionandquarantineauthoritiesshall,accordingtotheprovisionsandregulations,issueclearanceformstothestatutoryinspectionandquarantinecommoditiesandtransmittheelectronicdatatothecustoms.Thecustomsshallconcludetheprocedurebasedontheclearedgoodsandprovidefeedbackontheuseoftheclearanceformtotheinspectionandquarantineauthorities.3.出入境貨物通關單聯(lián)網(wǎng)核查（1）從2008年1月1日起，檢驗檢疫機構與海關實行通關單聯(lián)網(wǎng)核查，海關和出入境檢驗檢疫機構對出入境法檢商品實行通關單電子數(shù)據(jù)與報關單電子數(shù)據(jù)的聯(lián)網(wǎng)核查。（2）“通關單聯(lián)網(wǎng)核查”的基本流程：出入境檢驗檢疫機構根據(jù)相關法律法規(guī)的規(guī)定對法定檢驗檢疫的商品簽發(fā)通關單，實時將通關單電子數(shù)據(jù)傳輸至海關，海關憑以驗放法檢商品，辦結海關手續(xù)后將通關單使用情況反饋給檢驗檢疫機構。4.TheRelease-ThroughSystemontheInspectionandQuarantineofInboundandOutboundGoods（1）OnJuly18th,2008,theNationalBureauofQualityInspectionannouncedthattheRelease-ThroughSystemontheinspectionandquarantineoftheinboundandoutboundgoodsshallcomeintoforceofficially.（2）Release-throughisaveryconvenientandeffectivewayinwhichtheinspectionandquarantineorganallowseligibleimportandexportgoodstopass.Itincludesimportandexportrelease-through.Importrelease-throughmeansthatiftheimportedgoodscomplywiththeprovisions,theycanbetransportedtothedestinationdirectlywithouttheinspectionandquarantineauthoritiesoftheport.Thegoodswillreceiveinspectionandquarantineatthedestination.Exportrelease-throughmeansiftheexportgoodsmeettheconditionsandpasstheinspectionandquarantineoftheauthoritiesintheplaceofproduction,thecompanyshalltransacttheproceduresintheplaceofcustomsbytheclearanceformissuedbytheinspectionandquarantineauthoritiesintheplacewhereitappliesforinspection.4.出入境貨物檢驗檢疫直通放行制度（1）2008年7月18日，國家質檢總局發(fā)布公告，正式實施進出口貨物檢驗檢疫直通放行制度。（2）“直通放行”是檢驗檢疫機構對符合規(guī)定條件的進出口貨物實施便捷高效的檢驗檢疫放行方式，包括進口直通放行和出口直通放行。進口直通放行是指對符合條件的進口貨物，口岸檢驗檢疫機構不實施檢驗檢疫，貨物直接運達目的地，由目的地的檢驗檢疫機構實施檢驗檢疫的放行方式。出口直通放行是指對符合條件的出口貨物，經產地檢驗檢疫機構檢驗檢疫合格后，企業(yè)可憑產地檢驗檢疫機構簽發(fā)的通關單在報關地海關直接辦理通關手續(xù)的放行方式。5．TheInspectionandQuarantineofInboundandOutboundContainers（1）Theinspectionapplicantofinboundcontainersshouldfirstapplyforinspectionandthenclearance,namelybeforemakingcustomsdeclaration,theapplicantshouldfirstlyapplyforinspection.Thecontainersshouldnotbeliftedoropenedwithouttheapprovaloftheinspectionandquarantineauthorities.Asforthecontainersthatcarrythestatutoryinspectionandquarantinegoods,themethodofonecustomsinspectionandonecustomsclearanceisadopted,whichmeansthattheinspectionandquarantineorganwillinspectandquarantineboththecontainersandthegoodstogetherafteracceptingcustomsinspection.（2）Theinspectionapplicantofoutboundcontainersshouldapplyforquarantineinspectiontolocalinspectionandquarantineorganbeforeloading.Shipmentofcontainersisnotallowedwithouttheapprovaloftheinspectionandquarantineauthorities.Theportinspectionandquarantineauthoritiesshalllettheoutboundcontainerspasstheinspectionandquarantinedocumentsissuedbytheauthoritiesintheplaceofdispatch.Thecontainersassembledattheoutboundportshouldreceiveinspectionandquarantinefromtheoutboundportauthorities.5.出入境集裝箱檢驗檢疫（1）入境集裝箱的報檢人要先報檢、后報關，即應在辦理報關手續(xù)前，向入境口岸檢驗檢疫機構報檢，未經檢驗檢疫機構許可，不得提運或拆箱。對于裝載法定檢驗檢疫貨物的集裝箱，實行貨物一次報檢、一次簽證放行的工作方式，即檢驗檢疫機構在受理報檢后，對集裝箱和貨物一并實施檢驗檢疫。（2）出境集裝箱的報檢人要先在裝貨前向所在地的檢驗檢疫機構報檢，未經檢驗檢疫機構許可不準裝運。裝載出境貨物的集裝箱，口岸檢驗檢疫機構憑啟運地檢驗檢疫機構出具的檢驗檢疫單證放行。在出境口岸裝載拼裝貨物的集裝箱，由出境口岸檢驗檢疫機構實施檢驗檢疫。6.TheInspectionandQuarantineProceduresoftheInboundandOutboundConveyancesandPersons（1）Inboundconveyancesandpersonsshallbesubjecttoquarantineinspectionattheplacesdesignatedbytheinspectionandquarantineorganoftheport.Exceptforharbourpilots,nopersonshallbeallowedtoembarkonordisembarkfromanymeansoftransportandnoarticlessuchasbaggage,goodsorpostalparcelsshallbeloadedorunloadedwithoutthehealthandquarantineinspector'spermission.（2）Outboundconveyancesandpersons

departure.6.出入境交通工具和人員檢驗檢疫業(yè)務程序（1）入境的交通工具和人員，必須在口岸檢驗檢疫機構指定的地點接受檢疫，除引航員外，未經檢驗檢疫許可，任何人不準上下交通工具，裝卸行李、貨物郵包等。（2）出境的交通工具和人員，必須在最后離開的國境口岸接受檢疫。7.InspectionandQuarantineProceduresofInboundandOutboundExpressParcels（1）Whentheinboundparcelsarriveatthecustomssurveillancezone,theexpressconsignmentoperatorshouldhandleprocedureswiththelocalinspectionandquarantineauthoritiesintime.Iftheparcelspassthequarantine,relevantdocumentswillbeissued.Asforthosethatdonotpassthequarantinebutmeettheconditionsaftertreatment,relevantdocumentswillbeissuedandthegoodsshouldbeletpass.Thegoodsthatdonotpasstheinspectionandquarantineshouldbereturnedordestroyedandcertificateshouldbeissued.

（2）Theexpressconsignmentoperatorshouldhandleprocedureswithinspectionandquarantineauthoritiesattheportofdeparture,4hoursbeforethemeansoftransportdepartsfromtheterritory.7.出入境快件檢驗檢疫業(yè)務程序（1）入境快件到達海關監(jiān)管區(qū)時，快件運營人應及時向所在地的檢疫機構辦理手續(xù)。檢疫合格，簽發(fā)有關單證予以放行；經檢驗檢疫不合格但經實施有效檢驗檢疫處理，符合要求的，簽發(fā)有關單證，予以放行。經檢驗檢疫不合格的作退運或銷毀處理，并出具有關證明。（2）出境快件在其運輸工具離境4小時前，快件運營人應向離境口岸檢驗檢疫機構辦理。經檢驗檢疫合格的，簽發(fā)有關單證，予以放行；經檢驗檢疫不合格的，不準出境。8.InspectionandQuarantineProceduresoftheInboundandOutboundGoodsbyPost（1）Thesenderortheproxyoftheinboundandoutboundgoodsbypostwithinthescopeofthestatutoryinspectionandquarantineshouldreporttotheinspectionandquarantineauthoritieswhengoingthroughformalities.Thegoodscanbemailedaftertheinspectionandquarantinestaffexamineandverifythedocumentsandcarryoutinspectionandquarantine.Th
