IndustrialPipingConstructionManagementRecordBook1.0編制目及合用范疇：PurposeforPreparationandScopeofApplication1.1 本規(guī)定合用于上海SECCO90x104t/a乙烯項目（如下簡稱SECCO項目）現(xiàn)場施工質(zhì)量管理工作。ThesestipulationsareapplicabletothesiteconstructionqualitymanagementofShanghaiSECCO90x104t/aEtheneProject(hereinafterreferredtoasSECCOproject).1.2 本規(guī)定是為了明確SECCO項目現(xiàn)場施工質(zhì)量管理工作職責(zé)、工作內(nèi)容、工作流程、辦法以及設(shè)計、采購、施工協(xié)調(diào)，履行當(dāng)代化、科學(xué)化、規(guī)范化項目管理模式而編制。Thesestipulationsarepreparedforthepurposeofdefiningtheresponsibilities，workingcontents，operatingprocessandproceduresforthesiteconstructionqualitymanagementoftheSECCOprojectandforcoordinationamongthedesign，procurementandconstruction，soastopursuethemodernized，scientificandstandardizedmodeforprojectmanagement.2.0 編制原則PrinciplesforPreparation2.1 本細(xì)則在項目質(zhì)量管理目的合理分解、項目質(zhì)量管理組織已經(jīng)確立前提下，以項目規(guī)律效應(yīng)性和操作實用性為原則編制。Theserulesarepreparedontheprincipleofthelaweffectivenessandoperatingpracticabilityoftheproject，underthepreconditionthattheobjectivesoftheprojectqualitymanagementhavebeenreasonablydecomposedandtheorganizationofprojectqualitymanagementhasbeenestablished.2.2 本細(xì)則注意到質(zhì)量檢查評估中工程劃分與WBS分解構(gòu)造在施工管理中內(nèi)在聯(lián)系，咱們強(qiáng)調(diào)將兩者劃分盡量統(tǒng)一。 TheseruleshavegivenfullattentiontotheinherentlinksbetweentheprojectcomponentdivisioninthequalityinspectionandevaluationandWBSdecomposedstructureintheconstructionmanagement.Weemphasizethatthetwodivisionsshouldbeunifiedasfaraspossible.2.3 專業(yè)技術(shù)經(jīng)理Specialisttechnicalmanager5.1.1負(fù)責(zé)分管專業(yè)施工技術(shù)與施工質(zhì)量管理工作；Toberesponsiblefortheconstructiontechnicalandqualitymanagementofthespecialtyhe/sheisassignedtotakechargeof;5.1.2 指引專業(yè)工程師工作，監(jiān)督和支持設(shè)計、采購、施工、監(jiān)理、檢測承包商關(guān)于工作；Togiveinstructionstothespecialistengineer，tosuperviseandsupportthedesign，procurement，constructionandsupervisorymanagementandtocheckthecontractor’swork.5.2 專業(yè)工程師Specialistengineer5.2.1 各包專業(yè)工程師是由建設(shè)部核心組派出，直接接受專業(yè)技術(shù)經(jīng)理指引和考核，同步在各項目包接受各施工經(jīng)理領(lǐng)導(dǎo)。SpecialistengineersofdifferentcomponentpackagesaresentbythecoregroupoftheMinistryofConstructionanddirectlysubjecttotheinstructionandexaminationmadebythespecialisttechnicalmanagers.Atthesametimetheyshouldbeundertheleadershipoftheconstructionmanagersoftherespectivecomponentpackages.5.2.2 各包專業(yè)工程師在項目執(zhí)行過程中所發(fā)生重要技術(shù)變更及工程量確認(rèn)，向施工經(jīng)理報告同步應(yīng)抄報建設(shè)部核心組專業(yè)技術(shù)經(jīng)理。ThespecialistengineerofapackageshallreporttotheconstructionmanageraboutthemajortechnicalchangesandengineeringvolumeverificationintheprocessofprojectimplementationandsimultaneouslysendaduplicatetothespecialisttechnicalmanagerofthecoregroupintheMinistryofConstruction.5.2.3 各包專業(yè)工程師專業(yè)技術(shù)及質(zhì)量周報、月報和工作報告，向施工經(jīng)理報告同步應(yīng)抄報建設(shè)部核心組專業(yè)技術(shù)經(jīng)理。Thetechnologicalinformationofthepackagespecialistengineer，aswellasthequalityweeklyreport，monthlyreportandworkingreportshallbesubmittedtotheconstructionmanagerandacopyshallbesimultaneouslymadetothespecialisttechnicalmanagerofthecoregroup，MinistryofConstruction.6.0HSE6.1 項目中，無論業(yè)主還是承包商都應(yīng)遵守和執(zhí)行SECCOHSE文獻(xiàn)規(guī)定，專業(yè)工程師在詳細(xì)工作中應(yīng)協(xié)助HSE工程師貫徹和監(jiān)督SECCOHSE規(guī)定。InSECCOproject，boththeClientandcontractorshouldobserveandfollowtherequirementsofSECCOHSEdocument.ThespecialistengineershouldassistHSEengineerintheimplementationandsupervisionofSECCOHSEstipulationsinthespecificwork.7.0施工過程中工程施工質(zhì)量控制QualityControlintheProcessofConstruction7.1 專業(yè)工程師應(yīng)理解行業(yè)質(zhì)量監(jiān)督制度，熟悉本次項目監(jiān)督機(jī)構(gòu)---中石化質(zhì)量監(jiān)督總站發(fā)布質(zhì)量監(jiān)督方案，在制定工程質(zhì)量控制點時，應(yīng)將質(zhì)量監(jiān)督方案及質(zhì)量評估規(guī)定納入質(zhì)量管理體系。Aspecialistengineershouldbeacquaintedwithqualitysupervisionsystemofhis/herspecificindustryandfamiliarwiththequalitysupervisionprogramissuedbythesupervisoryinstitutionofthisproject，i.e.，ChinesePetrochemicalQualitySupervisionStation.Whenqualitycontrolpointsaresetup，thequalitysupervisionprogramandthequalificationrequirementsshouldbeincludedinthequalitymanagementsystem.7.2.2專業(yè)工程師應(yīng)充分理解工程監(jiān)理制度，熟悉監(jiān)理規(guī)劃及監(jiān)理實行細(xì)則內(nèi)容。Aspecialistengineershouldfullyknowtheprojectsupervisorymanagementsystemandbefamiliarwiththecontentsandprovisionsinthesupervisorymanagementplanandthesupervisorymanagementimplementationdetailrules.7.2.3 專業(yè)工程師應(yīng)熟悉各承包商項目組織機(jī)構(gòu)，質(zhì)量管理體系，應(yīng)注意考察各承包商質(zhì)量管理體系效力及執(zhí)行能力能否滿足質(zhì)量管理規(guī)定。SECCO各項目專業(yè)工程師重點考察內(nèi)容如下：Aspecialistengineershouldbefamiliartotheprojectorganizationalstructureandqualitymanagementsystemofvariouscontractors，andespeciallyinvestigatewhethertheeffectivenessandimplementingabilityoftheirqualitymanagementsystemscansatisfytheprojectqualitymanagementrequirements.ForSECCOspecialistengineersintheirinvestigation，focusshouldbeputonfollowingaspects:7.2.4.1 技術(shù)準(zhǔn)備TechnicalPreparations7.3.1 檢查記錄：所有質(zhì)量控制點都填寫檢查記錄(即填寫共檢表)和工程建設(shè)交工技術(shù)文獻(xiàn)（SH3503－）中關(guān)于表格，其中填寫關(guān)于工程建設(shè)交工技術(shù)文獻(xiàn)（SH3503－）中關(guān)于表格由各施工承包商保存，編寫交工技術(shù)文獻(xiàn)時進(jìn)入交工資料中。工程建設(shè)交工技術(shù)文獻(xiàn)不包括應(yīng)返回SECCO各項目專業(yè)工程師備查；C級控制點屬于各施工承包商自檢內(nèi)容，由各施工承包商組織進(jìn)行，填寫書面記錄作為交工資料或分項工程質(zhì)量評估根據(jù)。SECCO各項目專業(yè)工程師保存對C級控制點抽查權(quán)，并保存抽查記錄。InspectionRecords：AllQualityControlPointsmustkeepanInspectionRecord(orJointInspectionRecord)andrelevantformsspecifiedintheTechnicalDocumentfortheHandoverofProjectConstructionWork(SH3503－).TherelevantformsspecifiedintheTechnicalDocumentfortheHandoverofProjectConstructionWork(SH3503－)mustbekeptbyvariousconstructioncontractorsandbeputintotheworkhandoverdocumentswhenpreparingTechnicalDocumentsforWorkHandover.ThedocumentsnotspecifiedintheTechnicalDocumentfortheHandoverofProjectConstructionWorkmustbereturnedtothespecializedengineersofvariousprojectsofSECCOforreference.TheC-levelcontrolpointsareitemstobeinspectedbyvariousconstructioncontractorsthemselves.WrittenrecordsinthisrespectmustbemadetofunctionasHandoverWorkDocumentsorthebasisfortheevaluationofthequalityofsub-projects.SpecializedengineersofvariousprojectsofSECCOreservestherighttomakespot-checkfortheC-levelControlPointandreservesthespot-checkrecords.7.7.4管道構(gòu)成件現(xiàn)場質(zhì)量問題解決程序Handlingprocedureforon-sitequalityproblemsofpipingcomponents.7.7.4.1在管道預(yù)制、安裝階段，各承包商現(xiàn)場施工人員一旦發(fā)現(xiàn)管道構(gòu)成件存在質(zhì)量問題，應(yīng)及時停止施工。Duringthepipingfabricationandinstallationstage，oncediscoveringanyqualityprobleminthepipingcomponents，thesiteconstructionpersonnelofthecontractorsmustimmediatelystoptheconstruction.7.7.4.2 SECCO規(guī)定，材料在EPC承包商自檢合格進(jìn)入SECCO工地前，在現(xiàn)場或SECCO以為適當(dāng)其他地方，由SECCO各包專業(yè)工程師組織SECCO考察擬定第三方檢測單位對材料進(jìn)行抽查復(fù)驗；AccordingtotherequirementsofSECCO，beforematerialsenterSECCOconstructionsiteafterpassingtheself-inspectionofEPCcontractor，theymustbesubjecttothespot-checkofanythirdpartydesignatedbyspecializedengineersofSECCOattheconstructionsiteoranyotherplacethatSECCOthinksappropriate.7.8.1.1.2
