L/T1711-2017,3.13]4.6峰谷差率peak-valleydifferencerate在統(tǒng)計(jì)時(shí)間區(qū)間內(nèi),峰谷差與最大負(fù)荷的比值。[來(lái)源:DL/T1711-2017,3.14]4.7相似日similardays歷史樣本負(fù)荷日中與被預(yù)測(cè)日在日期類(lèi)型、環(huán)境、氣象、節(jié)氣等方面相似度較高的若干歷史負(fù)荷日。[來(lái)源:DL/T1711-2017,3.20,有修改]4.8計(jì)劃?rùn)z修容量maintenanceoutagegenerationcapacity5GB/TXXX為檢查、試驗(yàn)、維護(hù)、檢修發(fā)電設(shè)備,電力調(diào)度機(jī)構(gòu)根據(jù)國(guó)家及有關(guān)行業(yè)標(biāo)準(zhǔn),參照設(shè)備技術(shù)參數(shù)、運(yùn)行經(jīng)驗(yàn)及設(shè)備所有者的建議,在滿足一定電網(wǎng)安全約束條件下,預(yù)先安排的發(fā)電設(shè)備停機(jī)檢修,導(dǎo)致系統(tǒng)無(wú)法使用的裝機(jī)容量。[來(lái)源:GB/T31464—2022,3.3.14,有修改]4.9非計(jì)劃停運(yùn)容量forcedoutagegenerationcapacity發(fā)電設(shè)備計(jì)劃?rùn)z修、停機(jī)備用以外的所有停運(yùn),導(dǎo)致系統(tǒng)無(wú)法使用的裝機(jī)容量。注:停運(yùn)原因包括臨時(shí)檢修、事故搶修、燃料短缺停機(jī)等。4.10受阻容量differencebetweeninstalledcapacityandmaximumoutput機(jī)組運(yùn)行過(guò)程中,因各種因素導(dǎo)致的發(fā)電能力低于裝機(jī)容量的差值。注:一般情況下,煤電、氣電受阻因素包括機(jī)組缺陷、燃料質(zhì)量差、供熱供汽、燃料不足等;水電受阻因素包括來(lái)水不足、水頭低、流量控制等。4.11不可調(diào)容量unavailablegenerationcapacity因僅供熱期可運(yùn)行、預(yù)備退役、電力業(yè)務(wù)許可證到期、企業(yè)經(jīng)營(yíng)不善、環(huán)保不達(dá)標(biāo)、供汽需求不足、自備電廠主業(yè)停產(chǎn)等原因,導(dǎo)致不具備發(fā)電能力但尚未退役的裝機(jī)容量。4.12發(fā)電能力maximumgenerationlevel發(fā)電機(jī)組所能提供的有功功率。注:一般由裝機(jī)容量扣除機(jī)組計(jì)劃?rùn)z修容量、非計(jì)劃停運(yùn)容量、受阻容量、不可調(diào)容量得出。新能源、新型儲(chǔ)能發(fā)電能力依據(jù)相關(guān)標(biāo)準(zhǔn)確定。4.13受電電力importpower電網(wǎng)所有對(duì)外聯(lián)絡(luò)線交換電力(有功功率)之和,受入為正值、送出為負(fù)值。4.14供電能力maximumloadallowed綜合考慮發(fā)電能力、受電電力、運(yùn)行備用容量等因素,電力系統(tǒng)所能滿足電力負(fù)荷需求的能力,也稱(chēng)保供能力。注:供電能力為發(fā)電能力、受電電力之和與運(yùn)行備用容量的差值。4.15電力平衡powerbalance綜合考慮電源發(fā)電能力、受電電力、負(fù)荷預(yù)測(cè)等各類(lèi)發(fā)供用電信息,在滿足電網(wǎng)安全約束條件下,開(kāi)展電力供需平衡分析的過(guò)程。4.16電力平衡裕度powerbalancemargin供電能力與系統(tǒng)負(fù)荷需求之間的差值。6GB/TXXX4.17電力平衡狀態(tài)powerbalancestate基于電力平衡裕度劃分的電力供需狀態(tài)。注:可劃分為平衡、短缺兩類(lèi)。其中,平衡指電力平衡裕度大于等于0,短缺指電力平衡裕度小于4.18可發(fā)電量maximumelectricitygeneration分析時(shí)段內(nèi),考慮裝機(jī)容量、計(jì)劃?rùn)z修、非計(jì)劃停運(yùn)、出力受阻、開(kāi)機(jī)方式等因素,發(fā)電機(jī)組可提供的發(fā)電量。4.19受電電量electricityimports電網(wǎng)所有對(duì)外聯(lián)絡(luò)線交換電量之和,受入為正值、送出為負(fù)值。4.20可供電量maximumelectricityconsumptionallowed綜合考慮可發(fā)電量、受電電量等因素,電力系統(tǒng)所能滿足用電電量需求的能力。4.21電量平衡energybalance為評(píng)估電力系統(tǒng)電量供需形勢(shì),綜合考慮電源可用發(fā)電電量、受電電量、用電電量等各類(lèi)發(fā)供用電信息,在滿足電網(wǎng)安全約束條件下,開(kāi)展電量供需平衡分析的過(guò)程。4.22電量平衡裕度energybalancemargin可供電量與用電電量需求之間的差值。4.23電量平衡狀態(tài)energybalancestate基于電量平衡裕度劃分的電量供需狀態(tài)。注:可劃分為平衡、短缺兩類(lèi)。其中,平衡指電量平衡裕度大于等于0,短缺指電量平衡裕度小于4.24新能源理論功率theoreticalpowerofrenewableenergy風(fēng)電、光伏場(chǎng)站在不受限、自然氣象資源下的發(fā)電能力。4.25中長(zhǎng)期電網(wǎng)平衡mediumandlong-termpowerbalancing年度、季度、月度等維度無(wú)可用新能源功率預(yù)測(cè)的電網(wǎng)平衡。4.26短期電網(wǎng)平衡short-termpowerbalancing可以獲得可用新能源功率預(yù)測(cè)時(shí)間維度的電網(wǎng)平衡。4.27置信概率confidenceprobability新能源參與電網(wǎng)平衡時(shí),考慮其波動(dòng)性及隨機(jī)性后實(shí)際運(yùn)行中可以滿足電網(wǎng)平衡可靠性指標(biāo)的概率。7GB/TXXX4.28新能源保證出力guaranteedoutputofrenewableenergy根據(jù)對(duì)新能源歷史出力特性的統(tǒng)計(jì),一定置信概率下新能源參與電力平衡的最小出力。4.29新能源預(yù)測(cè)波動(dòng)率deviationforrenewableenergyforecasting某一時(shí)刻新能源預(yù)測(cè)出力與實(shí)際可用出力偏差,與新能源預(yù)測(cè)出力的比值。4.30新能源同時(shí)率renewableenergysimulationrate新能源可用出力與新能源裝機(jī)容量的比值。[來(lái)源:GB/T31464-2022,3.3.11,有修改]4.31二次調(diào)頻secondaryfrequencyregulation電源通過(guò)自動(dòng)控制調(diào)節(jié)裝置提供足夠的可調(diào)整容量及一定的調(diào)節(jié)速率,在允許的調(diào)節(jié)偏差下,實(shí)時(shí)跟蹤頻率以滿足系統(tǒng)頻率穩(wěn)定要求。4.32自動(dòng)發(fā)電控制automaticgenerationcontrol;AGC通過(guò)自動(dòng)控制程序,實(shí)現(xiàn)對(duì)控制區(qū)內(nèi)各發(fā)電機(jī)組有功出力的自動(dòng)重新調(diào)節(jié)分配,來(lái)維持系統(tǒng)頻率、聯(lián)絡(luò)線交換功率在計(jì)劃目標(biāo)范圍內(nèi)的控制過(guò)程。注:AGC是由主站自動(dòng)控制程序、信息傳輸通道、信息接收裝置(遠(yuǎn)方終端)、機(jī)組協(xié)調(diào)控制系統(tǒng)(電廠監(jiān)控系統(tǒng))、執(zhí)行裝置、發(fā)電機(jī)組自動(dòng)化裝置等環(huán)節(jié)組成的整體。[來(lái)源:GB/T31464-2022,3.2.11]4.33區(qū)域控制偏差areacontrolerror;ACE反映被控區(qū)域與外網(wǎng)聯(lián)絡(luò)線上實(shí)際交換有功潮流與計(jì)劃交換有功潮流的偏差。[來(lái)源:GB/T31464-2022,3.2.8,有修改]4.34發(fā)電偏差powergenerationdeviation并網(wǎng)運(yùn)行的發(fā)電機(jī)組實(shí)際上網(wǎng)功率與預(yù)期上網(wǎng)功率之間的差值。4.35負(fù)荷備用loadreserve接于母線且立即可供調(diào)用的備用,用以平衡瞬間負(fù)荷或新能源引起的功率波動(dòng)與預(yù)計(jì)之間的偏差。[來(lái)源:DL/T2238-2021,3.2,有修改]4.36事故備用accidentreserve電力系統(tǒng)發(fā)生事故后在規(guī)定時(shí)間內(nèi)可供調(diào)用的備用。[來(lái)源:DL/T2238-2021,3.1,有修改]4.378GB/TXXX運(yùn)行備用operationreserve為保證系統(tǒng)頻率維持在規(guī)定范圍內(nèi),預(yù)留可快速調(diào)用的備用,包括全部的負(fù)荷備用和事故備用中除政府有關(guān)部門(mén)批準(zhǔn)的事故限電序位表等方案明確的用戶負(fù)荷部分。4.38正備用up-regulationreserve電力系統(tǒng)可供調(diào)用的上調(diào)節(jié)備用,用以應(yīng)對(duì)負(fù)荷高于預(yù)期、電源出力低于預(yù)期、電力系統(tǒng)故障導(dǎo)致有功缺額等情況。4.39負(fù)備用down-regulationreserve電力系統(tǒng)可供調(diào)用的下調(diào)節(jié)備用,用以應(yīng)對(duì)負(fù)荷低于預(yù)期、電源出力高于預(yù)期、電力系統(tǒng)故障導(dǎo)致有功過(guò)剩等情況。4.40發(fā)電側(cè)備用generation-sidereserve發(fā)電側(cè)在規(guī)定時(shí)間內(nèi)可供調(diào)用的備用。4.41負(fù)荷側(cè)備用demand-sidereserve負(fù)荷側(cè)在規(guī)定時(shí)間內(nèi)可供調(diào)用的備用。[來(lái)源:DL/T2238-2021,3.6,有修改]4.42一級(jí)控制區(qū)primarycontrolgrid具備備用配置調(diào)度控制權(quán)限,與其他交流同步電網(wǎng)沒(méi)有交流通道聯(lián)系或有交流通道聯(lián)系但備用支援能力有限的交流同步電網(wǎng)。一級(jí)控制區(qū)一般為區(qū)域電網(wǎng),通常由若干個(gè)二級(jí
