政策目的ObjectiveofPolicy:1.在發(fā)生停電事故時(shí)，各部門人員能夠采取相應(yīng)的行動(dòng)。Whenintheeventofpowercut,departmentswereabletotaketheappropriateaction.政策Policy:2.防止停電期間酒店財(cái)產(chǎn)損失。Preventthepropertyofhotelsduringapowercut.程序Procedure:3.Allemployeesshoulddothefollowingworkwhenpowercut.在突然停電時(shí)要全體員工應(yīng)做好如下工作：3.1Allstaffshouldbequietandstayintheirownplace.所有員工應(yīng)安靜留在各自的工作崗位上。3.2Allstaffshouldtelltheguestswhatcausethepowercut,andtakingurgentmeasurestoremovethemalfunctionandthenrestorepower.要求所有員工向客人說明停電事故原因，并正在采取緊急措施排除故障，恢復(fù)供電。3.3Ifpowercutinthenight,weshouldusetorchlightinginpublicplacesandhelpthegueststhatstrandedinthecorridorsandstairwaystomovethesafeplace.如在夜間停電，應(yīng)用手電照明公共場(chǎng)所，幫助滯留在走廊及樓梯中的客人轉(zhuǎn)移到安全地方。3.4SecuritySupervisionDepartment保安部3.4.1Duringapowercut,securityofficershavetostepuppatrolsandmakesurethecashandpreciousmaterialssafety.在停電期間，保安部人員必須要加強(qiáng)巡邏，同時(shí)派遣人員到存有現(xiàn)金和擁有貴重物資的部門以及要害部門職守，防止有人趁機(jī)搞破壞。3.4.2Securityofficersandengineersshouldchecktheemergencylightingsystemwhetheritisnormal,oremergencylightsshouldbeprepared.保安人員及工程人員應(yīng)查看緊急照明系統(tǒng)是否正常，否則應(yīng)準(zhǔn)備應(yīng)急燈。3.4.3Securitypersonnelandengineeringstaffshouldcheckwhetheranyonewastrappedintheelevator,inordertoavoidaccidents,theelevatorwillbeshutdownifnoonetoresponse.保安人員及工程人員應(yīng)查視所有電梯是否有人被困在電梯內(nèi)，如無人回應(yīng)將電梯關(guān)停，以免發(fā)生意外。3.4.4Securitysupervisorshouldstepupinspectionofthebuilding,especiallytheexitroutes.Allsecuritypersonnelshouldbevigilantatthistime,firecontrolforemanshouldcontinuetoalertabouttherobbery,theft,looting,vandalism,fighting,abductionofwomen,thievesandotherillegalactivitiesuntilthepowerreturns.警衛(wèi)主管應(yīng)加緊巡視各樓，特別留意出口通道，所有保安人員在這時(shí)刻都應(yīng)提高警覺，對(duì)有關(guān)搶劫、盜竊、掠奪、破壞、打斗、脅持婦女、小偷等違法行為，保安部領(lǐng)班應(yīng)持續(xù)戒備，直至電源恢復(fù)正常狀態(tài)為止。3.4.5FCCincaseofpowerfailurethesystem,firemainandself-monitoringdevicesshouldhavesparebattery;powersupplymodecanbeautomaticallyconvertedtowork.FirecrewshouldchecktheequipmentimmediatelyandinformtheEngineeringDepartmentifunusually.Furthermore,theyshouldassistinprocessingandmakerelevantrecords.消防中控室系統(tǒng)遇停電時(shí)，消防主機(jī)、監(jiān)控設(shè)備均自備蓄電池，可自動(dòng)轉(zhuǎn)換供電模式繼續(xù)工作。消防中控執(zhí)機(jī)員立即檢查設(shè)備運(yùn)轉(zhuǎn)是否正常，如有異常立即通知工程部值班工程師，并協(xié)助處理，做好相關(guān)記錄。3.4.6Batterypoweredfirefightingsystemcansupply6-8hours;monitoringequipmentbatterycansupplymorethan8hours.消防系統(tǒng)蓄電池可持續(xù)供電6-8小時(shí)；監(jiān)控設(shè)備蓄電池可持續(xù)供電8小時(shí)以上。3.5EngineeringDepartment工程部3.5.1EngineeringDepartmentshouldstartthegeneratorimmediatelywhenpowercut,andensurethatthehotellightingsystemandfiresystemworks.停電時(shí)工程部應(yīng)立即啟動(dòng)發(fā)電機(jī)，保證酒店照明系統(tǒng)和消防系統(tǒng)的正常工作。Electricalworkershouldtothesitetofindthereasonofpowercut,andreporttotheChiefEngineer.電工到現(xiàn)場(chǎng)查找停電的原因，同時(shí)要將情況向總工程師匯報(bào)Ifexternalfactors,bytheengineersondutyshouldcontactwiththeelectricitysectorimmediately,findoutthecausesofpowerfailures,thetimeofpowercut,andthetimeofrestorepower.如果是外部原因，由值班工程師立即同供電部門聯(lián)系，弄清停電原因、停電時(shí)間、恢復(fù)供電的時(shí)間。Ifitistheinternalreasons,thenorganizedtomaintenance,andgetridofthetroubleassoonaspossible.如果是內(nèi)部原因，則應(yīng)組織力量維修，排除故障盡早供電。3.5.2Alltheexitsandcorridorslightsshouldkeepaconnectionwiththeemergencygeneratorpower.所有出口及走廊燈光應(yīng)與緊急發(fā)電機(jī)電源保持聯(lián)接。3.5.3Engineeringengineershouldaccordtohigh-voltagepowertochecktheequipmentofroom.工程部值班工程師要根據(jù)高壓停電檢修程序檢查配電室設(shè)備。3.5.3Repairworkinthehigh-voltagepowerdistributionroom,Musttotwopeopleworkingtogetheratleast.在高壓配電室進(jìn)行檢修工作時(shí)，至少應(yīng)有兩人一起工作。3.5.4Overhaulpowertransformers變壓器停電檢修時(shí)：3.5.4.1Putoutlowvoltageswitch.要把高低壓開關(guān)手車?yán)觥?.5.4.2Handlethewarningsignsonswitch"Noclosing,itwastheworkof"在開關(guān)把手上掛“禁止合閘，有人工作”的警告牌。3.5.4.3Highandlowvoltageinthetransformershort-circuittestphasegrounding.在變壓器高低壓側(cè)三相短路接地。3.5.4.4Openthetransformerlow-voltageindoorloadregulatorfuse.把變壓器室內(nèi)有載調(diào)壓器低壓保險(xiǎn)絲拉開。3.5.5Maintenanceofhighvoltagebuswhenoneofapowercut.高壓母線其中一段停電檢修時(shí)：3.5.5.1Takeoutthelinecorresponding.要把相應(yīng)的進(jìn)線手車?yán)觥?.5.5.2PulltheBus.把母線手車?yán)觥?.5.5.3PullthecorrespondingPT.把相應(yīng)PT手車?yán)觥?.5.5.4Busontheexperienceduringthisthree-phaseshort-circuitspowerandground.在此段母線上驗(yàn)電并三相短路接地。3.5.5.5Hangingwarningsignsinthecupboard"highrisk".在帶電高壓柜上掛“高壓危險(xiǎn)”警告牌。3.5.6Leadtohigh-voltagetransformerinthecableheadoverhaul:在引至變壓器的高壓電纜頭上檢修時(shí)：3.5.6.1Pulloutofthehighcabinets.把該高壓柜手車?yán)觥?.5.6.2Groundedthree-phaseshortcircuitinthecablehead.在電纜頭上三相短路接地。3.5.7Whentheabovechecksandensurethatequipmentanddistributionequipmentendofthecaseintact,itcansendpowertorunandrestorethehotelelectricitysupply.當(dāng)以上檢查配電設(shè)備結(jié)束并保證設(shè)備完好的情況下，才可以進(jìn)行送電運(yùn)行，恢復(fù)酒店的電力供應(yīng)。3.5.8Blindlyclosingtransmissionisstrictlyprohibited,resultinginsignificantequipmentaccident,restoretheelectricitysupplyshouldbepersonallycompletedbytheengineeronduty.嚴(yán)禁盲目合閘送電，造成重大的設(shè)備事故，再次恢復(fù)電力供應(yīng)應(yīng)該由值班工程師親自完成。3.6Food&BeverageDepartmenttoassistthekitchenchefondutycheckallelectricalrefrigerators,freezersareworkingproperly.餐飲部各廚房當(dāng)班廚師協(xié)助電工檢查所有冰箱、冷藏庫(kù)是否工作正常。3.6.1Foodpreservation,processing:morethanonehouroutagetimewithinthefirstthreehourstocontroltheswitchingfrequencyoftherefrigeratorcompartmentdoor.食品的保存、處理：停電時(shí)間在一小時(shí)以上三小時(shí)以內(nèi)的首先要控制冰箱室門的開關(guān)次數(shù)。3.6.2PurchasingDepartmentshouldtohirerefrigeratedtruckwhenpowercutinmorethanthreehours,andtransferredthecoldstorageoffoodandeasytodeteriorationofthefoodtotherefrigeratorcar.停電在三小時(shí)以上要由采購(gòu)部租用冷藏貨車，將低溫保存的食品和易變質(zhì)的食品轉(zhuǎn)移到冷藏車上。3.6.3AllfoodmaterialsshouldbetransferredbytheFinanceMinistry;FoodMinistry-siteregisteredname,number,andweightandthenlocksthedoor.CustodyofthekeysbytheSecuritySupervisionDepartment.所有轉(zhuǎn)移的食品原料要由財(cái)務(wù)部、餐飲部人員現(xiàn)場(chǎng)登記名稱、數(shù)量、重量后給車門上鎖。鑰匙交由保安部保管。3.6.4Processedfoodscanturnlefttootherrestaurantfood.加工過的食品可轉(zhuǎn)留給其他餐廳食用。3.6.5Foodmaterialstobestamped,signeddated.食品原料要加蓋、打簽標(biāo)注日期。3.7GSM/MOD大堂值班經(jīng)理/MOD3.7.1MODintheeventofpowerfailure,theemergencycommandroom,EngineeringDepartment,SecuritySupervisionDepartmenttoprepareadequateemergencylights,wheneversomethingneedstoimmediatelydistributedtotheroomfloorattendant大堂值班經(jīng)理/MOD在發(fā)生停電時(shí)，緊急指令客房部、工程部、保安部準(zhǔn)備足夠的應(yīng)急燈，無論何時(shí)有所需要，立即分發(fā)給各客房樓層服務(wù)員。3.7.2SetuptemporaryheadquartersshouldbelocatedinthelobbymanagerIfguestsaskquestions,theguestservicecenterorfrontdeskstaffmustansweredimmediately,toldgueststhat:"Becauseitishappenedsuddenly,thehotelstaffareinvestigatingtoresolve,pleasetemporarilywaitamoment.Ifyouhaveanyissuesinneedofemergencytreatment,pleaseletushelpyou"or"emergencypowersupplybureauwillsoonrecover,pleasetakeashortbreakinthelobby,wewillinformyouuntilnormalpowerisrestored".成立的臨時(shí)指揮部應(yīng)設(shè)在前廳值班經(jīng)理處；如有客人詢問，由賓客服務(wù)中心或前臺(tái)員工立即解答，告知客人：“因是事發(fā)突然，酒店工作人員正在調(diào)查解決，請(qǐng)您先暫時(shí)等待片刻。如有什么需要緊急處理的事宜，方便的話，請(qǐng)讓我們幫助您”或者“供電局緊急停電，很快會(huì)恢復(fù)。請(qǐng)您在大堂吧暫時(shí)休息，待正常恢復(fù)供電后，我們會(huì)通知您”。3.7.3Lobbymanagerondutymadeareportwithin4hours,thefindingsandviewsoftheoriginaldealtobekeptintheFinanceDepartment,acopytotheEngineeringDepartmentandrelateddepartmentssavetheformbye-mailnotificationsofVicePresidentandGeneralManager.大堂值班經(jīng)理要在4小時(shí)內(nèi)做出完整的件報(bào)告，調(diào)查結(jié)果及處理意見原件需保存在財(cái)務(wù)部，復(fù)印件給工程部及相關(guān)部門保存，用電子郵件的形式呈報(bào)副總經(jīng)理及總經(jīng)理。3.7.4ChiefFinancialOfficerwillbebasedontheinvestigationreports,andfollowupcontactwiththeinsurancecompany.財(cái)務(wù)總監(jiān)將會(huì)依據(jù)調(diào)查報(bào)告，跟進(jìn)與保險(xiǎn)公司的聯(lián)絡(luò)以及索賠事宜。3.7.5Inshort,thedirectorofthehotel/managerandallstaffshouldbeawareoftheirresponsibilitiesandspecifictasks.Finally,wemustbeclearlycopewithemergencies,events,themainpurposeistoprotectcustomers,employeesandhotelandpropertysafetyofall.總之，酒店各部門總監(jiān)/經(jīng)理以及全體員工都應(yīng)知道自己的職責(zé)及具體任務(wù)，最后，必須明確應(yīng)付緊急事故、事件的主要目的是保護(hù)客人、員工及酒店內(nèi)所有財(cái)產(chǎn)安全。3.7.6IfexplosiveswerefoundthenfollowthehotelSEC028(dealwithexplosivesandsuspiciousobjects).如果發(fā)現(xiàn)爆炸物請(qǐng)按照酒店SEC028號(hào)（處理爆炸物及可疑物）政策處理。3.8ITdepartmentofemergencypowersystemcaseprocessing.IT部系統(tǒng)遇停電后的應(yīng)急處理工作3.8.1RoomsupplyisconnectedtoallserverAPCSmart-UPSRT10000(uninterruptiblepowerprotectionequipment),incaseofpowerfailuretomaintainthenormaloperationoftheserver30-40minutes.Whenmorethan30minutesifthepowerhasnotbeenrestoredtheITdepartmentsneedtoturnoffthesystemtoensuredatasecurity.機(jī)房所有服務(wù)器電源已經(jīng)連接至APCSmart-UPSRT10000（不間斷電源保護(hù)設(shè)備）上，在斷電情況下可以維持服務(wù)器正常運(yùn)轉(zhuǎn)30-40分鐘。如果停電超過30分鐘時(shí)還未恢復(fù)。IT部門需要關(guān)閉所有服務(wù)器保證數(shù)據(jù)安全。3.8.2HotelManagementSystem(opera,Micros)IfthereisuseofthelobbymanagerondutyshouldfirstcalltheITdepartmentstaffphonetoinformthecauseofthemalfunctioninthefireinthecontrolroomtoreceiveITDepartmentoftheOfficeofthekeystohelpITdepartmentstoremotelyconnectbacktothehotelmanagementsystem,adetailedsysteminspectionorotheremergencymeasures(suchas:powermorethan30minutes,youneedtoremotelyshutdowntheserver)酒店管理系統(tǒng)（opera，Micros)若出現(xiàn)使用問題，大堂值班經(jīng)理應(yīng)首先致電IT部工作人員手機(jī)，告知故障原因，在消防中控室領(lǐng)取IT部辦公室鑰匙，協(xié)助IT部門人員遠(yuǎn)程連接回酒店管理系統(tǒng)，做詳細(xì)的系統(tǒng)檢查或其它應(yīng)急措施（如：停電超過30分鐘，需要遠(yuǎn)程操作關(guān)閉服務(wù)器）。3.8.3IfyoucannotconnectthehotelITstaff,pleasecallhotline.如果暫時(shí)無法聯(lián)絡(luò)到酒店IT人員，請(qǐng)致電shiji公司的opera維修電話。3.9Hoteldistributionandpowersupplyemergencylighting酒店應(yīng)急照明分布及供電方式Thebuildingsupplyandemergencylightingmode:three-waypowersupply;(municipaltwo-way,self-powereddieselgeneratoralltheway;theother:with"Emergencypowersupplycabinet"andthebattery24groups,theroomstheregionallevelevery21group;5Mlayergroup1;5layerbeloweachgroup2,thehotelisinpowerstatecanbeautomaticallyconvertedtoprovidelightfor30minutes)酒店建筑供電及應(yīng)急照明方式：三路供電方式；（市政兩路，自備柴油發(fā)電機(jī)供電一路；另：配備“應(yīng)急電源柜”及蓄電池24組，客房區(qū)域每2層1組；5M層1組；5層以下每層2組，在酒店處于停電狀態(tài)下可自動(dòng)轉(zhuǎn)換提供照明30分鐘）3.9.2Whenthehotelafterapoweroutagesituation,thehotelisequippedwithlayersof"emergencypowersupplycabinet"willstarttheprovisionofhotelandofficeoftheemerg
