SONCAP stands for the Standards Organisation of Nigeria.

Three Programme Management Companies (PMC); Swede Control Intertek Limited, SGS Societe Generale de Surveillance and TUV Rheinland Group were appointed to administer SONCAP globally on be

3、half of SON.The programme is a set of conformity assessment and verification procedures applicable to all products imported into Nigeria except those under the purview of the exemption list (include link to exemption list). The compliance of such products is with the applicable Nigeria Industrial St

4、andards (NIS) specifications and/or other approved International Standards prior to shipment. The scheme is ratified by the World Trade Organisation (WTO) and its dictates forms the basis for ensuring that all goods imported into Nigeria conform to NIS or equivalent acceptable international standard

5、s.The scheme was designed to ensure that imported products meet the specifications of acceptable standards for the protection of Nigerian consumers from unsafe and substandard finished products.Under the SONCAP scheme, conformity to approved standards is a mandatory requirement for imported products

8、onformity with the applicable NIS or approved equivalents, and technical regulations before shipment. Under the SONCAP regime, imports are required to undergo verification and testing at country of supply (Exporting) and a SONCAP Certificate (SC) issued demonstrating that the products meet the appli

9、cable standards and regulations or a Non-Conformity Report (NCR) where the goods do not comply. The conformity assessment elements undertaken in SONCAP include but not limited to physical inspection prior to shipment, sampling, testing and analysis in accredited laboratories, audit of product proces

16、資。Essential Features of the new SONCAP RegimeThere are three essential features to the SONCAP regime: Scope of Goods or Products subject to SONCAPThe current regulated (provide link to regulated list) includes all imported goods to be regulated by SONCAP except the following:l Food productsl Drugs (

18、 or related spare parts for their manufacturing are advised to apply to the SON for SONCAP import permit to enable them import (link to import permit).The Federal Government through an Inter-ministerial Technical Committee on Comprehensive Import Supervision Scheme (CISS) which is domiciled at the C

19、entral Bank of Nigeria (CBN) may from time to time add or delete product(s) for regulation under the scheme. Appropriate notification will always be provided by the CISS through the CBN and an adequate period will be allowed between the date of publicizing the measure and its implementation to enabl

The methods employed for achieving these requirements vary according to the nature of product, the risk profile of the manufacturer and the level of conformity m

If in conformity with the relevant NIS or approved equivalents, the product will be granted license. How

35、ever, at least twice a year pre-shipment verification ie documentary review, process evaluation, inspection of facility, inspection of consignment to be shipped, verification of testing, witnessing of FCL stuffing and sealing of shipments will be conducted to ensure that conformity is maintained. Li

36、censing is only granted to the manufacturer of a product and the process is not available for exporter and/or supplier. 42、發(fā)SONCAP認證，改由出口商在出口國申請產(chǎn)品符合性認證(CoC),然后由進口商憑有效的CoC向尼日利亞標準局(SON)申請SC證書.尼日利亞認證步驟： 尼日利亞認證要主要分三個步驟：第一步：產(chǎn)品測試；第二步：申請PC產(chǎn)品證書（A.B.C）三種模式；第三步：申請COC證書；第四步：尼日利亞客戶憑COC去當?shù)卣畵Q取SONCAP證書用于清關(guān)第一步：產(chǎn)品測試a)、ISO17025 資質(zhì)的CNAS機構(gòu)出具測試報告，報告日期不能超過3 年。 注意：報告上CNAS標志b)、其他ISO17025實驗室出具的認證或測試報告（如TUV,SGS，CCC，VDE,UL,CE測試報告），并提供實驗室ISO17025

43、認證證書，報告日期不能超過3 年。請發(fā)送給我們審核。第二步：首先由出口商申請PC，申請PC的流程如下(申請PC產(chǎn)品證書（A.B.C）三種模式)：1）申請表（必須每頁簽字蓋章）、2） 產(chǎn)品名稱，產(chǎn)品照片，海關(guān)編碼； 產(chǎn)品照片（要清晰,標簽或吊卡要包含：產(chǎn)品名稱，型號，商標、made in china）；包裝照片（外包裝上需要印刷嘜頭：產(chǎn)品名稱，型號，商標、made in china）；3） 由具有ISO 17025資質(zhì)實驗室出具的合格檢測報告(（沒有測試報告需要先做測試）)；4） 對工廠進行體系審核A途徑 B途徑 C途徑 第三步：申請COC證書；COC申請表（必須蓋章）；ISO17025 資質(zhì)的

44、CNAS機構(gòu)出具測試報告，報告日期不能超過3 年。和ISO9001證書證書復印件或掃描件；檢驗、抽樣檢測、監(jiān)裝封柜FROM M單；商業(yè)發(fā)票、裝箱單；產(chǎn)品照片和外包裝照片（標簽銘牌和包裝嘜頭必須有：產(chǎn)品名稱，型號，商標、made in china）；注意：PC注冊證書如果是其他公司的，出口商還需要提供PC持有公司的英文授權(quán)信。A途徑 B途徑 C途徑第四步：COC證書換取SONCAP證書；客戶用COC證書在尼日利亞SON換取SONCAP證書，用于清關(guān)。認證時間：PC產(chǎn)品注冊證書：簽發(fā)審核證書時間：提供合格資料后1-2周。COC證書：簽發(fā)審核證書時間：提供合格資料后1-2周。(注意：貨物生產(chǎn)好以后，

45、應立即向我公司申請COC，我們要按照要求對貨物進行檢驗監(jiān)裝并貼封條，合格后出具CoC證書。) 不接受出貨后的申請。尼日利亞SONCAP認證最新操作流程2013年03月01日尼日利亞標準局正式發(fā)布了新的SONCAP操作流程，以后每家獨立的第三方機構(gòu)將不再直接簽發(fā)SONCAP認證，改由出口商在出口國申請產(chǎn)品符合性認證(CoC),然后由進口商憑有效的CoC向尼日利亞標準局(SON)申請SC證書，申請CoC有如下三種方式：Route A，針對一年偶爾出貨的情況，STEP 1, Product Report(PR)產(chǎn)品報告 有效期：半年，出口商貨物生產(chǎn)好以后，由由檢驗員對貨物進行檢驗，然后從大貨中抽取樣

46、品測試，測試合格后，出具PR報告，出貨前進行監(jiān)裝并貼封條，合格后出具CoC證書。需要提交的文件如下：1） CoC申請表2） 產(chǎn)品名稱，產(chǎn)品照片，海關(guān)編碼；3） 箱單4） 形式發(fā)票5） FORMM號碼Route B, 針對產(chǎn)品一年中多次出貨情況，STEP 1，Product Certificate(PC)登記證 有效期：一年。首先由出口商申請PC，申請PC的流程如下：1） PC申請表；2） 產(chǎn)品名稱，產(chǎn)品照片，海關(guān)編碼；3） 由具有ISO 17025資質(zhì)實驗室出具的合格檢測報告；4） 對工廠進行體系審核PC拿到后有效期為一年。工廠在貨物生產(chǎn)好以后，申請CoC流程如下：1） CoC申請表；2） 箱

47、單；3） 形式發(fā)票；4） FORMM號碼資料齊全以后對貨物進行一定比率的檢驗、抽樣測試及監(jiān)裝，比率不低于40%，合格出具CoC證書。Route C,針對一年頻繁出貨的情況，產(chǎn)品證書（狀態(tài)許可）LICENSE許可證 有效期：一年。首先由工廠申請Licence, 申請條件如下：1） 在Route B的基礎(chǔ)上有至少4及以上的成功申請；2） 對工廠進行兩次審核并且合格。3） 由具有ISO 17025資質(zhì)實驗室出具的合格檢測報告；拿到License后的有效期為一年。工廠在貨物生產(chǎn)好以后，申請CoC流程如下：5） CoC申請表；6） 箱單；7） 形式發(fā)票；8） FORMM號碼資料齊全以后對貨物進行一定比率
