Herein, on behalf of

2、CPC * Committee, * Municipality, Id like to express my warm congratulations on the successful convening of this conference. As an oil-based city, * is now in a period of both economic and urban transformation. In this critical period, we need to introduce the leading concept of green and low carbon,

3、 strategic investors, as well as to promote international cooperation. I would like to express my heartfelt thanks to the sponsor who gives me the chance to be here. For the future exchanges and cooperation, may I take this opportunity to introduce to you *, a young and vitality city.* is situated i

4、n the west of Heilongjiang province. It covers an area of 21,000 square kilometers and has a population of 2.8 million. In 2009, *s GDP totaled 212 billion RMB (30.28 billion USD with a growth rate of 12.1 percent, per capita GDP of 76000 RMB (10,857 USD whichplaced * in the front among domestic cit

5、ies. * won the awards of the National Model Cities of Environmental Protection, National Sanitary City, National Civilized City, Dubai International Award for Best Practices to improve the living environment and National Excellent Tourism City. * was in the Forbes Chinas Best Cities for Establishing

6、 Factories and Chinas Best Cities for Business.* is developed because of oil. Through 50 years development, * has been developed into the largest oilfield in China, its accumulated crude oil output has reached 2.06 billion tons accounting for more than 40 per cent of the nations total. At present, i

7、ts annual oil output of 40 million tons has been steadily maintained. Our grand goal is to build * into an oilfield which can last for a hundred years. By the middle of this century, the 100th anniversary of * Oilfield, the amount of the oil and gas equivalent will be maintained to 20 to 25 million

8、tons and * will still one of the major energy bases in China.As a typical energy-based city, since early 1990s, we begun to explore economic and urban transformation and applied ourselves to balance the development between oil and gas and substitute industries. In recent years, in line with the scie

9、ntific outlook on development, both oil and non-oil industries have been steadily developed, the function and image of thecity have been improved with each passing day and the living standard of the people have been raised.The diversified economy has begun to take shape to replace the single dominan

10、t oil industry. The ratio of oil and non-oil economy of 77: 23 in 2000 has been changed to the present level of 57: 43. Industries such as oil production, petrochemical and commodity circulation have amounted to over 100 billion Yuan respectively. The output value of some industries such as processi

11、ng of agricultural products, equipment manufacturing, construction & erection and new materials are over 10 billion Y uan. New industries such as IT, new energy, tourism, BPO, bio-engineering, culture and creativeness etc. are growing vigorously. I may proudly point out that a solid foundation h

12、as been laid for a sustainable development of the city. * is now becoming a natural, ecological, modern and livable city, which just was wildness years ago. * enjoys a convenient transportation network featuring a newly-built airport and a modern harbour, highways and railways extending in all direc

13、tions. New constructions have been completed including a railway station in the east part of the city, a long-distance bus terminal, a grand theatre, a museum, a science & technology center, an Olympic park, a city plan exhibition pavilion, the youth center and a new home to the aged. The comple

14、tion of facilities has improved the function of the city. * is laid out in a cluster pattern spacedby green belts, connected by expressways and embraced by forests, grassland and lakes, which brings out conspicuously the charm of the time of a young city.The development of world economy is increasin

15、gly effected by green and low carbon concept. In the course of economic and urban transformation, we laid more stress on the development of green ecology, which is considered as precious resource and important assets to be operated. We are striving to build ecological civilization while continuing t

16、he development of industrial civilization. * is blessed with 840,000 hectares of grassland, 640,000 hectares of wetland and more than 100 natural lakes. 15 lakes have been cleared showing their original tranquil and beautiful scenery of ponds and lakes. Nearly a hundred ecological parks have been bu

17、ilt and open to the public. In order to protect our precious grass resource, grazing is prohibited, vegetation has been restored in all oil production zones and a one-hundred-kilometer ecological corridor has come into being. Thanks to the effective measures, such as clean production, energy conserv

18、ation, low emission and the development of circular economy, the comprehensive energy consumption per 100,000 GDP is reduced by more than 4% annually, the green coverage rate of the city is up to 45 percent, 13 square meters per capita, the fine quality air days in * has reached 350 days every year.

19、The image of * has been formed: a green capital of oil and petrochemical, a city of a hundred lakes, a home to hot spring in northeast China.The sustainable economic development and up-graded urban function have laid a solid foundation and created advantages for the improvement of peoples livelihood

20、. At the same time, historical changes have taken place in an all round way in our social course relatively lagging behind. Today in *, there are 83 science and research institutes, 8 colleges, 1,177 kindergartens, primary and middle schools and 971 medical institutes. * takes the lead in setting up

21、 Ten-in-One Urban Poor Family Assistance System integrating medical service, school attendance and employment. In 2009, * ranked the 14th among domestic cities in terms of living quality and the first among the northeast cities.Ladies and gentlemen and friends,* Oilfield was developed in 1960 while

22、the municipal government was founded in 1979. Along with reform and opening up, the newly emerged industrial city has become the largest oil base in China. In this great development practice, * Spirit and Iron-Man Spirit have come into being featuring “patriotism, entrepreneurship, truth-seeking and

23、 devotion”. Thisspirit embodies the loyalty and persistence to the mission undertaken by * people from generation to generation. In this regard, * Spirit and Iron-Man Spirit arouses the powerful driving force of * people for innovation and entrepreneurship. In the course of carrying forward this spi

24、rit, new chapters of magnificence are being composed successively. Standing at a new starting point, in order to realize the historical mission of sustainable development, we will further consolidate our industrial base, municipal base, humanistic base and system base so as to promote *s economic an

25、d urban transformation and create new advantages of scientific and harmonious development. We are to accelerate the development of five cluster industries each of which exceeds 100 billion RMB, such as oil exploration, petrochemical, petroleum & petrochemical equipment manufacturing, automobile

26、manufacturing and commodity circulation, and 10 pillar industries each of which exceeds 10 billion RMB, such as processing of agriculture &animal husbandry, new materials, new energy, tourism, service outsourcing and culture & creativeness. We are striving to build * into a modern city, whic

27、h is ecological, livable, civilized and suitable for development. * will open even wider to the outside world and promote regional exchanges and cooperation in a broader range. In order to utilize grand 6 resources and cultivate great industries, we are to seek cooperation especially in the developm

28、ent of resources in depth as follow: natural resources of oil, gas and geothermal heat, ecological resources of grassland, wetland and surface water, humanistic resources of oil culture, ancient post stations and ethnic folk customs. We are to take the advantages of abundant supply of land, power, l

29、abor and technical force resources, and also take the advantages of * High-Tech Park at national level, the Economic Development Zone at provincial level, Linyuan Industrial Zone and more than 20 special industrial parks the media to expand cooperation and gather potential projects.
