1、安全生產(chǎn)管理制度REGULATION OF SAFETY PRODUCTION MANAGEMENT一、 總則 GENERAL PRINCIPLES為加強公司生產(chǎn)工作的勞動保護，保護勞動者在生產(chǎn)過程中的安全和健康，促進公司發(fā)展，根據(jù)有關(guān)法律 及地方規(guī)章、行業(yè)標(biāo)準(zhǔn)的要求，為預(yù)防各類生產(chǎn)安全事故，結(jié)合本公司生產(chǎn)的實際制定本制度。We establish this regulation to protect labor during production actions. This regulation according to the requirements of related law, lo

2、cal regulation, trade standard and the real conditions of our company; the purpose is to avoid production accidents.各部門必須貫徹“安全第一、預(yù)防為主、綜合治理”的方針，堅持生產(chǎn)必須安全的原則，在全公司范圍內(nèi) 的各級各部門、所有員工全面實行安全生產(chǎn)責(zé)任書管理，做到安全管理不留死角。The principle is “ Safety first, mainly prevent, comprehensive control” . 32、 work.會議必須簽到，并有安全生產(chǎn)管理員對會議內(nèi)容進行記錄。Must sign in meeting and the meeting must have record.五、安全生產(chǎn)檢查和整改 SAFETY PRODUCTION INSPECTION AND CORRECTION公司安全生產(chǎn)領(lǐng)導(dǎo)小組組織的安全生產(chǎn)大檢查每季度不得少于一次。Every season to have safety production inspection cannot less than one time.安全生產(chǎn)的檢查內(nèi)容和方案由安全生產(chǎn)領(lǐng)導(dǎo)小組決定后頒布施行。The inspection content a

39、 protect articles during production.八、安全經(jīng)費專項預(yù)算與使用 SAFETY FUND BUDGET AND USING為全面落實安全生產(chǎn)的重大預(yù)防方針，確保安全專項經(jīng)費有效投入，安全生產(chǎn)領(lǐng)導(dǎo)小組在每年初需要進行討論安全經(jīng)費預(yù)算，實行專款專用。專項經(jīng)費主要使用于：設(shè)施設(shè)備維護、更新改造，教育培訓(xùn)，健 康保障等。Do budget at the beginning of every year, the fund only can use for safety issues: maintenanceof equipment and installation, u

40、pdating or modification of equipments, health care and so on.九、事故管理 ACCIDENT MANAGEMENT員工因發(fā)生事故所受的傷害分為：輕傷、重傷、死亡The injury from accident are three classis: slight wound, serious wound, dead輕傷：負(fù)傷后需要歇工 1 個工作日以上，低于國標(biāo) 105 日，但未達到重傷程度的失能傷害。Slight wound: need to rest more than 1day, less than 105days as inte

42、特別重大事故，指造成 30 人以上死亡，或者 100 人以上重傷，或者 1 億元以上直接經(jīng)濟損失的事故。Especially serious accident: casualty more than 30persons, or serious wound person more than100, or directly economic loss more than 100million.重大事故，指造成 10 人以上 30 人以下死亡，或者 50 人以上 100 人以下重傷，或者 5000 萬元以上 1 億元以下直接經(jīng)濟損失的事故。Serious accident: casualty mor

45、以下”不包括本數(shù)。All above “ more than ” include the figure,“ less than ” does not include the figure事故報告：事故報告應(yīng)當(dāng)及時、準(zhǔn)確、完整，任何單位和個人對事故不得遲報、漏報、謊報或者瞞報。Accident report: the report must on time, accurate, and complete, any department or personcannot delay, omit, hide, and prevaricate the report.當(dāng)事故發(fā)生時，事故現(xiàn)場有關(guān)人員應(yīng)立即搶

46、救傷員同時保護現(xiàn)場，如因搶救傷員和防止事故擴大，需要 移動現(xiàn)場物價時，必須做出標(biāo)志，詳細(xì)記錄或拍照和繪制事故現(xiàn)場圖，同時向事故發(fā)生部門的負(fù)責(zé)人進 行事故報告。事故部門負(fù)責(zé)人在 2 小時以內(nèi)上報事故報告給公司安全生產(chǎn)領(lǐng)導(dǎo)小組。公司安全生產(chǎn)領(lǐng)導(dǎo) 小組接到事故報告后，應(yīng)迅速展開事故調(diào)查，分析事故原因，制定整改防范措施。最后以事故分析會、 安全教育培訓(xùn)活動等形式教育員工。When the accident happens, the people in site should rescue the wound person immediatelyand keep the site at the same

47、 time. In case the site need to do the movement due to rescuewounded and avoid extending the accident, the mark is needed, record in details or take photosand draw the accident site drawing. Meantime the department manager should do the report.Department manager must report to safety production lead

48、er group within 2hours. Leadergroup should investigate the accident, analyze the reason, and make the correction andprevention plan. At last to do the education for labors with accident analyzing meeting, safetytrai ning 十、 安全生產(chǎn)獎勵與處罰 SAFETY PRODUCTION AWARD AND SANCTION安全生產(chǎn)獎勵如下 Safety production awa

49、rd ：對安全生產(chǎn)有特殊貢獻的個人或部門，給予特別獎勵。The person or department that has a special contribution to the safety production will get a special award.在生產(chǎn)過程中，為公司提供安全生產(chǎn)管理建議、合理化設(shè)施設(shè)備改進，經(jīng)采納確實有效地減少違章現(xiàn)象、 設(shè)施設(shè)備改進后事故明顯下降的，經(jīng)安全生產(chǎn)負(fù)責(zé)人特別批準(zhǔn)，可發(fā)獎金 100 至 10000 元不等。 During production the person that provides suggestion for safety pro

50、duction management or improvement or equipments or installation, and the suggestion was implemented and it is valid to reduce the wrong operation or accident ratio, there will be award 100yuan to 10000yuan after the approval by safety production responsible person.舉報違章，經(jīng)查實可處違章人員罰金的 50% 作為對舉報人的獎勵。Rep

51、ort violations, the informer can get award that 50% of sanction of illegal person.安全生產(chǎn)處罰如下 Safety production sanction ：發(fā)生事故，對事故部門相關(guān)人員(包括部門負(fù)責(zé)人在內(nèi))處罰，每次處罰 50 元。When the accident happens, the related person (include department manager) will be sanction, 50yuan every time.未按規(guī)定放置、堆垛材料的，每次處罰 20 元。The material does not stock or stack as specification, sanction for 20yuan任意拆除或移動設(shè)備設(shè)施上的安全裝置、儀器、儀表、警示裝置，滅火器的，每次處罰 50 元。Any disassemble or movement for safety installation, meters, warning elements or extinguisherwithout permission will get 50yuan sanction.任意堵塞或遮擋消防設(shè)備通道、電柜箱通道，安全出口通道,每次處罰 50 元。Block
