潘基文是聯(lián)合國秘書長,韓國外交官、政治家。2006年10月9日聯(lián)合國安全理事會投票通過潘接替科菲·安南,成為第八位聯(lián)合國秘書長,他是第二位來自于亞洲的聯(lián)合國秘書長,于2007年1月1日出任聯(lián)合國秘書長一職,任期直至2011年12月31日。2011年6月6日潘基文在紐約聯(lián)合國總部正式宣布謀求連任聯(lián)合國秘書長一職。聯(lián)合國大會6月21日通過決議,任命潘基文連任聯(lián)合國秘書長,第二個任期自2012年1月1日起,至2016年12月31日止,中國對此表示祝賀。

MadamPresident,Mr.Secretary-General,Excellencies,ladiesandgentlemen,

Istandbeforeyou,deeplytouchedandinspiredbyyourgenerouswordsofcongratulationsandencouragement.WithboundlessgratitudefortheconfidenceplacedinmebytheMemberStates,andwithanunswervingresolvetohonorthattrust,Ihumblyaccepttheappointmentasthe8thSecretary-GeneralofthisgreatOrganization,ourUnitedNations.IwishtoextendmydeepestrespectandappreciationtoalltheleadersandpeoplesoftheMemberStatesfortheirstrongsupport.Thankyou,MadamPresident,forgraciouslypreparingandguidingthemeetingtoday.Igreatlylookforwardtosupportingyouandworkingwithyou,asyouwiselysteertheAssemblytowardaverysuccessfulsession.MadamPresident,Ifollowinalineofremarkableleaders.Theyhadalsofacedthismoment,eachatacriticaljunctureintheOrganization'shistory.Likemyselftoday,theymusthaveponderedwhattheyearsaheadwouldholdatthehelmofthisdynamicinstitution.Eachmadeimportantandlastingcontributionstoourcommonenterpriseinupholdinghumanity'sdeepestvaluesandhighestaspirations.Inparticular,you,Mr.Secretary-General,haveastutelyguidedourOrganizationintothe21stcentury.YouhavedefinedanambitiousagendathathasmadetheUNtrulyindispensibletopeace,prosperityandhumandignityaroundtheworld.Ourdebttoyourcourageandvisionisimmeasurable.Iresolvetobuilduponyourlegacy.Distinguisheddelegates,BycompletingtheappointmentofthenextSecretary-Generalwithsuchalacrity,youhaveopenedanunprecedentedopportunity.NeverbeforehasanincomingSecretary-Generalbeengivensufficienttimetoprepare.Youhavegivenmemorethantwomonths.Iwillusetheseweekstoconsultwidelyonhowbesttoproceedwithourcommonagendaofreformandrevitalization.Iwilllistenattentivelytoyourconcerns,expectationsandadmonitions.Distinguisheddelegates,IamdeeplyhonoredtobecomethesecondAsiantoleadtheOrganization,followingMr.UThantwhoablyservedtheworldfourdecadesago.ItisquitefittingthatyouhavenowturnedtoAsiaagainforthenextSecretary-GeneraltoguidetheUNsystemthroughits7thdecade.Asiaisdynamicanddiverse,andAsiaaspirestotakeongreaterresponsibilitiesfortheworld.Havingcomesofarandrisingstill,theregionislivingandshapingthefullrangeofachievementsandchallengesofourcurrenttimes.Asiaisalsoaregionwheremodestyisavirtue.Butthemodestyisaboutdemeanor,notaboutvisionandgoals.Itdoesnotmeanthelackofcommitmentorleadership.Rather,itisquietdeterminationinactiontogetthingsdonewithoutsomuchfanfare.ThismaybethekeytoAsia'ssuccess,andtotheUN'sfuture.Indeed,ourOrganizationismodestinitsmeans,butnotinitsvalues.Weshouldbemoremodestinourwords,butnotinourperformance.ThetruemeasureofsuccessfortheUNisnothowmuchwepromise,buthowmuchwedeliverforthosewhoneedusmost.GiventheenduringpurposesandinspiringprinciplesofourOrganization,weneednotshoutitspraisesorpreachitsvirtues.Wesimplyneedtolivethemeveryday:stepbystep,programbyprogram,mandatebymandate.MadamPresident,ThesurgeindemandforUNservicesattestsnotonlytotheUN'sabidingrelevancebutalsotoitscentralplaceinadvancinghumandignity.TheUNisneedednowmorethaneverbefore.TheUN'scoremissioninthepreviouscenturywastokeepcountriesfromfightingeachother.Inthenewcentury,thedefiningmandateistostrengthentheinter-statesystemsothathumanitymaybebetterservedamidstnewchallenges.FromtheBalkanstoAfrica,fromAsiatotheMiddleEast,wehavewitnessedtheweakeningorabsenceofeffectivegovernanceleadingtotheravagingofhumanrightsandtheabandonmentoflongstandinghumanitarianprinciples.Weneedcompetentandresponsiblestatestomeettheneedsof"wethepeoples"forwhomtheUNwascreated.Andtheworld'speopleswillnotbefullyservedunlesspeace,developmentandhumanrights,thethreepillarsoftheUN,areadvancedtogetherwithequalvigor.Theroadthatwemustpavetowardaworldofpeace,prosperityanddignityforallhasmanypitfalls.AsSecretary-General,IwillmakethemostoftheauthorityinvestedinmyofficebytheCharterandthemandateyougiveme.Iwillworkdiligentlytomaterializeourresponsibilitytoprotectthemostvulnerablemembersofhumanityandforthepeacefulresolutionofthreatstointernationalsecurityandregionalstability.MadamPresident,Inordertomeetthesegrowingmandatesandexpectations,wehaveengagedinthemostsweepingreformeffortinthehistoryoftheOrganization.TheveryscopeofthereformhastaxedtheattentionandenergiesofboththedelegationsandtheSecretariat.Butwemuststaythecourse.Weneedtomusterthehuman,institutionalandintellectualresources,andtoorganizethemproperly.WeshoulddoourpartinmeetingtheMillenniumDevelopmentGoals,theexpandingpeaceoperations,thethreatsposedbyterrorism,WMDproliferation,HIV/AIDSandotherpandemics,environmentaldegradation,andtheimperativesofhumanrights.Letusrememberthatwereformnottopleaseothers,butbecausewevaluewhatthisOrganizationstandsfor.Wereformbecausewebelieveinitsfuture.TorevitalizeourcommonendeavoristorenewourfaithnotonlyintheUN'sprogramsandpurposesbutalsoineachother.WeshoulddemandmoreofourselvesaswellasofourOrganization.Tocutthroughthefogofmistrustisgoingtorequiremoreintensivedialogue.Wecannotchangeeverythingatonce.Butifwechoosewisely,andworktogethertransparently,flexiblyandhonestly,progressinafewareaswillleadtoprogressinmanymore.OnlytheMemberStatescanrevitalizethisOrganization.ButIwillalwaysbetheretoassistandfacilitateasneeded.MadamelaPrésidente,Excellences,MesdamesetMessieurs,EntantqueSecrétairegénéral,jesuisdeterminéàgérerleSecrétariatd'unemanièreouverteetresponsible.Jechercheraiàétablirunconsensusarticuléautourd'unéchangelibred'idéesetdecritiques.C'estseulementaumoyend'unegrandesincéritéetd'unediscussionouvertesurlesidéesetlespropositionsquenousseronsàmêmedemieuxidentifierlafa?ondeservirlespeuplesdumondeentier.J'essaieraid'agiractivementafind'êtreàladispositiondetouslesintéressés.Enparticulier,pourrendrel'ONUplusprochedel'humanité,jevaistravaillerpleinementpourquelasociétéciviles'engagesurlavoiedudialogue.Jeferaiensorted'obtenirl'aideetlaparticipationdesorganisationsdesoutienàdescauseshumanitaires,dumondedesaffairesetdesautrescomposantesdelasociétécivileàtraverslemondeetce,pourlebiendel'Organisation.Monmandatseramarquéparleseffortsincessantsquejeferaipourétablirdespasserellesetcomblerlesécarts.Unleadershipharmonieux,exemplairerefusantladivision,etévitanttropdedirectivesabruptes,m'atoujoursservi.CommeSecrétairegénéral,jetiensdoncàresterfidèleàcesprincipes.JeseraientièrementresponsablepourlagestionduSecrétariat.LesEtatsmembresétablissentlesmandatsetfournissentlesressources.Silesressourcesmeparaissentinsuffisantespourreleverlesdéfis,jen'hésiteraipasàvousledire.Maisunefoisquenous,auSecrétariat,avonsdécidéd'assumerlachargedenotremission,nousdevonsêtreentièrementresponsablespourlameneràbien.MadamPresident,Iameagertojointheranksoftheworld'spremiersecretariat.Ihavedeeprespectandadmirationfortheable,dedicated,andcourageousmenandwomenwhoservethisOrganizationdayinanddayout,ofteninthefaceofdangerandpersonalsacrifice.Tothem,Ipledgemyutmostsupport,dedicationandsolidarity.Maintainingtheirproudheritage,whilevigorouslyholdingthemtothehigheststandardsofprofessionalismandintegritywillbeaprimegoalofmytenure.TheaimofSecretariatreformisnottopenalizebuttoreward,sothattheirtalentandskill,experienceanddedicationmaybefullymobilizedandproperlyutilized.Rewardinghardworkandexcellencetoboostmorale,makingeveryoneaccountableforhis/herownactionorinaction,andpushingforgreatergenderbalance,inparticularatseniorlevels:Thesewillbemyguide,asIrallytheSecretariatstaffforourverybestperformanceinservingtheOrganization.AsyourSecretary-General,Iamfarfromperfect,andIwillneedtheunsparingsupport,cooperationandtrustfromallrepresentedhere.ButIpledgetoserveyouwell,withallofmyheartandtothebestofmyabilities.Iwillseekexcellencewithhumility.Iwillleadbyexample.Promisesshouldbemadeforthekeeping.Thishasbeenmymottoinlife.Iintendtosticktoit,asIworkwithallstakeholdersforaUNthatdeliversonitspromises.MadamPresident,Myheartisoverflowingwithgratitudetowardmycountryandpeoplewhohavesentmeheretoserve.Ithasbeenalongjourneyfrommyyouthinwar-tornanddestituteKoreatothisrostrumandtheseawesomeresponsibilities.IcouldmakethejourneybecausetheUNwaswithmypeopleinourdarkestdays.Itgaveushopeandsustenance,securityanddignity.Itshowedusabetterway.SoIfeelathometoday,howevermanymilesandyearsIhavetraveled.FortheKoreanpeople,theUNflagwasandremainsabeaconofbetterdaystocome.Therearecountlessstoriesofthatfaith.Onebelongstome.In1956,whentheColdWarwasragingaroundtheworld,asayoungboyoftwelve,Iwaschosentoreadoutapublicmessage,onbehalfofmyelementaryschool,addressedtotheSecretary-G
