Wenchuanearthquake,thepeopletodisasterareashascausedtremendousphysicalandmentalsuffering,butalsomakesthemapasasmallregion,thepeoplethroughoutthecountrythemostabouttheplace.Asaso-calledhumanlife,compatriotssufferinginsomeofthetime,thecountry’sgriefoutofthefullperformance.Theinternationalcommunityhasalsoexpressedconcernabouttherapidandcondolences.

Whenamajorearthquakehasoccurred,andaftershockscontinued,thekeywordatthistimeonlyamatteroffactthewordsaveandassistance.Inasense,theassistanceisalsosaveanintegralpart.ThereisnodoubtthatreliefhasbecomeChina’scurrentgovernmentandthepeoplemostimportanttask.

Disasterrelieftosavewhat?Thisseemstobewithoutathought.Butinfact,thetruemeaningofdisasterreliefmustbeclarified.Theprimarytaskofrelief,wheninordertosavelives.Comparedwiththelife,propertylossandpost-disasterreconstructionandsohasbeenrelativelyminor,orthatincludetherescueofpropertyandtheseismicreflectionoftheproblem,shouldbemovedbacktosavelivesextremelyimportantAfterthat.

IntheearthquakedisastersitetodirectrescueofPremierWenJiabaosaidaword,aslongasbothhands,willbeabletorebuildtheirhomes-thesewordstotherealinterpretationofthetruemeaningofthedisaster.Inotherwords,thisisalsotheChinesegovernmentwillasaprimarytaskofsavingtheideaofthesource.Thatisonlyonelife,nottotheotherofalternative,theresponsemustbetothefastestspeed,withtheGREatestefforts,evenatthecosttotakeanymeans,atanycost,thedisasterareastosavepeople’slives.

Thismeansthatthegovernment-ledrescuesystemshouldbethefocusfellonthelivesoftherescue.Withthepassageoftime,thenumberofcasualtieswillalsocontinuetoincrease.Safetyofthelivesoftensofthousandsofpeople,infact,themostseveredisasterorder.Aslongasthere’shopethatthefrontline,whomustrescueeffortstohundredfold,fromtheruinsinsearchforpossiblesurvivors,fromundercollapsedbuildingsinarescueeverylife.

Itshouldbenotedthatnotonlyrelyonreliefconfidence,courageandaspiritofsolidarity,butalsorelyontheprofessionalrescueteamsandtechnicalconfiguration.Althoughavailablefordisasterrelieftoeveryone,butundercertainconditions,reliefisalsoalivetechnical,professionalandstrong,high-risk,largeamountoflabor.CannotfailtomentionthatChinesesoldiersonceagainplayedasteelwallroleinthereliefdifficultconditions,theelitecombatunitsintheaffectedareastogivefullexpressiontothemightyarmyofglory.TheyoungChinesesoldiersintheaffectedareasoftherescuescenarioisindeeddeeplyfeltthebloodisthickerthanwaterlikefishandwaterdeeply.

這是一場(chǎng)由自然災(zāi)難造成的難以躲避的悲劇,令人悲痛。而這樣的悲劇,事實(shí)上與人類(lèi)漫長(zhǎng)的歷史相伴,如影隨形。遠(yuǎn)的不說(shuō),1976年的唐山大地震,盡管已經(jīng)過(guò)去32年,但至今依然令人心有余悸。1998年的特大洪澇災(zāi)害、2003年的“非典”危機(jī)、2004年底的印度洋海嘯,以及最近發(fā)生在緬甸的熱帶風(fēng)暴,都造成了大量的人員傷亡和財(cái)產(chǎn)損失。人類(lèi)對(duì)于自然災(zāi)難并不陌生,但是,當(dāng)汶川大地震現(xiàn)實(shí)地?cái)[在眼前的時(shí)候,人類(lèi)在自然威力前的脆弱,顯露無(wú)遺。

汶川大地震,給災(zāi)區(qū)的民眾造成了巨大的身心痛苦,也使得地圖上那樣一個(gè)狹小的區(qū)域,成為全國(guó)人民最為牽掛的地方。所謂人命關(guān)天,在部分同胞受難之時(shí),舉國(guó)的悲慟充分表現(xiàn)了出來(lái)。國(guó)際社會(huì)也迅速表達(dá)了關(guān)切與慰問(wèn)。

當(dāng)一場(chǎng)大地震已經(jīng)發(fā)生,而且余震不斷,此時(shí)的關(guān)鍵詞其實(shí)只剩下兩個(gè)字,即“救”與“援”。某種意義上,“援”也是“救”的組成部分。毫無(wú)疑問(wèn),救災(zāi)已成為當(dāng)前中國(guó)政府與民眾最為重要的任務(wù)。

救災(zāi)救什么?這似乎是一個(gè)無(wú)須思考的問(wèn)題。但事實(shí)上,救災(zāi)的真義必須得到厘清。救災(zāi)的第一要?jiǎng)?wù),當(dāng)為拯救生命。與生命相比,財(cái)產(chǎn)的損失與災(zāi)后的重建等都已經(jīng)相對(duì)次要,或者說(shuō),包括搶救財(cái)產(chǎn)以及對(duì)于地震中出現(xiàn)問(wèn)題的反思等,都應(yīng)該退到“拯救生命”這一極端重要的議題之后。

在地震災(zāi)害現(xiàn)場(chǎng)指揮搶救的溫家寶總理說(shuō)過(guò)一句話,“只要有雙手,家園就能重建”——這句話真切地詮釋出了救災(zāi)的真義所在。換言之,這也是中國(guó)政府將救人作為首要任務(wù)的理念之源。正因?yàn)樯挥幸淮?,無(wú)法以其他之物替代,故救災(zāi)者必須以最快的速度,以最大的努力,甚至不惜采取任何手段,“不惜任何代價(jià)”,拯救災(zāi)區(qū)民眾的生命。

這意味著,以政府為主導(dǎo)的救援體系須將重心落在對(duì)生命的挽救上。隨著時(shí)間的推移,傷亡數(shù)字也將會(huì)不斷增加。數(shù)萬(wàn)人的生命安危,其實(shí)就是最嚴(yán)厲的災(zāi)情命令。只要有一線的希望,救援者就必須以百倍的努力,從廢墟中尋找可能的生還者,從正在倒塌的建筑物中搶救出每一個(gè)生命。

應(yīng)該看到,救災(zāi)不僅依賴(lài)信心、勇氣與團(tuán)結(jié)的精神,也依賴(lài)專(zhuān)業(yè)的救援隊(duì)伍與技術(shù)配置。盡管人人都可為救災(zāi)盡力,但在一定條件下,救災(zāi)又是一個(gè)技術(shù)活,專(zhuān)業(yè)性強(qiáng)、風(fēng)險(xiǎn)度高、勞動(dòng)量大。不能不提到,中國(guó)軍人又一次發(fā)揮了“鋼鐵長(zhǎng)城”的作用,在艱苦的救災(zāi)條件下,作戰(zhàn)在災(zāi)區(qū)的精銳部隊(duì)充分體現(xiàn)出了威武之師的雄風(fēng)。年輕的中國(guó)軍人在災(zāi)區(qū)救援的情景,確實(shí)令人深切地感到了血濃于水的魚(yú)水深情。

將拯救生命視為壓倒一切的首要任務(wù),也意味著,救援者必須爭(zhēng)分奪秒,與死神賽跑。那些廢墟里奄奄一息的生命,正在急切地等待救助?!皶r(shí)間就是生命”的含義,在此時(shí)也得到了最真切地體現(xiàn)。救援者早一秒進(jìn)入受災(zāi)地區(qū),就能早搶救出一個(gè)生命。在震中地區(qū)交通不便甚至中斷的情況下,溫家寶總理要求救援隊(duì)伍“就是步行也要盡快進(jìn)入受災(zāi)最嚴(yán)重的地區(qū)”,突出強(qiáng)調(diào)了地震救援之時(shí)間概念的重要性。

還應(yīng)該看到,地震救災(zāi)不僅僅是政府之事。如同面對(duì)以往任何一場(chǎng)重大自然災(zāi)害一樣,在政府之力之外,拯救生命的行動(dòng),還依賴(lài)于民眾與非政府機(jī)構(gòu)眾志成城。包括給予災(zāi)區(qū)人民的精神激勵(lì)、物質(zhì)的支持,以及包括積極獻(xiàn)血等切實(shí)的行動(dòng)等,均會(huì)對(duì)救援行動(dòng)產(chǎn)生積極效果。汶川大地震發(fā)生之后,不少企業(yè)與個(gè)人,已開(kāi)始緊急捐贈(zèng)財(cái)物,運(yùn)往最需要的地方。非災(zāi)區(qū)民眾發(fā)出的祝福與鼓勵(lì),已讓人充分感受到了溫暖而堅(jiān)定的民族力量。
