易地扶貧搬遷安置社區(qū)治理問題研究易地扶貧搬遷(簡稱“易地搬遷”)是貧困地區(qū)推進脫貧攻堅的一項重要舉措。隨著大量貧困戶從山區(qū)、沙漠等難以居住的地區(qū)搬遷至城鄉(xiāng)新區(qū),原籍地的社區(qū)治理問題逐漸顯現(xiàn)出來。本文對易地搬遷后社區(qū)治理問題進行研究,通過實地調(diào)查與理論分析,希望為解決該問題提供一些參考。

本文首先從由于生活環(huán)境的改變,搬遷戶適應新環(huán)境的能力下降,從而對社區(qū)治理造成的影響入手。其次,本文分析了易地搬遷后社區(qū)治理形勢的特點,并探究了其中存在的問題與困難,如社區(qū)居民群體復雜、管理機制不完善等。接著,本文旨在從以下三個方面提出解決問題的建議:加強社區(qū)管理機制建設(shè);完善易地搬遷政策,提高搬遷戶的適應性;強化社區(qū)文化建設(shè),加強社區(qū)凝聚力。最后,本文總結(jié)了易地搬遷后社區(qū)治理問題的解決之道,并對未來研究進行了展望。

Abstract:

Therelocationofpoverty-strickenindividuals(referredtoas"relocation"inthispaper)isanimportantmeasuretopromotepovertyalleviationinimpoverishedareas.Withalargenumberofpoverty-strickenhouseholdsmovingfrommountainous,desertandotherdifficult-to-liveareastonewurbanandruralareas,communitygovernanceissuesintheoriginalareasgraduallyemerged.Thispaperstudiesthecommunitygovernanceissuesaftertherelocation.Throughfieldinvestigationsandtheoreticalanalysis,wehopetoprovidesomereferenceforsolvingthisproblem.

Firstly,thispaperstartsfromtheimpactofthedecreaseintheabilitytoadapttonewenvironmentsofrelocators,causedbychangesinlivingenvironment,oncommunitygovernance.Secondly,thepaperanalyzesthecharacteristicsofthecommunitygovernancesituationaftertherelocation,andexplorestheproblemsanddifficultiesexistinginit,suchasthecomplexityofcommunityresidentsandtheimperfectmanagementmechanism.Then,thepaperaimstoproposesolutionstotheproblemsfromthefollowingthreeaspects:strengtheningtheconstructionofcommunitymanagementmechanism;improvingrelocationpoliciesandenhancingrelocators'adaptability;strengtheningcommunityculturalconstructionandenhancingcommunitycohesion.Finally,thispapersummarizesthesolutionstothecommunitygovernanceproblemsafterrelocationandlooksforwardtofutureresearch.
