andsuspiciouswiththem.Thesenewurbanities,alreadyconvincedthatcities

wereoverwhelmedwithgreatproblems,eagerlyembracedtheprogressivereforms

thatpromisedtobringorderoutofthechaosofthecity.

Oneofmanyreformscameintheareaofpublicutilities.Waterand

seweragesystemswereusuallyoperatedbymunicipalgovernments,butthegasand

electricnetworkswereprivatelyowned.Reformersfearedthattheprivately

ownedutilitycompanieswouldchargeexorbitantratesfortheseessential

servicesanddeliverthemonlytopeoplewhocouldaffordthem.Somecityand

stategovernmentsrespondedbyregulatingtheutilitycompanies,butanumberof

citiesbegantosupplytheseservicesthemselves.Proponentsofthesereforms

arguedthatpublicownershipandregulationwouldinsurewidespreadaccessto

theseutilitiesandguaranteeafairprice.

Whilesomereformsfocusedongovernmentandpublicbehavior,otherslooked

atthecitiesasawhole.Civicleaders,convincedthatphysicalenvironment

influencedhumanbehavior,arguedthatcitiesshoulddevelopmasterplansto

guidetheirfuturegrowthanddevelopment.Cityplanningwasnothingnew,but

therapidindustrializationandurbangrowthofthelatenineteenthcenturytook

placewithoutanyconsiderationfororder.Urbanrenewalinthetwentieth
