agreedtoseekpermissionfromstateregulatorstooperatepast2012.In2006,thestatewentastepfurther,requiringthatanyextensionofthent’slicensebesubjecttoVermontlegislature’sapproval.Then,too,the esthecommunity’sanyone,anywhere,anytime.Objectiveknowledgeisthegoal,notthestartingOnceadiscoveryclaim espublic,thediscovererreceivesinlectualcredit.But,unlikewithminingclaims,thecommunitytakescontrolofwhathappensnext.Withinthecomplexsocialstructureofthescientificcommunity,researchersmakediscoveries;editorsandreviewersactasgatekeepersbycontrollingthepublicationprocess;otherscientistsusethenewfindingtosuittheirownpurposes;andfinally,thepublic(includingotherscientists)receivesthenewdiscoveryand panyingtechnology.Asadiscoveryclaimworksitthroughthecommunity,theinctionand betweensharedandcompetingbeliefsaboutthescienceandthetechnologyinvolvedtransformsanindividual’sdiscoveryclaimintothecommunity’scredibleTwoparadoxesexistthroughoutthiscredibilityprocess.First,scientificworktendstofocusonsomeaspectofprevailingKnowledgethatisviewedas pleteorincorrect.Littlerewardpaniesduplicationandconfirmationofwhatisalreadyknownandbelieved.Thegoalisnew-search,notre-search.Notsurprisingly,newlypublisheddiscoveryclaimsandcrediblediscoveriesthatappeartobeimportantandconvincingwillalwaysbeopentochallengeandpotentialmodificationorrefutationbyfutureresearchers.Second,noveltyitselffrequentlyprovokesdisbelief.NobelLaureateandphysiologistAlbertAzent-Gyorgyioncedescribeddiscoveryas“seeingwhateverybodyhasseenandthinkingwhatnobodyhasthought.”Butthinkingwhatnobodyelsehasthoughtandlingotherswhattheyhavemissedmaynotchangetheirviews.SometimesyearsarerequiredfortrulynoveldiscoveryclaimstobeacceptedandIntheend,credibility“happens”toadiscoveryclaim–aprocessthatcorrespondstowhatphilosopherAnnetteBaierhasdescribedasthecommonsofthemind.“Wereasontogether,challenge,revise,andcompleteeachother’sreasoningandeachother’sconceptionsofreason.”Accordingtothefirstparagraph,theprocessofdiscoveryischaracterizedbyuncertaintyandmisconceptionandlogicalityandessandItcanbeinferredfromParagraph2thatcredibilityprocess[B]sharedefforts.[C]individualwisdom.Paragraph3showsthatadiscovery OAonprisonsandavarietyoflaborgroupshealthInmanyrichcountriesaveragewagesinthestatesectorarehigherthanintheprivateone.Buttherealgainscomeinbenefitsandworkpractices.Politicianshaverepeatedly“backloaded”public-sectorpaydeals,keethepayincreasesmodestbutaddingtoholidaysandespeciallypensionsthatarealreadygenerous.Reformhasbeenvigorouslyopposed,perhapsmostegregiouslyineducation,wherecharterschools,academiesandmeritpayallfaceddrawn-outbattles.Eventhoughthereisplentyofevidencethatthequalityoftheteachersisthemostimportantvariable,teachers’unionshavefoughtagainstgettingridofbadonesandpromotinggoodAsthecosttoeveryoneelsehas eclearer,politicianshavebeguntoclampdown.InWisconsintheunionshaveralliedthousandsofsupportersagainstScottWalker,thehardlineRepublicanernor.Butmanywithinthepublicsectorsufferunderthecurrentsystem,too.JohnDonahueatHarvard’sKennedySchoolpointsoutthatthenormsofcultureinWesterncivilservicessuitthosewhowanttostayputbutisbadforhighachievers.TheonlyAmericanpublic-sectorworkerswhoearnwellabove$250,000ayearareuniversitysportscoachesandtheoftheUnitedStates.Bankers’fatpaypacketshaveattractedmuchcriticism,butapublic-sectorsystemthatdoesnotrewardhighachieversmaybeamuchbiggerproblemforItcanbelearnedfromthefirstparagraphTeamstersstillhavealargebodyofJimmyHoffausedtoworkasacivilunionshaveenlargedtheirpublic-sectormembership.
