issignificantdevelopmentpotentialinmanyotherplaces,notablyArgentina.Coal

pricesalsoarelow,owingtoover-supplyandthescaling-downofdemand,especially

fromChina,whichbumshalfoftheworld'scoal.

[F]Technologicalinnovationshaveunleashedthepowerofrenewablessuchaswind,

hydro,solar,andgeothermal(地?zé)幔?EvenAfricaandtheMiddleEast,hometo

economiesthatareheavilydependentonfossilfuelexports,haveenormouspotential

todeveloprenewables.Forexample,theUnitedArabEmirateshasendorsedan

ambitioustargettodraw24%ofitsprimaryenergyconsumptionfromrenewable

sourcesby2023.

[G]Progressinthedevelopmentofrenewablescouldbefragile,however,iffossilfuel

pricesremainlowforlong.Renewablesaccountforonlyasmallshareofglobalprimary

energyconsumption,whichisstilldominatedbyfossilfuels一30%eachforcoaland

oil,25%fornaturalgas.Butrenewableenergywillhavetodisplacefossilfuelstoa

reductioncommitments.Economicreasoningshowsthattheleastexpensivewayfor

eachcountryistoputapriceoncarbonemissions.Thereasonisthatwhencarbonis

priced,thoseemissionsreductionsthatareleastcostlytoimplementwillhappenfirst.

TheInternationalMonetaryFundcalculatesthatcountriescangeneratesubstantial

fiscalrevenuesbyeliminatingfossilfuelsubsidiesandlevyingcarbonchargesthat

capturethedomesticdamagecausedbyemissions.Ataxonupstreamcarbonsources

isoneeasywaytoputapriceoncarbonemissions,althoughsomecountriesmaywish

touseothermethods,suchasemissionstradingschemes.Inordertomaximizeglobal

welfare,everycountry'scarbonpricingshouldreflectnotonlythepurelydomestic

damagefromemissions,butalsothedamagetoforeigncountries.

[M]Settingtherightcarbonpricewillthereforeefficientlyalignthecostspaidby

carbonuserswiththetruesocialopportunitycostofusingcarbon.Byraisingrelative

demandforcleanenergysources,acarbonpricewouldalsohelpalignthemarket

existingtechnologiesandthedevelopmentofnewones.Anditwouldraisethedemand

fortechnologiessuchascarboncaptureandstorage,spurringtheirfurtherdevelopment.

Ifnotcorrectedbytheappropriatecarbonprice,lowfossilfuelpricesarenotaccurately

signalingtomarketsthetruesocialprofitabilityofcleanenergy.Whilealternative

estimatesofthedamagefromcarbonemissionsdiffer,andit'sespeciallyhardtoreckon

thelikelycostsofpossiblecatastrophicclimateevents,mostestimatessuggest

substantialnegativeeffects.
