Preamble

粵港澳大灣區(qū)包括香港特別行政區(qū)、澳門特別行政區(qū)和廣東省廣州市、

深圳市、珠海市、佛山市、惠州市、東莞市、中山市、江門市、肇慶

市（以下稱珠三角九市），總面積5.6萬平方公里，2017年末總?cè)丝?/p>

約7000萬人，是我國開放程度最高、經(jīng)濟活力最強的區(qū)域之一，在

國家發(fā)展大局中具有重要戰(zhàn)略地位。建設粵港澳大灣區(qū)，既是新時代

推動形成全面開放新格局的新嘗試，也是推動〃一國兩制〃事業(yè)發(fā)展

的新實踐。為全面貫徹黨的十九大精神，全面準確貫徹〃一國兩制〃

方針，充分發(fā)揮粵港澳綜合優(yōu)勢，深化內(nèi)地與港澳合作，進一步提升

粵港澳大灣區(qū)在國家經(jīng)濟發(fā)展和對外開放中的支撐引領作用，支持香

港、澳門融入國家發(fā)展大局，增進香港、澳門同胞福祉，保持香港、

澳門長期繁榮穩(wěn)定，讓港澳同胞同祖國人民共擔民族復興的歷史責任、

共享祖國繁榮富強的偉大榮光，編制本規(guī)劃。

onlyanewattempttobreaknewgroundinpursuingopening

uponallfrontsinanewera,butalsoafurtherstepintaking

forwardthepracticeof"onecountry,twosystems”.The

OutlineDevelopmentPlan("thePlan")hasbeenformulated

tofullyputthespiritofthe19thNationalCongressofthe

CommunistPartyofChinaintopractice;fullyandaccurately

implementtheprincipleof"onecountry,twosystems”;fully

leveragethecompositeadvantagesofGuangdong,HongKong

andMacao;deepencooperationamongtheMainland,Hong

KongandMacao;furtherenhancetheGreaterBayArea's

本規(guī)劃是指導粵港澳大灣區(qū)當前和今后一個時期合作發(fā)展的綱領性文

件。規(guī)劃近期至2022年，遠期展望到2035年。

第一章規(guī)劃背景

改革開放以來，特別是香港、澳門回歸祖國后，粵港澳合作不斷深化

實化，粵港澳大灣區(qū)經(jīng)濟實力、區(qū)域競爭力顯著增強，已具備建成國

際一流灣區(qū)和世界級城市群的基礎條件。

區(qū)位優(yōu)勢明顯?；浉郯拇鬄硡^(qū)地處我國沿海開放前沿，以泛珠三角區(qū)

域為廣闊發(fā)展腹地，在〃一帶一路〃建設中具有重要地位。交通條件

便利，擁有香港國際航運中心和吞吐量位居世界前列的廣州、深圳等

重要港口，以及香港、廣州、深圳等具有國際影響力的航空樞紐，便

捷高效的現(xiàn)代綜合交通運輸體系正在加速形成。

經(jīng)濟實力雄厚。經(jīng)濟發(fā)展水平全國領先，產(chǎn)業(yè)體系完備，集群優(yōu)勢明

顯，經(jīng)濟互補性強，香港、澳門服務業(yè)高度發(fā)達，珠三角九市已初步

形成以戰(zhàn)略性新興產(chǎn)業(yè)為先導、先進制造業(yè)和現(xiàn)代服務業(yè)為主體的產(chǎn)

業(yè)結(jié)構(gòu)，2017年大灣區(qū)經(jīng)濟總量約10萬億元。

oftheGreaterBayAreastoodataroundRMB10trillion.

創(chuàng)新要素集聚。創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略深入實施，廣東全面創(chuàng)新改革試驗

穩(wěn)步推進，國家自主創(chuàng)新示范區(qū)加快建設?；浉郯娜乜萍佳邪l(fā)、轉(zhuǎn)

化能力突出，擁有一批在全國乃至全球具有重要影響力的高校、科研

院所、高新技術(shù)企業(yè)和國家大科學工程，創(chuàng)新要素吸引力強，具備建

設國際科技創(chuàng)新中心的良好基礎。

scientificprojectsthathaveimportantnationalandevenglobal

influence.TheGreaterBayAreaiswell-placedtoattractvarious

keyfactorsofinnovation,andhasanexcellentfoundationfor

thedevelopmentofaninternationalinnovationandtechnology

hub.

國際化水平領先。香港作為國際金融、航運、貿(mào)易中心和國際航空樞

紐，擁有高度國際化、法治化的營商環(huán)境以及遍布全球的商業(yè)網(wǎng)絡，

是全球最自由經(jīng)濟體之一。澳門作為世界旅游休閑中心和中國與葡語

國家商貿(mào)合作服務平臺的作用不斷強化，多元文化交流的功能日益彰

顯。珠三角九市是內(nèi)地外向度最高的經(jīng)濟區(qū)域和對外開放的重要窗口，

在全國加快構(gòu)建開放型經(jīng)濟新體制中具有重要地位和作用。

multi-culturalexchanges.Astheeconomicregionwiththe

highestdegreeofexternalconnectionontheMainlandandan

importantwindowforopeninguptotheworld,theninePRD

municipalitieshavesignificantfunctionsandanimportantrole

toplayinacceleratingtheestablishmentofanewsystemof

openeconomyinthecountry.

合作基礎良好。香港、澳門與珠三角九市文化同源、人緣相親、民俗

相近、優(yōu)勢互補。近年來，粵港澳合作不斷深化，基礎設施、投資貿(mào)

易、金融服務、科技教育、休閑旅游、生態(tài)環(huán)保、社會服務等領域合

作成效顯著，已經(jīng)形成了多層次、全方位的合作格局。

當前，世界多極化、經(jīng)濟全球化、社會信息化、文化多樣化深入發(fā)展,

全球治理體系和國阪秩序變革加速推進，各國相互聯(lián)系和依存日益加

深，和平發(fā)展大勢不可逆轉(zhuǎn)，新一輪科技革命和產(chǎn)業(yè)變革蓄勢待發(fā)，

〃一帶一路〃建設深入推進，為提升粵港澳大灣區(qū)國際競爭力、更高

水平參與國際合作和競爭拓展了新空間。在新發(fā)展理念引領下，我國

深入推進供給側(cè)結(jié)構(gòu)性改革，推動經(jīng)濟發(fā)展質(zhì)量變革、效率變革、動

力變革，為大灣區(qū)轉(zhuǎn)型發(fā)展、創(chuàng)新發(fā)展注入了新活力。全面深化改革

取得重大突破，國家治理體系和治理能力現(xiàn)代化水平明顯提高，為創(chuàng)

新大灣區(qū)合作發(fā)展體制機制、破解合作發(fā)展中的突出問題提供了新契

機。

Thesedevelopmentswillhelpenhancetheinternational

competitivenessoftheGreaterBayAreaandexpandthescope

oftheGreaterBayArea'sparticipationininternational

cooperationandcompetitionatahigherlevel.Followingthe

newvisionofdevelopment,Chinatakesforwardsupply-side

structuralreformandotherreformsaimingatbetterquality,

higherefficiency,andmorerobustdriversofeconomicgrowth,

bringingnewimpetustothetransformativeandinnovative

developmentoftheGreaterBayArea.Majorbreakthroughs

havebeenmadeinthecomprehensivedeepeningofreform.

ThemodernisationofChina'ssystemandcapacityfor

governancehasbeensubstantiallyenhanced.These

developmentsprovidenewopportunitiesfortheGreaterBay

Areatodevelopaninstitutionandmechanismfor,andtosolve

prominentproblemsencounteredin,cooperationand

development.

同時，粵港澳大灣區(qū)發(fā)展也面臨諸多挑戰(zhàn)。當前，世界經(jīng)濟不確定不

穩(wěn)定因素增多，保護主義傾向抬頭，大灣區(qū)經(jīng)濟運行仍存在產(chǎn)能過剩、

供給與需求結(jié)構(gòu)不平衡不匹配等突出矛盾和問題，經(jīng)濟增長內(nèi)生動力

有待增強。在〃一國兩制〃下，粵港澳社會制度不同，法律制度不同，

分屬于不同關稅區(qū)域，市場互聯(lián)互通水平有待進一步提升，生產(chǎn)要素

高效便捷流動的良好局面尚未形成。大灣區(qū)內(nèi)部發(fā)展差距依然較大，

協(xié)同性、包容性有待加強，部分地區(qū)和領域還存在同質(zhì)化競爭和資源

錯配現(xiàn)象。香港經(jīng)濟增長缺乏持續(xù)穩(wěn)固支撐，澳門經(jīng)濟結(jié)構(gòu)相對單一、

發(fā)展資源有限，珠三角九市市場經(jīng)濟體制有待完善。區(qū)域發(fā)展空間面

臨瓶頸制約，資源能源約束趨緊，生態(tài)環(huán)境壓力日益增大，人口紅利

逐步減退。

manychallenges.Theglobaleconomyisbesetwithuncertainty

andinstabilityaswellastheriseofprotectionism.The

economicdevelopmentoftheGreaterBayAreaalsoconfronts

issuessuchasovercapacityandtheimbalanceandmismatchof

thesupplyanddemandstructure.Theendogenousimpetusfor

economicgrowthhastobestrengthened.Under"onecountry,

twosystems'1,Guangdong,HongKongandMacaohave

differentsocialsystemsandlegalsystems.Theyareseparate

customsterritories.Marketconnectivityneedstobefurther

improvedandanefficientflowoffactorsofproductionhasyet

tobeattained.Thereremainsarelativelywidedevelopment

gapwithintheGreaterBayAreaandcoordinationand

compatibilitywillneedtobestrengthened.Homogeneous

competitionandmismatchofresourcesexistincertainregions

andsectors.ContinuouseconomicgrowthinHongKonglacks

sustainableandstablesupport.Theeconomicstructureof

Macaoisrelativelyhomogeneouswithlimitedresourcesfor

development.ThemarketeconomystructureintheninePRD

municipalitiescallsforimprovement.Regionaldevelopment

facesvariousbottlenecks,includinggrowingconstraintson

resourcesandenergysupplies,escalatingpressureonecology

andtheenvironment,andagradualreductioninthe

demographicdividend.

第三節(jié)重大意義

打造粵港澳大灣區(qū)，建設世界級城市群，有利于豐富〃一國兩制〃實

踐內(nèi)涵，進一步密切內(nèi)地與港澳交流合作，為港澳經(jīng)濟社會發(fā)展以及

港澳同胞到內(nèi)地發(fā)展提供更多機會，保持港澳長期繁榮穩(wěn)定；有利于

貫徹落實新發(fā)展理念，深入推進供給側(cè)結(jié)構(gòu)性改革，加快培育發(fā)展新

動能、實現(xiàn)創(chuàng)新驅(qū)動發(fā)展，為我國經(jīng)濟創(chuàng)新力和競爭力不斷增強提供

支撐；有利于進一步深化改革、擴大開放，建立與國際接軌的開放型

經(jīng)濟新體制，建設高水平參與國際經(jīng)濟合作新平臺；有利于推進〃一

帶一路〃建設，通過區(qū)域雙向開放，構(gòu)筑絲綢之路經(jīng)濟帶和21世紀海

上絲綢之路對接融匯的重要支撐區(qū)。

ThedevelopmentoftheGreaterBayAreaandofaworld-class

cityclusterwillfacilitatetheenrichmentoftheimplementation

of“onecountry,twosystems"andfosterclosercooperation

betweentheMainlandandthetwoSARs,therebycreatingmore

opportunitiesforthesocio-economicdevelopmentofthetwo

SARsandforHongKongandMacaocompatriotswishingto

developcareersontheMainland,aswellasmaintainingthe

willfacilitatetheimplementationofthenewvisionof

優(yōu)勢，解放思想、大膽探索，不斷深化粵港澳互利合作，進一步建立

度，堅持最嚴格的耕地保護制度和最嚴格的節(jié)約用地制度，推動形成

綠色低碳的生產(chǎn)生活方式和城市建設運營模式，為居民提供良好生態(tài)

環(huán)境，促進大灣區(qū)可持續(xù)發(fā)展。
