《安全員》TheSecurity第一節(jié)安全專項(xiàng)施工方案的編制SectionI.Preparationofspecialsafetyconstructionprogrammes《建設(shè)工程安全生產(chǎn)管理?xiàng)l例》規(guī)定，對(duì)下列達(dá)到一定規(guī)模的危險(xiǎn)性較大的分部分項(xiàng)工程編制專項(xiàng)施工方案，并附具安全驗(yàn)算結(jié)果，經(jīng)施工單位技術(shù)負(fù)責(zé)人、總監(jiān)理工程師簽字后實(shí)施，由專職安全生產(chǎn)管理人員進(jìn)行現(xiàn)場(chǎng)監(jiān)督：AccordingtotheRegulationsontheManagementofSafetyProductioninConstructionProjects,aspecialconstructionplanshallbepreparedforthefollowinghigh-risksubprojectsofacertainscale,withsafetyverificationresultsattached.Theplanshallbeimplementedafterbeingsignedbythetechnicalleaderandchiefsupervisingengineeroftheconstructionunit,andshallbesupervisedon-sitebyfull-timesafetyproductionmanagementpersonnel:第一節(jié)安全專項(xiàng)施工方案的編制SectionI.Preparationofspecialsafetyconstructionprogrammes（1）基坑支護(hù)與降水工程；(1)foundationpitsupportandprecipitationengineering;（2）土方開(kāi)挖工程；(2)Earthexcavationengineering;（3）模板工程；(3)Templateengineering;（4）起重吊裝工程；(4)Liftingandhoistingengineering;（5）腳手架工程；(5)Scaffoldingengineering;（6）拆除、爆破工程；(6)DemolitionandExplosivesengineering;（7）國(guó)務(wù)院建設(shè)行政主管部門或者其他有關(guān)部門規(guī)定的其他危險(xiǎn)性較大的工程。對(duì)以上所列工程中涉及深基坑、地下暗挖工程、高大模板工程的專項(xiàng)施工方案，施工單位還應(yīng)當(dāng)組織專家進(jìn)行論證、審查。(7)Otherhigh-riskprojectsspecifiedbytheadministrativedepartmentinchargeofconstructionundertheStateCouncilorotherrelevantdepartments.Theconstructionunitshouldalsoorganizeexpertstodemonstrateandreviewthespecialconstructionplansinvolvingdeepfoundationpits,undergroundexcavationprojects,andtallformworkprojectslistedabove.建筑工程實(shí)行施工總承包的，專項(xiàng)方案應(yīng)當(dāng)由施工總承包單位組織編制。其中，起重機(jī)械安裝拆卸工程、深基坑工程、附著式升降腳手架等專業(yè)工程實(shí)行分包的，其專項(xiàng)方案可由專業(yè)承包單位組織編制。對(duì)于超過(guò)一定規(guī)模的危險(xiǎn)性較大的分部分項(xiàng)工程施工單位應(yīng)當(dāng)組織專家對(duì)專項(xiàng)方案進(jìn)行論證。Forconstructionprojectsthatimplementgeneralcontracting,thespecialplanshallbeorganizedandpreparedbythegeneralcontractingunit.Amongthem,specializedprojectssuchasliftingmachineryinstallationanddismantlingengineering,deepfoundationpitengineering,andattachedliftingscaffoldingaresubcontracted,andtheirspecialplanscanbeorganizedandpreparedbyprofessionalcontractingunits.Fortheconstructionunitsofsubprojectswithsignificantrisksexceedingacertainscale,expertsshouldbeorganizedtodemonstratethespecialplan.專項(xiàng)方案編制應(yīng)當(dāng)包括以下內(nèi)容：Thepreparationofspecialprogrammeshouldincludethefollowingcontents:（1）工程概況：危險(xiǎn)性較大的分部分項(xiàng)工程概況、施工平面布置、施工要求和技術(shù)保證條件。(1)Projectoverview:overviewofthemoredangerouspartsoftheproject,constructionlayout,constructionrequirementsandtechnicalguaranteeconditions.（2）編制依據(jù)：相關(guān)法律、法規(guī)、規(guī)范性文件、標(biāo)準(zhǔn)、規(guī)范及圖紙（國(guó)標(biāo)圖集）、施工組織設(shè)計(jì)等。.(2)Preparationbasis:relevantlaws,regulations,normativedocuments,standards,specificationsanddrawings(nationalstandardatlas),constructionorganizationdesign,etc.（3）施工計(jì)劃：包括施工進(jìn)度計(jì)劃、材料與設(shè)備計(jì)劃。(3)Constructionplan:includingconstructionprogressplan,materialandequipmentplan.（4）施工工藝技術(shù)：技術(shù)參數(shù)、工藝流程、施工方法、檢查驗(yàn)收等。(4)Constructionprocesstechnology:technicalparameters,.Processflow,constructionmethods,inspectionandacceptance,etc.（5）施工安全保證措施：組織保障、技術(shù)措施、應(yīng)急預(yù)案、監(jiān)測(cè)監(jiān)控等。(5)Constructionsafetyguaranteemeasures:organizationalguarantee,technicalmeasures,emergencyplans,monitoringandcontrol,etc.（6）勞動(dòng)力計(jì)劃：專職安全生產(chǎn)管理人員、特種作業(yè)人員等。(6)Labourplan:full-timeproductionsafetymanagementpersonnel,specialoperationspersonnel,etc.（7）計(jì)算書(shū)及相關(guān)圖紙。(7)Calculationsandrelateddrawings.所謂危險(xiǎn)性較大的分部分項(xiàng)工程，是指建筑工程在施工過(guò)程中存在的、可能導(dǎo)致作業(yè)人員群死群傷或造成重大不良社會(huì)影響的分部分項(xiàng)工程。危險(xiǎn)性較大的分部分項(xiàng)工程安全專項(xiàng)施工方案，是指施工單位在編制施工組織（總）設(shè)計(jì)的基礎(chǔ)上，針對(duì)危險(xiǎn)性較大的分部分項(xiàng)工程單獨(dú)編制的安全技術(shù)措施文件。Theso-calledhigh-risksubprojectsrefertothesubprojectsthatexistduringtheconstructionprocessofaconstructionproject,whichmayleadtothedeathorinjuryofworkersorcausesignificantadversesocialimpacts.Thesafetyspecialconstructionplanforhigh-risksubprojectsreferstothesafetytechnicalmeasuresdocumentseparatelypreparedbytheconstructionunitforhigh-risksubprojectsbasedonthepreparationoftheconstructionorganization(general)design.危險(xiǎn)性較大的分部分項(xiàng)工程范圍:Scopeofhigh-risksubprojects:（一）各類工具式模板工程：包括滑模、爬模、飛模、隧道模等工程。（1）Varioustypesoftooltypeformworkengineering:includingslidingformwork,climbingformwork,flyingformwork,tunnelformworkandotherengineering.二、模板工程2.Formworkengineering（二）混凝土模板支撐工程：搭設(shè)高度5m及以上，或搭設(shè)跨度10m及以上，或施工總荷載（荷載效應(yīng)基本組合的設(shè)計(jì)值，以下簡(jiǎn)稱設(shè)計(jì)值）10kN/m2及以上，或集中線荷載（設(shè)計(jì)值）15kN/m及以上，或高度大于支撐水平投影寬度且相對(duì)獨(dú)立無(wú)聯(lián)系構(gòu)件的混凝土模板支撐工程。（2）Concreteformworksupportengineering:concreteformworksupportengineeringwithaheightof5mormore,oraspanof10mormore,oratotalconstructionload(thedesignvalueofthebasiccombinationofloadeffects,hereinafterreferredtoasthedesignvalue)of10kN/m2ormore,oraconcentratedlineload(designvalue)of15kN/mormore,oraheightgreaterthanthehorizontalprojectionwidthofthesupportandrelativelyindependentandunrelatedc
