HowViolentAreSchools?
AlthoughthestoriesfromLittletonandotherschoolshavebeen
horrifying,crimeinschoolsisactuallydeclining.In1993,therewere
164crimesforevery1,000studentsages12to18.In1996,the
numberhaddroppedto128per1,000.Furthermore,accordingto
theCentersforDiseaseControlandPrevention(CDCP),lessthan
onepercentofallmurdersamongschoolchildrenages5-19
happeninoraroundschoolgroundsoronthewaytoorfrom
school.Still,manyexpertsbelievethatisnotgoodenough.The
CDCPstudywarnsthat"theoccurrenceofyouthviolenceand
schoolviolenceisstillunacceptablyhigh."
StrongerSecurity
Whatareschoolsdoingtoreduceviolence?"We'vebeenin
numerousmeetingswithschoolcounselors,police,andother
principalstodevelopaplantomeettheneedsofourschools,"Bert
Ammerman,ahighschoolprincipalinNewJersey,said.
He*snotalone.AtWilliamsBayHighSchoolinWisconsin,the
policeheldpracticeschool-shootingdrillsoverthesummer.
InCowetaCounty,Georgia,studentsmustcarrybooksin
see-throughbagssothattheycan'thideguns.
Otherschoolsareadoptingstrictdresscodesandrequiringthat
backpacksbecheckedoften.Someschoolsaresettinguphotlines
orareencouragingstudentstotellateacherifaclassmate
threatenstohurthimselforherselforothers."Ourkidsarestillour
besteyesandears,"saidAmmerman.
Sometimes,schoolsecuritymeasuresconflictwithpersonalrights.
DebraJacobsoftheAmericanCivilLibertiesUnion(ACLU)saidthe
organizationhasbeen"flooded"bycallsfromparentsandstudents
whocomplainthatschoolshavebeenviolatingstudentFirst
Amendmentrightstofreeexpression.Forinstance,ahighschool
studentinMarbleHill,Missouri,wasfailedforawholesemester
becausehepostedaWebsiteonhishomecomputerthatwas
criticalofhishighschool."Banningallexpressionwillmakeit
difficulttoidentifykidswhoreallyneedhelp,"Jacobssaid.
HelpingTroubledTeens
Manyexpertssaythataddingmoresecuritymeasuresisnot
enough.RonaldStephensoftheNationalSchoolSafetyCouncil
saidthatonegoodwaytostopcrimeistohelpkidsbeforetrouble
starts."Teachersneedtolookforearlywarningsignsandprovide
counselingandsupportforkidswhoareatrisk.'1
Oneexampleishelpingprogramsthatpairatroubledteenwitha
caringgrown-up.Suchprogramshavebeenshowntoreducethe

andorganizationsthatfightschool-relatedcrimes.
Noteveryoneagreesthatmediaviolenceisamajorcauseof
violencebykids."Manyyoungpeopleviewviolentmoviesand
videogames,butmostofthemdonotshootuptheirschoolsasa
