6、ponsibilities 4.1 總經(jīng)理是消防第一責(zé)任人，負(fù)責(zé)公司消防程序的審批、執(zhí)行工作。 Project General Manager shall, as primary principal, be responsible for review and approval of SEPCO fire control procedure documentation and implementation. 4.2施工經(jīng)理部協(xié)助消防部門對(duì)施工現(xiàn)場(chǎng)消防器材的配備進(jìn)行規(guī)劃。SEPCO Construction Department shall give assistance to fire fig

7、hting department in working out scheme of fire fighting equipment configuration at construction site. 4.3 HSE負(fù)責(zé)對(duì)消防部門的監(jiān)督、檢查。 SEPCO HSE Department shall be responsible for supervision and check of what firefighting department is planning and doing. 4.4 綜合辦保衛(wèi)部職責(zé) Responsibilities of Security Group under

8、 management of Administration Office4.4.1負(fù)責(zé)消防管理和宣傳工作，制定具體的防火、防爆措施，對(duì)消防器材進(jìn)行定期檢查、維護(hù)，健全消防管理檔案。 Shall be responsible for fire control management and propaganda, drawing up detailed proposal of fire/gas control, making regular check and maintenance of fire fighting equipment and strengthening the perfecti

9、on of fire control management dossier. 4.4.2監(jiān)督、檢查一、二公司消防工作及所屬區(qū)域的消防器材配備、維護(hù)情況，并制定監(jiān)督、考核管理辦法。 Shall be responsible for supervision and check of SEP1, SEP2 fire control performance, fire fighting equipment/facilities arrangement, maintenance, also for working out the procedure of fire control examination

10、 and provision 4.4.3每周組織各單位專職消防員對(duì)施工現(xiàn)場(chǎng)、生活區(qū)重點(diǎn)要害部位進(jìn)行一次消防安全檢查。每月組織施工部、HSE、消防負(fù)責(zé)人對(duì)施工現(xiàn)場(chǎng)、生活區(qū)進(jìn)行一次全面、系統(tǒng)的消防大檢查。 Shall be responsible for taking weekly inspection of fire fighting/safety preparation that all full time fire control groups make at major construction site, living campus locations; taking monthly c

11、omprehensive inspection, in together with principals from Construction Department, HSE and Fire Control Groups, of fire control configuration at construction site, living campus locations. 4.4.4負(fù)責(zé)對(duì)檢查中發(fā)現(xiàn)的隱患提出整改措施，督促有關(guān)部門及時(shí)進(jìn)行整改，并負(fù)責(zé)復(fù)查驗(yàn)收。 Shall be responsible for putting forward the action how to rectify

12、 potential hazard, and urging its implementation and subsequent recheck for it. 4.4.5組織火災(zāi)的撲救，負(fù)責(zé)本工地火警、火險(xiǎn)、火災(zāi)事故的調(diào)查、分析、處理和統(tǒng)計(jì)。 Shall be responsible for organizing the action of putting out fire, also for investigating into the fire alarming, fire risk and fire accident occurrence. 4.5 分包商職責(zé) Responsibilit

13、ies of Subcontractor4.5.1 SEP1公安保衛(wèi)部在SEPCO綜合辦保衛(wèi)部的領(lǐng)導(dǎo)下負(fù)責(zé)本公司消防理，對(duì)所屬區(qū)域進(jìn)行消防設(shè)施的配備、維護(hù)，重點(diǎn)部位的防火檢查。所使用的消防器材自行購(gòu)買、配備。消防器材要指派專人負(fù)責(zé)管理，消防員每周定期對(duì)消防器材配備情況、設(shè)備狀況、是否完好等進(jìn)行檢查,并做好檢查記錄，發(fā)現(xiàn)問(wèn)題要及時(shí)處理。在本公司內(nèi)部組建義務(wù)消防隊(duì)，并報(bào)SEPCO綜合辦保衛(wèi)部存檔。 SEP1 Security Group shall, under leadership of SEPCOs Administration Office, be responsible for indep

14、endent purchase, configuration and maintenance of fire control equipment/facility with full time personnel in charge of these affairs. Firemen must make weekly check of fire control equipment by means of keeping record, ensuring them in good availability at any time. Any problem, if found, must be t

SEP1 shall organize its own firehouse and then submit it to SEPCO Administration Office for filing. 4.5 .2 SEP2公安保衛(wèi)部職責(zé)同上。 SEP2 Security Group shall do the same as SEP1 does. 5火災(zāi)風(fēng)險(xiǎn)分析及預(yù)防措施 Fire Risk Analysis and Preventive Actions 根據(jù)防火對(duì)象的性質(zhì)和特點(diǎn)，按“四大”（即火災(zāi)危險(xiǎn)性大；發(fā)生火災(zāi)后損失大；人員傷亡大；發(fā)生火災(zāi)后影響大；）原則，經(jīng)火

16、災(zāi)風(fēng)險(xiǎn)分析，制定以下防火措施。 In view of fire control characteristic, fire control action plan is drawn up in accordance with the principle of Four Significant Considerations (severe danger, severe loss, severe personal injury and severe consequence) as follow: 5.1物料貯存 Material Storage 5.1.1物料的貯存，不得阻礙、埋壓消防設(shè)施，不得阻擋

17、消防通道。在爬梯底座周圍，至少要留出91 cm半徑的空隙。 Material must be stored at place where there is no obstruction to or concealing fire fighting access. Round the foot of access ladder, at least 91 cm clearing. 5.1.2 物料不得阻礙灑水噴頭。至少要留出91 cm的空隙。 Material must be stored at location where there is no possibility of hindering

18、 water spraying nozzle, ensuring 91cm clearing away from nozzle. 5.1.3 作業(yè)區(qū)域內(nèi)存放的物料應(yīng)限制在實(shí)際需要的最少數(shù)量，其貯存方式應(yīng)當(dāng)防止靠近火源。 Material must be stored in quantity as least as possible on the basis of actual demand. In addition, storage location must be kept away from anything that may cause fire. 5.1.4 在任何內(nèi)側(cè)開孔或起吊間的1

19、.8 m范圍之內(nèi)，不得堆放任何物料。 In any vessel with inside opening or shop with hoisting equipment, prohibit laying down any material. 5.1.5 物料貯存方式應(yīng)該是堆疊、上架、阻塞、或互鎖，以防止滑動(dòng)、墜落、或倒塌。 Material storage must be kept by means of piling, storage rack, backup, or interlocking so as to avoid sliding, falling or collapse. 5.1.

20、6貯存區(qū)域應(yīng)保持清潔，物料擺放整齊。 Material storage area must be clean, tidy. 5.1.7施工物料應(yīng)擺放整齊有序。 Material for construction must be laid down in ordered way. 5.1.8貯存物料，數(shù)量應(yīng)最小化。 Material must be stored in quantity as least as possible. 5.2易燃和可燃液體 Flammable and Explosive Liquid 5.2.1不得使用易燃液體（例如汽油、丙酮、變性酒精）進(jìn)行清洗設(shè)備。 Absolut

21、ely prohibit the use of flammable liquids, such as gasoline, acetone, alcohol as equipment cleanser. 5.2.2在火源附近不得使用易燃/可燃溶劑。 No flammable/explosive solvent use is permitted at location adjacent to anything that may cause fire. 5.2.3 易燃液體只能裝在經(jīng)過(guò)批準(zhǔn)的、貼有正確標(biāo)簽的、安全的金屬罐中進(jìn)行搬運(yùn)和使用。 Flammable liquid must be store

22、d within safe metal tank with affirmed identification label prior to handling and use. 5.2.4當(dāng)需要貯存的易燃液體的數(shù)量超過(guò)了56.8升時(shí)，應(yīng)該提供經(jīng)過(guò)批準(zhǔn)的、貼有正確標(biāo)簽的貯存柜子。 In the case of more than 56.8 liter flammable liquid to be stored, it is required to make available approved storage tank with affirmed identification label. 5.2.

23、5不得將易燃和可燃液體貯存在作為逃生路線的區(qū)域、樓梯間或走廊內(nèi)。 Flammable liquid storage area must not be designed as escape route (either stairway or corridor) in the case of fire risk occurrence. 5.2.6便攜式貯油罐應(yīng)存放在一個(gè)周圍筑有護(hù)堤、并且加有襯里的區(qū)域；油罐到建筑物和易燃物的距離必須符合消防安全管理規(guī)定。 Where there is portable oil tank piling up, closing levee must be built

Distance between oil tank and structure, or/and flammable thing must be specified in accordance with fire control requirement. 5.2.7油庫(kù)區(qū)，應(yīng)張貼清晰、醒目的警告標(biāo)志。 In oil storage area, striking warning sign must be installed. 5.2.8對(duì)于燃料補(bǔ)充軟管，應(yīng)該在軟管的管口處設(shè)置一個(gè)截止閥，以消除燃料溢出。 In order to prevent fuel leakage, check

25、 valve must be set at nozzle of fuel hose. 5.2.9可燃液體（其中包括油或潤(rùn)滑脂）應(yīng)該貯存在容器或貯油罐內(nèi)，貼好標(biāo)簽，注明其中所裝的物品和油罐的容量。每個(gè)油罐都應(yīng)該： Flammable liquid (include oil or lube) must be stored into vessel or oil tank, with identification label put on, indicating title, capacity. Each tank must be: 能夠承受與貯存液體的類型相適應(yīng)的工作壓力和應(yīng)力； same type

26、 in term of specified pressure and stress that the stored liquid being capable of bearing. 應(yīng)采用一種能夠防止泄漏的方式進(jìn)行存放； stored in a way of avoiding leakage. 放置在一個(gè)沒有可燃物質(zhì)的區(qū)域； placed where there is no flammable substance around. 遠(yuǎn)離明火； kept away from open flame. 提供排空口或其它措施，以防止由于填充、倒空、或大氣溫度變化而引起的壓力或真空積累； located

27、where there is vent or other means for preventing pressure or vacuum accumulation as a result of filling in, emptying, or atmospheric temperature change. 5.2.10 在貯存或轉(zhuǎn)運(yùn)易燃物質(zhì)的位置附近，必須配置適當(dāng)?shù)臏缁鹪O(shè)備。 At place where there is stored or transferred flammable material around, appropriate fire extinguisher must be

28、 set.5.3 化工庫(kù) Chemicals Warehouse 5.3.1化工庫(kù)內(nèi)應(yīng)通風(fēng)、防潮，符合要求，保管員應(yīng)熟悉懂得各類化學(xué)物品的性能及使用、保管運(yùn)輸?shù)确矫娴幕局R(shí)，并向領(lǐng)用人員交底。 Chemical warehouse must be designed in accordance with the requirement of ventilation, moisture-proof. Storekeeper must be familiar with all chemicals characteristics and usage, including the knowledge

29、in connection with chemicals transport. Storekeeper shall always make explanation to anyone wanting to withdraw chemicals about necessary precautions to be followed. 5.3.2能自燃的物品和化學(xué)易燃物品堆垛應(yīng)當(dāng)布置在溫度較低，通風(fēng)良好的場(chǎng)所，并應(yīng)當(dāng)有專人定時(shí)測(cè)溫記錄。 Self-igniting or spontaneous combustion chemicals must be stored at place where th

30、ere exists a lower temperature and good ventilation, with full-time personnel assigned to take regular temperature measurement and recording.5.3.3庫(kù)房?jī)?nèi)不準(zhǔn)設(shè)辦公室、休息室，不準(zhǔn)住人，不準(zhǔn)用可燃材料搭建擱層。 In chemicals warehouse, no permission is given for setting up office, rest room, residence in, nor erecting interlayer wit

31、h flammable material. 5.3.4在庫(kù)房或露天堆垛的防火間距內(nèi)，不準(zhǔn)堆放可燃物品和搭建貨棚。 Within fire control distance from warehouse or air storage location, no permission is given for piling up flammable things, nor erecting freight shed. 5.3.5遇水容易發(fā)生燃燒、爆炸的化學(xué)易燃物品，不得存放在潮濕和容易積水的地點(diǎn)。 Those chemicals which are easy to burn, or explode

32、when contact with water must not be stored at location where there is moisture and ponding possibility. 5.3.6保持化學(xué)危險(xiǎn)物品儲(chǔ)存庫(kù)內(nèi)通風(fēng)。對(duì)易燃、易爆品應(yīng)注意通風(fēng)散熱。 Effort shall be made to keep ventilation in hazardous chemicals warehouse, including heat dissipation in the case of flammable and explosive chemicals storage.

33、5.3.7庫(kù)區(qū)和庫(kù)房?jī)?nèi)要要經(jīng)常保持整潔，對(duì)散落的易燃、可燃物品和庫(kù)區(qū)的雜草應(yīng)當(dāng)及時(shí)清除。用過(guò)的油棉紗、油抹布、沾油的工作服、手套等用品，必須放在庫(kù)房外的安全地點(diǎn)，妥善保管或及時(shí)處理。 Neatness and tidiness must be maintained in chemicals storage and warehouse. Loose chemicals, including ruderal, must be cleared away. Wasted oily cotton yarn, rag and work clothes/glove, etc, must be placed

34、a safe location outside warehouse, then properly disposed of. 5.3.8在庫(kù)區(qū)及庫(kù)房?jī)?nèi)使用電器機(jī)具時(shí)，必須嚴(yán)格執(zhí)行安全操作規(guī)程。電線要架設(shè)在安全部位，免受物品的撞擊、砸碰和車輪碾壓。 When using electric implements at storage area or within warehouse, it is strictly required to observe safety operation procedure. Electric cable must be routed along safe locat

35、ion, avoiding impacting and vehicle wheel rolling on. 5.3.9使用領(lǐng)料單應(yīng)嚴(yán)格審批手續(xù)。劇毒品、爆炸品的包裝破漏不能出庫(kù)，避免散落引起爆炸、中毒事故，嚴(yán)格執(zhí)行領(lǐng)發(fā)料制度。 Material withdrawal must be through strict examining and approving process. Packing containing virulent chemicals or exploder, if broken or damaged, must not be withdrawn away for the pu

36、rpose of avoiding poisoning and explosion accident. Regulations on chemicals withdrawal and distribution must be stringently executed. 5.3.10嚴(yán)格按有關(guān)規(guī)定對(duì)危險(xiǎn)化學(xué)物品的管理方法執(zhí)行，劇毒、爆炸物品應(yīng)設(shè)專庫(kù)、專柜存放，專人保管。 For virulent or explosive chemicals, special-purpose warehouse/tank must be arranged, with full-time personnel in

37、charge of safekeeping, as required in relevant hazardous chemicals management procedure. 5.3.11庫(kù)內(nèi)應(yīng)按規(guī)定配備消防器材。 Necessary Fire Fighting Equipment set in Warehouse 5.4壓縮氣體鋼瓶 Compressed Gas Cylinder 5.4.1壓縮氣體鋼瓶上的閥門在下列情況下都必須關(guān)閉：（1）工作結(jié)束，（2）鋼瓶已空，或（3）鋼瓶準(zhǔn)備移動(dòng)。 The valve on top of compressed gas cylinder must be

38、 closed in the cases of job completed, cylinder empted or to be moved away. 5.4.2在搬運(yùn)氣瓶過(guò)程中，氣瓶運(yùn)輸前應(yīng)旋緊瓶帽，輕裝輕卸，嚴(yán)禁拋、滑或碰擊。汽車運(yùn)輸應(yīng)備有滅火器，嚴(yán)禁在車上吸煙或點(diǎn)火。 During gas cylinder being moved away, cylinder cap must be tightened, handled gently, and firmed reliably, avoiding throwing, sliding or impacting. Vehicle carryi

39、ng compressed gas cylinder must be equipped with extinguisher. Prohibit someone smoking or striking fire on vehicle. 5.4.3在起吊壓縮氣體鋼瓶時(shí)，不得通過(guò)閥門保護(hù)帽起壓，不能用鋼絲繩起吊，而應(yīng)用專用的吊籠或固定在框架上起吊。 When lifting up compressed gas cylinder, no permission is given for making use of valve protection cap, nor wire rope. Special

40、purpose suspension cage or frame is required for lifting up operation. 5.4.4壓縮氣體鋼瓶始終都應(yīng)以直立向上的位置進(jìn)行固定；短時(shí)間搬運(yùn)除外。 Compressed gas cylinder must be placed always upright except handling within short time. 5.4.5貯存和放置壓縮氣體鋼瓶時(shí)，應(yīng)避免靠近到火花、熱的焊渣、或火焰。如.果無(wú)法避免，則必須提供阻火屏障。 Compressed gas cylinder must be stored and place

41、d in a way of avoiding being close to spark, hot weld residue or flame. If this kind of danger source cannot be kept away, fire barrier must be available at site. 5.4.6 壓縮氣體鋼瓶不能當(dāng)作一個(gè)電氣回路使用，也不能將氣瓶放置在可能會(huì)變成電路一部分的場(chǎng)所。 Absolutely not use compressed gas cylinder as electric loop, nor placed at some point wh

42、ich possibly becomes part of electric loop. 5.4.7不得將壓縮氣體鋼瓶當(dāng)作輥?zhàn)邮褂谩?Not use compressed gas cylinder as roller purpose. 5.4.8貯存過(guò)程中，不同類型的鋼瓶（氧氣與燃料氣體）應(yīng)該通過(guò)1.5 m高、1小時(shí)阻火額定值的屏障隔開，或者中間留出6.1 m的距離。 During storage, various kinds of steel cylinder (containing oxygen and fuel gas) must be isolated from each other w

43、ith fire barrier in terms of 1.5m high and one hour duration. 5.4.9各類壓縮氣瓶應(yīng)使用合格的減壓器，嚴(yán)禁不裝減壓器直接使用。乙炔氣瓶必須裝設(shè)專用的減壓器，回火防止器。 Compressed gas cylinders containing must be equipped with qualified decompressor. No use of compressed gas cylinder is permitted if without installing decompressor. Acetylene cylinder

44、 must be equipped with special-purpose decompressor and backfire prevention device. 5.4.11 鋼瓶貯存位置應(yīng)保持良好保護(hù)、通風(fēng)和干燥，距離高度可燃物質(zhì)至少6.1 m，并且要遠(yuǎn)離出口通道，例如樓梯間和電梯。不得使用鋼條去撬或松動(dòng)保護(hù)帽。 Good ventilation and dry ambient must be maintained where steel cylinder is placed. Steel cylinder must be away 6.1m from flammable the co

45、mbustible, also away from access to exit, such as stairway and elevator. Not use steel bar to loosen protective cap on cylinder. 5.4.11已經(jīng)損壞或有缺陷的鋼瓶不得再使用；應(yīng)該將它們掛好標(biāo)簽，返回廠家 Damaged or defective steel cylinder must not be used again. On the contrary, this kind of cylinder must be labeled, then returned to

46、vendor. 5.4.12氧氣鋼瓶上不得有油或脂。 Make sure that there is no any oil or grease stick to oxygen cylinder.5.4.13壓縮氣體鋼瓶在運(yùn)輸、使用和貯存時(shí)都應(yīng)保持在直立向上的位置。 Compressed gas cylinder, when transported, used and stored, must be placed upright. 5.4.14氣瓶在使用時(shí)，應(yīng)用鏈條、金屬夾或繩子固定。不能固定到建筑物上，或無(wú)固定設(shè)施及躺在地上。氣瓶的內(nèi)六角板手應(yīng)用線繩固定在氣瓶上，使用的管路應(yīng)擺放整齊。 In

47、using gas cylinder, it is desirable to use chain, metal clamp or rope for fixing it. Inner hexagon spanner, by means of cotton rope tied to cylinder, should be available at any time. Tube and hose must be put nearby in ordered way5.4.15不允許將鋼瓶固定到任何建筑物結(jié)構(gòu)上、讓它自行站立、或橫躺在地面上。 Steel cylinder must be placed

48、upright or horizontally laid down, instead of being fixed to any structure.5.4.16如果需要一把套筒扳手，則應(yīng)該用一截鋼絲繩將它固定到鋼瓶手推車上；使用期間，始終都要將它放置在乙炔鋼瓶的閥門上。 Socket wrench, if needed, should be connected to cylinder trolley using a segment of wire rope, and be ensured to be located on acetylene cylinder when cylinder us

49、e. 5.19不用時(shí)，壓縮氣體鋼瓶上的閥門應(yīng)徹底關(guān)閉。 Valve on compressed gas cylinder, when cylinder is no longer needed, must be tightened by means of valve on cylinder.5.4. 20不同氣瓶應(yīng)用不同顏色加到區(qū)別并注明氣體名稱： Different type of gas cylinder shall be identified with diverse color, also indicating gas name. 氧氣瓶為天藍(lán)色，并標(biāo)注“氧氣” oxygen cylin
