pproved.*Acceptabletotheauthorityhavingjurisdiction.AuthorityHavingJurisdiction.*Theorganization,office,orindividualresponsibleforapprovingequipment,aninstallation,oraprocedure.CombustibleLiquid.Aliquidhavingaclosed-cupflashpointatorabove100°F(37.8°C)andaresubdividedasfollows:ClassIIliquidsincludethosehavingaflashpointatorabove100°F(37.8°C)andbelow140°F(60°C).ClassIIIAliquidsincludethosehavingaflashpointatorabove140°F(60°C)andbelow200°F(93.4°C).ClassIIIBliquidsincludethosehavingaflashpointatorabove200°F(93.4°C).FlammableLiquid(ClassI).*Anyliquidhavingaclosed-cupflashpointbelow100°F(37.8°C)andhavingavaporpressurenotexceeding40psia(276kPa)at100°F(37.8°C).Gallon.AstandardU.S.gallon.GaseousHydrogenSystem.*Asysteminwhichthehydrogenisdelivered,stored,anddischargedinthegaseousformtoconsumer'spiping.Thesystemterminatesatthepointwherehydrogenatservicepressurefirstenterstheconsumer'sdistributionpiping.Labeled.Equipmentormaterialstowhichhasbeenattachedalabel,symbol,orotheridentifyingmarkofanorganizationthatisacceptabletotheauthorityhavingjurisdictionandconcernedwithproductevaluation,thatmaintainsperiodicinspectionofproductionoflabeledequipmentormaterials,andbywhoselabelingthemanufacturerindicatescompliancewithappropriatestandardsorperformanceinaspecifiedmanner.Limited-CombustibleMaterial.Amaterial,asdefinedinNFPA220,StandardonTypesofBuildingConstructionpotcomplyingwiththedefinitionofnoncombustiblematerialthat,intheforminwhichitisused,hasapotentialheatvaluenotexceeding3500Btu/lb(8141kJ/kg)andcomplieswithoneofthefollowingparagraphs(a)or(b).Materialssubjecttoanincreaseincombustibilityorflamespreadrating,beyondthelimitshereinestablished,throughtheeffectsofage,moisture,orotheratmosphericconditionareconsideredcombustible.Materialshavingastructuralbaseofnoncombustiblematerial,withasurfacingnotexceedingathicknessofi/8in.(3.2mm)thathasaflamespreadratingnotgreaterthan50.*Materials,intheformandthicknessused,otherthanasdescribedin,havingneitheraflamespreadratinggreaterthan25norevidenceofcontinuedprogressivecombustionandofsuchcompositionthatsurfacesthatwouldbeexposedbycuttingthroughthematerialonanyplanewouldhaveneitheraflamespreadratinggreaterthan25norevidenceofcontinuedprogressivecombustion.Listed.*Equipment,materials,orservicesincludedinalistpublishedbyanorganizationthatisacceptabletotheauthorityhavingjurisdictionandconcernedwithevaluationofproductsorservices,thatmaintainsperiodicinspectionofproductionoflistedequipmentormaterialsorperiodicevaluationofservices,andwhoselistingstatesthateithertheequipment,material,orservicemeetsidentifiedstandardsorhasbeentestedandfoundsuitableforaspecifiedpurpose.NoncombustibleMaterial.Amaterial,asdefinedinNFPA220,StandardonTypesofBuildingConstructionthat,intheforminwhichitisusedandundertheconditionsanticipated,willnotignite,burn,supportcombustion,orreleaseflammablevaporswhensubjectedtofireorheat.Materialsreportedasnoncombustible,whentestedinaccordancewithASTME136,StandardMethodofTestforBehaviorofMaterialsinaVerticalTubeFurnaceat750°C,areconsiderednoncombustiblematerials.Outdoors.Locationoutsideofanybuildingorstructureorlocationsunderaroof,weathershelter,orcanopyprovidedthisareaisnotenclosedonmorethantwosides.SeparateBuilding.Adetached,noncommunicatingbuildingusedexclusivelytohouseahydrogensystem.Shall.Indicatesamandatoryrequirement.SpecialRoom.Aseparateenclosedareathatispartoforattachedtoanotherbuildingandisusedexclusivelyforahydrogensystem.Standard.Adocument,themaintextofwhichcontainsonlymandatoryprovisionsusingtheword“shall”toindicaterequirementsandwhichisinaformgenerallysuitableformandatoryreferencebyanotherstandardorcodeorforadoptionintolaw.Nonmandatoryprovisionsshallbelocatedinanappendix,footnote,orfine-printnoteandarenottobeconsideredapartoftherequirementsofastandard.StandardCubicFoot(scf).Onecubicfootofgasat70°F(21°C)and14.7psia(anabsolutepressureof101kPa).NEXTCHAPTER1Containers.1.1Hydrogencontainersshallcomplywithoneofthefollowing:Designed,constructed,andtestedinaccordancewithappropriaterequirementsofASMEBoilerandPressureVesselCodeSectionVIII,“RulesfortheConstructionofPressureVessels"Designed,constructed,tested,andmaintainedinaccordancewith49CFR171-1901.2Permanentlyinstalledcontainersshallbeprovidedwithsubstantialsupportsofnoncombustiblematerialonfirmfoundationsofnoncombustiblematerial.1.3EachportablecontainershallbelegiblymarkedwiththenameHYDROGENinaccordancewithANSI/CGAC-4,MethodofMarkingPortableCompressedGasContainerstoIdentifytheMaterialContaineEachmanifoldhydrogensupplyunitshallbelegiblymarkedwiththenameHYDROGENoralegendsuchas“Thisunitcontainshydrogen."2PressureReliefDevices.2.1HydrogencontainersshallbeequippedwithpressurereliefdevicesasrequiredbytheASMECodeortheDOTSpecificationsandRegulationsinderwhichthecontainerisfabricated.2.2Pressurereliefdevicesshallbearrangedtodischargeupwardandunobstructedtotheopenairinsuchamannerastopreventanyimpingementofescapinggasuponthecontainer,adjacentstructures,orpersonnel.ThisrequirementshallnotapplytoDOTspecificationcontainershavinganinternalvolumeof2.0ft3(0.057m3)orless.2.3Pressurereliefdevicesorventpipingshallbedesignedorlocatedsothatmoisturecannotcollectandfreezeinamannerthatwouldinterferewithproperoperationofthedevice.3Piping,Tubing,andFittings.3.1Piping,tubing,andfittingsshallbesuitableforhydrogenserviceandforthepressuresandtemperaturesinvolved.Cast-ironpipeandfittingsshallnotbeused.3.2MaterialspecificationsandthicknessrequirementsforpipingandtubingshallconformtoASMEB31.3,CodeforChemicalPlantandPetroleumRefineryPiping.2-3.3Jointsinpipingandtubingshallbemadebyweldingorbrazingorbyuseofflanged,threaded,socket,slip,orcompressionfittings.Gasketsandthreadsealantsshallbesuitableforhydrogenservice.Brazingmaterialsshallhaveameltingpointabove1000°F(538°C).2-4EquipmentAssembly.2-4.1Valves,gauges,regulators,andotheraccessoriesshallberecommendedforhydrogenservicebythemanufacturerorthehydrogensupplier.2-4.2Installationofhydrogensystemsshallbesupervisedbypersonnelfamiliarwithproperpracticeswithreferencetotheirconstructionanduse.2-4.3Storagecontainers,piping,valves,regulatingequipment,andotheraccessoriesshallbeaccessibleandshallbeprotectedagainstphysicaldamageandagainsttamperingbythegeneralpublic.2-4.4Cabinetsorhousingscontaininghydrogencontroloroperatingequipmentshallbeventilatedtominimizeaccumulationofhydrogen.2-4.5Eachmobilehydrogensupplyunitusedaspartofahydrogensystemshallbesecuredtopreventmovement.2-4.6Mobilehydrogensupplyunitsshallbeelectricallybondedtothesystembeforedischarginghydrogen.2-5Marking.Thehydrogenstoragelocationshallbepermanentlyplacardedeitherasfollowsorwithequivalentwording:HYDROGEN—FLAMMABLEGAS—NOSMOKING—NOOPENFLAMES2-6Testing.Afterinstallation,allpiping,tubing,andfittingsshallbetestedandprovedhydrogengas-tightatmaximumoperatingpressure.NEXTCHAPTERChapter3LocationofGaseousHydrogenSystems1GeneralRequirements.1.1Thesystemshallbelocatedsothatitisaccessibletodeliveryequipmentandtoauthorizedpersonnel.Roadwaysorothermeansofaccessforemergencyequipment,suchasfiredepartmentapparatus,shallbeprovided.1.2Systemsshallbelocatedabovegroundeitheratgradeorabovegrade.1.3Systemsshallnotbelocatedbeneathorwhereexposedtofailureofthefollowing:ElectricpowerlinesPipingcontainingallclassesofflammableorcombustibleliquids(seedefinitioninSection1-5)Pipingcontainingotherflammablegases,orpipingcontainingoxidizingmaterials1.4Systemswithin50ft(15m)ofabovegroundstorageofallclassesofflammableandcombustibleliquidsshallbelocatedongroundhigherthansuchstorage,exceptwheredikes,diversioncurbs,grading,orseparatingsolidwallsareusedtopreventaccumulationoftheseliquidsunderthesystem.2SpecificRequirements.2.1Thelocationofasystem,asdeterminedbythemaximumtotalcontainedvolumeofhydrogen,shallbeintheorderofpreferenceasindicatedbyRomannumeralsinTable3-2.1.
