etotheranksofthe,wepledgeourwordthatoneformofcolonialcontrolshallnothavepassedawaymerelytoberecedbyafarmoreirontyranny.Weshallnotalwaysexpecttofindthemsupportingourview.Butweshallalwayshopetofindthemstronglysupportingtheirowndom--andtorememberthat,inthepast,thosewhofoolishlysoughtpowerbyridingthebackofthetigerendedupinside.Tothosepeopleinthehutsandvillagesofhalftheglobestrugglingtobreakthebondsofmassmisery,wepledgeourbesteffortstohelpthemhelpthemselves,forwhateverperiodisrequired--notbecausetheCommunistsmaybengit,notbecauseweseektheirvotes,butbecauseitisright.Ifasocietycannothelpthemanywhoarepoor,itcannotsavethefewwhoarerich.Tooursisterrepublicssouthofourborder,weofferaspecialpledge:toconvertourgoodwordsintogooddeeds,inanewallianceforprogress,toassistmenand ernmentsincastingoffthechainsofpoverty.Butthispeacefulrevolutionofhopecannot ethepreyofhostilepowers.LetallourneighborsknowthatweshalljoinwiththemtoopposeaggressionorsubversionanywhereintheAmericas.Andleteveryotherpowerknowthatthishemisphereintendstoremainthemasterofitsownhouse.Tothatworldassemblyofsovereignstates,theUnitedNations,ourlastbesthopeinanagewheretheinstrumentsofwarhavefaroutpacedtheinstrumentsofpeace,werenewourpledgeofsupport--topreventitfrom ingmerelyaforumforinvective,tostrengthenitsshieldofthenewandtheweak,andtoenlargetheareainwhichitswritmayrun.Finally,tothosenationswhowouldmakethemselvesouradversary,weoffernotapledgebutarequest:thatbothsidesbeginanewthequestforpeace,beforethedarkpowersofdestructionunleashedbyscienceengulfallhumanityinnnedoraccidentalself-destruction.Wedarenottemptthemwithweakness.Foronlywhenourarmsaresufficientbeyonddoubtcanwebecertainbeyonddoubtthattheywillneverbeemployed.Butneithercantwogreatandpowerfulgroupsofnationstakecomfortfromourpresentcourse-bothsidesoverburdenedbythecostofmodernweapons,bothrightlyalarmedbythesteadyspreadofthedeadlyatom,yetbothracingtoalterthatuncertainbalanceofterrorthatstaysthehandofmankind'sfinalwar.Soletusbeginanew--rememberingonbothsidesthatcivilityisnotasignofweakness,andsincerityisalwayssubjecttoproof.Letusnevernegotiateoutoffear,butletusneverfeartoLetbothsidesexplorewhatproblemsuniteusinsteadofbelaboringthoseproblemswhichdivideLetbothsides,forthefirsttime,formulateseriousandpreciseproposalsfortheinspectionandcontrolofarms,andbringtheabsolutepowertodestroyothernationsundertheabsolutecontrolofallnations.Letbothsidesseektoinvokethewondersofscienceinsteadofitsterrors.Togetherletusexplorethestars,conquerthedeserts,eradicatedisease,taptheoceandepths,andencouragetheartsandLetbothsidesunitetoheed,inallcornersoftheearth,thecommandofIsaiah--to"undotheheavyburdens,and[to]lettheoppressedgo."?And,ifabeachheadofcooperationmaypushbackthejungleofsuspicion,letbothsidesjoinincreatinganewendeavor--notanewbalanceofpower,butanewworldoflaw--wherethestrongarejust,andtheweaksecure,andthepeacep
