ourcollectionlinebetweenthevessel’svapourconnectionandthenearestpointwhereanyinerting,enriching,ordilutinggasisintroducedintothevapourcollectionlineisfunctioningatalltimesandthedetonationarresterkeptclean.Thevalvemust:探測(cè)到關(guān)閉條件后能在30秒鐘內(nèi)關(guān)閉。closewithin30secondsafterdetectionofashutdowncondition;如果控制信號(hào)丟失,能自動(dòng)關(guān)閉。closeautomaticallyifthecontrolsignalislost;收到關(guān)閉信號(hào)后能發(fā)出報(bào)警。activateanalarmwhenasignaltoshutdownisreceived;能夠進(jìn)行手動(dòng)操作。becapableofmanualoperationormanualactivation;havealocalvalvepositionindicatororbedesignedsothatthevalvepositioncanbereadilydeterminedfromthevalvehandleorvalvestemposition;如果閥門(mén)的底座采用彈性材料,當(dāng)彈性材料損壞或被破壞時(shí)不允許存在可感知的泄漏。ifthevalveseatisfittedwithresilientmaterial,notallowappreciableleakagewhentheresilientmaterialisdamagedordestroyed.?在船舶蒸汽回收出口管安裝手動(dòng)操作的隔離閥,閥門(mén)應(yīng)保持良好的保養(yǎng)和工作狀態(tài),并且有明確的標(biāo)志指示閥門(mén)是處在開(kāi)或者關(guān)閉的狀態(tài)。themanualoperatedisolationvalveinstalledatthevessel’svapourreturnmanifoldiswellmaintainedandfunctioningcorrectlywiththeindicatorclearlyindicatingwhetherthevalveisclosedoropen.?在蒸汽主管出口管的最后一厘米之前應(yīng)用漆成紅/黃/紅的顏色標(biāo)志。且:thelast1.0meterofthevapourpipingbeforethevapourconnectionmanifoldispaintedred/yellow/redwith:紅色帶寬100mm寬和;theredbands100mm.wideand;中間的黃色帶寬800mm和;themiddleyellowband800mm.wideand;紅黑色字體在管線的兩側(cè)10點(diǎn)鐘和2點(diǎn)鐘位置標(biāo)明'VAPOUR’,至少50mm高。labelled‘VAPOUR’inblacklettersatleast50mm.highoneachsideat10o'clockand2o'clockpositions;?在船舶兩側(cè)的蒸汽回收出口管法蘭上方12點(diǎn)位置有固定的永久性的12.7mm直徑,25.4mm長(zhǎng)的釘頭,以避免普通貨管錯(cuò)接在蒸汽回收管上。thepermanentlyattached12.7mm.diameterstud,25.4mm.long,iswellmaintainedandpositionedcorrectlyatthe12o'clockpositiononbothmainvapourreturnlineandonthepresentationflangeinordertoavoidanynormalcargohoseconnectionstobeconnectedbymistake.在使用蒸汽排放控制系統(tǒng)是要求主管貨物操作和蒸汽回收的主管人員(甲班和機(jī)艙人員)具備包含船上特別的VCS系統(tǒng)的程序的訓(xùn)練培訓(xùn)。這樣的培訓(xùn)必須包括演習(xí)或者示范如何使用蒸汽排放控制系統(tǒng),包括正常操作和緊急程序。InconnectionwiththeuseoftheVapourEmissionControlSystemitisrequiredthattheperson(s)inchargeofacargoandvapourtransferoperation(deck-andenginepersonnel)havecompletedatrainingprogramcoveringtheparticularVCSsystemonboard.Thistrainingmustincludedrillsordemonstrationsusingtheinstalledvapourcontrolsystemcoveringnormaloperationsandemergencyprocedures.訓(xùn)練程序必須覆蓋以下項(xiàng)目:Thetrainingprogrammustcoverfollowingsubjects:?蒸汽排放控制系統(tǒng)的目的和原則。thepurposewithandtheprinciplesofavapouremissioncontrolsystem;?蒸汽排放控制系統(tǒng)的組成結(jié)構(gòu)。thecomponentsofthevapouremissioncontrolsystem;?與蒸汽排放控制系統(tǒng)相關(guān)的危害和危險(xiǎn)。thehazardsassociatedwiththevapouremissioncontrolsystem;?針對(duì)本船的蒸汽排放控制系統(tǒng)的規(guī)章制度、設(shè)備裝置、操作和保養(yǎng)。therulesandregulationsconnectedtothespecifications,installation,operationandmaintenanceofthevapouremissioncontrolsystem;?操作程序,包括測(cè)試和檢查設(shè)備,以及貨物操作前的程序,連接順序和啟動(dòng)程序;theoperationprocedures,includingtestingandinspectionequirementsaswellaspre-transferprocedures,connectionsequencea
