person在統(tǒng)計期內(nèi),場館類機(jī)構(gòu)在運(yùn)行過程中每人所消耗的電量。3.8約束值
value保障場館類機(jī)構(gòu)正常運(yùn)行前提下,所允許的相關(guān)能耗指標(biāo)上限值。3.9基準(zhǔn)值

能耗定額指標(biāo)4.1 一般規(guī)定4.1.1 場館類機(jī)構(gòu)能耗定額指標(biāo)按場館類型劃分為文化類場館機(jī)構(gòu)能耗指標(biāo)、科技類場館機(jī)構(gòu)能耗指標(biāo)、體育類場館機(jī)構(gòu)能耗指標(biāo)。4.1.2 能耗定額標(biāo)準(zhǔn)分為約束值、基準(zhǔn)值和引導(dǎo)值三級能耗指標(biāo)。4.1.3 按本文件執(zhí)行能耗定額的場館類機(jī)構(gòu),在滿足正常運(yùn)轉(zhuǎn)的前提下,場館類機(jī)構(gòu)能耗指標(biāo)實(shí)測值不應(yīng)超過所規(guī)定的能耗定額約束值,宜小于能耗定額基準(zhǔn)值,爭取達(dá)到能耗指標(biāo)的引導(dǎo)值。4.2 能耗定額指標(biāo)值場館類機(jī)構(gòu)能耗定額指標(biāo)值見表

1 場館類機(jī)構(gòu)能耗定額指標(biāo)值5.1 統(tǒng)計周期能耗統(tǒng)計應(yīng)以年度為周期,宜采用一個自然年作為一個統(tǒng)計周期,統(tǒng)計口徑與統(tǒng)計部門保持一致。

A。5.3 電耗統(tǒng)計范圍場館類機(jī)構(gòu)電耗的統(tǒng)計范圍是統(tǒng)計對象在統(tǒng)計期內(nèi)實(shí)際消耗的電量。5.4 建筑面積的統(tǒng)計范圍5.4.1

的規(guī)定進(jìn)行計算。其中,機(jī)構(gòu)職工住宅、向外租售場地等除外。5.4.2 在計算場館類機(jī)構(gòu)單位建筑面積綜合能耗、單位建筑面積電耗時,計入場館類機(jī)構(gòu)的建筑面積的統(tǒng)計范圍中去除。5.5 用能總?cè)藬?shù)的統(tǒng)計范圍5.5.1 場館類機(jī)構(gòu)用能人數(shù)的統(tǒng)計范圍是指統(tǒng)計周期內(nèi)在崗在編的人員、各類編外工作人員以及流動人員等日平均用能人數(shù)。其中流動人員為場館一年流動人次總數(shù)除以一年對外開放天數(shù)。5.5.2 在計算場館類機(jī)構(gòu)人均綜合能耗時,計入場館類機(jī)構(gòu)用能人數(shù)的數(shù)量應(yīng)與能源使用量的統(tǒng)計范圍一致,沒有計入能源統(tǒng)計范疇的區(qū)域,該區(qū)域內(nèi)的人員數(shù)量應(yīng)相應(yīng)從人員的統(tǒng)計范圍中去除。6
計算方法6.1 綜合能耗場館類機(jī)構(gòu)綜合能耗等于統(tǒng)計期內(nèi)實(shí)際消耗的各種能源實(shí)物量與該類能源折算標(biāo)準(zhǔn)煤系數(shù)的乘積之和,按公式(1)進(jìn)行計算。iEz

的要求建立并實(shí)施能源管理體系。7.1.2 場館類機(jī)構(gòu)應(yīng)結(jié)合本單位用能特點(diǎn)和上一年度用能狀況,制定節(jié)能工作計劃,并組織實(shí)施。7.1.3場館類機(jī)構(gòu)應(yīng)根據(jù)本文件能耗定額指標(biāo)進(jìn)行能耗管理,并根據(jù)情況開展能源審計,及時準(zhǔn)確掌握能源使用情況。7.1.4 場館類機(jī)構(gòu)應(yīng)通過安裝分類和分項(xiàng)能耗計量裝置,建立能耗監(jiān)測系統(tǒng),實(shí)施能耗在線監(jiān)測與動態(tài)分析。7.1.5場館類機(jī)構(gòu)應(yīng)開展節(jié)能培訓(xùn)和宣貫,提高工作人員的節(jié)能水平和節(jié)能意識。7.1.6 場館類機(jī)構(gòu)新購設(shè)備應(yīng)符合相關(guān)節(jié)能要求。7.2技術(shù)措施7.2.1 場館類機(jī)構(gòu)能源計量器具的配備和管理應(yīng)符合

—7.2.2 除特殊溫度要求的區(qū)域外,場館類機(jī)構(gòu)室內(nèi)空調(diào)溫度的設(shè)定應(yīng)符合國家相關(guān)規(guī)定。7.2.3 場館類機(jī)構(gòu)應(yīng)在公共區(qū)域推廣應(yīng)用智能調(diào)控裝置,嚴(yán)格控制夜間泛光照明以及裝飾照明。7.2.4 在制定節(jié)能改造計劃時,場館類機(jī)構(gòu)宜充分考慮新能源新技術(shù)產(chǎn)品的應(yīng)用。折標(biāo)準(zhǔn)煤系數(shù)20
