—acasestudyinChinaDr.HuiquanLI,HuiZhangInstituteofprocessengineering,ChineseAcademyofsciences(IPE,CAS)IPE,CASEIPinChinaSince1990s,manydevelopedcountriespracticedlotsofEIPsoreco-communities.Chinastartedtryingonthisadecadelater.UptoJan7,2009,theMinistryofEnvironmentalProtectionofthePeople’sRepublicofChina(MEP)hadissued33constructinglayoutofEIPsofstateexperimentaldemonstration.Thelegislationof‘CircularEconomyPromotionLawofthePeople'sRepublicofChina’havebeingimplementedinJan.2009.IPE,CASFrameworkforEIPdesignIPE,CASQingshuitangCaseQingshuitangIndustryPark(QIP)locatesatnorthwestofZhuzhoucity，HunanProvinceinmiddlepartofChina.Therearemorethan100plantscrowedinthelandlessthan10.2km2.It’satypicalindustryparkwithdensechemicalandmetallicenterprises.TheleadingindustriesofQIPareprimaryprocessingofnon-ferrousmetalindustryandbasicchemicalindustrywithhighenergyconsumingandhighpollution,butonthebottomofindustryvaluechain.Thereareseveralrepresentationalplantsbigenoughasleadingofindustry.Theserunwithtraditionaltechnologyandoldapparatuses.IPE,CASQingshuitangCaseWhyisQIPinteresting?Historically,QIPwasfirstlyestablishedbythestateassmeltingandchemicalbasein1950s.ButthedevelopmentofQIPwaslaggedforthereasonofdevelopingmode.TheregionofQIPisseriouslypolluted.QIPproduces27.7biliionm3eemissionsincluding71,700tonofSO2,discharges5.1milliontonsofwastewater,andmorethan1.37milliontoneofindustrialwastesresiduewaitingtobetreated,yearly!Thepollutionfactorofchromium,mercury,andleadforlocalvegetablesare64.11,185.8,and66.01thatmeansthewholeareaisnotproperforagricultureinsideout.IPE,CASQingshuitangCase(basicsituations)

situationofStreatmentIPE,CASCentralizedSO2tailgastreatmentsystemhavegreateffectondecreaseSO2emission.Everyyear,thissystemdecreasesSO230000ton.(calculatedfromblastfurnacetailgas,volatilefurnacetailgasandFumingfurnacetailgas).TheelementScomprehensiveutilizingassulfurdidnotconsideredinthisfigurestatisticsQingshuitangCase(supporting)Environmentisthebaseoflivinganddeveloping.Thelayoutprogrammed8keyprogramofenvironmentalrehabilitation.Fiveforwaterpollutionpreventandcontrol,twoforSO2pollutioncontrol,andoneforsolidwastesdisposal.Thecognitiveofvalueandsocialbehaviorsofcirculareconomyhelpthetransitiontocirculareconomysociety.Specifically,thedevelopingoftertiaryindustry,circulareconomytechnologyinformationplatform,andsharingofpublicfacilitieswillbegreathelptoevolvetheindustryprogress.IPE,CASQingshuitangCase(supporting)TheinvestmentoftheQIPprogramneedsabout12billionYuan.TheinvestmentofcleanerproductionandIEprogramsmainlycomesfromcompanyinvestment.TheycanalsoapplyfromgovernmentspecialfundsorspecialfundsofQIPconstructing,somecomefromgovernment-ledinvestmententities,orabsorballkindsofsocietyinvestment.ThesupportingoforganizationsandpolicyistheguaranteeoffulfillingEIPdesign.Theyinnovatefromorganizationsmanagement,runningmechanism,statutecarryingout,policymaking,andmonitoring.Itisahard,systematic,andall-aroundtask.Toinsurepracticingofthedesign,theorganizersconcludedexperiencesofEIPconstructingandtrendsofdevelopmenthomeandabroad.Theydotheirbesttofulfillefficient,cleaner,andrecyclingecologysystem.IPE,CASConclusions(industryside)TheQIPcorecompaniesimprovedbenefitviacirculareconomytechnologyupgradingandoptimizingproductionsconstitutions.Atthesametime,resultsthechaineffectiveofcombinationandupgradingalterationinsmallercompanies.QIPformedindustrysymbiosisinhigherlevelofdifferentscalesofplantsviaapplyingofcleanerproductionandcirculareconomytechnologyinleadingplants.Alongwiththeprogressofrepresentationalprogram,theindustrymetabolismlevelofdifferentindustriesimproved.Differentindustriesbecamecloserthaneverbefore,therewillbemoresteadyindustryecologysystem.IPE,CASConclusions(societyandenvironmentside)Theentireprogramincludes16keyindustrycleanerproductionprojects,8keypollutionpreventionandcontrolprojects,and22keysocietysupporting
