,savingenterprisestime&resources,andincreasesaleproductivitytogeneratebusinessfirms’revenues,andtocontributeforthegrowthofdigitaleconomy.ItisimportanttorememberthatGenerativeAI-basedapplications,likeChatGPT,relyonstatisticalpatternsdiscoveredfromtrainingdataandcannotalwaysproduceflawlessorcontextuallyrelevantresponses.Themodel’scapabilitiesarecurrentlybeingimproved,andissueswithlanguageunderstanding,interpretingcontext,andcreatinghigh-qualityresponsesarebeingaddressed.Additionally,extrastepsaretakenduringthefine-tuninganddeploymentstagestocustomizeandoptimizeGenAItools,likeChatGPT,forvariousapplications,domains,orusecases.Thisentailsfurtherdomain-specificdatasettraininganditerativeadvancementsbasedonuserinputandactualuserinteractions.DespitenumerouschallengesofGenAItools,includingethicalchallenges,itiscaptivatingVentureCapital(VC)investors’attention,andtheyarefinancingtheGenerativeAIstartups.Besidesthat,allotherstartupssawa24%dropininvestment.Globally,investmentsinGenAIareexpectedtohitUSD42billionbytheendof2023.Forexample,MistralAI,a[1]Paris-basedstart-upjustamonthold,pickedupUSD110millioninseedfundingtobuildandtrainaGenerativeAImodel.Similarly,SalesforceVenturesannouncedexpandingitsGenerativeAIFundtoUSD500million,upfromUSD250millioninMarch2023.Inarecentreportontheeconomic[2]potentialofGenAI,itismentionedthatGenAIcandeliveratotalvalueintherangeofUSD2.6trilliontoUSD4.4trillionineconomicbenefitsannuallywhenappliedacrossindustries.Theyfurtheraddedthatitwouldadd15to40%totheUSD11.0trilliontoUSD17.7trillionofeconomicvaluethattheynowestimatenongenerativeartificialintelligenceandanalyticscouldunlock.Thegovernments,businesscommunity,and[3]eventhecreatorsofsuchGenAI-basedtoolswanttoestablishcollaborationtoformulateabalancedregulatoryframework,standards,andprinciplestomanagethechallengesofGenAItoolstoreapmaximumbenefitsfromthisnoveltechnology’simpactonproductivitythatcouldaddhandsomefinancialvalue,intheformoftrillionsofdollars,tothedigitaleconomy.[4][5],[3]5Wenotednumerouschallenges,includingethicalchallenges,likelackofdatasecurity,accountability,transparency,digitalliteracy,andprivacyregardingGenAItoolsthatcouldriseinequality,increasecopyrightinfringements,embedbiasesintrainingdata,reducereliability,enhancediscrimination,andtoxicityofissues,lackofholisticregulatoryframework,inadequateNationalStrategyandPolicyforGenAItools,non-availabilityofcomplete,andqualitydata.Weexplainsuchchallengesintheforthcomingsectionsofthispaper.Wealsoproposeasetofrecommendations,includingregulatory,andstrategyrecommendationsbasedontheinvestigationofliterature,throughSystematicLiteratureReviewmethod,andinformalinteractionsoftheauthorswithindustryexperts.Therecommendationsthatinclude,butarenotlimitedtothefollowing:formulationofethicalguidelines,andframeworkforGenAItools,earlyAIadoptionbythebusinesscommunity,includingretailandconsumerpackagedgoods(CPG)industry,health,andeducation,andbankingsectorsinvariousareasforbetterimpactontheirbusinessfunctions,formulationofnationalGenAIstrategy,incentivesforGenAIatlevelsfordevelopment,testing,andadoptionofsuchtechnologiesbasedtools,createawareness,anddigitalliteracyaboutGenAItoolstotacklemisconceptionaboutGenAImodels,developmentofsuitablestandards,andprinciplestosafeguardagainstsideeffectsofGenAItools.Wehavementioneddetailsabouteachproposedrecommendationintheforthcomingpapersections..[6]GenerativeAI,anditstools,likeChatGPT,areatthelipsofeveryEntrepreneur,VentureCapitalist,CEO,Journalists,policymaker,andindividual.ItisalsocriticalforthemtomakecollaborativeeffortstobalanceinnovationandregulatorymeasurestomanageGenAItoolssideeffects.Moreover,itisequallyimportantnottostifleinnovationandthepotentialimpact,includingpossibleeconomicimpactsthatGenAIbringstobusinessesandsociety.AIisattheheartoftheDigitalCooperationOrganization(DCO)agenda.IncontinuationofexistingeffortsonAItechnologies,theDCOiscurrentlyinplanningstagesfortheintroductionofseveralinitiatives,suchasdevelopmentofAItoolkittoassisttheDCOMemberStatesontheAIreadinessandadoptionofAIintoaMemberStatebusinesssystemtoimproveproductivity,qualityofservices,andefficiencyacrossvariousgovernmentdepartments.6INTRODUCTION1.1ArtificialIntelligence(AI)&GenerativeAITheadventofArtificialIntelligence(AI)hasreformedthefashionbusinessesoperateinthedigitaleconomyindifferentsignificantways,namely,automation&efficiency,data-drivendecision-making,customercare,intelligentvirtualassistants,processoptimization,advancedfrauddetection&security,etc.AIisthemostfundamentaltransformativeemergingtechnology,andithasthepotentialtoaddressmostofthecriticalissuesweface,likeclimatechangeandthedigitaldivide.AI,includingGenAIarethesimulationofhumanintelligencebymachines,particularlycomputersystemsusinghigh-levelalgorithms,toperformtasksthatwouldotherwiserequirehumanintelligence[7].WepromotetheuseofAIasitfacilitatesdeliveringAIhaspotentialtohasapositiveimpactonhigh-qualitygoodsandservicesinvarioussectors,likehealth,education,economy,justice,agriculture,etc.,toachieveSDGsby2030[9],[8].Figure1portraysarelationshipbetweenAIandGenerativeAI.79%oftheUNSDGstargets.[8]7GenAIReshapingtheDigitalEconomyNaturalLanguageProcessing(NLP)isanareawithinthedisciplineofAIthatempowersmachineswiththecapacitytoread,comprehendandextractmeaningfromhumanlanguages.ThemaingoalofNLPistofillthegapbetweenhowhumanscommunicateandhowcomputersunderstand.SomeessentialresearchtasksinNLPincludeautomaticsummarization,co-referenceresolution,discourseanalysis,machinetranslation,morphologicalsegmentation,namedentityrecognition,andpart-offspeechtagging.ArtificialIntelligeneMachineLearningDeepLearningGenerativeAIChatGPTNLPcanbeclassifiedintotwosections.ThefirstsectionisNaturalLanguageFigure1:RelationshipbetweenAIandGenerativeAIUnderstanding,whichempowersmachinestounderstandandanalyzenaturallanguagebyextractingconcepts,emotions,keywords,andotherelementstofacilitateunderstandingofthecontextdeliveredbyhumanlanguage.ThesecondsectionisNaturalLanguageGeneration(NLG)whichinvolvesgeneratingmeaningful,rational,andfluentphrases,sentences,andparagraphs,likehuman-producedcontent,basedoninternalrepresentation.TheNLGisanimportantareaofGenerativeAI.GenerativeAI(GenAI)isakindofArtificialIntelligencethatcancreatenewcontent,liketext,images,audio,videos,programmingcode,3Dmodels,etc.[10],[11].GenAIisalsoknownasamachine-learningframework[10],asetofalgorithms[12],andadeep-learningmodel[11].TheGenAIalgorithmsareconstructedontopoffoundationmodelstrainedonamassiveamountofrawdatainaself-supervisedwaytodiscoverunderlyingpatternsforabroadrangeofjobs.GenAI-basedsystems,likeChatGPT,generatevalidtext,likehuman-generatedtext.ThefollowingarethemostnotableapplicationsofGenAI:ChatGPTDALL-E8GenAIReshapingtheDigitalEconomyChatGPTisanAIChatbotthatreliesonLargeLanguageModels(LLM),likeGPT3.5andGPT4,trainedonvastvolumesoftextforthepurposeofrespondingtoqueries,textsummarization,andsentimentanalysis.DALL-E,amultimodalfoundationmodel,canbeutilizedtocreateimages,expandimagesbeyondtheiroriginalsize,oralterexistingpaintings.Intherecent-past,OpenAI(developerofChatGPT)alsoreleasedDall-E2,anewversionofDALL-E,whichisimprovedonthemethodsusedforitsfirstgenerationtocreatemorehigh-endandphotorealisticimages.SuchkindofGenerativeAIhasthepotentialtosignificantlyaccelerateAIadoption,eveninorganizationslackingAIexpertise.FollowingarethekeycategoriesofcapabilitiesofGenAI:CreatingcontentIdeasImprovingefficiencyPersonalizingexperiences[10],[12].InAI,anditssub-domains,amongthevariousAImodelslikewiseSupervised,Unsupervised,ReinforcementorDeeplearning,ComputervisionorGenerativemodels,theabilityoflanguagemodelstoanalyzeandcomprehendenormousvolumesoftextualdatahasattractedmuchattention.Forexample,GenerativePre-trainedTransformer(GPT)andChatGPTweredevelopedby“OpenAI”whichisanAmericanorganizationfocusedonadvancingArtificialGeneralIntelligence(AGI)safelyandbeneficiallyforhumans.AIandotherkindsofAItechnologiesinvolvelearning,reasoning,perception,anddecision-making;therefore,suchAItoolsandtechnologieshavethepotentialtoimpactthedigitaleconomyinnumerousaspects,likeprovisionofimprovedcustomerservice,increasingefficiency,makingtrend-baseddecisions,enhancinguserexperience,etc.wealsoexplaintheapplicationsofGenAI,andsuchtechnology-basedtoolinthepublic,andprivatesectorsintheforthcomingsectionofthepaper.9GenAIReshapingtheDigitalEconomy1.2GenerativePre-TrainedTransformer(GPT)TheGenerativePre-TrainedTransformerAI’sLargeLanguageModel(LLM)utilizes(GPT)isalanguagemodeldevelopeddeeplearning,amodelofmachinelearning,byOpenAI.Itisanadvancedartificialtoprocessandgeneratenaturallanguageintelligencesystemtrainedonlargetext.Suchmodelsaretrainedonmassiveamountsoftextdatatoproducehuman-amountsoftextdata,allowingthemtoliketextbasedonaprovidedpromptorlearnthenuancesandcomplexitiesofcontext.Themodelis“pre-trained”inthathumanlanguage[13].itisinitiallytrainedonalargecorpusofGPT-3wasintroducedwiththeabilitytogeneratehigh-qualitytextandperformawiderangeoflanguagetasks.OnMarch14,2023,OpenAIreleasedGPT-4,alargemultimodalmodel(acceptingimageandtextdataandcanthenbefine-tunedforcertainjobs,likecontextualunderstandingintermsoftextcompletion,questionanswering,andmachinetranslation.GPTusesadeeplearningtechniquecalledtextinputsandemittingtextoutputs)[14].‘transformerarchitecture’,thatallowsittoSubsequently,GPT5,onceagainlargerthanprocessandunderstanddatasequencesGPT4,isscheduledtocomeoutoftrainingsuchastext[13].in2024[15].10GenAIReshapingtheDigitalEconomy1.3GenerativeAIToolsGenAI-basedtoolscancreatenewcontent,suchas:TextAudioCodeImagesVideosSimulationsVarioustoolsincludeOpenAIChatGPT,NLP.Itisageneral-purposeconversationalGoogleAIbard,MicrosoftBing,SalesforcechatbotbuiltontopofOpenAI’sGPT-3familyEinsteinGPT,MicrosoftDynamics365oflargelanguagemodels(LLM)thatusesCopilot,LLM-Augmenter,Chatsonic,AppleNaturalLanguageProcessing(NLP)andChatGPT-styleproduct,andYouChat.machinelearningtoenableuserstohaveHowever,thisstudymainlyfocusesonconversationalinteractionswithavirtualChatGPTasanexample.Wealsoincludeassistant[14].ItistrainedondiversetextabriefdescriptionofotherGenAI-baseddata,includingbooks,articles,andonlinetoolsinthissegmentofthestudy.conversations,toenableittoengageinnon-trivialdialogueandprovideaccurateChatGPT:informationonvarioustopics.TheGenAI[16]TheChatGPTisaGenerativeAItoolandasystemChatGPTisdesignedtobehighlycutting-edgeOpenAIchatbottechnologyintelligentandintuitive,withtheabilityreleasedonNovember30,2022.ChatGPTtounderstandandrespondtocomplexisoneofthemostpopularapplicationsofrequestsinanaturalandhuman-likeway[17].11GenAIReshapingtheDigitalEconomyIntroductionThedevelopmentofChatGPTrepresentsahigh-qualityresponsesthatareup-to-significantadvancementinnaturallanguagedateandeasyfortheusertounderstand.processing,GenAI,andAIingeneral,GoogleBardusesacombinationofbuildingupontheinitialGPT(GenerativemachinelearningandNaturalLanguagePre-trainedTransformer)model[18].ItisProcessing(NLP)toprovidethesehigh-aGenerativeArtificialIntelligenceagentqualityyetrealisticresponsestotheusertoperformhigh-levelcognitivetasksand[20].Intherecent-past,GoogleintroducedaproducesindistinguishabletextfromnewversionofGoogleAIbardthatcanalsohuman-generatedtext[16][19].Itisexpectedspeakitsanswerbacktotheusersandtoimpacteveryaspectofsociety,i.e.,respondtopromptsthatincludeimages.governments,businesses,andcivilsociety.UserscaninteractwithBardinover40languages,includingArabic,Chinese,WhileGenAI-basedChatGPT,avariantoftheGPTmodeltailoredforconversationalanswers,hasdemonstratedpromisingpotential,thereareafewlimitationstobeawareoflikewise;lackofconsistency,German,Hindi,andSpanish[2].MicrosoftDynamics365Copilot:ItisthelatestversionofMicrosoft’stoolthatincludesseveralapplicationsforsales,customerservice,andmarketingthatintegratesAItoautomatespecifictaskslikedatagatheringandanalysisorcreatinganemailcampaign,amongothercapabilities.WithDynamics365Copilot,organizationscanempowertheirworkerswithAItoolsbuiltforsales,service,marketing,operations,andsupplychainroles.TheseAIcapabilitiesalloweveryonetospendmoretimeonthebestpartsoftheirjobsandlessonmundanetasks[21].sensitivity,incorrectorredundantinformation,vulnerabilitytobiases,inabilitytoaskexplanationonambiguousinput,increasingethicalconcerns,etc.However,OpenAIacknowledgestheselimitationsandisactivelyworkingtoimproveitscapabilitiesandaddressthementionedandotherrelevantdrawbacks.ItispertinenttoenhancetheabilityoftheGenAImodellikeChatGPT;userfeedbackandactiveprogressiveresearchplayavitalroleinrefiningthemodel'sperformanceandensuringtheresponsibleandbeneficialuseofGenerativeAIlanguagemodels.Microsoft’snewBing:Microsoft(MS)releaseditsnewBing,poweredbyanupgradedviralAIchatbotChatGPTmodel.MSclaimsthenewmodelisfasterandmoreaccuratethaneverbefore.ThenewBingalsohasaChatmodethatpullsinwebqueriesandallowsuserstoaskcontextualinformationbasedonthem.Bingenablesuserstoplantrips,getrecipes,seekadvice,andmuchmore,likeChatGPT[22].TheshortbriefsonafewotherGenAI-basedtoolsareasfollows:GoogleAIBard:ItisanartificialintelligencechatbotdevelopedbyGoogle.BardusesLaMDA,aLanguageModelforDialogueApplications.Itusesinformationfromthewebtoprovide12GenAIReshapingtheDigitalEconomy1.4GenAI&DigitalEconomyThedigitaleconomyencompassesastatedthatthedigitaleconomyimpliesglobalnetworkofeconomicendeavors,usingICTincreatinggoodsandservices,businesstransactions,andprofessionaltheirconsumption,andmarketing[27].engagementsfacilitatedbyinformationTheterm“digitaleconomy”denotesmainlytherecentandsignificantlyunrealizedchangesinvarioussegmentsoftheeconomiesbycomputer-assisteddigitizationofdata[28].Adoptinginformationandcommunicationtechnology(ICT)byallbusinesssectorsissupportingthegrowthofthedigitaleconomyandboostingitsproductivity.Conventionalbeliefsabouthowfirmsareorganized,howconsumersreceivegoodsandservices,andhowstatesandcommunicationtechnologies(ICT).Itcanbeconciselydescribedasaneconomythatrevolvesaroundtheutilizationofdigitaltechnologies.AccordingtotheEU,thedigitaleconomyreferstodigitalizationaffectingallbusinesses,albeittoalteringdegrees.ItcomprisescompaniesthatsellgoodsandservicesviatheInternetanddigitalplatformsthatlinksparecapacityanddemand[25].AprofessorfromtheUniversityofmustadjusttonewregulatoryissuesareCaliforniamentionedthatthedigitalchangingastheeconomyundergoesaeconomyincludesperformingeconomicdigitaltransformation[29].actionselectronically,basedontheAdoptinghuman-centricandresponsibleAIandGenAI-basedtoolsisvitaltoboosttheglobaldigitaleconomy.TheglobalGenerativeAImarketisestimatedtoelectronicprocessing,storage,use,andcommunicationofinformation,includingactivitiesthatoffertheenablingphysicalinfrastructureandsoftware[26].TheUNCTAD14GenAIReshapingtheDigitalEconomyexpandfromUSD8.65billionin2022toUSD188.62billionby2032,ataCompoundAnnualGrowthRate(CAGR)of36.10%duringthepredictedphase2023-2032.Moreover,theNorthAmericanregiondominatedthemarketin2022.Figure3showcasessuchvitaltrendsofGenerativeAImarketin2022[30].42.10%42.10%oftheglobalmarketsharewasaccountedbytheNorthAmericaregionin2022ThemarketwasvaluedatUSD8.65billionMarketisexpectedtoTheTransformerssegment36.10%heldshareof35.77%in2022reg
