19、電站形成單回路供電。一旦電網(wǎng)出現(xiàn)故障，可能造成礦井停電，為保證安全，特制訂本措施。 因其他原因造成川底110KV變電站一回路停電時，全礦設有備用電源可以作為應急供電電源。川底110KV變電站一旦發(fā)生停電，要及時啟動自備電源，不能影響礦井生產(chǎn)系統(tǒng)中設備的正常運轉(zhuǎn)，更重要的是不能影響礦井通風設備、排水設備、提升設備的正常運轉(zhuǎn)。造成礦井停風、水災、提升設備緊急制動等事故。二、上級電源單回路運行時安全技術(shù)措施1、在川底110KV變電站單回路供電時，為保護人身和財產(chǎn)不受損失，礦調(diào)度要嚴格控制井下作業(yè)人數(shù)。2、各個相關區(qū)隊和科室要嚴格控制所在單位下井人員，同時對下井作業(yè)人員所在地點要清楚。在上級電源突然停

20、電時，能夠及時通知并聯(lián)系井下施工作業(yè)人員及時平安快速升井。3、井下各個工作面的電話要保證在工作中有人接聽，同時電話距離工作面距離遠的要向前移電話。4、地面各個崗位值班人員要堅守工作崗位，嚴禁出現(xiàn)空崗、串崗、脫崗現(xiàn)象發(fā)生。5、通風機司機、提升機司機要對設備加強巡回檢查力度，發(fā)現(xiàn)問題及時的匯報并解決。6、在川底110KV變電站單回路供電過程中，過程中地面變電所值班電工和修理工要24小時堅守值班崗位，在發(fā)生突發(fā)事故時能夠保證及時快速到達各副職的崗位上了解停電情況并做好相關記錄。7、10KV變電站值班人員要加大對變電站內(nèi)設備的巡回檢查力度，隨時注意用電負荷變化。發(fā)現(xiàn)電壓、電流上下波動變化較大時要及時匯

21、報相關領導，并做好記錄。8、機電隊安排電工對礦井的通信系統(tǒng)進行全面的排查工作，對發(fā)現(xiàn)的問題及時的安排專人進行整改，保證110KV變電站單回路供電期間通訊供電的可靠。三、上級電源發(fā)生突然停電1、在川底110KV變電站837一回路一旦發(fā)生停電地面變電所值班人員立即告知調(diào)度室停電情況，由調(diào)度室立即啟動應急預案，具體分工如下；變電值班人員，發(fā)現(xiàn)上級電源突然停電時要第一時間的匯報調(diào)度室并與川底110KV電站聯(lián)系。如上級電源短時間內(nèi)無法恢復。調(diào)度主任負責下達緊急啟動自備電源，機電部長負責與上級供電單位協(xié)調(diào)供電和搶險檢修情況，在上級電源恢復以后按照正常程序恢復供電。啟動井下局扇風前，通風隊要負責瓦斯巡回檢查

22、，瓦斯在0.5一下方可啟動風機運轉(zhuǎn)。機電運輸隊負責對應急通信系統(tǒng)的供電和其他機電設備的檢查，在上級電源恢復后恢復各個設備的正常運行。如出現(xiàn)大面積停電，影響井下通風，其他各個部室和隊組長：按照調(diào)度要求將井下人員平安有序的撤到安全地點直至地面，清點匯總?cè)藬?shù)，并及時匯報調(diào)度室。同時按照調(diào)度室要求，組織力量完成相關的任務和工作。2、發(fā)生上級電源突然停電時，變電站值班員要沉著、冷靜的立即向調(diào)度室和相關領導匯報。3、當上級電源發(fā)生突然停電時，調(diào)度室要及時向上級公司匯報并說明情況，同時通知各個礦領導、各科科長、各區(qū)隊隊長到調(diào)度室參加緊急會議安排。4、在礦井單回路供電期間，各個區(qū)隊值班室及科室值班室電話要安排
