1、PAGE PAGE 9第二十一屆哈洽會概況與主要成交項目本屆哈洽會境外共有來自俄羅斯、日本、韓國、法國、巴西、馬來西亞、阿聯(lián)酋、南非、拉脫維亞、阿爾巴尼亞等共72個國家和地區(qū)1.1萬人參會，俄羅斯到會客商4100人，參會國別比上屆增加4個，人數(shù)與上屆基本持平。截至6月19日，哈洽會電子門禁系統(tǒng)統(tǒng)計進場人數(shù)22萬人次。此外，哈洽會家具館（紅旗家具城）、義烏尚志小商品城分會場、賓西木材交易區(qū)、金安國際商場黑龍江旅游商品集散中心分會場，在展會期間共接待國內(nèi)外客商和消費者10萬多人。國內(nèi)所有省、市、自治區(qū)都有客商參會，帶來2萬多件商品，哈洽會辦公室邀請了俄羅斯16個州的近千名專業(yè)采購商、經(jīng)銷商與國內(nèi)各

2、省市的供應商、生產(chǎn)廠家進行了洽談對接。據(jù)海關統(tǒng)計，今年僅從哈爾濱海關直接報關的參展商品就達12噸，比上屆增加9噸，為歷屆哈洽會境外展品數(shù)量最多、重量最大、品種最全。第三屆哈科會共簽約項目84個，主要集中在裝備制造、電子信息、新材料等高新技術領域，共有620家單位1550人次與外國專家進行了現(xiàn)場洽談。 本屆哈洽會展覽更加專業(yè)，設立了16個專業(yè)展區(qū)展館，特裝比例達到總展位數(shù)的70%。國外和我國港澳臺地區(qū)參展企業(yè)大幅增加，韓國展區(qū)、日本展區(qū)、香港工展會展區(qū)、臺灣展區(qū)成為本屆哈洽會亮點；現(xiàn)代農(nóng)業(yè)、生物制藥、新材料等展區(qū)和家居館以統(tǒng)一現(xiàn)代的設計，清新大氣的風格，吸引了眾多參會來賓的眼球，受國外來賓和國內(nèi)

3、各省客商的關注。展會期間，黑龍江省政府與亞洲開發(fā)銀行簽訂黑龍江省污泥處置減排與碳匯合作簽約項目，亞行擬在2010年下半年向同方哈爾濱水務公司分批貸款至少1億美元；與俄外貝加爾邊區(qū)簽訂了中國黑龍江省人民政府與俄聯(lián)邦外貝加爾邊區(qū)政府關于經(jīng)貿(mào)、科技和文化等領域合作協(xié)議；與俄勘察加邊區(qū)簽訂了中國黑龍江省人民政府與俄聯(lián)邦勘察加邊區(qū)政府關于經(jīng)貿(mào)、科技和文化等領域合作協(xié)議；與德國勃蘭登堡州簽訂了中國黑龍江省與德國勃蘭登堡州關于締結友好省州關系的意向書，進一步推動了我省與俄遠東地區(qū)和德國的友好合作關系。本屆哈洽會共有37個國內(nèi)政府和經(jīng)貿(mào)代表團，21個國家和地區(qū)的58個省州級外國政府和經(jīng)貿(mào)代表團參會，本屆哈洽會

4、主要商務活動共有56項，各項子活動74項，未列入大會活動統(tǒng)計的各地市和企業(yè)舉行的洽談對接活動還有近百項。本屆哈洽會共有19個交易團組與44個國家和地區(qū)簽訂各類涉外合同總額119.1億美元；簽訂國內(nèi)貿(mào)易、國內(nèi)經(jīng)濟技術合作項目總額1521.1億元人民幣。與國外客商簽約情況1、對外貿(mào)易。共簽訂進出口合同額94.9億美元，其中出口51.3億美元，進口43.5億美元。共有牡丹江、哈爾濱、佳木斯、大慶、雙鴨山、黑河、雞西、齊齊哈爾、伊春、鶴崗、七臺河、綏化、省農(nóng)墾、省工信委14個省內(nèi)交易團和山東、深圳、廈門、浙江4個省外交易團組與41個國家（地區(qū)）的客商簽約。簽訂的出口合同中，服裝、紡織品、箱包及鞋帽占有

5、較大比重，分別簽約13.3億美元、11.2億美元和4.4億美元。簽訂的進口合同中，原油、大豆和化肥占有較大比重，分別簽約22.4億美元、8.5億美元和2.6億美元。2、對外經(jīng)濟合作。共簽訂承包工程和勞務合作項目21項，合同總額1.8億美元。簽約單位為哈爾濱、佳木斯、黑河、齊齊哈爾、鶴崗交易團。3、利用外資。共簽訂外商投資項目21項，合同總額11.8億美元，其中合同利用外資金額11.7億美元。簽約單位有牡丹江、哈爾濱、佳木斯、大慶、黑河、齊齊哈爾、綏化、鶴崗和省農(nóng)墾9個交易團。4、境外投資。共簽訂境外投資項目20項，合同總額10.7億美元，其中中方合同投資總額8.2億美元。簽約單位有牡丹江、哈爾

6、濱、佳木斯、黑河、齊齊哈爾、鶴崗和大興安嶺等7個交易團。與國內(nèi)客商簽約情況1、國內(nèi)貿(mào)易。共簽訂國內(nèi)銷售合同總額241.5億元人民幣，簽約單位有七臺河、雞西、佳木斯、鶴崗、雙鴨山、齊齊哈爾、伊春、大慶、綏化、哈爾濱、牡丹江、大興安嶺、省農(nóng)墾和省工信委等14個省內(nèi)交易團及寧夏、遼寧、山東、浙江、福建、廈門和廣東等7個省外交易團組。2、國內(nèi)經(jīng)濟合作。共簽訂國內(nèi)經(jīng)濟合作項目337項，簽約總額1279.6億元人民幣，合同利用省外資金1253.8億元人民幣。簽約單位有綏化、大慶、佳木斯、牡丹江、齊齊哈爾、鶴崗、哈爾濱、雙鴨山、伊春、七臺河、黑河、雞西、大興安嶺、省農(nóng)墾和森工等15個交易團。三、國際人才智力

7、交流合作共簽訂引智項目56項，涉及俄羅斯、瑞典、美國、芬蘭、韓國、日本、加拿大、德國、法國、荷蘭、英國、白俄羅斯、烏克蘭等13個國家和地區(qū)，以高新技術和實用技術為主。主要特點綜合分析本屆哈洽會商務洽談簽約情況，主要有以下幾個特點：1、洽談踴躍，成果顯著，國內(nèi)、國外簽約總額均超過往屆。在本屆哈洽會上，各參展單位與國外客商簽約總額比上屆增長33.1%，省內(nèi)參展單位與省外客商簽約總額比上屆增長32.3%。2、俄羅斯依然是哈洽會的第一大洽談伙伴。在本屆哈洽會上，各參展單位與俄羅斯共簽訂進出口合同額65.4億美元，占總簽約額的68.9%；經(jīng)濟合作合同額1.5億美元，占總簽約額的85.7%；對俄投資總額1

8、0.7億美元，占總簽約額的100%。3、國內(nèi)貿(mào)易、合作項目簽約活躍。在本屆哈洽會上，各參展單位簽訂國內(nèi)銷售合同總額比上屆增長28.5%；我省各交易團組與省外企業(yè)簽訂的經(jīng)濟合作項目中，引進省外資金總額1253.8億元，比上屆增長34.0%。 Highlight and Major Projects Concluded during the 21st China Harbin International Economic and Trade Fair During the 21st China Harbin International Economic and Trade Fair, 11,000

9、 foreign visitors from 72 countries including Russia, Japan, ROK, France, Brazil, Malaysia, UAE, South Africa, Latvia, Albania, etc participated in the event, the number of Russian visitors reached 4100. Comparing with that of last year, 4 more countries participated in the fair, the total number of

10、 participants keeps balance with last year. By June 19, the number of entrance registered by the Digital Access Control System reached 220,000. 100,000 Chinese and foreign visitors, consumers visited the sub exhibition pavilion Furniture Pavilion (Hongqi Furniture City), YiwuShangzhi Commodity City,

11、 Binxi Wood Trade Area, Heilongjiang Tourism Products Distribution Center of Jinan International Shopping Mall. Participants from all the provinces, cities, autonomous regions exhibited over 20,000 kinds of articles in the fair. The Administration Office of China Harbin Trade Fair invited over 1000

12、professional purchasers, distributors from 16 states in Russia to negotiate with Chinese suppliers and manufacturers. According to statics from the Harbin Customs, the quantity of exhibition commodities declared directly from the Harbin Customs reached 12 tons, with an increase of 9 tons, recording

13、the largest number, biggest quantity, fullest commodities in the history of exhibition commodities of Harbin Trade Fair. 84 project contracts were concluded in the 3rd Harbin Technology Fair during the event, mainly covering high and new tech industries including: equipment manufacturing, electronic

14、 information, new materials. 1550 exhibitors from 620 units negotiated with foreign experts during the exhibition.Professional standard of Harbin Trade Fair was highly promoted, with 16 professional exhibition pavilions, DIY exhibition decoration accounting for 70%. The number of foreign enterprises

15、 and companies from Hong Kong, Macao, and Taiwan were greatly increased. Korean Exhibition Area, Japanese Exhibition Area, exhibition pavilion for Chinese ManufacturersAssociation of Hong Kong, Taiwan Exhibition Pavilion are new highlights of the fair. Modern Agricultural Exhibition Area, Biological

16、 Medicine Manufacturing Exhibition Area, New Material Exhibition Area won the attention of visitors and guests with modern, exotic and delicate design, and attract great attention of foreign and Chinese visitors. During the fair, Heilongjiang Peoples Government signed contract with the Asian Develop

17、ment Bank for the Heilongjiang Sludge Disposal, Emission Reduction and Carbon Sequestration Cooperation Project, Asian Development Bank plans to grant loan of at least 100 million USD in batches for Tongfang Harbin Water Affairs Company in the latter half year of 2010. Economic, trade, technological

18、 and cultural cooperation agreement was signed between Heilongjiang Peoples Government and Russia. The Heilongjiang Peoples Government signed the Letter of Intent for Sister Province Relation with the Government of Brandenburg in Germany. All the agreements further promoted the friendship cooperatio

19、n of Heilongjiang Province with the Far East Area of Russia and Germany.During this event, 37 Chinese official and trade missions, 58 international provincial level official and trade missions from 21 countries participated in the fair. 56 business activities are held during the fair, including 74su

20、bsidary activities, over 100 match making conferences organized by the Chinese domestic cities and provinces and enterprises during the fair are not enlisted in the statics.Foreign contracts were concluded between 19 trade missions and 44 countries and regions from the world, foreign trade contract

21、value reached 11.91 billion USD.
