平等合作創(chuàng)新發(fā)展為了孔子學(xué)院更加美好的明天——在第四屆孔子學(xué)院大會(huì)開幕式上的主旨演講中華人民共和國國務(wù)委員孔子學(xué)院總部理事會(huì)主席劉延?xùn)|2009年12月11日MutualCollaboration,ContinuousInnovation,andSustainableDevelopmentFortheFutureofConfuciusInstitutesaroundtheWorldKeynoteSpeechattheFourthConfuciusInstituteConferenceLiuYandongStateCouncilorofthePeople'sRepublicofChinaChair,CounciloftheConfuciusInstituteHeadquartersDecember11,2009尊敬的各位來賓，女士們，先生們，朋友們：DistinguishedGuests,Ladiesandgentlemen,Friends,下午好！Goodafternoon!歲末的北京，“冬至雪初霽，豐年瑞已成”。在這個(gè)孕育希望的季節(jié)里，第四屆孔子學(xué)院大會(huì)隆重開幕了?？鬃訉W(xué)院是個(gè)大家庭，今天是家人的聚會(huì)，是喜慶的日子。借此機(jī)會(huì)，我謹(jǐn)代表中國政府和人民，向大家表示熱烈歡迎！并通過你們向全球孔子學(xué)院的師生們致以親切問候！ItiswinternowinBeijing.Thewhitesnowhasalreadypromisedusaharvestingyear.ThisprospectiveseasoniswitnessingtheopeningoftheFourthConfuciusInstituteConference.ConfuciusInstitutesaremembersofabigfamily,andtodayistheoccasionforfamilyreunion.OnbehalfoftheChinesegovernmentandtheChinesepeople,Iwouldliketoexpressmywarmestwelcome,andextendthroughyoumycordialgreetingstoalltheteachersandstudentsoftheConfuciusInstitutesaroundtheworld.這次大會(huì)以“孔子學(xué)院與社區(qū)服務(wù)”為主題，深入探討孔子學(xué)院服務(wù)社區(qū)的各種方式和途徑，對(duì)豐富孔子學(xué)院發(fā)展內(nèi)涵、更好地推動(dòng)漢語國際教育事業(yè)發(fā)展，很有意義。ThetopicoftheconferenceisConfuciusInstituteandcommunityservices.WaysandmethodsforConfcuciusInstitutestoservethecommunitieswillbeexploredanddiscussed.ThiswillhaveasignificicantinfluenceupontheenrichmentofConfuciusInstitutesandfurtherdevelopmentofinternationaleducationoftheChineselanguage.即將過去的2009年對(duì)整個(gè)世界來說是不平凡的一年，對(duì)孔子學(xué)院來說也是不平凡的一年。在各方面共同努力下，孔子學(xué)院克服各種困難和不利影響，在繼承中不斷創(chuàng)新，在開拓中不斷發(fā)展，保持了良好發(fā)展勢(shì)頭，取得了令人振奮的成績(jī)。Theyear2009isanextraordinaryonefortheworld,andsoitisfortheConfuciusInstitutes.Withjointeffortsfromallpartiesconcerned,theConfuciusInstitutesaroundtheworldhaveovercomeallkindsofdifficultiesandchallenges.Wehavekeptlearningfromthepast,continuinginnovation,sustainingdevelopment,maintainingmomentum,andmakingexcitingachievements.——孔子學(xué)院有序發(fā)展。目前，在88個(gè)國家和地區(qū)建立了282所孔子學(xué)院和272個(gè)孔子課堂；注冊(cè)學(xué)生23萬多人，同比增加10萬人；開設(shè)漢語課程8000多班次，同比增長(zhǎng)2000班次，孔子學(xué)院品牌知名度和影響力進(jìn)一步提升。目前，還有50個(gè)國家的160多個(gè)教育機(jī)構(gòu)提出申辦孔子學(xué)院。ConfuciusInstitutesgrewasplanned.Uptillnow,282ConfuciusInstitutesand272ConfuciusClassroomshavebeenestablishedin88countriesandregions,withatotalenrollmentofover230,000registeredstudents,anincreaseof100,000studentsoverthesameperiodinlastyear.Morethan8,000Chineselanguageclasseshavebeenoffered,representingayear-on-yearriseof2,000classes.ThebrandingandinfluenceofConfuciusInstituteshavebeenrecognized.Sofar,over160educationalinstitutesfrom50countrieshavesubmittedtheirapplicationstosetupConfuciusInstitutes.——師資建設(shè)取得突破?？偛坷^續(xù)加大教師和志愿者派出規(guī)模，各國孔子學(xué)院加大選聘當(dāng)?shù)貪h語教師的力度，專兼職教師達(dá)到3100人，比去年凈增1000人；啟動(dòng)本土漢語教師培養(yǎng)工作，設(shè)立“孔子學(xué)院獎(jiǎng)學(xué)金”，從50個(gè)國家招收了1021名學(xué)生來華攻讀漢語國際教育專業(yè)碩士學(xué)位，并在相關(guān)大學(xué)設(shè)立800個(gè)漢語教師獎(jiǎng)學(xué)金名額。Breakthroughshavebeenmadeinteachers'training.TheHeadquartershascontinuedtoincreasethenumberofHanban-dispatchedteachersandvolunteers,andindividualConfuciusInstituteshavemadegreatereffortstoselectlocalChineseteachers.Thetotalnumberoffull-andpart-timeteachershasreached3,100,anetincreaseof1,000ascomparedtolastyear.TheHeadquartershasestablished"theConfuciusInstituteScholarship"andenrolled1,021studentsfrom50countriestostudyfortheMasterofTeachingChinesetoSpeakersofOtherLanguages(MTCSOL)inChina.Furthermore,anadditional800scholarshipshavebeenofferedinthehostuniversitiesofConfuciusInstitutesforlocalChineseteachers.——教學(xué)資源更加豐富。編譯了45個(gè)語種的漢語教材，向各國孔子學(xué)院贈(zèng)送圖書82萬冊(cè)，各國孔子學(xué)院主動(dòng)編寫適合當(dāng)?shù)匦枰慕滩?00多種；為230多所孔子學(xué)院統(tǒng)一配備“中華文化體驗(yàn)中心”軟硬件設(shè)施和“長(zhǎng)城漢語”等網(wǎng)絡(luò)課件；網(wǎng)絡(luò)孔子學(xué)院建設(shè)取得可喜成績(jī)，50個(gè)中英文頻道已啟動(dòng)運(yùn)營。Teachingresourceshavebeengreatlyenriched.TheHeadquartershascompiledandtranslatedChinesetextbooksin45languagesanddonated820,000bookstoConfuciusInstitutes.IndividualConfuciusInstitutescomposed500textbookstailoredtotheirrepectivelocalcontext.TheHeaquartershasalsoequippedmorethan230Instituteswithsoftwareandfacilitesof"ChineseCultureExperienceCenter"and"GreatWallChinese"onlinecourseware.ConfuciusInstituteOnlinehasmadeimpressiveachievementswith50ChineseandEnglishchannelsinitiated.——多方合作得到加強(qiáng)。舉辦亞、非、歐、北美、南美和大洋洲及中亞東歐等個(gè)地區(qū)性聯(lián)席會(huì)議，促進(jìn)信息溝通和經(jīng)驗(yàn)交流；舉辦“漢語橋”世界大、中學(xué)生中文演講比賽，并組織專家對(duì)15個(gè)國家50多所孔子學(xué)院進(jìn)行了現(xiàn)場(chǎng)評(píng)估，提升了合作辦學(xué)的整體水平。Multilateralcollaborationhasbeenenhanced.TheHeadquartershassuccessfullyconvened7regionaljointconferencesinAsia,Africa,Europe,NorthandSouthAmericas,Oceania,CentralAsiaandEastEurope,whichfacilitatedexchangesofinformationandexperiences.TheHeadquartersalsoorganizedChineseBridgespeechcontestsforuniversityandsecondaryschoolstudentsfromallovertheworld,andcommissionedexpertsfromhomeandabroadtoconducton-siteevaluationforover50Institutesin15countries,whichhelpedimprovethelevelofschoolcooperation.——服務(wù)社區(qū)蓬勃開展。各國孔子學(xué)院深入社區(qū)，舉辦各類文化活動(dòng)6600多場(chǎng)次，參加人數(shù)260多萬；開發(fā)和形成了一批有特色的活動(dòng)和項(xiàng)目，如“漢語角”、漢語速成班、中華文化講座等；派出40多支師生小分隊(duì)，同270多所孔子學(xué)院聯(lián)合開展中華文化巡講、巡演、巡展活動(dòng)，產(chǎn)生良好社會(huì)影響。Communityservicesarebooming.ConfuciusInstituteshavecollaboratedwithlocalcommunites,stagedover6,600culturalactivites,whichattractedover2,600,000participants.DistinctiveeventsandprojectshavebeenformulatedsuchasChineseCorner,intensiveChinesecoursesandlecturesonChineseculture.TheHeadquartershassentmorethan40teamsofteachersandstudentstoworkwithover270InstitutesinstagingChieseculturalpresentation,performanceandexhibitiontours.孔子學(xué)院已經(jīng)發(fā)展成為國際漢語教育與推廣的重要品牌、中外教育文化友好交往的合作平臺(tái)?？鬃訉W(xué)院取得的成績(jī)來之不易，這是中外雙方共同努力的結(jié)果，凝聚著在座各位代表和朋友的智慧與貢獻(xiàn)，凝聚著全球孔子學(xué)院教師職工的辛勞與汗水，凝聚著各國政府和人民的關(guān)心與支持。在此，我謹(jǐn)向所有孔子學(xué)院的教師職工，向所有幫助孔子學(xué)院發(fā)展的朋友們，致以崇高的敬意和衷心的感謝！ConfuciusInstituteshavedevelopedintoanimportantbrandofinternationalChineseeducationandpromotionandaplatformforeducationalandculturalcooperationbetweenChinaandpartnercountries.Suchachievementsarenothingeasy.TheyaretheoutcomeofmutualeffortsbybothChinaanditspartners.Theyaretheembodimentofthewisdomandcontributionofallrepresentativesherepresent,thediligenceofallteachersandstaffworkingfortheConfuciusInstitutes,andthecareandsupportfromgovernmentsandpeoplesofpartnercountries.OnbehalfoftheChinesegovernmentandpeople,Iwouldliketoexpressmyheartfeltgratitudetoyouandthroughyou,tofriendsofallcountriesthathavemadecontributionstothedevelopmentofConfuciusInstitutes.女士們，先生們，朋友們，Ladiesandgentlemen,friends,21世紀(jì)，是經(jīng)濟(jì)全球化的世紀(jì)，也是多樣文明大放光彩的世紀(jì)。世界如此豐富，是因?yàn)楦鞣N文明交相輝映；歷史長(zhǎng)河奔騰不息，是因?yàn)楦鞣N文明相互激蕩。不同文明存在差異，但沒有優(yōu)劣之分。將世界各國人民長(zhǎng)期形成的多樣文明變成所謂單一文明，是不可想象的；那種失去了多姿多彩的單調(diào)文明，也是我們無法接受的。正如中國俗語所說，“一枝獨(dú)秀不是春，百花齊放春滿園”。單一文明的鮮花不足以裝點(diǎn)整個(gè)人類的藝術(shù)殿堂，唯有多樣文明的鮮花競(jìng)相怒放，才能盡情展示人類文化春天的無窮魅力。當(dāng)今世界，同住“地球村”的人們，共同利益與日俱增，相互依存愈益加深。特別是面對(duì)國際金融危機(jī)的持續(xù)影響和甲型流感的快速蔓延，各國人民的命運(yùn)從未像今天這樣風(fēng)雨同舟、休戚與共。在這樣一個(gè)時(shí)代，加強(qiáng)不同文明間的對(duì)話、交流與融合尤為重要。因此，需要我們沖破思想的束縛和阻礙，拋棄誤解和偏見，相互尊重、坦誠以待；需要我們擁有睿智的心靈、超凡的膽略和博大的胸懷，相互學(xué)習(xí)、取長(zhǎng)補(bǔ)短；需要我們跨越意識(shí)形態(tài)、社會(huì)制度和發(fā)展模式的不同，相互包容、求同存異。只有我們真正踐行孔子所倡導(dǎo)的“己所不欲，勿施于人”，在差異中求和諧，在合作中求發(fā)展，才能實(shí)現(xiàn)世界的持久和平與共同繁榮。The21stCenturyisacenturyofeconomicglobalizationandculturaldiversity.Theexistenceofdifferentcivilizationsmakestoday'sworldsocolorful;andtheinteractionofdifferentcivilizationsmakesourhistorymovingforward.Civilizationsdovaryfromoneanother,butthereshouldbenojudgementofgoodorbad.Itwouldbeimpossibletoimagionecreatingaso-called"unifiedcivilization"toreplacethediversifiedcivilzationsformedbypeopleofdifferentcountriesthroughhistory.Wewouldneverbeabletoacceptthose"unified"civilizationlosingitsdiversifiedcharacteristics.AsanoldChinesesayinggoes,"Onesingleflowerisnotenoughtocountforaspring,onlyagardenfullflowerscanbespring".Thesingleflowerofonecivilizationisnotenoughtodecoratetheartgalleryofourhumanbeings,onlywiththeblossomofvariousdiversifiedcivilizationscanfullydemonstratethecharmofthespringofthecivilizationsofmankind.Intoday'sworld,peoplewholiveinthesameglobalvillagearehavingmoreandmoremutualbenefitsandconcerns,andthereforebecomingmoreandmoredependentwitheachother.EspeciallywiththecontinuousimpactofFinancialCrisisandthequickspreadofH1N1virus,thefateofpeoplefromdifferentcountrieshaveneverbeensointerdependentandco-relatedwitheachotherliketoday.Insuchanera,itisbecomingextremelyimportanttopromotethedialogue,communicationandunderstandingofdifferentcivilizations.Thereforeweneedtoovercometheboundariesandobstacleswithinourminds,discardmisunderstandingsandprejudice,respecteachother,andbehonestwitheachother.Suchaneraalsocallsforwisdomofoursouls,extraordinarycourageandwide-openheart,learningfromeachother,learningwhatothersaregoodat,italsorequiresustoovercomethedifferencesofideology,politicalsystems,anddevelopmentmodels,tobemoretolerantwitheachother,andtoagreetodisagree.OnlywhenweindeedactaswhatConfuciuswishes"Doasyouwouldbedonebyothers"toseekharmonyoutofdifferences,andtodevelopoutofcooperation,canbesustainablepeaceandcommonprosperitiesoftheworldbeachieved.中華文明歷來強(qiáng)調(diào)溝通和交融。一部延綿五千年的中華文明發(fā)展史，也是中華民族與世界其他民族的交往史。作為世界多樣文明大家庭的重要成員，中華文明歷來崇尚“以和為貴”、“協(xié)和萬邦”、“和而不同”，歷來崇尚“兼收并蓄”、“有容乃大”，歷來崇尚“開明”、“革新”。這些理念深入每一個(gè)中國人的心髓，引領(lǐng)了中華民族與世界其他民族長(zhǎng)達(dá)數(shù)千年的交流合作。TheChinesecivilizationhasalwaysplacedhighvalueoncommunicationandintegration.Thefive-thousand-yearhistoryofChinesecivilizationanddevelopmentisriddenwiththeinteractionbetweentheChinesenationandothernationsintheworld.Asanimportantmemberoftheinternationalcommunityofdiversifiedcivilizaitons,theChinesecivilizationhasalwaysvaluedthedoctrinessuchas"harmonyisthemostvalued","connectingallnationswithharmony","harmonyamidstdifference",aswellas"tolerance","inclusivenessishighlydesired",inadditionto"enlightenment"and"innovation."TheseideashavebeendeeplyrootedintheheartofeachandeveryChinese,chartingthecauseofthousandyearsofexchangeandcooperationbetweentheChinesenationandtherestoftheworld.新中國成立60年特別是改革開放30年來，中國人民秉承中華文化的核心理念，同心同德、開拓創(chuàng)新、自強(qiáng)不息，古老神州發(fā)生了翻天覆地的變化。60年來，實(shí)現(xiàn)了經(jīng)濟(jì)持續(xù)快速增長(zhǎng)，經(jīng)濟(jì)總量增長(zhǎng)77倍，當(dāng)前中國人民一天創(chuàng)造的財(cái)富量，就超過1952年一年的總量；形成了全方位、多層次、寬領(lǐng)域?qū)ν忾_放格局，進(jìn)出口貿(mào)易總額增長(zhǎng)2265倍，居世界第三，并在政治、經(jīng)濟(jì)、文化和安全等方面同國際社會(huì)建立了前所未有的聯(lián)系；人民生活質(zhì)量大幅提高，城鎮(zhèn)居民收入增長(zhǎng)約150倍，農(nóng)村居民收入增長(zhǎng)約100倍，人均壽命從1949年的35歲提高到73歲，教育、文化、衛(wèi)生、體育等社會(huì)事業(yè)發(fā)生了根本性變化；中國積極穩(wěn)妥地推進(jìn)政治體制改革，不斷完善人民代表大會(huì)制度、多黨合作和政治協(xié)商制度、民族區(qū)域自治制度和基層群眾自治制度，人民享有前所未有的社會(huì)參與和言論自由。Inthepast60yearssincethefoundingofthePeople'sRepublic,especiallyinthe30yearsafterthereformandopeninguppolicieswereinitiated,earthshakingchangeshavebeenregisteredinthevastlandofChina,thankstotheexploration,innovationandconcertedeffortsmadebytheChinesepeople,inanunyieldingspiritofadheringtothecoreideasoftheChineseculture.Thepast60yearshavewitnessedsustainedandrapideconomicgrowthfeaturinganincreaseofnationaleconomicaggregateby77folds.ThewealthcreatedbytheChinesepeopledinadaynowhasexceededthetotaloftheyear1952.Anopeningupformatofalldimensions,atdifferentlevels,andinbroadspectrumhastakenplace,withanincreaseofthetotalvolumeofimportandexportby2,265times,rankingthethirdintheworld.Chinahasfosteredunprecedentedlinkswiththeexpandedworldinpolitical,economic,cultural,securityandotherdomain.TheChinesepeoplehaveenjoyeddramaticimprovementintheirlivelihood,withtheincomeoftheurbandwellersincreasingbyroughly150timesandthatoftheruralresidentsbyaround100times.Theaveragelifeexpectancyofthepeopleincreasedfrom35yearsin1949to73yearsnow.Inaword,fundamentalchangeshavebeenmadeineducation,culture,health,sportsandothersocialundertakings.Chinaispressingaheadwiththepoliticalrestructuringinanactiveandprudentway,constantlyoptimizethesystemofpeople'scongresses,thesystemofethnicregionalautomony,thesystemofmulti-partycoopeartionandpoliti
