PublicAdministrationatYorkUniversityPresentationbyIanGreeneProfessorteachingpublicadministrationatYorkUniversitysince1985汽車防盜器BeginningsYorkUniversityFounded:1959FacultyofAdministrativeStudies(nowtheSchulichSchoolofBusiness)foundedin1966withaMasterofBusinessAdministration(MBA)andMasterofPublicAdministration(MPA)program.TheMBAgrewmuchfasterthantheMPA.TheMPAistheonlymasterscombinationofbusinessandpublicadministrationinCanada.Itaccepts5-10studentsayear.In1966,therewereonly4otherMPAprogramsinCanada.BeginningsGlendonCollege,locatedontheeastsideofToronto,wasfoundedin1966asabilingualfacultyofartsfocusingonpublicaffairs.Ithasalwaysofferedexcellentundergraduatepublicpolicyandadministrationcoursesaspartofitspoliticalsciencedegree.Aswell,itoffersabilingual“certificate”inpublicadministration,andadd-ontoapoliticalsciencedegree.UndergraduateProgramsA4-yearundergraduateprograminPublicPolicyandAdministrationwasstartedintheDepartmentofPoliticalSciencein1982fordaystudentsintheFacultyofArts.Itaccepted50studentsayear.Itwasoneofonly5undergraduateprogramsacrossCanada.Manygraduatesnowhaveseniorpositionsingovernment.Until2009,Yorkhadaseparatefaculty–theAtkinsonFaculty--specializinginprogramsforpart-timeandmaturestudents.In1999,theAtkinsonFacultycreatedaneveningpublicadministrationprogramforpart-timeandmaturestudentssimilartotheFacultyofArtsprogram.RecentDevelopments2005:YorkCouncilonPublicAdministrationformedtocoordinatepublicpolicyandadministrationofferingsacrosscampus,andpromotenewofferings.Facultieswereencouragedtodevelopnewprogramsdistinctfromotherprogramsoncampus,andattractingdistinctlydifferentstudentbodies.Oneresultisthreedistinctgraduateprograms.2006:ArtsandAtkinsonundergraduateprogramsmergedintotheSchoolofPublicPolicyandAdministration(SPPA).In2009,theSPPAhasabout800undergraduatestudents.2007:TheSPPAbeganacceptinggraduatestudentsintoitsnewMastersprograminPublicPolicy,AdministrationandLawprogram(MPPAL).Thefirst42studentsgraduatedinOctober,2009,andtherearecurrently90studentsintheprogram.Morerecentdevelopments2006:theSchoolofPublicandInternationalAffairs(SPIA)wascreatedatGlendonCollege.2008:TheMasterofPublicandInternationalAffairsprogram(MPIA)intheSPIAaccepteditsfirst20students.Theprogramcurrentlyhasabout45studentsinfirst-andsecond-year.Therehasbeenanexplosionofinterestinpublicpolicy&administrationprogramsacrossCanada,andinparticularatYorkUniversity,since2005.YorknowhasmoregraduateandundergraduatestudentsinpublicpolicyandadministrationthananyotherCanadianuniversity.Therearenow24Mastersprogramsinpublicpolicy&administrationinCanada,and25undergraduateprograms.ReasonsforrecentstudentinterestAtgraduatelevel,manypeopleinthepublicsectorrealizethattheyneedfurthereducationtobesuccessfulintheircareers.Governmentsencouragemoreeducationinordertoofferbetterqualityservices.Atundergraduatelevel,studentshavebecomemoreinterestedinprogramswithpracticalapplicationssotheycanmoreeasilyfindemployment.Aswell,careersinbusinessarenotasattractivetomanystudentsastheypreviouslywere,andacareerinthepublicsectorofferstheopportunitytotackletheseriousproblemsfacedbytheworld.ProgramsofStudyThefollowingslideswillpresentanoverviewofthecurriculumattheundergraduatelevelandthenthegraduatelevel.Three-yearundergraduatedegreesrequirestudentstotake90creditsofcoursework,whichmeansfifteenfull-courseequivalentsoverthreeyears.Afull-courseequivalentis6credits.Four-yearundergraduatedegreesrequire120credits,or20full-courseequivalents.Ofthese15(3yeardegree)or20(4yeardegree)courses,between5and12arespecificrequiredcoursesforparticularprograms.Theremainingcoursesaregeneraleducationcourses,electivecourses,orcoursesforothermajorsorminors.Onlytherequiredcoursesforpublicadministrationprogramswillbelistedinthefollowingslides.MISSIONofSPPA:EducateforGoodGovernancePreparecurrentandfutureprofessionalsinpublic,privateandpara-publicsectorsforeffective,efficient,&accountabledemocraticgovernanceincomplexandmulticulturalworldUniquecombinationofliberalarts&professionaldisciplinesBalancedemphasisonpolicy&administrationInterdisciplinaryapproachtotheory&practice,&empirical&normativeanalysisStrongemphasisonsocialjustice,ethics&humanrights,consistentwithYorktraditionsBachelorofPublicAdministration
