weregreatcivilizations,splendidempires,butnofreedomanywhere.EgyptandBabylonwere

InGreece,inAthens(雅典),alittlecityinalittlecountry,therewerenohelplessmasses.
AndAthenianswillinglyobeyedthewrittenlawswhichtheythemselvespassed,andtheunwritten,
whichmustbeobeyediffreemenlivetogether.Theymustshoweachotherkindnessandpityand
themanyqualitieswithoutwhichlifewouldbeverypainfulunlessonechosetolivealoneinthe
desert.TheAtheniansneverthoughtthatamanwasfreeifhecoulddowhathewanted.Amanwas
freeifhewasself-controlled.Tomakeyourselfobeywhatyouapprovedwasfreedom.Theywere
savedfromlookingattheirlivesastheirownprivateaffair.Eachonefeltresponsibleforthe
welfareofAthens,notbecauseitwasforcedonhimfromtheoutside,butbecausethecitywashis
prideandhissafety.Theessentialbeliefofthefirstfreegovernmentintheworldwaslibertyfor
allmenwhocouldcontrolthemselvesandwouldtakeresponsibilityforthestate.
Butdiscoveringfreedomisnotlikediscoveringcomputers.Itcannotbediscoveredoncefor
all.Ifpeopledonotprizeit,andworkforit,itwillgo.Constantwatchisitsprice.Athenschanged.
Itwasachangethattookplacewithoutbeingnoticedthoughitwasoftheextremeimportance,a
spiritualchangewhichaffectedthewholestate.IthadbeentheAthenian爺sprideandjoytogive
totheircity.Thattheycouldgetmaterialbenefitsfromherneverenteredtheirminds.Therehadto
beacompletechangeofattitudebeforetheycouldlookatthecityasanemployerwhopaidher
citizensfordoingherwork.Nowinsteadofmengivingtothestate,thestatewastogiveto
them.Whatthepeoplewantedwasagovernmentwhichwouldprovideacomfortablelifefbrthem;
andwiththisastheprimaryobject,ideasoffreedomandself-relianceandresponsibilitywere
neglectedtothepointofdisappearing.Athenswasmoreandmorelookedonasacooperative
businesspossessedofgreatwealthinwhichallcitizenshadarighttoshare.
Athensreachedthepointwhenthefreedomshereallywantedwasfreedomfrom
responsibility.Therecouldbeonlyoneresult.Ifmeninsistedonbeingfreefromtheburdenof
self-dependenceandresponsibilityfbrthecommongood,theywouldceasetobefree.
Responsibilityisthepriceeverymanmustpayfbrfreedom.Itistobehadonnootherterms.
Athens,theAthensofAncientGreece,refusedresponsibility;shereachedtheendoffreedomand
wasnevertohaveitagain.
But,“theexcellentbecomesthepermanent”,Aristotlesaid.Athenslostfreedomforever,but
freedomwasnotlostforeverfbrtheworld.AgreatAmerican,JamesMadison,referredto:"The
capacity(能力)ofmankindfbrselAgovemment."Nodoubthehadnotanideathathewas
speakingGreek.Athenswasnotinthefarthestbackgroundofhismind,butoncemanhasagreat
