1、村支部書記在上級征求意見座談會上的發(fā)言尊敬的各位領(lǐng)導(dǎo),大家好!我叫xxx,今年xx歲,很榮幸有機(jī)會參加今天的調(diào)研座談會。根據(jù)三項調(diào)研活動的內(nèi)容,結(jié)合農(nóng)村基層的實際,經(jīng)過深入的思考,我有了些看法和建議,現(xiàn)在我就談?wù)勎业臏\見,講得不妥的地方,請大家多指正。一、農(nóng)村基層存在的問題一是農(nóng)村黨員年齡老齡化、知識老化、黨性弱化現(xiàn)象嚴(yán)重,難于發(fā)揮先鋒和堡壘作用。這“三化”現(xiàn)象普遍存在我們農(nóng)村基層黨支部,雖然近幾年發(fā)展新黨員的要求提高了,發(fā)展的都是30歲以下,高中、中專以上學(xué)歷的,但這些新發(fā)展的黨員多數(shù)都是在外務(wù)工,在村的還是些老黨員,先鋒作用不強(qiáng)。二是村干部素質(zhì)與做好新形勢下農(nóng)村工作的要求差距還很大,同時,

2、換屆時班子青黃不接的問題也比較嚴(yán)重?,F(xiàn)在的村干部大多數(shù)年齡比較大,文化層次較低,不懂電腦,無法與現(xiàn)在的形勢接軌,現(xiàn)在什么材料都要電子版,數(shù)據(jù)要錄入系統(tǒng),這些工作如果沒有大學(xué)生村官的村都很頭疼。另外,由于待遇低等因素,很多有能力的、有文化、致富引領(lǐng)能力強(qiáng)的年輕人都寧愿在外務(wù)工,不愿回家當(dāng)村干部,每每換屆時,就找不到合適人選,班子青黃不接現(xiàn)象嚴(yán)重。三是干部工作主動性、自覺性不強(qiáng),干部作風(fēng)建設(shè)有待加強(qiáng)?,F(xiàn)在鎮(zhèn)村兩級還存在干部作風(fēng)不實,人浮于事的現(xiàn)象。很大部分干部工作還缺乏主動性和自覺性和全局性,導(dǎo)致鄉(xiāng)鎮(zhèn)干部對村級發(fā)展指導(dǎo)作用不強(qiáng),村級一般班子成員依賴性很強(qiáng),不能很好的自主開展工作。四是扶持黨員創(chuàng)業(yè)、

3、村級產(chǎn)業(yè)發(fā)展的政策多,真正落得實處的少?,F(xiàn)在有黨員創(chuàng)業(yè)孵化基地、黨員貼息貸款等多項優(yōu)惠政策,但很多卻沒有很好地落實。五是形式主義、官僚主義還比較多,導(dǎo)致基層疲于應(yīng)付?,F(xiàn)在很多工作都要求標(biāo)準(zhǔn)化建設(shè)、規(guī)范化打造,標(biāo)準(zhǔn)化和規(guī)范化本身是好事,問題是很多標(biāo)準(zhǔn)化建設(shè)項目太繁雜、項目太多,沒考慮的農(nóng)村基層一線的實際和村干部的水平,到頭來標(biāo)準(zhǔn)化無非就是釘釘牌子,補(bǔ)補(bǔ)資料,使得基層干部疲于應(yīng)付,耗費人力。二、解決問題的措施和意見建議面對這些問題,我認(rèn)為要以下幾個方面來解決和加強(qiáng):一是加強(qiáng)新形勢下基層黨組織的建設(shè),打牢基礎(chǔ)。面對農(nóng)村黨員“三化”現(xiàn)象嚴(yán)重的問題,上級組織部門要研究制定相關(guān)可行的政策,加大落實保障相關(guān)

4、經(jīng)費,加強(qiáng)黨員的教育培訓(xùn),要研究新黨員發(fā)展規(guī)劃,吸收新鮮血液造血,從而激發(fā)基層黨組織活力,發(fā)揮基層組織的先鋒作用。二是加強(qiáng)村干部教育培訓(xùn),提升村干部素質(zhì)和工作能力。組織部門和鄉(xiāng)鎮(zhèn)黨委要重視村干部的教育培訓(xùn)工作,加強(qiáng)對村干部的教育培訓(xùn),培訓(xùn)要做到針對性強(qiáng),實用性高。比如,可以舉辦夜?;螂p休日培訓(xùn)班等,對村干部進(jìn)行政策理論、電腦技術(shù)、農(nóng)業(yè)技術(shù)、工作技巧等針對性強(qiáng)的培訓(xùn)。另外,還要適當(dāng)提高村干部待遇和加大從村干部中考錄公務(wù)和事業(yè)編干部的比例,吸引在外務(wù)工的有能力的年輕人,回鄉(xiāng)創(chuàng)業(yè)當(dāng)村干部,解決換屆中青黃不接的問題。三是加強(qiáng)干部作風(fēng)建設(shè),完善相關(guān)制度,激發(fā)干部活力。干部工作自覺性和主動性不夠,我想想了

5、,可能主要有兩個方面的原因,一是干部自身意識問題,二是外部激勵和監(jiān)督機(jī)制不夠完善。就鄉(xiāng)鎮(zhèn)干部來講,很多干部都是事業(yè)編干部,考慮到提拔無望,就得過且過,自主性和自覺性不強(qiáng)。這就要完善相關(guān)干部選拔、任用機(jī)制,不管是事業(yè)編干部還是公務(wù)員,只要能力的強(qiáng),群眾干部認(rèn)可的,就要重用,不能唯身份是論,正如鄧小平同志所說,不管是白貓還是黑貓,只要能抓老鼠的就是好貓。對于村干部而言,就如我前面所說,要適當(dāng)提高待遇,加大從村干部中考錄公務(wù)和事業(yè)編干部的比例。從而激發(fā)鎮(zhèn)村干部的活力。四是加大對黨員創(chuàng)業(yè)和村級產(chǎn)業(yè)發(fā)展的扶持力度,使各項政策落到實處。這些政策要落到實處,一是要加強(qiáng)資金投入和保障力度,二是要加強(qiáng)監(jiān)管和督查
