ingtheworld'smightymoneycapital,thefinancialhubthatsurpassingNewYork,FrankfurtandTokyorivalsinsizeofthefundsmanaged,thesecondarybondmarketandthecitythatdominatesforeignexchangetradingliketoday,whileLondonisknownforcertaindrawbacksincludinghighlivingexpensesandaninconvenienttransportsystem,anditistheidealspottobeforforeignersinfinance.TheMythoftheOverqualifiedWorker大材小用的工人的Ifyourrecruitingeffortsattractjobapplicantswithtoomuchexperience—anearcertaintyinthisweaklabormarket—youshouldconsideraresponsethatrunscountertomosthiringmanagers’MO:Don’trejectthoseapplicantsoutofhand.Instead,takeacloserlook.Newresearchshowsthatoverqualifiedworkerstendtoperformbetterthanotheremployees,andtheydon’tquitanysooner.Furthermore,asimplemanagerialtactic—empowerment—canmitigateanydissatisfactiontheymayfeel.Theprejudiceagainsttoo-goodemployeesispervasive.Companiestendtopreferanapplicantwhoisa“perfectfit”oversomeonewhobringsmoreinligence,education,orexperiencethanneeded.Onthesurface,thisbiasmakessense:Studieshaveconsistentlyshownthatemployeeswhoconsiderthemselvesoverqualifiedexhibithigherlevelsofdiscontent.Forexample,overqualificationcorrelatedwellwithjobdissatisfactionina2008studyof156call-centerrepsbyIsraeliresearchersSaulFineandBaruchNevo.Andunlikediscriminationbasedonageorgender,decliningtohireoverqualifiedworkersisperfectlylegal.Butevenbeforetheeconomicdownturn,asurplusofoverqualifiedcandidateswasaglobalproblem,particularlyindeveloeconomies,whererisingeducationlevelsaregivingworkersmoreskillsthanareneededtosupplythegrowingservicesectors.Ifmanagerscangetbeyondtheconventionalwisdom,thegrowingpooloftoo-goodapplicantsisagreatopportunity.BerrinErandTalyaN.BauerofPortlandStateUniversityinOregonfoundthatoverqualifiedworkers’feelingsofdissatisfactioncanbedissipatedbygivingthemautonomyindecisionmaking.Atstoreswhereemployeesdidn’tfeelempowered,“overeducated”workersexpressedgreaterdissatisfactionthantheircolleaguesdidandweremorelikelytostateanintentiontoquit.Butthatdifferencevanishedwhereself-reportedautonomywashigh.Theprejudiceagainsttoo-goodemployeesarepervasive,whileoverqualifiedworkerstendtoperformbetterthanotheremployeesandempowermentcanmitigateanydissatisfactiontheymayfeelwhentheyexhibithigherlevelsofdiscontentbecauseofthehigherself-reportedautonomy.SinceAustraliansJenniferHawkinsandLaurynEaglewerecrownedMissUniverseandMissTeenInternationalrespectively,therehasbeenadramaticincreaseininterestinbeautypageantsinthiscountry.Thesewinshavealsosparkedadebateastowhetherbeautypageantsarejustharmlessremindersofold-fashionedvaluesorathrowbacktothedayswhenwomenwererespectedforhowgoodtheylooked.InthepastfewdecadesAustraliahastakenmorethanafewfalteringstepstowardtreatingwomenwithdignityandrespect.Youngwomenarebeingbroughtupknowingthattheycandoanything,asshownbyinspiringrolemodelsinmedicinesuchas2003AustralianoftheYearProfessorFionaStanley.Inthe1960sand70s,oneofthefirstactsofthefeministmovementwastopicketbeautypageantsonthepremisethattheindustrypromotedtheviewthatitwasacceptabletojudgewomenontheirappearance.TodaymanyyoungAustralianwomenarestillprofoundly fortablewiththeirbodyimage,feelingunderallkindsofpressuresbecausetheyarejudgedbyhowtheylook.Almostallofthepageantvictorsarewaferthin,reinforcingthemessagethatthinequalsbeautiful.Thisignoresthefactthatmenandwomencomeinallsizesandshapes.Inacountrywhereupto60%ofyoungwomenareonadietatanyonetimeand70%ofschoolgirlssaytheywanttoloseweight,despitethefactthatmosthaveanormalBMI,suchmessagesareprofoundlyhazardoustothementalhealthofyoungAustralians.TherehasbeenanincreaseininterestinbeautypageantsinAustralia,whichsparkedadebate,whileinthepastfewdecades,Australiahastakenmorethanafewfalteringstepstowardtreatingwomenwithdignityandrespect,andwhilealmostallofthepageantvictorsarethin,butitignoresthecommonfeaturesbetweenmenandwomen.Compulsoryvotingisoftensuggestedasasolutiontotheproblemofdecliningturnout.Buthowareindividualsandcountriesaffectedbycompulsoryvotingbeyondboostingelectoralparticipation?ShaneSinghinvestigatesthesocial,economic,andpoliticalconsequencesofcompellingcitizenstovote.Therehasbeenalotofdiscussionaboutcompulsoryvotingthesedays.IntheUnitedKingdom,inparticular,asvoterturnoutrateshavedeclined,manycommentatorsandpoliticianshavebegunadvocatingformandatoryelectoralparticipation.Thoseinfavorofcompulsoryvotingoftenadducetheimportanceofparticipationamongallsegmentsofsociety.Citizensofdemocraciesareforcedtodomanythingsintheinterestofthepublicgood,theymaintain,includingservingonjuriesandeducatingtheirchildren,andfullparticipationservesthecountryasawhole.Thoseopposedtocompulsoryvotingoftenarguethat,fromademocratictheory,therighttovoteimplicitlyincludesarightnottovote.Sucharightofabstention,theyargue,ismoreimportantthananysocietalgoodthat
