SECTION1General第一部分總述Attherequestoftheownerandtoassistinthemaintenanceofclass,ABSwillreview,survey,andconfirmbyissuanceofafactualLay-upReport,theactionstakentopreserveandprotectaunitinlay-up.ThisGuidecontainsthoseprecautionsandproceduresconsideredbyABStoaccomplishthisobjective;alternativeapproachestoaccomplishthesamemaybeconsidered.在船東的要求下和為了協(xié)助在維護保養(yǎng)期的檢驗，ABS將復審、檢驗和確認發(fā)布的閑置報告真實性，這將保存和保護處于閑置的鉆井平臺。這份指南包括ABS為了實現(xiàn)目標而考慮到的一些預防措施和程序；也可能考慮替代方法去實現(xiàn)目標。1General總述i)Upontheowner’swrittennotificationtoABSofaunit’slay-up,itwillbenotedintheunit’ssurveystatusandtheRecordwillbeupdatedtoreflectthechangeinstatus.Surveysfallingdueduringlay-uparethentobeheldinabeyanceuntiltheunitreactivates,atwhichtimetheyaretobebroughtuptodate.當船東書面通知ABS鉆井平臺（種類包括坐底式鉆井平臺、自升式鉆井平臺、半潛式鉆井船、浮式鉆井船等）閑置時，這將被標注在鉆井平臺的檢驗狀態(tài)中，并且記錄將被更新以反映檢驗狀態(tài)的變化。閑置期間的到期檢驗將被暫停到鉆井平臺重新啟用時更新。ii)TheReactivationSurveyrequirementsfortheunitaresubjecttospecialconsiderationsbasedonthesurveystatusatthetimeofthecommencementoflay-up,thelengthofthelay-upperiod,andtheconditionsunderwhichtheunithasbeenmaintainedduringthatperiod.鉆井平臺的重新啟用檢驗要求需特殊考慮，根據(jù)閑置開始時的檢驗狀態(tài)、閑置期間長度和閑置期間對鉆井平臺的維護保養(yǎng)狀態(tài)。iii)Whereinitiallay-uppreparationsandproceduresarereviewedandsurveyedbyABS,andalsoverifiedannuallybysurvey,considerationmaybegiventodeductingpartorallofthetimeinlay-upfromtheprogressionofsurveyintervals,ortomodifyingtherequirementsforup-datingsurveysattimeofreactivation.如果首次閑置準備工作和程序是通過ABS復審和檢驗，并且也進行年度檢驗，可能會考慮減少閑置期連續(xù)期間檢驗的部分或全部檢驗項，或?qū)⒏聶z驗的要求改到重新啟用時做。iv)TherearethreeconditionsforaUnitwithaLaid-up“LifeCycleState”(hereinafterLCS)intheRecord,Laid-up;Laid-upWarmStackedandLaid-upColdStacked.Thelifecyclestates“Laid-upWarmStacked”and“Laid-upColdStacked”canalsohavetheEnhancedstate,tobe“EnhancedLaid-upWarmStacked”and“EnhancedLaid-upColdStacked”.TheseconditionsaredescribedinSubsection1/3below.記錄中鉆井平臺閑置的生命周期狀態(tài)（下文簡寫為LCS）有三種：擱置、溫停、冷停。溫停、冷停還有一種加強型，即加強型溫停、加強型冷停，這些狀態(tài)在下面章節(jié)1/3（第一部分第三章）介紹。3Definitions定義3.1LifeCycleStatus“Laid-up”“擱置”型生命周期狀態(tài)Whenaunithasa“Laid-up”LCSintheRecordthismeansthattheunitisoutofserviceforanundeterminedlengthoftime.TheownershaveinformedABSthattheunitislaidup,butnoproceduresforlay-uphavebeenreviewedbyABS.Whileinlaidupstatus,classsurveysareheldinabeyanceandstatutorysurveysaremaintainedwhenrequiredbytheflagAdministration.PriortoreturningtoserviceaReactivationSurveyinaccordancewithSection4ofthisGuide,includingalldueandoverdueclassandstatutorysurveysistobecarriedout.AninitiallayupverificationsurveyandannualsurveysarenotrequiredforthisLCS.當鉆井平臺在記錄中是擱置型生命周期狀態(tài)，意味著鉆井平臺不確定時間長度的退役。船東已經(jīng)通知ABS鉆井平臺閑置，但閑置程序沒有給ABS送審。在閑置期間，入級檢驗暫停、船旗國要求的法定檢驗保留。在轉(zhuǎn)到服役狀態(tài)之前，根據(jù)這份指南的第四部分進行重新啟用檢驗，包括進行所有到期和過期的船級社檢驗和法定檢驗。不需要對這種生命周期狀態(tài)的鉆井平臺進行首次閑置鑒定檢驗和年度檢驗。3.3LifeCycleStatus“Laid-upWarmStacked”“溫?！毙蜕芷跔顟B(tài)Whenaunithasa“Laid-upWarmStacked”LCSintheRecord,thismeanstheunitisnotinoperation,ispositionedinashelteredlocationandthereisacrewonboardcarryingoutthemaintenanceandpreservationactivitiesdescribedintheABSagreedlay-upprocedure.Inthiscase,1/1iii)isapplicable.ClasssurveysareheldinabeyanceandstatutorysurveysaremaintainedwhenrequiredbytheflagAdministration.However,annuallay-upsurveysarerequiredtobecarriedout.Priortoreturningtoservice,areactivationsurveytakingintoaccountthedegreeofmaintenanceconductedwhilelaid-up,includingalldueandoverduestatutorysurveysaretobecarriedout.當鉆井平臺在記錄中是溫停型生命周期狀態(tài)，意味著鉆井平臺不在使用狀態(tài)、被放置在一個庇護處所、并且有船員在船進行與ABS批準的閑置程序一致的維護保養(yǎng)工作。在這種情況，1/1iii)（第一部分第一章第三節(jié)）條款適用。入級檢驗暫停、船旗國要求的法定檢驗保留。當然也需要進行年度閑置檢驗。在轉(zhuǎn)到服役狀態(tài)之前，根據(jù)閑置期維護保養(yǎng)的執(zhí)行度進行重新啟用檢驗，包括進行所有到期和過期的法定檢驗。3.5LifeCycleStatus“Laid-upColdStacked”“冷?！毙蜕芷跔顟B(tài)Whenaunithasa“Laid-upColdStacked”LCSintheRecord,thismeansthattheunitisnotoperating,ispositionedinashelteredlocation,isunmanned,andthattheLay-upprocedureshavebeenreviewedbyABS.Inthiscase,1/1iii)isapplicable.Allclassandstatutorysurveysareheldinabeyance.However,annuallay-upsurveysarerequiredtobecarriedout.Priortoreturningtoservice,areactivationsurveytakingintoaccountthedegreeofmaintenanceconductedwhilelaid-up,includingalldueandoverduestatutorysurveys,aretobecarriedout.當鉆井平臺在記錄中是冷停型生命周期狀態(tài)，意味著鉆井平臺不在使用狀態(tài)，被放置在一個庇護處所、無船員、閑置程序經(jīng)ABS審核通過。在這種情況，1/1iii)條款適用。所有入級和法定檢驗暫停?？墒切枰M行年度閑置檢驗。在轉(zhuǎn)到服役狀態(tài)之前，根據(jù)閑置期維護保養(yǎng)的執(zhí)行度進行重新啟用檢驗，包括進行所有到期和過期的法定檢驗。3.7“Enhanced”LifeCycleStatus“加強”型生命周期狀態(tài)ThegoalofhavingaunitenrolledintheEnhancedLay-upprogramistomanagethelifecycleandassetvaluebyminimizingriskexposure,alongwithreducingthetimeandcostforreactivation.InadditiontotherequirementsofLaid-upWarmStackedorLaid-upColdStacked,whenaunithasan“EnhancedLay-up”LCSintheRecord,thismeansthattheunithashaditslay-uplocationandproceduresreviewedandverifiedinaccordancewithSection2ofthisGuide.ForthisLCS,areviewoftheproposedlay-upprocedure,includingthelocationchosen,themoorings,ariskanalysisofthelocation,andthecapabilityofemergencyresponseisrequired.鉆井平臺采用加強型的目的是管理生命周期和資產(chǎn)價值承擔最小化的風險，以及減少重新啟用的時間和費用。除了溫停和冷停的要
