dorsedanambitioustargettodraw24%ofitsprimaryenergyconsumptionfromrenewablesourcesby2023.[G]Progressinthedevelopmentofrenewablescouldbefragile,however,iffossilfuelpricesremainlowforlong.Renewablesaccountforonlyasmallshareofglobalprimaryenergyconsumption,whichisstilldominatedbyfossilfuels—30%eachforcoalandoil,25%fornaturalgas.Butrenewableenergywillhavetodisplacefossilfuelstoamuchgreat(yī)erextentinthefuturetoavoidunacceptableclimaterisks.[H]Unfortunately,thecurrentlowpricesforoil,gas,andcoalmayprovidelittleincentiveforresearchtofindevencheapersubstitutesforthosefuels.Thereisstrongevidencethat(yī)bothinnovat(yī)ionandadoptionofcleanertechnologyarestronglyencouragedbyhigherfossilfuelprices.Thesameistruefornewtechnologiesforalleviat(yī)ingfossilfuelemissions.[I]Thecurrentlowfossilfuelpricee(cuò)nvironmentwillthuscertainlydelaytheenergytransitionfromfossilfueltocleanenergysources.Unlessrenewablesbecomecheapenoughthatsubstantialcarbondepositsareleftundergroundforaverylongtime,ifnotforever,theplanetwilllikebeexposedtopotentiallycatastrophicclimaterisks.[J]Someclimateimpactsmayalreadybediscernible.Forexample,theUnitedNationsChildrenFundestimatesthatsome11millionchildreninAfricafacehunger,disease,andwatershortageasaresultofthestrongestElNino(厄爾尼諾)weatherphenomenonindecades.ManyscientistsbelievethatElNinoevents,causedbywarminginthePacific,arebecomingmoreintenseasaresultofclimatechange.[K]Nat(yī)ionsfromaroundtheworldhavegat(yī)heredinParisfortheUnitedNationsClimat(yī)eChangeConference,COP21,withthegoalofauniversalandpotentiallylegally-bindingagreementreducinggree(cuò)nhousegasemissions.Weneedverybroadparticipationtofullyaddressglobaltragedythatresultswhencountriesfailtotakeintoaccountthenegat(yī)iveimpactoftheircarbonemissionsontherestoftheworld.Moreover,non-participationbynations,ifsufficientlywidespread,canunderminethepoliticalwillofparticipatingcountriestoact.[L]ThenationsparticipatingatCOP21arefocusingonquantitativee(cuò)missions-reductioncommitments.Economicreasoningshowsthattheleastexpensivewayforeachcountryistoputapriceoncarbonemissions.Thereasonisthat(yī)whencarbonispriced,thoseemissionsreductionsthatareleastcostlytoimplementwillhappenfirst.TheInternationalMonetaryFundcalculat(yī)esthatcountriescangeneratesubstantialfiscalrevenuesbyeliminatingfossilfuelsubsidiesandlevyingcarbonchargesthatcapturethedomesticdamagecausedbyemissions.Ataxonupstreamcarbonsourcesisoneeasywaytoputapriceoncarbonemissions,althoughsomecountriesmaywishtouseothermethods,suchasemissionstradingschemes.Inordertomaximizeglobalwelfare,everycountry’scarbonpricingshouldreflectnotonlythepurelydomesticdamagefromemissions,butalsothedamagetoforeigncountries.[M]Settingtherightcarbonpricewillthereforeefficientlyalignthecostspaidbycarbonuserswiththetruesocialopportunitycostofusingcarbon.Byraisingrelativedemandforcleanenergysources,acarbonpricewouldalsohelpalignthemarketreturntoclean-energyinnovationwithitssocialreturn,spurringtherefinementofexistingtechnologiesandthedevelopmentofnewones.Anditwouldraisethedemandfortechnologiessuchascarboncaptureandstorage,
