2、導(dǎo)干部的重要依據(jù)。 關(guān)于政績?yōu)檎l創(chuàng)的問題，我認為，認真實踐“x”，代表人民的根本利益，為人民辦實事、好事，才是政績。具體到稅務(wù)工作，就是要不斷提高服務(wù)意識，優(yōu)化經(jīng)濟環(huán)境，不斷塑造服務(wù)型稅務(wù)機關(guān)。一個黨員領(lǐng)導(dǎo)干部，為人民辦了實事、好事，在工作中創(chuàng)出了政績，必然受到人民群眾的贊揚和擁護?，F(xiàn)在有些干部，創(chuàng)政績不是為群眾辦實事，而是做給上級領(lǐng)導(dǎo)看，為個人撈取政治資本，于是怎么“顯眼”怎么做，怎么有利于突出個人怎么做，怎么能博得領(lǐng)導(dǎo)歡心怎么做，一切圍繞頭上的“烏紗帽”做文章，我認為應(yīng)堅決杜絕。要想全心全意為人民謀利益，不能只掛在嘴上，搞“虛功”，而是要實實在在地為群眾辦事，要從群眾最關(guān)心、最迫切需要解決

4、創(chuàng)政績的強烈愿望，還要有創(chuàng)政績的真實本領(lǐng)，這就要求我們要加強本職崗位業(yè)務(wù)學(xué)習(xí)，邊學(xué)邊干。 針對稅務(wù)工作，要面對新形勢下稅收工作出現(xiàn)的新問題，時刻保持清醒的頭腦，認真研究解決稅收服務(wù)、稅收執(zhí)法中存在的問題，采取切實可行的具體措施，搞好優(yōu)質(zhì)服務(wù)，以促進地方經(jīng)濟的健康快速發(fā)展為創(chuàng)政績的突破口，而不能搞“數(shù)字稅收”，好大喜功，搞虛收，收過頭稅，這雖然可以使地方得到短期的利益，但對當?shù)亟?jīng)濟發(fā)展起到負面影響。那種只看速度和完成的指標、數(shù)字，不看經(jīng)濟效益和發(fā)展后勁，更不看黨的建設(shè)和精神文明建設(shè)的情況，以簡單的經(jīng)濟數(shù)字代替干部抓兩個文明建設(shè)的實績，只能形成錯誤的導(dǎo)向。 在稅收工作中，牢固樹立全面、協(xié)調(diào)、可持續(xù)

5、的發(fā)展觀，實事求是抓收入，保持財政經(jīng)濟良性循環(huán)、互動增長的好態(tài)勢。正確處理稅收增長與提高稅收質(zhì)量的關(guān)系、稅收增長與經(jīng)濟協(xié)調(diào)發(fā)展的關(guān)系、稅收當年計劃與稅源長遠穩(wěn)定發(fā)展的關(guān)系。加強稅源監(jiān)控，進一步強化對重點行業(yè)、重點企業(yè)的稅源管理，及時掌握影響收入變化的重大因素，加強收入分析和預(yù)測，切實摸清收入底數(shù)。強化稅收征管，在屬地管理的基礎(chǔ)上，對不同行業(yè)、不同規(guī)模的納稅人實行分類管理，確保責任到人，管理到戶，全面提高征管質(zhì)量。加大稽查力度，嚴厲打擊各種涉稅不法行為，堵塞稅收漏洞，促進稅收工作全面協(xié)調(diào)發(fā)展。 衡量政績： 一是要建立科學(xué)系統(tǒng)的政績考核標準，在干部考核、考察中，只有形成系統(tǒng)的科學(xué)的德、能、勤、績的
