5、ublished on Nov. 23, made more comfortable reading for the U.K. military and particularly for the Royal Air Force, which has seen a decade of cuts decimate its combat aircraft capability.As part of the plans, the government pledged to purchase nine Boeing P-8 Poseidon maritime patrol aircraft to fil

6、l the gap left open by the retirement of the Nimrod in 2009 and the cancellation of its replacement in 2010 as part of the last SDSR.The U.K.s Eurofighter Typhoon force will be expanded with an additional two front-line squadrons to be formed using the Tranche 1 aircraft that had been due to exit se

7、rvice in 2017. The exact mix of Tranche 1, 2 and 3 aircraft is yet to be confirmed. The U.K. also plans to fit the Tranche 3 Typhoons with the active electronically scanned array radar currently in development.The Typhoon, along with enhancements to carry air-to-ground weap- ons, will still replace the Pan

14、avia Tornado GR4 in 2019, although the Tornado fleet will not begin to shrink until 2018. “It is anticipated that the Tornado force will start to draw down from 2018, allowing us to make a smooth transition of personnel to support the introduction of our Light- ning II Force into service in 2019,” a

15、 defense ministry spokesman said.The report says the U.K. will maintain its plan to purchase 138 F-35s aircraft over the life of the program. But it does not detail whether theU.K. will look at variants beyond the F-35B model planned for use on the U.K.s two new Queen Elizabeth-class aircraft carrie

16、rs. This will be decided in the next SDSR planned for 2020. In the meantime, orders for the F-35B will be accelerated in order to put up to 24 of the aircraft onto the new Queen Elizabeth-class aircraft carriers. A further 18 aircraft will support training, test and evaluation, and periodic servicin

17、g and upgrade activity, defense officials have told Aviation Week.The U.K. has already signed up to purchase 14 F-35s over the next five years, on top of the three already in service and the fourth due to be delivered late this year. Six more F-35Bs were ordered by the U.K. in early November. Until

18、now, U.K. ministers had only confirmed plans to purchase 48 F-35s.The new P-8s will be based in Scotland and dedicated to the protection of the nuclear deterrent, the new aircraft carriers. They will also fulfill search-and-rescue missions and be used for overland reconnaissance. The first of the ai

19、rcraft are due to arrive before the end of the decade, most likely through a U.S. Navy Foreign Military Sale.The U.K. defense ministry sees the P-8 buy as a key element in its ever-closer defense relationship with the U.S. The report says the use of the P-8 will provide protection for each others ai

20、rcraft carriers and further improve interoperability in anti-submarine warfare, while also providing efficiencies in basing and support.The order for nine P-8s comes just three weeks after reports in the Sunday Times that the U.K. decided to cancel a planned order for the patrol aircraft. Somewhat e

21、mbarrassingly, the order is being announced at the same time that French and Canadian maritime patrol aircraft have been deployed to Scotland to support the hunt for a probable Russian submarine, the third such operation in 12 months.A decision on whether the aircraft will have U.K. weapons andsonob

22、uoys, believed to a major sticking point, has yet to be made, defense officials say. The government has also announced plans to create two deployable army Strike Brigades, each with 5,500 personnel. These brigades will be able to “self-deploy thousands of kilometers, and with a much lower logistic f

23、ootprint,” officials say.The government has pledged not to cut any more personnel from the armys current 82,000 complement, following significant cuts in 2010.The Royal Navy was perhaps the biggest loser in this years review. Although both of the new carriers will be retained, the government has dec

24、ided to only build eight of the new Type 26 Global Combat Ships rather than the expected 13.The defense ministry says it is studying lighter, flexible and potentially more exportable general purpose frigates for the 2030s.Other key aerospace elements in SDSR 2015 include: The Raytheon Sentinel recon

25、naissance aircraft will remain in service into the 2020s, but will exit service before 2025. The U.K.s six Boeing E-3D Sentry airborne early warning plat- forms will be upgraded, and along with the U.K.s three newly purchased RC-135 Rivet Joints will be in service until 2035. Fourteen of the 24 Lock

26、heed C-130J Hercules will be retained until 2030, partly to support Special Forces activities. These are likely to be the “more useful” long fuselage aircraft. One of the RAFs Airbus A330-200 Multi-Role Tanker Transports (MRTT) will be fitted out for VIP missions for use by senior government officia

27、ls and the Royal Family. The Panavia Tornado GR4 fleet will still exit service in 2019, replaced by the Typhoon with the majority of Tornado air-to-ground capabilities. The Beechcraft Shadow intelligence and special forces support air- craft fleet will be enlarged from the current five to eight and

28、will exit service in 2030. The U.K. will invest further to pursue a joint development of an unmanned combat air vehicle with France. The U.K. will buy 20 new-build MQ-9 Reapers as part of the Pro- tector program to replace the existing fleet of 10 MQ-9s. The platform will be based on the Certifiable

29、 Reaper currently being worked on by General Atomics. The U.K. will invest in an unknown number of Airbus Defense and Space Zephyr 8 high-altitude pseudo-satellites capable of monitoring areas for months. 33、rials locked under the surfaces of aster- oids, moons and other airless bodies.Such materials may be of interest to a future space-mining industry, traditional planetary scientists and those involved in planetary defenses.The breakthrough is the use of recently discovered europium- doped strontium i

34、odide (SrI2) as a high-efficiency gamma-ray detector. It offers a compact, low-power sensor for use on board CubeSats and surface rovers as well as traditional planetary orbit- ers, atmospheric probes and landers, according to researchers from Vanderbilt and Fisk universities, NASAs Jet Propulsion L

35、aboratory and the private, nonprofit Planetary Science Institute.“Space missions to the Moon, Mars, Mercury and the asteroid Vesta, among others, have included low-resolution spectrometers. But it has taken months of observation time and great expense to map their elemental surface compositions from

36、 orbit,” said Vanderbilt astronomy professor Keivan Stassun. He is co-author of a research description, “New ultra-bright scintillators for planetary gamma-ray spectroscopy,” published Oct. 23 by the International Society for Optics and Photonics in its journal SPIE Newsroom. “With our proposed syst

37、em, it should be possible to measure sub- surface elemental abundances accurately, and to do it much more cheaply because our sensors weigh less and require less power to operate. That is good news for commercial ventures where cost, power and launch weight are all at a premium.”Vanderbilt Universit

39、m asteroids consistent with current law and international obligations.Gamma-ray spectroscopes detect the wavelength and intensity of gamma radiation coming off the surfaces of planetary objects in response to strikes from galactic cosmic rays. The spectroscopy can be logged, recorded and analyzed fo

40、r concentrations of iron, magnesium, oxygen, silicon and other rock-forming elements, including precious metals such as gold and platinum, as well as diamond crystals, according to the research team.Until the asteroid-mining industry matures, the new SrI2 sen- sor technology promises to furnish new

41、details about the chemical composition of planetary bodies that range from asteroids and comets to minor planets, details that could shed new light on how the Solar System formed and evolved. In addition, it can help to determine whether asteroids that cross the Earths orbital track and represent a

42、potential impact threat are comprised of rock or ice, according to researchers.The new technology would replace detectors using bismuth germanate and a highly pure form of germanium semiconductor found on successful planetary missions that include NASAs Lunar Prospector, Dawn, Mars Odyssey and Messe

43、nger spacecraft.“The gold standard for gamma-ray spectroscopy is the high- purity germanium (HPGe) detector,” said Fisk physics professor Arnold Burger, developer of the new SrI2 detector. “However, it requires cryogenic cooling so it is very bulky. It also needs vacuum- tube technology so it consum

44、es too much energy to run on batter- ies. SrI2 isnt quite as good as HPGe, but it is more than adequate to do the job and it is compact enough and its power requirements low enough so that it can be used in spacecraft and even placed on robotic landers.” Mark Carreau, BUSINESSGA

45、O Faults DOD Management Of Contracted ServicesThe U.S. Defense Department (DOD) continues to face challenges in ensuring it fully reviews its inventory of contracted services, the U.S. Government Accountability Office (GAO) says in a recent report.“Military departments have not developed plans to fa

46、cilitate the use of the inventory for workforce planning or budgetary decisions nor have they appointed an accountable official to help do so, as DOD previously stated they intended to do,” GAO says. “Further, DOD has not outlined the relationships between a management support office, military depar

47、tments, and other stakeholders to facilitate the collection and use of inventory data in decision-making processes.Internal control standards state that management should define key areas of authority and responsibility to achieve management objec- tives and to comply with laws.”DOD is the governmen

48、ts largest purchaser of contractor-provided services, GAO reports.As of September, 35 of 37 offices involved in managing the service deals certified they had conducted the inventory reviews and generally addressed more of the review elements required by DOD guidance than in prior years, GAO says. “F

49、or the second consecutive year, however, the U.S. Air Force did not submit a certification letter.”Further, GAO says, the offices, “may be inaccurately reporting on the extent to which contractors were providing services that are closely associated with inherently governmental functions, a key revie
