學(xué)校地震疏散演練前動員講話稿 老師們,同學(xué)們:大家早上好! 近年來,我校十分重視安全教育,每學(xué)期都要舉行緊急疏散演練及自護(hù)自救等安全知識的培訓(xùn)。特別是“ 5 12”汶川大地震后,我們更是十分重視。胡錦濤總書記在四川大地震后曾指出“將災(zāi)害預(yù)防等科學(xué)知識納入國民教育”。國家教育部、建設(shè)部等部門也先后多次下發(fā)文件,要求各地各校要切實(shí)加強(qiáng)防震減災(zāi)宣傳教育和應(yīng)急演練。為貫徹落實(shí)防震減災(zāi)宣傳教育和應(yīng)急演練的精神,本學(xué)期我們學(xué)校的緊急疏散演練活動將于本周二上午 9: 58 分正式舉行。而這次疏散演練將是我們學(xué)校歷史上到目前 為止人數(shù)最多的一次,演練方式也由原來的宿舍疏散演練改為教學(xué)過程中的教學(xué)樓的疏散演練。為切實(shí)組織好此次演練活動,今天我利用國旗下講話這段時間,給大家進(jìn)行演練前的動員同時講一下疏散演練的意義及有關(guān)注意事項(xiàng)和要求,以引起大家的足夠重視: 一、疏散演練的意義 大家知道,自然災(zāi)害的發(fā)生是人類無法抗拒的,但是人們可以通過有效的措施把自然災(zāi)害造成的損失降到最低限度。去年“ 5 12”汶川 8 級大地震時,四川安縣桑棗中學(xué)緊臨著震災(zāi)最為慘烈的北川,卻在這場舉世震驚的特大地震中,學(xué)生無一傷亡,老師無一傷亡,而該校的校長葉志平也被網(wǎng) 友親切地稱為史上最“牛”的校長。因?yàn)樵撔?2005 年開始,在這位校長的要求下每學(xué)期都要在全校組織一次緊急疏散演練。由于平時多次演練,地震來時全校 2200 多名學(xué)生,上百名老師,僅用 1 分 36 秒的時間從不同的教學(xué)樓和不同的教室中全部沖到操場上。要知道,該校每個教學(xué)樓內(nèi)的學(xué)生都非常多,人員密集,學(xué)生數(shù)最多的班級有 80 多名,能做到安全、快速的疏散很不容易。桑棗中學(xué)抗震救災(zāi)的經(jīng)驗(yàn)告訴我們,平時重演練,震時無傷亡。因此,開展防災(zāi)減災(zāi)宣傳教育和應(yīng)急演練,不斷提高師生應(yīng)對突發(fā)自然災(zāi)害的能力,減少各種自然災(zāi)害造成的傷亡和損失, 具有重要意義。 同學(xué)們,在校園中,需要緊急疏散的機(jī)率并不大,但我們必須“居安思?!?,做好準(zhǔn)備,減少同學(xué)受傷的機(jī)會。同學(xué)們時刻要有安全意識,了解發(fā)生緊急情況時如何應(yīng)變及緊急疏散的程序。通過這次演練,希望同學(xué)們能學(xué)習(xí)和掌握逃生自救知識,熟悉逃生疏散路線,增強(qiáng)安全自救意識。同時,利用這次演練的機(jī)會,也是在全體同學(xué)們之間開展的一次綜合實(shí)踐活動,通過活動,來展示各系、各班同學(xué)們的組織能力、紀(jì)律觀念和團(tuán)結(jié)合作意識,很有必要,也很有意義。 二、疏散程序: 1、 12 月 29日(周二)上午 9: 50 分,學(xué)校廣播中將提醒各班學(xué)生和 班主任迅速回到教室準(zhǔn)備進(jìn)行疏散演練, 9: 58 分學(xué)校廣播里將連續(xù)三次發(fā)出“老師們、同學(xué)們:學(xué)校遭遇突發(fā)事件,請廣大師生馬上有序緊急疏散”的語音提示。然后廣播播放防控警報,大家聽到防空警報信號后,班主任迅速組織學(xué)生打開前后教室門,切斷電路,指揮學(xué)生開始按預(yù)案規(guī)定的線路進(jìn)行有序撤離,并服從各撤離路線上引導(dǎo)老師和保安的指揮。記住所有的引導(dǎo)老師必須在學(xué)生全部撤離后方能離開危險區(qū)。 2、各系疏散到集合地后,請各系及時整隊,清點(diǎn)疏散學(xué)生人數(shù)并及時報學(xué)校安保處陸新寶老師處。各系部同時要安排人員檢查有無遺留或受傷學(xué)生等情況。 3、最后各系組織好學(xué)生,就地聆聽此次疏散總指揮,學(xué)校法人代表梁國忠校長就疏散演練情況進(jìn)行講評。 三、演練前工作要求及注意事項(xiàng): 1、由于目前參加疏散演練的老師和學(xué)生人數(shù)三千多人,人數(shù)多,潛在的危險性大,如果組織不到位,將會導(dǎo)致不可預(yù)知的危險后果,所以各部門要引起高度重視,要事先召開部門工作會議,詳細(xì)部署和安排演練時的各項(xiàng)具體工作,要和老師,和同學(xué)們強(qiáng)調(diào)演練時的具體要求和注意事項(xiàng),疏散線路和注意事項(xiàng)要讓每個老師和學(xué)生事先爛熟于心。通過周密的安排和不知使廣大師生知道學(xué)校一旦發(fā)生應(yīng)急突發(fā)事件時,如何進(jìn)行安全撤離 ,并進(jìn)行自救互救。疏散時同學(xué)們要按規(guī)定的線路進(jìn)行安全疏散。疏散下樓時,同學(xué)們要靠樓梯左右兩側(cè)有序下樓,各路口和樓梯口,我們都安排了引導(dǎo)老師,請大家在疏散時能聽從指揮,迅速到指定區(qū)域集合。各班級疏散方向和出口請各系部老師和班主任事先要爛熟于心。 2、各系部在學(xué)校疏散演練方案的總體要求的基礎(chǔ)上,制定適合本部門特點(diǎn)的疏散演練的分方案,各教學(xué)、實(shí)訓(xùn)樓樓道、樓梯方向、出口位置、樓梯口等具體位置要安排人員疏散時進(jìn)行引導(dǎo),部門每個人員,特別是系部領(lǐng)導(dǎo)要對整個疏散做到心中有底、萬無一失,確保全校統(tǒng)一演練任務(wù)的圓滿完成。 3、各系根據(jù)所在教學(xué)樓教室、實(shí)訓(xùn)樓教室、實(shí)訓(xùn)室等各樓道、各樓梯口、都有老師現(xiàn)場指揮引導(dǎo),防止學(xué)生在疏散時發(fā)生擁擠、跌倒等情況出現(xiàn),一旦出現(xiàn)此情況,各部位的引導(dǎo)員應(yīng)及時采取有效措施,警防踩踏事件的發(fā)生,疏散時班主任要在班級最后,做到不讓一個學(xué)生遺留在教室里。而同學(xué)們在疏散時不要擁擠、不能打鬧、不要相互推搡,速度保持適中,不要太快。疏散時請各班班主任實(shí)現(xiàn)指定一位班干部在隊伍前面帶領(lǐng)本班學(xué)生按指定的線路到達(dá)指定的集中點(diǎn)集中; 四、各部門及人員的職責(zé): 1、安保處負(fù)責(zé)制定學(xué)校疏散演練的總體方案和現(xiàn)場指揮協(xié)調(diào)工作。 2、學(xué)生處負(fù)責(zé)協(xié)助安保處和各系部對疏散學(xué)生進(jìn)行現(xiàn)場組織、指揮、協(xié)調(diào)。 2、各系部在學(xué)??傮w方案的前提下具體負(fù)責(zé)本系部疏散演練的具體實(shí)施方案和現(xiàn)場組織、指揮、協(xié)調(diào)工作。 3、 各班班主任:負(fù)責(zé)本班的學(xué)生疏散前的思想動員和教育,負(fù)責(zé)現(xiàn)場疏散的指揮,組織好本班學(xué)生安全有序的撤離危險區(qū),最后在指定地點(diǎn)集合,清點(diǎn)本班學(xué)生人數(shù),檢查本班學(xué)生是否全部安全撤離,并上報給系部,由各系部匯總后上報安保處陸新寶處。 4、 各樓道、樓梯口、大樓門口及走道的引導(dǎo)教師:組織指揮學(xué)生按事先設(shè)計的線路安全有序進(jìn)行撤離并檢查樓面上是否有學(xué)生遺 漏并撤離危險區(qū)。 5、 集中安全區(qū)的老師:組織好安全逃離的學(xué)生的集合和紀(jì)律維持工作。 6、學(xué)校保安人員在道路及岔路引導(dǎo)疏散方向。 7、醫(yī)務(wù)室及學(xué)校紅十字會的人員樹起紅十字會旗幟,帶上紅十字袖套,準(zhǔn)備必要的醫(yī)療器皿,做好隨時準(zhǔn)備包扎受傷學(xué)生的各項(xiàng)準(zhǔn)備工作(具體位置在學(xué)?!坝械勒龢I(yè)”校訓(xùn)石前面)。 8、辦公室準(zhǔn)備好緊急救援的車輛。 老師們、同學(xué)們:未雨綢繆,防患未然,是安全教育永恒不變的基石;保障生命,尊重生命是安全教育永恒不變的主題。對疏散演練的重視,就是對您自己生命的尊重。相信經(jīng)過我們大家的共同努力,我們學(xué) 校的安全管理工作能做得更好。就會使我們大家擁有一個平安、和諧、祥和的校園環(huán)境,我們大家也就會在平安的校園里快樂地工作、學(xué)習(xí)、同學(xué)們能健康地成長。讓我們永遠(yuǎn)牢記“心中時刻有平安,平安會在我身邊!” 今天我的講話就到這里,謝謝大家!
